The system of training police officers combines psychological, theoretical and practical aspects It is noted the important tool for the professional activity of law enforcement officers of Ukraine is the study of advanced professional experience of law enforcement agencies in Europe. As the employee of the National Police is focused on effective solving the tasks facing him, but constant psychological support and awareness of the possibility of professional development.

The professional activity of law enforcement officers involves active work with people, and the ability to communicate with colleagues, managers, representatives of various segments of the population ensures the success of their duties. It leads to the necessity of the language and speech skills development and improvement which are directly related to the formation of communicative competence of police officers. In modern pedagogical science various methods are described. They are aimed to develop the communicative competence of workers in a particular field. Among them, an important place is occupied by methods of creative learning. The methods of creative training in educational process have been considered in works of many scientists, however the problem of formation of policeman’s professional communicative competence by these methods have not been discovered by scientists. It is necessary to develop the outlined problem and determine the relevance of the proposed study. The author aims to consider the possibility of applying creative teaching methods in Ukrainian language classes for professional purposes which will improve the skills of professional communication of future law enforcement officers and contribute to the formation of their communicative competence. The paper uses general scientific theoretical methods including content analysis, systematization and generalization of scientific literature on the selected problem which allowed choosing the most effective methods of creative learning which should be implemented in Ukrainian language classes for future police officers. The researcher examines the defining characteristics of such methods of creative learning as cross-sense, reframing, storytelling and debate, as well as offers application options for their implementation in Ukrainian language classes for future law enforcement officers. The author concludes that application of the analyzed methods of creative training will have a positive effect on improving the language and speech skills of professional communication of future police officers, and therefore will best contribute to the formation of their communicative competence. The author of the article emphasizes the continuation of the started research in the detailed applied development of each described creative learning methods.

The article deals with defining directions for improving the training of specialists for pre-trial investigation bodies of the National Police. Every year, more demanding demands are placed on law enforcement activities of state bodies, in particular the National Police, which in turn requires an increase in the amount of knowledge required by police officers. Increasing the intellectual level of criminals, using offenders more sophisticated methods and means of committing offenses, careful training, masking criminal acts require adequate response of law enforcement agencies, which in turn requires appropriate training of Interior Ministry employees. An analysis of the publications which initiated the solution of this problem showed that today there is a lack of thorough research on the directions of improving the training of specialists for the bodies of pre-trial investigation of the National Police, which determines the relevance of the investigated problems. At present, within the structure of higher education institutions of the Ministry of Internal Affairs of Ukraine, the specialization of training police officers is focused only on the process of training police officers of criminal police (Dnipropetrovsk State University of Internal Affairs - financial and economic security; Odessa State University of Internal Affairs - units of counteraction etc.). In turn, the process of training specialists for pre-trial investigation bodies does not have such an extensive system of training areas. As a result of the conducted research, it is concluded that there is an urgent need to improve the training of specialists for pre-trial investigation bodies of the National Police. The main directions for improving the training of specialists for the pre-trial investigation bodies of the National Police should be: 1) increasing the requirements for the quality of legal education and professional training of future employees of investigative units; 2) introduction of training of experts for pre-trial investigation bodies according to the profiles assigned by the Ministry of Internal Affairs of Ukraine; 3) introduction of an effective model of conducting binary classes with the involvement of experienced staff of pre-trial investigation bodies in the process of training specialists for such bodies.

The problem of psychological training of employees of law enforcement agencies remains relevant at the present time. The problem of professional training for extreme situations is of particular importance, as the choice of a methodological approach to the implementation of professional and psychological training of law enforcement officers. The most effective is the system-situational approach in combination with the model approach, which are based on the system approach. The authors consider the role of situational, system-situational, model approaches to the psychological training of law enforcement officers in extreme situations of professional activity. In the course of the theoretical analysis and empirical research, the conclusion is formulated about the significance and effectiveness of the system-situational approach, the use of which contributes to the formation of effective psychodiagnostic procedures. In the course of the study, the features of the psychological and managerial potential of employees of law enforcement agencies were identified. In modern conditions, a systematic approach is developing most intensively, which carries out a gradual study of the subject: from the general to the particular, taking into account the significance of the goal, its achievability. The article considers the system-situational approach as one of the most promising, especially in the aspect of empirical research of crisis and anti-crisis situations of operational and service activities. Within the framework of system-situational analysis, professionally significant activity is studied as a dynamic system.

The purpose of the article is to substantiate the structure of the professional readiness of future lawyers to work in law enforcement agencies, as well as to substantiate the conditions for its formation in the educational environment of the university: the social and personal significance of legal education and its relevance; students' awareness of legal education as a necessary component of their professional competency; integration, unity and complementarity of state and regional interests in the content and structure of legal education; educational and methodological support of the educational process in relation to the spheres of professional activity of subjects of legal practice; monitoring, which allows diagnosing the formation of general cultural and professional competencies of students, modelling and predicting the pedagogic process, making managerial decisions on its correction based on the obtained objective information. The structure of professional readiness of future lawyers is presented as a multifunctional system education, which includes motivational and value, cognitive, operational-activity, evaluative-reflexive components. Our research complements research on this issue, defines the essence of professional readiness and its structure. The study expands the range of ideas about the professional training of students at university as a whole; complements the theoretical understanding of training of future lawyers for law enforcement.

Introduction: according to the official statistics, the number of acts involving information technology is increasing every year in Russia. In particular, currently, the types of crimes in the field of information technology are changing qualitatively and continue to evolve continuously, becoming highly organized and more sophisticated. Through the use of information technologies in Russia, such crimes as hacking, illegal data acquisition (information espionage), theft of other people’s property from payment (settlement) cards and accounts of citizens, trafficking of drugs, arms, human beings are committed; the extremist literature is distributed, new members of terrorist groups are recruited; pornography, including children, is spread, illegal gambling and online games are conducted; fraud through the use of cellular and IP-telephony services, theft of personal data in large amount and selling them, and other crimes are committed using information technologies. The current type of computer fraud – phishing – is gaining momentum. Its essence is that cybercriminals seek to get hold of the data of ordinary people through computer technology, and using this data, get hold of their funds, including financial ones. It seems that such actions can neither contribute to the development of Russian society, nor to the development of civilized relations in society, nor to the development of information networks themselves. After all, any technology can be used for both constructive and non-constructive technologies. And when these goals are destructive, the law enforcement agencies, in our opinion, should have an effective level of training to deal with such violations. We believe that it is not enough to calculate, detect, and establish. We still need to be able to bring the culprit to criminal responsibility. In this regard, the most important thing is to ensure that anonymity not only creates the illusion of impunity, but also that the law enforcement agencies have a sufficient legal, organizational and, first of all, personnel basis to expose the criminal. In order to successfully thwart crimes in the field of information technology, the availability of implementation of the adopted standards and the key to the implementation of the state policy in the field of information security is the training and education of appropriate personnel who would provide “breakthrough” results in this area. The purpose of the research is to study the issues of improving the training of the law enforcement officers in countering crimes committed through the use of information technologies. Methods: the research uses a comparative analysis and generalization of the examples of the educational methods used in the educational organizations of the Ministry of Internal Affairs in the field of information security. The authors study, in particular, the general theoretical and practical orientation of the educational process in this area, synthesizing the results obtained, whose purpose is to improve the training of highly qualified specialists for the Internal Affairs bodies capable of countering crimes in the field of information technologies. Results: the authors formulate the main directions for improving the training of the law enforcement officers to counter crimes committed using information technologies, in particular, on the example of the educational organizations used in the educational process of the Ministry of Internal Affairs of Russia. Thus, one of the measures proposed by the authors in this direction is the opening of a new specialty – cyber-investigator or cyber-criminalist. The entry of developed countries into the sixth technological order and the further active digitalization of the world economy predict a huge scale and replication of crimes using information technologies. This circumstance actualizes the need to popularize the profession of a cyber-investigator – a specialist with an interdisciplinary education, i.e. experience in the investigative agencies will have to be combined with the skills of a criminalist and a specialist in the field of information protection.

Ukrainian law enforcement agencies are undergoing a long-term transformation from a system of punitive law enforcement agencies to European-style law enforcement agencies, which should focus on providing services to the population and respecting human rights. One of the areas of the reform was the introduction of the Detective project in the National Police of Ukraine. It should be noted that detective work in Ukraine is a new type of professional activity. However, it should be noted that legal regulation of detective work of both civil servants (law enforcement detectives) and private detectives is absent in Ukraine, although in many countries around the world private detective work is legalized and benefits society. The adoption of the Law "On Private Detective Activity" will allow to establish proper state control over this type of activity at the legislative level and will legalize private detective activity, which is actually carried out, is in demand and recognized by society. However, there is an indisputable opinion in Ukraine that law enforcement activities can be performed exclusively by state structures. And the introduction and operation of private detectives will put an end to the state monopoly in this direction. However, there are also positive points: first of all, several thousand private detective agencies and private detectives must come out of the shadow, pay taxes, report to the police about criminal offenses that are being prepared or committed, provide intelligence, etc. Based on the above, we conclude that legislative regulation of such activities is required for the full work of police and private detectives, including amendments to the Criminal Procedural Code of Ukraine, the Law of Ukraine "On Investigative Activities", departmental orders and instructions, in particular, to the Instruction on the organization of interaction of pre-trial investigative agencies with other agencies and units of the National Police of Ukraine in preventing criminal offenses. detection and investigation, approved by the order of the Ministry of Internal Affairs of Ukraine dated from July 7, 2017, No. 575.

The ability to shoot for future law enforcement officers is an important and competitively oriented skill for entering, building a career in the law enforcement system, since weapon training is part of the professionally applied combat and physical training of employees of state de-partmental structures. Training and improvement of shooting skills is carried out within the framework of conducting weapon training classes. We consider the methods of teaching weapon training for students of specialty 40.05.01 “Legal Support of National Security” on the basis of a civil university – Derzhavin Tambov State University. A weapon training session is the foundation that lays both primary shooting skills and, subsequently, a platform for improving and honing skills. Most of the weapon training classes are not theoretical, but practical. The main methods of teaching both theoretical and practical lessons in weapon training are considered. However, the existing methods of teaching and learning shooting skills does not meet modern practical challenges. Currently, practical exercises for conducting weapon training classes, which are regulated and recommended by the relevant regulatory legal acts (not only general methodic recommendations for training students in civilian universities, but also orders and instructions from specialized educational institutions of law enforcement agencies) do not correspond to the real conditions and situations of the use of firearms. In particular, it is worth considering the fact that calm and quiet conditions for firing a shot are only opportunities in a practical lesson. In real life, weapons have to be used in extreme situations and in conditions of a difficult mental state. In this regard, there is a methodic adaptation of the teaching of the discipline of weapon training to the modern practical realities of the trafficking and use of weapons.

The study of professionally significant individual-psychological features of employees of law enforcement units in relation to the leading type of activity, including taking into account professional experience, is an actual scientific and practical issue. The identification of the requirements of the profile activity imposed on the employee, the assessment of different-level individual-psychological qualities allows to draw a conclusion about the effectiveness and suitability of the employee for the profession. The professional experience of employees of law enforcement agencies significantly affects the features of stress response, decision-making, motives for official activity, and the state of maladjustment. The study aims to identification of individual-psychological characteristics of law enforcement officers with different profiles and professional experience. 179 male law enforcement officers (average age - 30,2±6,2 years, average professional experience - 7,5±6,1 years) were examined. The employees were divided into 3 groups, depending on the type of professional activity. Group 1 consisted of employees of the security profile (n=67), group 2 - of the communicative-informational profile (n=46), group 3 - of the inspector-communication profile (n=66). The subjects were further divided into subgroups with professional experience up to 9 years inclusive and with experience of 10 or more years. The methodological complex includes: Self-control questionnaire; Behavior Activation and Inhibition questionnaire; Test Technology of Psychosemantic Analysis - Semantic Analysis of Activity (Noss I.N., 2009); Test Problem Situation Analysis (Noss I.N., 2009); a modification of the S. Rosenzweig Frustration Toleration Test (Noss I.N., Ignatkin V.N., 1997). The employees of the security profile were distinguished by the predominance of intropunitive reactions and fixation on the obstacle when assessing the conflict from their own position, high physical activity. Individuals of the communicative-informational profile were distinguished by impunitive reactions, fixation on self-defense and satisfaction of needs, high inhibition of behavior to negative stimuli, high activation of behavior, and high efficiency of resolving problem situations when assessing the conflict from an external position. Persons of the inspector-communication profile were distinguished by high rates of extrapunitive reactions in the whole, unrestrained affect of irritation, preference for simple tasks, low inhibition of behavior. The classification in a group of the security profile with high professional experience contribute: a preference for simple tasks, high activation to promote; in the group of communicative-informational and inspector-communication profile - high activation of achieving the goal. The generalized group of law enforcement officers with 10 years or more of experience in assessing the conflict from their own position was distinguished by the severity of extrapunitive reactions and fixation on the obstacle and on self-defense, the predominance of unrestrained affect of irritation, preference for simple tasks, low inhibition of behavior to negative stimuli. The results obtained allow us to conclude that there are differences in the psychological profile of law enforcement officers with different types of official activities and work experience. The profile of employees of communication-information activities was more consistent with the universal personal and professional qualities required for employees of law enforcement agencies in terms of psychophysiological qualities. Least consistent with a universal professional requirements officers of inspector-communication activities, which was reflected in low capacity for learning, reducing the effectiveness of problem-solving, emotional instability. With an increase in the length of professional experience, there is a predominance of externally blaming response strategies and low self-control.

The key concepts that assist to reflect the essence of the process of professional self-realization of police officers have been determined. The professional self-realization of the personality, which is determined by the value and sensory, intellectual and motivational features of the personality, has been studied. Modeling the experience of professional self-realization is the support of the personality for self-development of intellectual and volitional actions. This process is most productive in adolescence – at the time of completion of the development of readiness to choose a particular profession, defining oneself in a possible professional role. The main point of the studied process is the search for a professional image of “oneself”. It has been noted that the key stages of professional self-realization’s formation are: choice of educational institution, place of work (professional self-determination), subsequent choice of the type and direction of activity, formation within the chosen profession, professional growth, which reflects the effectiveness of professional self-realization. Thus, successful self-realization within the profession is based on a reasonable choice of place of study and future profession, continuous professional self-growth and self-development within labor activity, as well as satisfaction with the way of professional life and career. It has been studied that the development of the value sphere of the personality of law enforcement officers contributes to the optimization of their behavior and self-realization in such spheres of life as profession, family life, relationships, hobbies. The motivational component is one of the basic in the system of moral regulation of activities and behavior of professionals and includes a positive attitude to the chosen type of professional activity, the desire for self-realization and achievement, moral and professional attitudes and interests. Motivation acts as a link between the true goals, ideals, beliefs of the cadet and the actions, deeds, decisions he makes. The author has proved the expediency of forming value regulators of behavior and motivational sphere of future law enforcement officers in higher educational institutions with specific learning conditions, which may increase the efficiency of professional activity and self-realization of police officers in modern conditions.
