One source of Regional Original Revenue is local taxes, regional levies and other legitimate local revenue management. Regional levies consist of 3 types of retribution, namely general service retribution, business service retribution and certain licensing retribution. Market’s levies is one type of regional retribution that is included in general retribution whose collection must be in accordance with the existing operational procedure standards to support the realization of its acceptance. This study aims to determine the mechanism of market’s levies collection and the level of effectiveness of market’s levies in the city of Bitung. The research method used is qualitative descriptive analysis, by analyzing the collection mechanism and the effectiveness of market’s levies. The results of the study show that the mechanism of collection of retribution is in accordance with the existing SOP and the achievement of its effectiveness is effective with an average level of 87.13%. Bitung city government can be better able to approach marketers for example by socializing market’s levies regulations so that later can also support the realization of  levies revenue.Keywords : Market’s Levies, Collection Mechanisms and Effectiveness

Law no. 32 of 2004 on Local Government to determine local taxes one source of revenue coming from the region. For that we need to examine how big the contribution of restaurant tax to PAD Bitung City. Local taxes are divided into two parts: provincial tax and city / county tax. One type of city / district tax is Restaurant Tax. This study aims to determine the contribution of restaurant tax Bitung City. Research method used in this research is descriptive analysis method. The object of research is taken at the Office of Regional Tax and Retribution Board of Bitung City. This study shows the calculation by using the contribution analysis can be seen that the contribution of restaurant tax Bitung city in the period 2013 - 2017 decreased. The rate of growth of restaurant tax in the early period had experienced a growth in restaurant tax revenues despite the last year (2017) there was a very significant decrease so that the value is negative. This study shows that Bitung City Government has not been able to reach the target that has been determined, this is because not yet maximum supervision from the Office of Revenue Management Finance and Regional Assets Bitung City in levy restaurant tax, so there are still many restaurants that do not pay taxes. The conclusion obtained is the analysis of restaurant tax contribution in the City of Bitung in the year 2013 amounted to 2.41% and there was a decrease in 2017 to become 1.09%. For that Bitung City Local Government should be more firm and pro active again in levy restaurant tax.Keywords: Restaurant Tax, PAD

Abstract The volume of solid waste in Semarang City reached 1,300 tons per day consisting of 65 percent organic and 35 percent inorganic waste. 77.64 percent of waste was transported and disposed at Jatibarang landfill, 17.65 percent was managed by waste Bank and by temporary landfills (TPS) and 4.71 percent waste remain unmanaged. Jatibarang landfill is predicted to be exceeded its carrying capacity in 2021. To deal with this problem, through a public private partnership scheme, a PLTSa (waste to energy) has been developed. PLTSa would manage 70 percent of waste and produce 20 MW electricity sold to the State Electricity Company (PLN). The government of Semarang City must pay a tipping fee of 780,555 IDR per ton to the PLTSa Management. This paper analyses the development of PLTSa by comparing with another similar project. The research method was descriptive analysis, relied on secondary data, webinars, and informal interviews with relevant persons. This study found that waste to energy project will create dependency on the city government financially and operationally. To create sustainable waste management, it is recommended to utilize appropriated technology enabling the city government to operate by themselves and enjoy the benefit of electricity resulted from the process.

The City Strategic Area (KSK) is a strategic area compiled by the City in developing the area as seen from aspects of the Economy, Social Culture, the environment and others. Medan City Government through the Regional Planning and Development Agency of Medan City Establishes several Strategic Areas in Medan City through the 2016-2021 Regional Spatial Plan (RTRW) of Medan City including the Social and Cultural Strategic Area (KSK). This study uses a research method with a qualitative descriptive approach.Among them are Identification of Potential and Problems, Program Identification and using P3 (Arrangement, Supervision and Coaching). The research results show that the Medan City Government has implemented P3 through the elaboration of the RTRW trip that has been running for 4 years. However, it is still constrained by the process of guidance and supervision. Because some of these regional assets are not fully owned by the City Government but are owned by tribes and companies. Based on SWOT analysis Strength 1.26 while weakness factor 1.23 and Opportunity with a total score of 1.84 while Challenge 1.85, then the placement of cartesius diagrams of several Strategic Cities that are the locations of research are in Diversification Strategy which means the City Strategic Area Supervision (SCC) has the potential to be developed but still some need to be prepared strategically and improve management by the Medan City Government.

Surabaya is one of the smart cities in Indonesia that implements e-governance as an interactive-transactional presence stage according to UN ranking criteria. The Surabaya government itself has a portal (surabaya.go.id) which has various interactivetransactional services for its users. Surabaya.go.id has an unusual homepage appearance, in the form of the Surabaya city landscape, using flat design style. An ideal homepage design should be suggestive of the website’s contents for the users. This design style is already trending for UI but this article uses qualitative-descriptive analysis to determine whether the website’s homepage design is able to reflect the egovernment stage that has been achieved by the Surabaya city government. The study compares the Surabaya design to ideal interactive homepage design criteria. This study was meant to help the Surabaya city government develop its website. Results show that some improvements are needed, particularly in the identity section. In addition, more appropriate use of flat design to strengthen visibility and present illustrations showing the city government readiness to serve users interactively-transactionally, together with a search tool and add supporting features allowing communication with users. Konservasi sebuah kawasan bersejarah memiliki potensi pariwisata yang sangat menjanjikan dan menjadi sebuah daya tarik tersendiri untuk dikembangkan. Proses pengelolaannya dilakukan agar suatu makna kultural yang dikandungnya terpelihara dengan baik. Konservasi dapat meliputi seluruh kegiatan pemeliharaan dan disesuai dengan situasi dan kondisi setempat, yang mencakup preservasi, restorasi, rekonstruksi, adaptasi/revitalisasi dan demolisi. Salah satu kawasan yang perlu dikonservasi adalah ruko pada Jalan Ahmad Yani yang akan difokuskan hanya pada bagian preservasi dan restorasi. Bangunan yang memiliki nilai sejarah tersebut seperti tidak dilestarikan. Oleh karena itu, konservasi bangunan bersejarah sangat dibutuhkan agar tetap bisa menjaga cagar budaya. Berdasarkan pengamatan pada ruko di Jalan Ahmad Yani, beberapa bangunan ditemukan mengalami perubahan komponen dan mengalami kerusakan. Penelitian ini dilakukan untuk mencari tolok ukur dalam melakukan konservasi bangunan ruko pada koridor Jalan Jend. Ahmad Yani agar dapat memberikan solusi kepada Pemerintah Kota dalam melakukan konservasi terhadap bangunan bersejarah. Metode penelitian bersifat kualitatif deskriptif. Peneliti mengumpulkan data primer yang dilakukan dengan mendokumentasikan ruko di sepanjang lokasi penelitian dan menyatukannya menjadi sebuah deretan dalam bentuk gambar, kemudian menentukan variabel yang akan di teliti. Observasi bertujuan untuk menemukan masalah yang terjadi di lapangan. Selanjutnya menganalisa teori yang menjadi tolak ukur dalam mengkonservasi dan dikaitkan dengan permasalahan yang terjadi di lapangan. Adapun penelitian ini akan menghasilkan pedoman dalam hal mengkonservasi bangunan ruko bersejarah di koridor Jalan Jend. Ahmad Yani Medan. Dengan adanya tolak ukur atau pedoman dalam mengkonservasi bangunan bersejarah tersebut diharapkan dapat mempertahankan dan melestarikan ruko bersejarah di Kota Medan.   Conservation of a historic area has a very promising tourism potential and becomes a special attraction to be developed. The management process is carried out so that a cultural meaning it contains is well maintained. Conservation can cover all maintenance activities and be adapted to local situations and conditions, which include preservation, restoration, reconstruction, adaptation/revitalization, and demolition. One area that needs to be conserved is a shop on Jalan Ahmad Yani which will be focused only on the preservation and restoration section. Buildings that have such historical value are not preserved. Therefore, the conservation of historic buildings is needed so that they can maintain cultural heritage. Based on observations on shop houses on Jalan Ahmad Yani, several buildings were found to experience component changes and were damaged. This research was conducted to see benchmarks for the conservation of shop buildings in the Jalan Jend corridor. Ahmad Yani to provide solutions to the City Government in conserving historical buildings. The research method is qualitative descriptive. The researcher collects primary data which is done by documenting the shophouse along the research location and integrating it into a row in the form of an image, then determining the variables to be examined. Observation aims to find problems that occur in the field. Furthermore, analyzing the theory becomes a benchmark in conserving and being associated with issues that arise in the area. The research will produce guidelines for conserving historic shop buildings in Jalan Jend corridor. Ahmad Yani Medan. With the existence of benchmarks or guidelines in preserving historical buildings, it is expected to be able to maintain and preserve historic shophouses in the city of Medan.

Local Taxes is one of the sources of Local Own Revenues (PAD) to finance regional development and operational implementation of local government, Populated will depend much on the local government due to regional autonomy. To that end Local Government must be as much as possible sources of Revenue Original Region. PAD is one of the indicators in the success of regional autonomy. The higher the PAD the higher the ability of local governments to finance their own needs. The purpose of this research is to know how big the benefit to the original income of Manado City and Bitung City during the last year that is year 2012-2016. The research method used is descriptive quantitative method. The results can be drawn back Manado City is superior in contributing from local taxes to the original income in the appeal of the city of Bitung. This is not wrong from the average contribution of total local taxes to PAD in Manado City amounted to 71.39%. Meanwhile, the PAD in Bitung City is only 42.32%.Keywords: contributions, local revenue, local taxes

Increased Local Revenue is highly determined by its components, such as local taxes, and local taxes are also determined by the components of the tax itself. The boarding house is one of the tax types incorporated in the hotel tax as stipulated in Law no. 28/2009 concerning Regional Taxes and Regional Levies on the provisions of which the hotel reads is the facility of providing lodging services, lodging including other related services with fee, which includes as well as motels, guesthouses, tourism huts, pensions, lodging houses and the like and boarding houses with more than 10 rooms. The purpose of this study is to determine the potential and effectiveness of local taxes on boarding houses in Kotamobagu City. The method used in this research method is qualitative. Tax receipts earned from 5 months will potentially increase PAD. As well as tax collection of boarding houses in Kotamobagu City experienced an effective increase in the first 5 months. The researcher concludes that the boarding house tax has big enough potency to be developed by Kotamobagu City Government where the Revenue Service, Finance and Regional Asset itself, with taxable boarding house can increase PAD Kotamobagu City.Keywords: PAD, Rumah Kos

Batik is one of the special attractions for the City of Surakarta, therefore the City Government of Surakarta uses it to be processed,packaged,innovated into a cultural event that is Solo Batik Carnival with a variety of unique themes that vary each year. The purpose of this research is to increase the potential of Surakarta City specifically in the field of culture through the Solo Batik Carnival. The method used in this research is a qualitative descriptive with the approach of data collection,observation,case studies. The result obtained are based on descriptive analysis that through the Solo Batik Carnival event can attract the attention of the people of Surakarta and outside the City of Surakarta and introduce the collection of batik in the City of Surakarta. So that people are able to appreciate it. The impact of the Solo Batik Carnival for the City of Surakarta is the potential the City of Surakarta to increase,progress and be known by the people of Surakarta and outside the City of Surakarta. In addition, the development of the Surakarta City batik model can be held in the future to become more creative and innovative.
