In economically developed countries of the world, agricultural industries are actively supported by the government through the implementation of various kinds of programs, which is explained by the high social significance of the industry. Due to the low profitability of the industry, the debt burden of most enterprises, as well as the high wear and tear of fixed assets, the development of the agricultural industry is possible only if it is integrated into the overall system of economic growth. In order to achieve this condition, the government of the Republic of Tatarstan is actively improving the investment climate in this area of the economy by implementing measures such as: - subsidizing the renewal of fixed assets of enterprises (at least 50% of acquisitions are compensated by the government of the Republic of Tatarstan through various programs); - integration of modern technical programs that allow you to control and analyze each stage of production by an enterprise (Agrosignal, Teleagronom, Dayy Comp, etc.); - the launch of new production departments of enterprises (for example, an elevator in the city of Zelenodolsk), as well as the modernization of current production facilities. The above measures, carried out by the government of Tatarstan, lead to the following improvements: 1) the debt load of enterprises is reduced; 2) the productivity of the activity increases; 3) cost savings occur, which, in turn, increases the profitability of production. In addition, these changes have a positive impact on the following important components of the development of the agrarian sector of the economy: - social: a) creating jobs and attracting young personnel, creating competitive conditions for employment; b) ensuring food autonomy of the state; - financial: a) attracting private investors to the industry; b) replenishment of the state budget (through taxation) using one of the main sources of taxation for the budget - income tax.

In many open-rich financially developed countries, the central bank (CB) plays an important role in the development of a sound and effective financial system in par- ticular, and economic development and stabilization of the economy in general. In these countries, the governance of the CB is based on the three main principles of New Public Management (NPM) known as the three ‘pillars’, which includes: (i) central bank independence; (ii) central bank accountability, and (iii) central bank transparency. Among them, central bank independence is considered the key and pri- mary ‘pillar’. This implies that the reform of the central bank towards an independ- ent entity thereby could be seen as one of the most important elements of a public administration reform program in developing countries (LCDs), and Vietnam should not be an exception. The State Bank of Vietnam (SBV) – as the Vietnam’s Central Bank – has been operating successfully in the last decades and has contributed greatly to Vietnam’s development. However, the dependence of the SBV on the Government has shown a number of weaknesses that should be overcome as soon as possible in the next stage of the development process, especially when Vietnam becomes an official member of the World Trade Organization (WTO) in 2018. In this paper, three issues will be covered, including: (1) The independent central bank and its positive impact on the development and stabilization of the economy as a theoret- ical framework for discussion on the need for and the way of the reform of the cen- tral bank in developing countries; (2) a factual analysis of the SBV’s problems resulting from its high dependence upon the government, as well as opportunities and challenges of reforming the SBV towards an independent central bank; (3) rec- ommendations for solutions to ensure the success of SBV reform in the future.

The informal economy is becoming more and more noticeable fact in the modern world. The study of the informal economy in developing and developed countries, in urban and rural areas, has broadened the understanding of this multifaceted phenomenon. But the informal economy of small villages remains unexplored. Small villages of the Republic of Khakassia were threatened with extinction due to low incomes, unemployment and lack of social infrastructure. Therefore, since 2013 the state programs for the preservation and development of small villages were started in the region, providing for the repair of roads and houses, the creation of improvement facilities, assistance to consumer cooperation. The economic activity of the inhabitants of small villages remains largely informal, but its volume was not estimated either by statistical observation or monitoring of the employment service. The purpose of this article is to assess the informal economy of small villages of the Republic of Khakassia as a potential for their development. To this end, the author proposes an estimation method based on official statistics and the state employment service using the balance method, modeling employment, determining the volume of the informal economy on the basis of gross value added. The realization of this potential is impossible without the support of households and entrepreneurship of small villages by the state and municipal authorities of the Republic of Khakassia. The article concluded that the growth rate of the informal economy of small villages in Khakassia converged with the regional economy growth rates, and the volume is comparable to the revenues of the municipal budget of one district. It is noted that the Republican program of preservation and development of small villages, aimed at maintaining their social sphere, had a positive impact on economic development, including the informal economy.

Abstract. The purpose of this article is to outline the main concepts of improving efficiency in the system of the state apparatus of the Republic of Kazakhstan by improving Human Resources management system in these organizations. Based on the data from international and local statistical resources, performance of state bodies in Kazakhstan is not currently sufficiently effective despite the involvement of high professionals in this sector working even more than eight hours a day. Multiple studies of organizations in the developed countries show that happy employees are more productive and creative. In this regard, the author of this article measured the level of happiness in the government agencies, which occupy the first and last positions in the System of annual assessment of the performance of state bodies of the Republic of Kazakhstan in order to determine whether there is a correlative dependence between the level of employee’s happiness and effectiveness of the employer. Based on the analysis of the data obtained, recommendation are provided in the article to improve human resources management system, specifically, via measuring level of employee satisfaction and forming positive working culture in the state bodies.

Water plays a very important role in supporting human life and other living beings as goods that meet public needs. Water is one of the declared goods controlled by the state as mentioned in the constitution of the republic of Indonesia. The state control over water indicated that water management can bring justice and prosperity for all Indonesian people. However, in fact, water currently becomes a product commercialized by individuals and corporations. It raised a question on how the government responsibility to protect the people's right to clean water. This study found that in normative context, the government had been responsible in protecting the people’s right over the clean water. However, in practical context, it found that the government had not fully protected people's right over clean water. The government still interpreted the state control over water in the form of creating policies, establishing a set of regulations, conducting management, and also supervision.

The article assesses the state of the heat economy of the Northern region. The purpose of the article is to reveal the reasons for chronic backwardness of the region's industry from the average Russian indicators. To achieve the goal, solved the following problems: the features of heat economy in the North, analyzes the housing development, production and consumption of heat energy, as the sources of heat energy and heat networks, and also reforms in the heat economy of the region, based on which conclusions on assessment of the heat economy of the region. In recent years, there has been a twofold decrease in the rate of renewal of fixed assets of the heat economy against the norm, low rates of introduction of the resource-saving technologies in the heat economy, and in general, in the housing and communal services of the region. The level of marginal balance of supply and demand in the heat energy market is determined. The article is written to correct the decisions of the Federal and regional Executive authorities in terms of ensuring the reliability of heat economy of the Northern region.

Under the new law on travel documents, in addition to authority that has the Government of Serbia, in terms of issuing travel documents and a shared competence between the Ministry of Internal Affairs and the Ministry of Foreign Affairs depending on the type of travel document in question. Ministry of Foreign Affairs is authorized to issue a diplomatic passport, official passport and travel document, while all other travel documents are issued by the Ministry of Internal Affairs. When it comes to the passport as the most important travel document the jurisdiction of the Ministry of Internal Affairs is fully established. Diplomatic and Consular Missions of the Republic of Serbia abroad can now only receive requests for passport, but the issuance of travel documents of this type is exclusive jurisdiction of the Ministry of Internal Affairs. Such jurisdiction of the state administration in the process of issuing travel documents, along with other novelties which significantly modernize this kind of special administrative procedures should in practice very quickly enable the efficient issuance of travel documents, thus achieving the complete freedom of movement as one of the rights guaranteed by the Constitution to the citizens of the Republic of Serbia.

Abstract. The purpose of this study is to determine the role of investments in the development of agricultural infrastructure, including in the development of new approaches to the formation and use of investments as a factor in increasing the economic efficiency of the agricultural economy. The research method is comparative and analytical analysis, calculations using the “eviews” software package and a systematic approach. To determine the possibilities of creating the volume of investment products directed to fixed capital in agriculture, it is possible to construct a mathematical function of investment in agriculture, both in theoretical and practical terms. For example, in the form of the dependence of investments in fixed assets in agriculture on the volume of products produced, depending on the rate of return in agriculture, interest rates, etc. As a result of the study, the main directions of investment attempts to increase economic efficiency in agricultural industry. It was concluded that investments in agriculture in the Republic of Azerbaijan increased by 393.9 million manats in 2010 compared to 2003, and by 727 million manats in 2018. However, this growth is not at the desired level. In short-term and closed economic conditions, the multiplicative efficiency can be higher. The scientific novelty of the study consists in clarifying the essence and role of investment as an economic category based on its definition in both a narrow and a broad sense, as well as in identifying trends and patterns in the formation and use of investments in the agricultural economy.

Legislation is one of the legal products issued by the state government component. In this case, the laws and regulations include the Constitution of the Republic of Indonesia year 1945, the Decree of the People's Consultative Assembly, The Law / Regulation of the Government In lieu of Laws, Government Regulations, Presidential Regulations, and Local Regulations. As for its application, the rules have levels in the arrangement, where there are sections that explain macro and its derivatives that are narrowing down to the implementing regulations. The levels of the rules must be complete because each of them has its own function.  Meanwhile, in this journal, there will be a discussion on the phenomenon of legal vacancies in the case study of Government Regulation of the Republic of Indonesia Number 51 of 2020 related to the Period of Extending Passports to 10 Years, where in the issuance of government regulations have not been included implementing regulations that will regulate how the implementation of government regulations in the field.

This article views section 4 of the Patents Act 57 of 1978 against section 25 of the Constitution of the Republic of South Africa, 1996 and Article 31 of the Agreement on Trade-Related Aspects of Intellectual Property Rights of 1994 (hereafter TRIPS). The purpose is to find a suitable framework for the state/government use/utilisation of patented products or processes for public purposes. A comparison is done with the Crown use provisions in United Kingdom, Australian and Canadian law to find a suitable approach to questions relating to remuneration for state use, the prior negotiations requirement set by Article 31 of TRIPS, and the public purposes and exclusive patent rights that would be included under state use. The COVID-19 international pandemic has caused a state of national disaster in South Africa, which is exactly the kind of situation of extreme urgency envisioned by the exception in Article 31 of TRIPS, which permits the state use of patents without requiring prior negotiations with the patent owner. In the battle against COVID-19 and its concomitant fallout, the South African government (and authorised private parties) would be permitted to utilise patent rights without explicit authorisation from the patent owner and without prior negotiations, but subject to the payment of reasonable remuneration by the government and other terms and conditions as agreed upon or as determined by a court. This may include making (manufacturing), using, exercising, and importing patented products (for example, personal protective equipment, pharmaceuticals, ventilators and diagnostic tests) deemed necessary in the fight against COVID-19. Foreign jurisdictions considered in this article indicate that section 4 of the Patents Act 57 of 1978 may certainly benefit from an update to provide detailed guidance on the state use of patented products or processes for public purposes. In the interest of a timeous offensive against the COVID-19 virus, the patent provisions need a speedy update to allow state use compliant with TRIPS and the Constitution of the Republic of South Africa, 1996.

<p>Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) is an institution established by the Government of the Republic of Indonesia through Presidential Regulation (Perpres) No. 9 of 2013 on the Management of Upstream Oil and Gas Business Activities. The task of SKK Migas is to manage the upstream oil and gas business activities based on cooperation contracts. The purpose of the establishment of this institution so that retrieval of natural resources of oil and gas owned by the State can provide maximum benefit and acceptance for the state to the greatest prosperity of the people. Based on these tasks and objectives, SKK Migas is responsible to the state and all Indonesian people to work properly, honestly, fairly, cleanly, transparently and competently in order to achieve good governance of state institutions. Therefore, internal monitoring (internal audit) and accountability of its human resources are required. This research has a purpose to test the influence of internal audit and human resource accountability to the achievement of good governance at SKK Migas institution. This research uses survey method with population of all staffs of SKK Migas. Sampling method used is sampling with purposive sampling technique. In this study, 145 samples were taken. Methods of data collection was done by using questionnaires containing several questions with the method of data analysis using multiple regression. The result of this research is to accept both hypothesis which is internal audit have positive effect toward the achievement of good governance in SKK Migas. And the accountability of human resources positively affect the achievement of good governance in SKK Migas.</p>
