The article investigates the problem of investment attractiveness of the modern economy of the Russian Federation, which is one of the richest countries in the world in terms of natural resources. Currently, Russia has sufficient scientific, technical and production potential to improve the efficiency of its economy. However, despite the positive factors, our country has some problems, some of which are related to the investment attractiveness of the country for both domestic and foreign investors. In this regard, there is a certain set of different subjective and objective approaches and means that directly affect the increase of investment attractiveness of socio-economic systems, and which could be used in relation to Russia.

Urrently, Russia is not included in the list of attractive countries for foreign investors. This paperis devoted to the analysis of foreign investment in the Russian Federation and the ways of creating favorable conditions for them. The methodology of the research is based on a review of analytical materials in open sources, primarily - the statistical information. According to the analysis, in 2014 the Russian economy witnessed a sharp decline in foreign investment, which is extremely worrying for the country’s economy.

The issue of enhancing regional innovation and investment development is one of the important elements of the development of the Russian economy in the realities of the modern economy. Like any economic process, investment and innovation regional development depends on many factors with varying degrees of influence. Existing domestic studies provide a different range of influencing factors and do not determine the degree of this impact on the innovative and investment development of regions. In the works, where economic calculations are presented, there is also a question of choice as a resultant and explanatory indicators. The purpose of this article is to identify the factors influencing the investment and innovative development of the constituent entities of the Russian Federation. In the course of the study, an econometric model of innovative and investment development of the constituent entities of the Russian Federation was built. Modeling was carried out using the Gretl 1.9.11 software product using the least squares method. The model includes factors that, for the most part, were not used in the study of innovation and investment development using mathematical modeling. A number of factors have been replaced with more appropriate ones or taking into account more activities. As a result of the tests carried out, the model can be recognized as correct and is a theoretical proof of the existence of a relationship between the volume of produced innovative goods, works and services in the country and specific economic indicators.

The article examines the problems and prospects for the development of the digital economy of the Russian Federation in the context of global transformation. It is obvious that the use of digital technologies in the economic sphere is one of the key indicators of the development of a modern state. The processes of introducing digital technologies are accompanied by technological, economic and legal problems, the solution of which requires government intervention. These circumstances determine the relevance of this study. The purpose of the study is to analyze the problems and assess the prospects for the development of digitalization of the Russian economy, as well as develop recommendations for increasing the efficiency of digitalization of the Russian economy and accelerating the pace of implementation of digital technologies, which will contribute to increasing the competitiveness of the Russian Federation in the world community. The process of digitalization of the economy depends on many factors, the analysis of which will determine the prospects for further development.

The article deals with public relations that affect controversial issues of subsoil use. The relevance of the topic is not in doubt, since article 9, paragraph 1 of the Constitution of the Russian Federation [1] defines that land and other natural resources are used and protected in the Russian Federation as the basis of life and activities of peoples living in the relevant territory. Among natural resources, a special place is occupied by subsoil resources, as they have a large amount of very valuable properties. In the modern Russian economy, the problem of effective subsoil use, which is associated with the need for advanced reconstruction of the mineral resource base and replenishment of strategic mineral reserves, should be one of the most important priorities of Russian state policy.

The methods of increasing the level of competitiveness of the Russian Federation in the world through sustainable development of human capital have been studied. The analysis of the most considerable indicators in the social and economic development of Russia and other leading economies in order to understand the current place and role of the Russian economy in the world society has been presented. Based on the analysis a number of reasons influencing on the further development of the Russian economy, taking into account the more active use of human capital in the global structure of the economy, has been revealed. The result of the study was to identify the weakest issues of the Russian economic structure including the fundamental difficulties in the development of human capital. At the end of the article, the main recommendations for fixing the identified problems have been given.

The article gives the assessment results of the reserves of natural resources, such as oil, gas, coal, diamonds and others in Russia, in physical and monetary terms. A study of the oil industry has been carried out, which includes the production, transportation and subsequent marketing of oil and petroleum products in the domestic and foreign markets of the Russian Federation. The strategic importance and significance of this industry for the Russian economy and the state as a whole is determined. The current problems of the oil industry, such as technology, manufacturing, geographic, criminal, political, low value added and resource recovery, were identified and described. The article also presents trends and prospects for the development of the oil industry of the Russian Federation in the medium- and long-term periods.

This article begins with a brief discussion of the background of the USSR/Russia rapprochement with the General Agreement on Tariffs and Trade/World Trade Organization (GATT/WTO) and some of the acute problems of the negotiation process. It is argued that the Russian Federation has received acceptable, balanced conditions of membership. The advantages gained during the first years of WTO membership are listed, both for the national economy and in the foreign arena. However, it is shown that, 10 years later, the benefits of membership are significantly lower in comparison with initial projections. This gap is attributed to the state of the Russian economy and the extinction of the continuing economic model based on the extraction and export of raw materials. The Russian economy needs real structural reforms and modernization, which would change the structure of exports in favour of finished products and modern services. Only in this case can the benefits of WTO membership increase significantly, justifying the original forecast. The article concludes with a discussion of current challenges in the world economy and trade, the crisis experienced by the WTO, and the active position of the Russian Federation on the future reform of the WTO.

Research background: The aim of the scientific contribution is to analyze the current position of the Russian economy in the context of other countries. The article consists of a deduction of the current position of the Russian Federation and the subsequent proposal to continue the fight against the COVID-19 crisis. Purpose of the article: Using the analysis of available sources of scientific research, the analysis of the current position of the Russian economy in the context of other countries. The paper offers basic recommended goals for further progress in the time of a pandemic. Methods: The coronavirus pandemic has turned the world into a new reality. It showed the weaknesses and strengths of states, their constitutional structures, economic and social models. The post-pandemic world will be different, significantly different from the current one. And this pandemic will not be an exception, but will become one of a series of past and future world problems. And the world must be prepared to meet them. It is necessary to learn how to manage the development of large-scale systems at various levels from internal regions, states and to the world economic and political system as a whole. States must learn how to manage in a critical situation so as not to expose their peoples to significant disasters, much less extinction. They should establish mechanisms to predict and combat undesirable hazards. Using the scientific method of analysis of available resources, the authors analyzed the current position of the Russian Federation in relation to selected economies of the world. By synthesizing the knowledge and subsequent deduction, the authors propose further recommendations and steps in the time of the COVID-19 crisis. Findings & Value added: The pandemic that led the world to a crisis of health and survival, economy and trust has shown how much the world needs to be improved. At the same time, it clearly showed what strategic directions Russia needs to move in order to save its people, its territory, and strengthen itself in the top three world economic leaders. And if the strategies are clear, and the tasks are defined, then the matter remains only for their implementation.
