The City Strategic Area (KSK) is a strategic area compiled by the City in developing the area as seen from aspects of the Economy, Social Culture, the environment and others. Medan City Government through the Regional Planning and Development Agency of Medan City Establishes several Strategic Areas in Medan City through the 2016-2021 Regional Spatial Plan (RTRW) of Medan City including the Social and Cultural Strategic Area (KSK). This study uses a research method with a qualitative descriptive approach.Among them are Identification of Potential and Problems, Program Identification and using P3 (Arrangement, Supervision and Coaching). The research results show that the Medan City Government has implemented P3 through the elaboration of the RTRW trip that has been running for 4 years. However, it is still constrained by the process of guidance and supervision. Because some of these regional assets are not fully owned by the City Government but are owned by tribes and companies. Based on SWOT analysis Strength 1.26 while weakness factor 1.23 and Opportunity with a total score of 1.84 while Challenge 1.85, then the placement of cartesius diagrams of several Strategic Cities that are the locations of research are in Diversification Strategy which means the City Strategic Area Supervision (SCC) has the potential to be developed but still some need to be prepared strategically and improve management by the Medan City Government.

One source of Regional Original Revenue is local taxes, regional levies and other legitimate local revenue management. Regional levies consist of 3 types of retribution, namely general service retribution, business service retribution and certain licensing retribution. Market’s levies is one type of regional retribution that is included in general retribution whose collection must be in accordance with the existing operational procedure standards to support the realization of its acceptance. This study aims to determine the mechanism of market’s levies collection and the level of effectiveness of market’s levies in the city of Bitung. The research method used is qualitative descriptive analysis, by analyzing the collection mechanism and the effectiveness of market’s levies. The results of the study show that the mechanism of collection of retribution is in accordance with the existing SOP and the achievement of its effectiveness is effective with an average level of 87.13%. Bitung city government can be better able to approach marketers for example by socializing market’s levies regulations so that later can also support the realization of  levies revenue.Keywords : Market’s Levies, Collection Mechanisms and Effectiveness

This article discusses how the communication strategy of the Surabaya City Government Public Relations in serving and exploring the potential of the community through social media. This study used a qualitative descriptive method. From the results of this study, four findings were obtained. Firstly, in conveying messages through social media, the Surabaya City Government Public Relations, especially in conducting discussions with the social media team, to determine the market for the message. Secondly, social media content which is so varied according to what is happening in the community, especially in the city of Surabaya. Thirdly, the Public Relations of the Surabaya City Government holds a photo contest on social media every month. It is also a place to facilitate the aspirations and work of the citizens of the city of Surabaya. Fourth, in the use of social media, the Surabaya City Government Public Relations has its own segmentation which aims to make it easier for the public to sort out the information needed through social media

Konservasi sebuah kawasan bersejarah memiliki potensi pariwisata yang sangat menjanjikan dan menjadi sebuah daya tarik tersendiri untuk dikembangkan. Proses pengelolaannya dilakukan agar suatu makna kultural yang dikandungnya terpelihara dengan baik. Konservasi dapat meliputi seluruh kegiatan pemeliharaan dan disesuai dengan situasi dan kondisi setempat, yang mencakup preservasi, restorasi, rekonstruksi, adaptasi/revitalisasi dan demolisi. Salah satu kawasan yang perlu dikonservasi adalah ruko pada Jalan Ahmad Yani yang akan difokuskan hanya pada bagian preservasi dan restorasi. Bangunan yang memiliki nilai sejarah tersebut seperti tidak dilestarikan. Oleh karena itu, konservasi bangunan bersejarah sangat dibutuhkan agar tetap bisa menjaga cagar budaya. Berdasarkan pengamatan pada ruko di Jalan Ahmad Yani, beberapa bangunan ditemukan mengalami perubahan komponen dan mengalami kerusakan. Penelitian ini dilakukan untuk mencari tolok ukur dalam melakukan konservasi bangunan ruko pada koridor Jalan Jend. Ahmad Yani agar dapat memberikan solusi kepada Pemerintah Kota dalam melakukan konservasi terhadap bangunan bersejarah. Metode penelitian bersifat kualitatif deskriptif. Peneliti mengumpulkan data primer yang dilakukan dengan mendokumentasikan ruko di sepanjang lokasi penelitian dan menyatukannya menjadi sebuah deretan dalam bentuk gambar, kemudian menentukan variabel yang akan di teliti. Observasi bertujuan untuk menemukan masalah yang terjadi di lapangan. Selanjutnya menganalisa teori yang menjadi tolak ukur dalam mengkonservasi dan dikaitkan dengan permasalahan yang terjadi di lapangan. Adapun penelitian ini akan menghasilkan pedoman dalam hal mengkonservasi bangunan ruko bersejarah di koridor Jalan Jend. Ahmad Yani Medan. Dengan adanya tolak ukur atau pedoman dalam mengkonservasi bangunan bersejarah tersebut diharapkan dapat mempertahankan dan melestarikan ruko bersejarah di Kota Medan.   Conservation of a historic area has a very promising tourism potential and becomes a special attraction to be developed. The management process is carried out so that a cultural meaning it contains is well maintained. Conservation can cover all maintenance activities and be adapted to local situations and conditions, which include preservation, restoration, reconstruction, adaptation/revitalization, and demolition. One area that needs to be conserved is a shop on Jalan Ahmad Yani which will be focused only on the preservation and restoration section. Buildings that have such historical value are not preserved. Therefore, the conservation of historic buildings is needed so that they can maintain cultural heritage. Based on observations on shop houses on Jalan Ahmad Yani, several buildings were found to experience component changes and were damaged. This research was conducted to see benchmarks for the conservation of shop buildings in the Jalan Jend corridor. Ahmad Yani to provide solutions to the City Government in conserving historical buildings. The research method is qualitative descriptive. The researcher collects primary data which is done by documenting the shophouse along the research location and integrating it into a row in the form of an image, then determining the variables to be examined. Observation aims to find problems that occur in the field. Furthermore, analyzing the theory becomes a benchmark in conserving and being associated with issues that arise in the area. The research will produce guidelines for conserving historic shop buildings in Jalan Jend corridor. Ahmad Yani Medan. With the existence of benchmarks or guidelines in preserving historical buildings, it is expected to be able to maintain and preserve historic shophouses in the city of Medan.

Batik Semanggi is one of the typical batiks in Surabaya which has economic value for the community. However, the competitiveness of the clover batik business is relatively low. This study aims to identify the internal environmental conditions (strengths-weaknesses) and external (opportunities-threats) of the clover batik craftsmen as the basis for formulating a strategy to increase competitiveness. The study used a qualitative approach with data collection techniques focus group discussions (FGD), semi-structured interviews, observation and document collection. Informants were determined using a purposive method. The data analysis uses interactive models and SWOT analysis. The results showed several strengths that can encourage the floating of clover batik, namely the ability to make a capable batik, iconic distinctive motifs and organic batik technology. The opportunities that arise, namely export opportunities, support of the city government, support of other elements of society, and online marketing opportunities. While weaknesses include the number of craftsmen, low online marketing capabilities, motives not yet registered as intellectual property rights, limited production, and marketing volumes, traditional tools, and low capital. The threat that arises namely, the emergence of other motifs as a competitor batik, and batik printing production that offers cheaper prices with a larger production scale. The map of strengths and weaknesses and threats above are very useful as a material for formulating strategies in empowering clover batik craftsmen.

Flooding is a threatening problem both in the city and in the countryside. One of the flood-prone cities is Tangerang City. The cause of flooding is overflowing from the Kali and blockage of existing drainage. Various efforts have been made to prevent flood disasters, the Badan Penanggulangan Bencana Daearah (BPBD) of Tangerang City which is an agency that has the task to assist the disaster, in coordination with the Tangerang City government in order to overcome the problems of frequent floods. The purpose of this study is to analyze how the coordination of Badan Penanggulangan Bencana Daerah (BPBD) in flood prevention in Tangerang City. The research method used is qualitative research. The results of the study show that the coordination of the Regional Disaster Management Agency (BPBD) is well underway and in accordance with the managerial hierarchy, rules and procedures, and plans and goal setting.

The BOT (Build Operate Transfer) Agreement between Bogor Municipal Government and PT Pancakarya Grahatama Indonesia is an agreement to optimize Baranangsiang terminal assets as stated in the agreement Number: 601 / Perj.418-BPKAD / 2012 / Number: 005 / PGI / DIR / VI / 2012 . Until now, the agreement of both parties has not been able to be considered because of the change of authority of the terminal which formerly the authority of the City Government of Bogor to switch to the Central Government, resulting problems Whether the Government / Mayor Bogor can cancel the unilateral agreement BOT in the construction of Terminal Baranangsiang viewed from the point Civil Code? The research method used is normative legal research method supported by interview and field data. Based on the analysis that the BOT agreement between Bogor City Government and PT Pancakarya Grahatama is a valid and binding agreement between both parties and can not be canceled unilaterally by Bogor City Government, although there are new regulations that change the authority of terminal A Baranangsiang become the authority of Central Government . The Agreement may be canceled if it violates Article 1320 of the Criminal Code or violates the subjective and objective terms of the validity of the agreement. When the agreement is mutually agreed upon by both parties, the agreement must continue and act as a binding law as regulated in Article 1338 of the Criminal Code. Bogor City Government should immediately provide certainty to the PT Pancakarya Grahatama Indonesia for Baranangsiang terminal revitalization project can be immediately realized and need a revision (adedendum) agreement between the Government of Bogor City with PT Pancakarya Grahatama Indonesia related to changes in authority of terminal A Baranangsiang between PT. PGI with the Central Government.

<p align="center"><strong>ABSTRAK</strong></p><p> </p><p>Tulisan ini membahas tentang strategi kota Pekalongan dalam <em>mempromosikan city branding “World’s City of</em> <em>Batik”. </em>Metode yang digunakan adalah kualitatif deskriptif, dengan teknik pengumpulan data yaitu telaah<em> </em>dokumen, wawancara dan studi pustaka. Hasil dari tulisan ini adalah (a) menghasilkan pemaparan tentang aset kota yang dimiliki oleh kota Pekalongan, yaitu budaya <em>(cultural)</em> yang diwakili oleh pariwisata berbasis batik dan kemudahan <em>(amenity)</em> termasuk fasilitas yang tersedia di kota Pekalongan. Aset kota ini merupakan salah satu penguat <em>branding</em> kota. (b) strategi <em>branding</em> yang dilakukan pemerintah kota meliputi strategi visual dan strategi promosi. Strategi visual yang dilakukan di antaranya penciptaan identitas visual yang merepresentasikan karakter kota Pekalongan seperti logo, <em>tagline</em>, warna dan tipografi. Identitas visual ini nantinya dikomunikasikan dalam berbagai media promosi seperi <em>merchandise,</em> spanduk, poster, leaflet, dan sebagainya. Strategi promosi yang dilakukan oleh pemerintah kota yaitu dengan mengadakan festival tahunan Pekan Batik, membuat labelisasi batik, <em>landmark</em>, zebracross batik. Selain logo <em>branding</em>, kota Pekalongan secara konsisten menggunakan motif batik khas Pekalongan, yaitu Jlamprang dalam media promosi.</p><p> </p><p><strong>Kata kunci</strong>: City Branding, Pekalongan, Batik.</p><p> </p><p> </p><p align="center"><strong><em>ABSTRACT</em></strong></p><p> </p><p><em>This paper discusses about the strategy of Pekalongan city in promoting the city branding “World’s City of Batik”. The method used is qualitative descriptive, with data collection techniques namely document review, interviews and literature study. The results of this paper are (a) an explanation of the city assets owned by Pekalongan city, it is the culture represented by batik-based tourism and convenience (amenities) including available facilities in Pekalongan. This city asset is one of the city’s branding boosters. (b) the branding strategy carried out by the city government includes visual and promotion strategies. Visual strategies carried out include the creation of visual identities that represent the character of Pekalongan city such as logos, taglines, colors and typography. This visual identity will be communicated in various promotional media such as merchandise, banners, posters, leaflets, and so on. Promotional strategies carried out by the city govern-ment include an annual Batik Festival, making batik labels, landmarks, and zebra cross batik. In addition to the branding logo, Pekalongan city consistently uses typical batik motifs of Pekalongan, namely Jlamprang in promotional media.</em></p><p> </p><p><strong><em>Keywords: </em></strong><em>City Branding, Pekalongan, Batik.</em></p>

The purpose of this paper is to determine the factors that have stopped the Sister City cooperation between Malang City and Fuqing City in the field of soybean commodity. Fulfilling the need for imported soybeans is important for Malang, because it is well-known for its many ‘Keripik Tempe’ producers or commonly called ‘IKM Tempe’, so that the potential for Fuqing imported soybean is important to be realized. The study used a qualitative descriptive method, and used the Paradiplomacy Concept and the Sister City Concept in explaining the cooperation between Malang City and Fuqing City. The results obtained were the cooperation between sister city Malang City and Fuqing City in the field of soybean commodity which ‘failed’ because soybeans from Fuqing were of lower quality than soybeans imported from United States and had large production losses, so that the IKM Tempe in Malang preferred to use imported United States soybeans and stopped the use of imported Fuqing soybeans. Until now, the two city governments have not been heard meeting to discuss this issue, which makes the city government as a sub-state actor not yet having a strong commitment to this cooperation.

This paper seeks to provide a conceptual framework in which to examine the social practices of contemporary austerity programmes in urban areas, including how these relate to different conceptions of crisis. Of current theoretical interest is the apparent ease with which these austerity measures have been accepted by urban governing agents. In order to advance these understandings we follow the recent post-structuralist discourse theory ‘logics’ approach of Glynos and Howarth (2007), focusing on the relationship between hegemony, political and social logics, and the subject whose identificatory practices are key to understanding the form, nature and stability of discursive settlements. In such thinking it is not only the formation of discourses and the mobilisation of rhetoric that are of interest, but also the manner in which the subjects of austerity identify with these. Through such an approach we examine the case of the regeneration/economic development and planning policy area in the city government of Birmingham (UK). In conclusion, we argue that the logics approach is a useful framework through which to examine how austerity has been uncontested in a city government, and the dynamics of acquiescence in relation to broader hegemonic discursive formations.
