The purpose of the article is to outline the processes of transformation of the main functions of a modern library in meeting the constantly growing information needs of users and strengthening the role of libraries in the context of the digitalization of society. The methodology is based on a set of general scientific methods (analysis, synthesis, abstraction, generalization) and approaches (systemic, socio-communicative, and innovative), as well as the comparison and relationship of theory and practice. The scientific novelty of this work is to expand ideas about the role and functions of libraries and their impact on the development of modern society in the context of digitalization. Conclusions. Expanding its functions, the library is increasingly introducing new means of accessing, creating, and processing information, using digital technologies and modern means of communication. The analysis of library functions allowed us to determine the essential (basic) functions of a modern library in the conditions of transformational changes. Among them: information, communication. Scientific libraries are characterized by the expansion (transformation) of the traditional information function into information-analytical. Such derivative functions as educational, training, leisure, etc. acquire a certain strengthening in the activity of public libraries. Information and communication functions are also being strengthened, regardless of the type of library. Thus, today the activities of libraries are enriched by the content of information, communication, cultural, educational, leisure, and other functions, which promotes interaction with the environment, the establishment of democratic and humanistic principles of development, ensuring free access to information. The purpose of the article is to show the role and capabilities of libraries in meeting the constantly growing information needs of users, as well as the compliance of library activities with the new challenges of the modern information society. The methodology consists of the use of general scientific and special methods, namely: analytical and synthetic processing of information, logical and systematic approaches, terminological and historical methods, as well as comparison and interrelation of theory and practice. The scientific novelty of this work lies in the expansion of ideas about the role of libraries and their influence on the development of modern information society. Conclusions. Modern libraries are transforming and developing together with society, taking on the role of information, cultural, educational, social, and community centers. The active dissemination of the experience of transformation of libraries with a specific readership, differentiation of areas is facilitated by the search for new methods and forms of socio-cultural activities of libraries in Ukraine. Among them, there is a realization of the four-dimensional model of public library activity; conceptual model of a flexible library; digital education project «Public libraries as hubs for active citizens» and many others. Libraries create conditions for self-realization of users, their communication, full-fledged leisure, etc. It is in the library that citizens can learn throughout their lives, gaining the knowledge and skills needed, using both the resources of a particular library and open online resources and services. Libraries play a central role as venues that offer public access to information. Increasingly, libraries in developing countries are offering access to computers and the Internet, as well as to books and other types of information services and resources. Given the relatively scant literature on public access to ICT in libraries in many countries, we explore in this chapter the specific challenges libraries face in the countries we studied in the Landscape Study. How are public libraries serving the information needs of marginalized communities in developing countries? How is access to new information and communication technologies (ICT) changing the landscape of public access to information? How can libraries better collaborate with other types of venues (such as telecenters and cybercafés) that offer public access to computers and the Internet? These are some of the questions that we seek to answer in this chapter.

Change is omnipresent in modern society. Much of it relates to new technology and, in particular, to information, communication and management technology. To thrive, individuals and organisations must react appropriately to the challenges offered by such change. This opinion piece outlines the most recent phase of a continuing project exploring the use of information and communication technologies in the allied health professions. It focuses on the use of electronic patient records, or electronic care records as they have more recently become known. Such records form an important strand in the National Health Service's vast, ongoing National Programme for Information Technology (Granger 2003, NPfIT 2004). The piece concludes by outlining the steps that occupational therapists and occupational therapy services can take to ensure that they are well placed to participate in current and future electronic care records initiatives.

The article considers the issues of crowdsourcing as a tool of participatory democracy. Emphasis is placed on the recognition ofa separate type of democracy – participatory democracy, which is a promising area of research, whose supporters seek to build a modelof civic participation in the management process, adequate to the conditions of modern society. Crowdsourcing is a key tool of parti -cipatory democracy. The need to use crowdsourcing in public administration is recognized worldwide, which is associated with thedevelopment of modern information and communication technologies, social networks and various online dialogue platforms. InUkraine, the use of this tool is only gaining momentum.The history of the origin of the technology of using collective intelligence and the resources of the crowd and scientific developmentsabout it is studied. Crowdsourcing has a long history, but it is the digital space, in particular the Internet, that has made it availablefor use in many areas of public life. In the theory and practice of crowdsourcing there is already a division into types depending on the scope. As an instrument of participatory democracy, it acts as a political crowdsourcing. This species is not as developed as others, buthas examples of application. At the present stage in science there is no fixed definition of the term. Domestic scholars mostly analyzethe existing terminology proposed by foreign researchers and practitioners. Based on the analysis of existing definitions, experience inthe use of crowdsourcing technologies in the policy of foreign countries and Ukraine, the article identifies specific features and princip -les of crowdsourcing as a tool of participatory democracy, and provides an author’s definition of “political crowdsourcing”.Particular attention is paid to clarifying the negative and positive aspects of the use of political crowdsourcing, during which itwas found that the latter is more.The article concludes that the use of crowdsourcing as a tool of participatory democracy in Ukraine with the prospect of conso -lidation at the legislative level.

Croatian public libraries faced complex processes in society at the turn of the 20th into the 21st century – a time of transition and transformation in Croatia. During this period, Croatia shifted towards democracy and modernization. Its constitution (now seen as a geopolitical and cultural entity), extraordinary conditions of war disaster in the Homeland War 1991–1995, and conditions of the post-war period all presented unique challenges for public libraries in Croatia. In addition, Croatian libraries have also been influenced by characteristics of the information society that occurs trans-nationally and trans-societally (among all globalization processes and permeating all aspects of life with information and communication technology). Croatian libraries had to transform their traditional role of lending books and acting as cultural heritage institutions to follow international modern library trends in the information age as multifunctional information, educational, cultural and communication centres of their local communities. The aim of this article is to give a historical review of public libraries’ accommodation to these turbulent changes in Croatian society, as well as in the world in the last few decades.

One of the key reflective aspects of modern society is the application of information communication technologies. According to SEB Bank and the information and communication technology company TEO [1] more people aged 65 and over are discovering the Internet and smart technology services to manage finances, communicate and spend their leisure time. Technological development has a large group of supporters even among seniors; however, many older adults have no skills and neither the intention nor the possibility to use digital devices which are critical for successful functioning in society. Escape from technological innovations in no way makes life easier. Modern smartphones can make life more enjoyable for seniors and to benefit society. The aim of this paper is to investigate seniors' opinions about the importance of increasing competence in smartphone usage in their daily lives. The investigation was conducted in two stages: 2018 April and 2018 September/October. During stage two, groups were former of 10–12 seniors. During and after the training, the participants were interviewed in focus groups about their opinions. The study revealed that older people's interest in new technologies activates their participation in the learning process, promotes interest in innovations and creates conditions for wellbeing in society.

The introduction of information technologies into public life in all spheres of the life of the state and society has set the scientific community the task of scientific understanding of the theory and practice of the introduction and application of these technologies, modernization of the legal policy of the state in the information society. The consequence of this was the formation at the turn of the XX-XXI centuries. In the political and legal though of views on the electronic state, embodying ideas about how the state should function in the era of high technologies. Management in modern conditions begins to be built through the use of electronic communication systems at all levels. In the modern legal doctrine, the structure of the electronic state has ambiguous content. And this expresses not just the vision of the structure of the idea by various scientists, moreover, the consolidation of such provisions in scientific research is a trigger for the institutionalization of the idea, its development at the theoretical level and obtaining its expression in building its own infrastructure. The idea of an electronic state as its main goal is aimed at modernizing the public administration system through information and communication technologies and the capabilities of the global Internet. It must solve the accumulated problems and meet the criteria set by modern society.

<div><p><em>The milestones of the activity of the Ukrainian editorial office of Vatican Radio during its 80-year history are considered in the article. The reasons for the creation of the Ukrainian editorial office, the peculiarities of its work under the pressure of Soviet propaganda during the Cold War are analyzed. It was found that the broadcast of the Ukrainian editorial office of Vatican Radio was intended to help the faithful preserve unity with the church in the conditions of the destruction of the UGCC and the total onset of militant atheism. It was demonstrated that the work of the Ukrainian editorial office of Vatican radio was still aimed at defending the truth, although it was much easier to conduct evangelization in the conditions of confrontation between the USSR and the West. Rapid information and communication development of society has allowed everyone to speak publicly. At the same time, it made it possible to manipulate public opinion and to disseminate disinformation instantly and in the end contributed to the emergence of a post-truth phenomenon that not only replaced traditional propaganda but also made it part of it. The appeal to the foundations of the Christian being in a changing world distinguishes programs of the Ukrainian editorial office from materials of other broadcasters, the main focus of which is on socio-political events.</em> <em>The reform of the information system implemented by the Vatican has shown that there has been a shift from preaching in the conditions of aggressive propaganda during the confrontation between the two systems to counteracting post-truth, which destroys the objective perception of the world. It is shown that the main task of the editorial office is to unite Ukrainians around Christian values, to preserve and promote the key principles of human existence in the conditions of spreading populism, disinformation, secularization, and relativism of modern society. In its programs, the Ukrainian editorial office of Vatican Radio encourages the audience to cultivate faith, to rely on Christian values and beliefs, emphasizing its unchanging purpose of serving God, people, and the church.</em></p></div><p><strong><em>Key words: </em></strong><em>the Ukrainian editorial office of Vatican Radio, Vatican News, Ukrainian Greek Catholic Church, post-truth, Christian values.</em></p>

Information literacy competencies indicate the ability of an individual to apply a certain search strategy of information discovery, to understand its design, to value judgement, and to use it in various contents and contexts. The influence of information literacy competencies plays an important role in enabling information users to meet their information needs and prepares them for lifelong learning. The purpose of this study was to examine the influence of information literacy competencies of users in the Saulsville public library, South Africa. The rationale was a lack of awareness and the inability of the users to find their information needs based on the task and decision at hand. The descriptive survey design adopted for this study made use of a questionnaire to collect data from 1 120 registered members of the Saulsville library. Of the 1 120 registered users being the population for the study, the authors purposively used 10 per cent (112 members) of the population as sample size. The findings revealed that users of the Saulsville public library had limited awareness and competencies of information literacy. The users were exposed to some form of library orientation and the use of library resources during their visit to the library. The findings further indicated that the users’ information literacy competencies were affirmed through the quality of information obtained and the satisfaction of library services rendered by library staff. The study recommends the acquisition of new technologies that could enhance users’ interactive information literacy training in public libraries and formal education settings.

Public libraries play a crucial role in the information and knowledge society. Their access and services in the fourth industrial revolution require review as well as the knowledge of the competency requirements for Library and Information Science (LIS) graduates to offer professional services. This paper presents the competencies LIS graduates require for work. It also seeks to examine the challenges they encounter in public libraries. The study is driven by the notion that a skills gap and a lack of training for LIS professionals are still daunting challenges in most public libraries. The post-positivism paradigm was employed through the triangulation of both qualitative and quantitative methodologies in data collection and analysis. Content analysis and a survey were employed as research methods. The study scanned job advertisements in four newspapers spanning a three-year period (from January 2015 to December 2017). Semi-structured interviews were conducted with assistant directors and structured questionnaires were administered to LIS graduates. Grade 12, one to three years of work experience, computer literacy and communication skills are the most required competencies to work at public libraries. There seems to be no balance between theory and practice offered in most LIS schools, which suggests the need for curricula revision. Employed LIS graduates are facing several challenges, which include lack of practical exposure or knowledge, lack of qualification recognition and individual promotions, and lack of ICT skills and knowledge.
