Beekeeping has been used as a meaning of increasing income for farmers in the Zona da Mata Sul in the state of Paraíba. This activity received financial support through the Solidarity Productive Projects Support Program (PAPPS) through Solidarity Rotating Funds, financed by the Ministry of Labor and Employment (MTE), also by SENAES, as well as Banco do Nordeste do Brasil (BNB), a policy of solidary finance to "lost fund", in which the beekeeper receives the fund and has as fundamental element the investment in the beekeeping activity. The central objective of this study is to investigate possibilities of sustainable development of the territory with beekeeping that receives public resources. The research methodology is qualitative, based on field research, on-site observations and in-depth interviews, more precisely between the Tambaba and Nova Vida settlements. With the arrival of the Solidarity Rotating Fund, this activity had its rise and, in this perspective, we had as a central objective to verify possibilities of local territorial sustainable development from the beekeeping as an alternative of income production, through this public policy. The Beekeepers Cooperative of Paraíba (COOAP) received this fund and invested among beekeepers - a fund called "lost fund" because it is not returned to the bank, but must be redistributed among beekeepers.

The objectives of the study are: 1) to study the problems of small and medium-sized enterprises in the northeastern region of Thailand and 2) to analyze the problems of the operation and management of small and medium-sized enterprises in the northeastern region of Thailand. The researcher used a qualitative method with in-depth interviews of 30 entrepreneurs in small and medium-sized enterprises in northeast Thailand. In addition, content analysis was used to analyze this data. The researcher found five problems affecting SMEs in northeast Thailand: 1) public policy and government support, 2) financial support, 3) knowledge capital, 4) labor, and 5) marketing.

In the discipline of Islamic law research, strong proofing and clear Istinbat method are key pillars in the construction of Islamic law based on the application of the science of usul al-fiqh and maqasid al-shari'ah. However, what happens at the state of Johor’s fatwa institution is the opposite. The fatwa research methods applied by the Fatwa Committee of Johor in resolving current fatwa issues is not based on the right and true discipline of Islamic law research. In fact, current inputs related to fatwa issues are not explicitly stated in the method of determining the law either in the form of reality or scientifically verified. Therefore, this paper will discuss the fatwa procedures undertaken by the Fatwa Committee of Johor based on the methods applied in resolving current issues. The research methodology adopted is library and interview methods. This study shows that fatwa management and production in the state of Johor is placed under the jurisdiction of the Mufti of Johor’s Department. The methods adopted by the Fatwa Committee of Johor covers two methods, namely: internal research methods including literature review through the application of original source and proofs based on syarak. Second: field research method that includes an external review or going to the location of study such as conducting observation, questionnaires and interviews including referrals to specialists of different fields. Maslahah and mafsdah consideration are also implemented by the Fatwa Committee in every fatwa decision based on the standard that meets the interests of maqasid al-shari'ah. Namun begitu, apa yang berlaku di institusi fatwa negeri Johor adalah sebaliknya. Kaedah penyelidikan fatwa yang diaplikasi oleh Jawatankuasa Fatwa Negeri Johor dalam menyelesaikan isu fatwa semasa tidak berasaskan kepada disiplin penyelidikan hukum Islam yang tepat dan sebenar. Malahan input-input semasa yang berkaitan dengan isu fatwa juga tidak dinyatakan secara jelas dalam kaedah penentuan hukum sama ada dalam bentuk realiti yang berlaku atau pembuktian secara saintifik. Justeru, kertas kerja ini akan membincangkan prosedur fatwa Jawatankuasa Fatwa Negeri Johor berdasarkan metode-metode yang diaplikasi dalam menyelesaikan isu-isu yang bersifat semasa. Metodologi kajian yang digunakan dalam kajian ini adalah melalui metode perpustakaan dan metode lapangan. Hasil kajian menunjukkan bahawa pengurusan dan pengeluaran fatwa di negeri Johor hanya terletak di bawah bidang kuasa Jabatan Mufti Johor. Metode fatwa yang diamalkan oleh Jawatankuasa Fatwa Negeri Johor merangkumi dua metode iaitu pertama, kaedah penyelidikan dalaman yang merangkumi kajian kepustakaan menerusi pengaplikasian dari sumber asas dan dalil-dalil syarak. Kedua, kaedah penyelidikan lapangan yang meliputi kajian luaran atau turun ke lokasi kajian seperti observasi, soal selidik dan temubual dan rujukan kepada pakar dalam bidang yang berlainan. Pertimbangan maslahah dan mafsdah juga dimplementasikan oleh Jawatankuasa Fatwa dalam setiap keputusan fatwanya berasaskan standard yang menepati kepentingan maqasid al-shari’ah. Intensive manual labor enterprises in the developed world face challenges competing with products imported from countries where manufacturing costs are low. This reduces the volume of domestic production and leads to rapid loss of knowledge and experience in production processes. This study focuses on the Israeli footwear industry as a case study. Qualitative methodologies were applied, including in-depth interviews and field observations. A literature review on previous research, and contemporary trends was conducted. The field research examines challenges along the value chain in small factories. It finds that mass production paradigms impose a decentralized process between designers and manufacturers and therefore do not leverage local potential into a sustainable competitive advantage for small factories. The proposed solution is a digital and technological platform for small manufacturing plants. The platform mediates and designs the connections between production, technology, and design and enables the creation of a joint R&D system.

Reducing the level of interregional differentiation is one of the problems in spatial development management according to the Spatial Development Strategy of the Russian Federation. Presence of significant regional imbalances hampers formation of a common economic, social, cultural, and institutional space and lead to a creation of backward territories which lag behind in the development. The focus of public policy measures on the centers of economic growth, with the concentration of financial and labor resources, without solving the problems of backward territories does not bring the expected effect – overall development and well-being. Local effects in the absence of positive changes in other territories result in the increase in imbalances, which limit the overall effectiveness of the public policy. At the same time, a steadily increasing lag may cause a loss of potential of economic growth and thus forms backward territories. The creation of territorial backwardness is a gradual process. Therefore, diagnosing the state of the territory and identifying the signs of increasing depression is an essential issue of public administration. The article presents the main approaches to the definition of territorial backwardness used in the Russia and overseas, it also reviews the determinants of backward territories. Different methods for identification of backwardness in the territorial development have been tested on the basis of the regions of the Russian Far East.

Natural disasters can generate millions of tons of debris and waste, which has an impact on the environment and poses direct risks to the health of the population, hence the need to analyze public policy and its consequences following the 2016 earthquake in Ecuador. Several in-depth interviews were conducted with individuals active in public service during the post-earthquake management period, together with fieldwork analysis of debris management and the institutional strategies for its recycling and reuse in three of the most affected cities: Pedernales, Portoviejo, and Manta. The environmental impact was examined, including its taxonomy of inconsistencies within public administration, alongside the processes of decentralization and shared decision-making. Similarly, the links between corporate social responsibility (CSR), public policy, and sustainability were analyzed at both the national and local level for their wider implications and ramifications. The study highlighted the gaps in the management of such a crisis, exposing a lack of ethics and the shortcomings of social (ir-)responsibility in the distorted processes of public welfare in the country, aspects that should rather work in concert to achieve full sustainable development.

The purpose of the article is to substantiate the innovation and investment principles of green tourism in rural areas in the context of decentralization with a combination of production systems in order to explore opportunities and provide proposals for further functioning of the national economy. Methodology research is to use a set of methods: economic-statistical, monographic, system, economic- mathematical, abstract-logical and others. The scientific novelty of the obtained results is the introduction of innovative, economically feasible and research meth- ods with regard to sustainable development of green tourism in rural areas in decentralization, which are associated with the adaptation of theories, principles and rules of great importance for sustainable rural development of green tourism in the context of global transformations. Conclusions. The modern principles of effective functioning of green tourism in rural areas in the conditions of decen- tralization at a combination of production systems are substantiated. The tools of the general research methodology with regard to sustainable development of green tourism in rural areas in the context of decentralization are proposed. Adaptation of a system of theories, principles and rules that are essential for the formation of sustainable rural development are related. Abstract The article analyzes the transformative capacity of the Ministry of Social Development and Fight against Hunger (MDS) in shaping structural change in Brazilian municipalities. The study is based on the concepts of organizational and institutional learning, on a combination of analytical categories of the institutional and neo-institutional approaches and on traditional means of government control. As for methodology, this study used process tracing, in-depth interviews, and documentary analysis of regulations, decrees, and resolutions that create direct and indirect incentives to induce agreements and cooperation of municipalities with the Ministry. We identified two important causal mechanisms: a) organizational and institutional learning processes; and b) inter-federative cooperation that, combined, generated significant changes in municipal bureaucratic capacity. The findings show the importance of the Union’s transformative capacity in the process of public policy decentralization in Brazil.

Since urban space is one of the important places that tourism takes place, in order to create stability in tourism, the interaction between tourism planning and urban sustainable development should be investigated with regard to cultural elements. Lifestyle is derived from culture as a social phenomenon and affects it and is a reflection of human thoughts in relation with behavior, ethics and culture. Therefore, this aim of this research is to investigate the role of lifestyle in urban tourism sustainable development in Esfahan city, the third most populous city in Iran. This research’s goal is Practical and developmental and about the origin and method, it is descriptive, analytical and casual that has been done in a field research method. The statistical populations of this research are: tourism custodians, tourism experts, national tourists who have travelled to Esfahan city and local residents of all 15 municipal districts of the city. Simple random sampling method was utilized and 838 questionnaires were gathered from 4 statistical populations. In order to analyze the data, factor analysis test was utilized by smart PLS software. The results show that there are meaningful connections among the variables “lifestyle”, “sustainable development” and “urban tourism”. The most frequent factor that was selected by respondents for the concept of lifestyle in the statistical population was sociocultural factor (such as: visiting relatives and friends and attending soirees, traditional foods and drinks festivals, the desirability of Esfahan city in order to spend leisure time, the willingness toward group entertainment). For the concept “urban tourism”, all the populations chose urban texture significantly (such as: revival of workshops for producing traditional clothes, hand-made attractions, systematizing historical areas, developing sidewalk routes, constructing modern entertaining centers and systematizing landscapes and providing equipment for parks). About the sustainable development and its multi-dimensional nature, however, different factors were selected by respondents which in order of importance and frequency are economic, environmental, urban management, sociocultural, urban texture and political factors. Among the recommendations, a few can be stated: arranging cultural plans with a focus on soiree and elders’ reunions, holding traditional and religious festivals in different parts of the city, improving the condition of the existing theme parks and diversifying leisure and entertainment facilities of Esfahan city and pitching in municipal management and being parallel with plans of different organization in city. Especially by mayoralty as a trustee for city and cultural heritage could be mentioned as a tourism trustee.
