The purpose of the article. Identify the background of social and cultural project aspects in modern European cultural integration in Ukraine based on the activities of the Kyiv Municipal Academy of Circus and Performing Arts; to outline the European integration vectors of performative cultural creation in Ukraine of the XXI century; to consider culture as a condition and a term of solving problems and tasks that are in other planes of social and individual life. The aim of the article is to analyze the musical and circus art project "Circle", which aims to combine and interact with traditional and innovative artistic trends by integrating them into a common and integral cultural area. The peculiarity of the work is the analysis of the phenomenon of "social and cultural project aspects", how it is reflected in the artistic area and how it affects culture in general. It is proved that in this context the starting point of cultural creation and formation of cultural norms and values ​​is the activity of the educational institution, which affects the development of infrastructure and improvement of social and cultural space. Tasks: to identify the roots of social and cultural project aspects of modern European integration culture in Ukraine based on the activities of the Kyiv Municipal Academy of Circus and Performing Arts; to outline the European integration vectors of performative cultural creation in Ukraine of the XXI century; to consider culture as a condition and a means of solving problems and tasks that are in other planes of social and individual life. Methodology. The research is based on an interdisciplinary approach using the methods of historicism, scientific retrospection, personology, source study approach, and the method of theoretical generalization. The scientific novelty of the research is that the historical facts concerning the Kyiv Municipal Academy of Circus and Performing Arts, about its cultural and creative activity on the example of the music and circus art project "Circle" are collected and systematized. The significance of international collaboration for the further development of European integration processes in Ukraine of the XXI century is proved, the European integration cultural creation in Ukraine is investigated on the example of the music and circus art project "Circle". Conclusions. All-Ukrainian and international creative projects in the context of social and cultural project aspects are aimed at reproducing and preserving culture by internalizing cultural values, replicating the best ideas, attracting new technologies for cultural development in general as a basis for interpersonal and international communication. Creating and supporting art projects is one of the main tasks of cultural policy in educating the next generation of citizens with a clear cultural and national identity, which will further increase the cultural potential of the nation and the presentation of art projects in the international arena. The integration of Ukrainian system of Higher education into the European one accompanies by a transformation processes. The main goal of Higher school in our country is to prepare competitive specialists. The pedagogues of medical universities implement modern educational technologies with the use of analytically-searching work and scientific information. The implementation of new technologies of teaching is the important task of modernization of pedagogical system of mastering highly skilled specialists. The aim — to ground the implementation of test control for the estimation of quality of knowledge of future doctors. Gaining knowledge in microbiology is very necessary for future doctors to understand the principals of diagnostics and struggling infectious diseases. Knowledge in microbiology is basis for better understanding of clinical disciplines, as it assists logical perception of clinical data, influences on the forming clinical thought without which it is impossible to become a highly skilled specialist. The implementation of modern methods of studies, control, providing the increase of creative activity of students, forming and developing in them professional thought is one of the effective way of the improvement of quality of pedagogical training of highly skilled doctors. The experience of applying of the test control of knowledge in students in the medical university at classes of Microbiology, Virology and Immunology has been presented in the manuscript. The use of different types of test control has been proved to be one of the effective methods for determining the level of knowledge among students. Test control promotes the activation of cognitive activity, forms students’ skills of independent work, develops their logical thinking. Test control of obtained knowledge should be used in conjunction with other methods of studying the subject. The analysis of the results of the writing of the KROK-1 qualification exam by the students of the stomatological department has been conducted. The use of different methods of estimation of control of knowledge is necessary for its improvement. The study of microbiology is the important base of forming fundamental knowledge in students. Therefore, test control in a complex with other pedagogical methods can be used as one of the important and optimal methods to improve estimation of the basic level of students’ knowledge.

AbstractThe Japanese National Large Telescope is an 8-metre class optical-infrared reflector with a monolithic thin meniscus mirror, to be constructed at the Mauna Kea summit, Hawaii. The JNLT will be characterised by high quality performance in the optical and infrared regions, achieved by adopting new technologies such as active mirror support, fast optics and a thermally controlled dome. In particular, high infrared qualities are regarded as the most important characteristics among various design goals.The JNLT project is now close to the final study phase before construction. This paper reviews the scientific motivations and the special technical features of the JNLT. Finally, the promotion of international collaboration around the JNLT is emphasised.

States are commonly blamed for wars, called on to apologize, held liable for debts and reparations, bound by treaties, and punished with sanctions. But what does it mean to hold a state responsible as opposed to a government, a nation, or an individual leader? Under what circumstances should we assign responsibility to states rather than individuals? This book demystifies the phenomenon of state responsibility and explains why it is a challenging yet indispensable part of modern politics. Taking Thomas Hobbes' theory of the state as a starting point, the book presents a theory of state responsibility that sheds new light on sovereign debt, historical reparations, treaty obligations, and economic sanctions. Along the way, it overturns longstanding interpretations of Hobbes' political thought, explores how new technologies will alter the practice of state responsibility as we know it, and develops new accounts of political authority, representation, and legitimacy. The book argues that Hobbes' idea of the state offers a far richer and more realistic conception of state responsibility than the theories prevalent today and demonstrates that Hobbes' Leviathan is much more than an anthropomorphic “artificial man.” The book is essential reading for political theorists, scholars of international relations, international lawyers, and philosophers. It recovers a forgotten understanding of state personality in Hobbes' thought and shows how to apply it to the world of imperfect states in which we live.

Public access to underwater and maritime cultural heritage has proven to have a very positive effect on the local economy. This type of heritage is very attractive for the cultural tourism sector in general and for active and diving tourism. The Nautical and Underwater Archeology Line of the University of Cadiz, within the framework of the TIDE Project (Interreg Atlantic Area) and Herakles Project (FEDER-UCA18-107327) have been working on the enhancement of maritime and underwater heritage through the application of new technologies. In this paper, we will present the advances in the project in the Strait of Gibraltar, based on the first phase of scientific analysis and on the definition of a common working methodology that has resulted in a toolkit for the development of tourism activities linked to the MCH and UCH. Pilot activities under development are focused on accessible underwater heritage routes, VR applications to create Dry Dive experiences and the streaming of underwater archaeological works, thanks to a bottom-surface acoustic communication buoy. Results show that these types of outreach solutions and, by extension, of tourism application, must be preceded by a rigorous archaeological research process, a study of the target audience and the evaluation of the carrying capacity of the sites, to avoid falling into the mercantilisation or deterioration of the UCH. On the other hand, virtual or indirect access solutions are very useful, but always through the correct interpretation of the heritage.

Based on the analysis of educational and regulatory documents, the main pedagogical principles of the State Service for Education Quality of Ukraine (SSEQU) are summarized: a) basic pedagogical principles of SSEQU’s activity, which are defined by the legislator as basic principles of state educational policy (people orientedness; primacy of the law; ensuring the quality of education and equal access to education; humanism; democracy; unity of teaching, upbringing and development, etc.); b) principles that determine the legal sphere of the SSEQU’s activity (institutional separation of control functions and functions ensuring the activities of educational institutions; transparency and publicity of management decisions; responsibility and accountability of education authorities and educational institutions to society; public administration; public partnership etc); c) pedagogical principles that guide and structurally organize SSEQU’s activities (universal design and reasonable adaptation; scientific nature of education; diversity of education; integrity and continuity of education; integration with the labor market; freedom of choosing the types, forms and pace of education, educational program, educational institution; academic integrity; academic freedom, etc. Empirical data analysis based on the educational process participants’ views on the factors, which comprise educational quality, revealed that the interviewees valued most the level of qualification, experience, knowledge and skills of their teachers, educational and methodological support, the use of new technologies and innovations in teaching for achieving quality education. Interaction and cooperation between education stakeholders was identified as important by teachers and students, and less important – by parents. Interviews with students - prospective educational experts revealed that they valued the sequence of communication skills, knowledge and skills of expert activity, experience and knowledge of pedagogical activities. This paper analyses the world merchandise trade structure and the structure of Serbian merchandise exports. The analysis shows that the prominent characteristic of post-World War II world trade is more dynamic growth in the volume of manufactured goods as compared to agricultural goods. Due to the lessening share of agricultural products world merchandise trade has decreased and rapid industrialization has been fostered in developing countries. An increased share for developing countries followed the developed countries' decreasing share in world manufacturing trade. The developing countries' increased share was strongest in telecom and office equipment exports. These sectors are characterized by production fragmentation, which is being realized by transnational companies. Serbia, like the other South East European countries, has not yet managed to significantly integrate into international production networks. Serbia's most important exports are manufactured products with a low level of added value . In addition, Serbia still has a high share of primary products in its exports. A higher share of exports of goods and services in the gross domestic products (GDP) cannot be achieved without increasing imports of new technologies and equipment, i.e. without a higher investment share of the GDP. The main conclusion of this article is that the creation of a favorable investment climate and an increase in Serbia's international credit rating are the preconditions for stronger foreign direct investment (FDI), which would be the main channel for restructuring in the real sector. Creation of new small and medium enterprises (SMEs) through greenfield investment and their integration into the international production networks is the starting point for the restructuring of Serbian industrial production and merchandise export, i.e. the way of increasing the share of merchandise exports in the GDP.

The European Union forms new requirements for the efficiency of public institutions and the gradual transformation of public management. The relationship between the viability of public management to solve internal problems and the dynamics of socio-economic development is obvious. So, the evaluation of the viability of public institutions’ actions related to the socio-economic processes in any country has theoretical and practical significance. The purpose of our study is to assess the socio-economic viability of public management in the context of European integration processes. Within the article, a comprehensive study of the public management viability in EU countries is presented. The specificity of the study is to assess the socio-economic viability of public management on the basis of economic and social indicators of EU countries. According to the overview of scientific works it is a need to use a comprehensive indicator of public management viability evaluation. So, the considerable attention is paid to the deepening of methodical aspects of public management effectiveness on the basis of multicriteria methods. The result of the study is the calculation of the Socio-Economic Viability Index of Public Management. The obtained results prove the relationship between the SocioEconomic Viability Index of Public Management and the progress of economic reforms in the EU, with the possibility of appropriate conclusions for countries to identify strengths and weaknesses, justify priorities and means to achieve them in the context of European integration. These conclusions can be used as a starting point to assess the relationship between the level of development of the European country and the quality of its public management. The study confirmed the thesis on the correlation between the SocioEconomic Viability Index of Public Management and Happy Planet Index, The Global Competitiveness Index, Corruption Perceptions Index, Fragile States Index and сonfirm the possibility of using this indicator to assess public management quality in EU countries.

Very few papers have been written about the development of education in the wider area of Bosanska Krupa during the Austro-Hungarian administration (1878-1918). No comprehensive historical study is known that treats exclusively the development of education in this area during the occupation period. An exception is the book by Elvira Islamović entitled „Schooling and education in the Bihać district during the Austro-Hungarian administration“, published in Bihać in 2008, which in one part deals with the development of schooling in the Bosnian Krupa area. The starting point for the study of the past of Bosanska Krupa and its surroundings is the work of a group of authors entitled „Bosnian-Krupska municipality in the war and revolution“ published in Bosanska Krupa in 1969, which presents a rough overview of Bosnian Krupa's history until the first years after World War II. war and partly the development of education during the Ottoman, Austro-Hungarian and the period between the two world wars, and more recently the following works: Mithad Kozličić, „Population and settlements of the Una-Sana area 1879-1921. godine“, Bihać 1999; Mirza Ahmetbašić, Adnan Hafizović, Osnovna škola “Otoka“ od osnivanja do danas, Bihać 2008; Emin Mesić, Fikret Midžić, “Mali Pset 1272. Tvrđava Krupa, Prilozi za monografiju Bosanska Krupa“, Bosanska Krupa 2012; Asmir Crnkić, Mirza Ahmetbašić, „Bosanska Krupa during the Austro-Hungarian administration”, Bihać 2020 and others. The development of school opportunities during the Ottoman and Austro-Hungarian administrations was partially addressed by bringing them into context when dealing with other topics. In this paper, the author talks about school opportunities in the area of Bosanska Krupa and its surroundings at the turn of the 19th and 20th centuries. Attention is paid to the establishment and operation of confessional primary and secondary schools that operated during the Ottoman period, and whose work continued after 1878, and the establishment and operation of the first state primary schools in the wider Bosnian Krupa area. The development of school conditions in the area of Bosanska Krupa during the Ottoman rule did not differ from other parts of Bosnia and Herzegovina. For the needs of the Muslim population, sibjan mektebs were opened, somewhat later ruždija and madrasas, and for the needs of Orthodox children of the Orthodox primary school. Orthodox primary schools in the Bosnian Krupa area were first opened in Jasenica, Bosanska Krupa and Velika Rujiška. The Austro-Hungarian government also encountered an extremely high level of illiteracy in the area of Bosanska Krupa and its surroundings. At the end of the Ottoman rule, the illiteracy of the population was more than 95%. In addition, the regular educational process was very often interrupted by various infectious diseases that affected this area, as evidenced by numerous historical sources. There was also a great lack of professional teaching staff. A large number of students who are old enough to start school, the need for education of children of immigrant foreigners, etc. it was a sufficient signal to the competent authorities that a state primary school be established in Bosanska Krupa as well. In the villages around Bosanska Krupa, state primary schools opened relatively late. In the period from 1887 to 1913, public primary schools began operating in Otoka, Veliki Radić, Hasanbegova Jasenica, Ivanjska, Vranjska, Hasani and Bužim. However, in the year of establishment of certain schools, e.g. Otoka, Veliki Radić and Hasanbegova Jasenica there are differences between researchers. The Orthodox population was far more in favor of opening interfaith primary schools in their communities than the Muslim population, despite the fact that the Austro-Hungarian authorities, where possible, regulated the formation of special women's classes in public primary schools. The year 1880 marked a turning point in the development of education in the wider Bosnian Krupa area. That year, the People's Primary School in Bosanska Krupa started operating, which operated throughout the Austro-Hungarian period. However, certain researchers claim that this educational institution began operating in 1884 and 1885, respectively. It was one of the main educational centers and a nursery for numerous cultural and educational activities in this area.
