Formation of competencies in the field of project management for future informatics teachers

The implementation of project management in the education system is impossible without the development of new types of competencies by teachers, which will allow the use of project management methods in professional activities. The article substantiates the need for training teachers who are competent both in managing student projects and in organizing their own project activities, as well as in project activities and project management of an educational institution. The article describes the experience of building competencies in the field of project management among students — future informatics teachers studying in the field of training 44.04.01 “Pedagogical Education” (master’s program “Information Technologies in Education”) at Nosov Magnitogorsk State Technical University. Based on the requirements of the professional standard 06.016 “Project Manager in the Field of Information Technologies”, the requirements for the competence of specialists in the field of project activities, etc., the author examined indicators for the formation of competency UK-2 “Able to manage a project at all stages of its life cycle” for academic discipline “Project Management in Education”. The methodology of forming competencies in the field of project management in education for masters of teacher education using the digital educational resource developed by the author is highlighted.

Ambiguous situations affect the progress of the project in any area. They are unpredictable in nature and require consideration of fairly new and complex factors that to varying degrees determine the effectiveness of the project. The article considers the use of situational analysis in building an information model of project management in the field of information technologies. Knowledge and the ability to aply the situational approach in the conditions of flexible methodology Scrum will provide opportunities to the project manager to change a situation radically in the project and to achieve the motivated performance of each task. The authors offer a formalized presentation of the procedure for selecting the optimal solution in project management in the implementation of a flexible Scrum methodology. The paper investigates the causal relationship between tasks, goals, situations in the project. Management decisions in the project are implemented on the basis of a study of how the task ensures the achievement of the goal. This takes into account all the features of the flexible Scrum methodology. The procedure of making the optimal decision on the basis of construction of the diagram of situations is offered. A set of solutions that help to overcome the crisis situation is established, and possible alternatives are explored. The use of situational analysis in the implementation of the flexible Scrum methodology provides a comprehensive approach to project management by synthesizing methods of expert assessments and intelligent management methods that will support decision-making in crisis situations of possible conflicts with existing constraints on financial and time resources. The result of the application of the developed information model is to increase the efficiency of the project by reducing the loss of time in the project and overspending of financial resources.

The article deals with the problem of professional reliability and efficiency. The prerequisites for the development of grounds for the study of this psychological category on the example of engineering specialties are indicated. Special attention is paid to laying of structure of professionally important qualities and professional competences (knowledge, abilities, skills) at a stage of vocational education in a higher educational institution. A number of labor fields are given, for whose specialists this characteristic is especially significant. An attempt is made to clarify the criteria for the professional reliability of an organization employee in the work of domestic scientists. It has been established that psychophysiological, individual-psychological, personal and moral parameters are most often mentioned. The methods most often used by numerous authors in revealing the mechanisms of reliability of activity within the framework of labor psychology are listed. It is noted that the initial achievements were carried out on professional activities related to the operation of complex technical means and systems (engineering). Lists the traditional types of engineering activities and modern trends in the dynamics of engineering professions. Based on theoretical analysis and the professional method, universal psychological reliability indicators are derived for engineers of different professional orientations. On the basis of the center for psychological support of the Tver State Technical University, psychodiagnostic tools are selected and the corresponding student contingent (students in technical areas) are examined. The results of the study are described and conclusions are formed. A general opinion on the article is drawn up.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

This paper aims to identify a comprehensive list of critical success factors for construction projects in Lithuania. Based on the available literature review, this paper identified 71 success factors under 7 broad groups. Based on the survey results, ten factors including project manager competence, project management team members' competence, project manager coordinating skills, client clear and precise goals/objectives, project value, project management team members' relevant past experience, project manager organising skills, project manager effective and timely conflict resolution, client ability to make timely decision, and project manager experience were determined as the most important success factors for construction projects. These critical success factors are of great significance both to researchers and industry practitioners.

Aim. The purpose of the study is to establish theoretical prerequisites, identify, describe and interpret the basic psychological patterns of the dynamics of figurative creativity of future teachers of the humanities both during his/ her training in the educational environment of modern pedagogical universities and at certain stages of the didactic process. Material and methods. As the methods and tools of empirical research, the author uses the procedure of analysis of the degree of statistical validity of the differences of average values of the selected empirical indicators (t-Student's criterion), the test of figurative creativity by E.P. Torrens (modified by O.E.Tunik), a survey method, an interview method, and an expert evaluation method. The respondents were first, third, and fifth-year students specialized in «Ukrainian language and literature», «English (German) language and literature», «Ukrainian country studying» with a total of 156 people aged 18 to 30 years. The empirical basis of the study was the Faculty of Philology of the State Higher Educational Institution «Donbas State Pedagogical University». Results. It is obvious that throughout the process of growing up and gaining experience in educational and professional activities, the main specific characteristics of the creative figurative act for the representatives of the natural profile of professional training are the speed of emergence and development of creative ideas, the degree of deviation from existing prototypes, the desire to avoid a possible return to them or their modification and efforts to complete and properly design their creative product. At the same time, at the background of the previously mentioned characteristics, the dynamics of the indicator of the abstractness of the name of figurative creativity gradually recedes into the background. It means that in the process of micro-age formation of figurative creativity of the humanitarian profile subject of educational and professional activity the subject’s deep essence, not its nominal side, the outer cover, which consists in the peculiarities of verbalization of this creative process, the peculiarities of self-presentation and the presentation of the final creative product are formed. Conclusions. If we summarize the dynamics of figurative creativity of a humanitarian profile student in general, then we can depict: 1) impressive are the positive changes in this area at the end of the study, on the verge of study and professional activity, which in fact can cause such a rapid and bright dynamics; 2) particular interest is in the dynamics of creativity of humanitarian profile students at the level of such nuclear characteristics of figurative creativity as the dynamics of the creative idea, the degree of its difference from stereotypes and resistance to their emergence and motivated ability to finalize the creative product. In the future, we see promising research on the dynamics of figurative creativity of students of natural, cultural, and artistic profile and a comparative study of the dynamics of figurative creativity on the indicator of the profile of professional training in higher pedagogical education.

Основные проблемы современного образования нельзя решать без его развития. Ученые и практики обращают внимание на устаревшие формы и технологии управления работой со студентами. В современных условиях решать проблемы образования традиционными системами управления и методами становится все сложнее, поэтому возникает необходимость в адекватном построении методической оснащенности образовательного процесса в учебном заведении, что актуализирует необходимость обеспечения системы образования методическими  разработками, дидактическими материалами, которые отвечают современным требованиям педагогической практики. Организационными формами методической работы вуза являются: научно-методическая и педагогический совет; аттестация преподавателей; предметные кафедры, творческие лаборатории преподавателей; школа молодого преподавателя; психолого-педагогические и методические семинары; методические школы преподавателей-новаторов; подготовка методических пособий, публикаций в периодических и профессиональных изданиях. Большинство вышеупомянутых видов методического обеспечения являются традиционными, но все они дают возможность внедрять инновации. Однако обращается внимание только на формы и методы организации образовательного процесса, а не на психолого-педагогическое сопровождение познавательной деятельности преподавателей и методическое обеспечение управленческой деятельности как источника качества и результативности их профессиональной деятельности. Реалии выдвигают новые требования к методическому обеспечению образовательного процесса в вузt, требуя менять цели, функции и содержание, превращая уровень его качества в научно-методический. Суть и назначение научно методического обеспечения заключается в создании условий для формирования и личностно-профессионального становления преподавателей, развития их педагогических способностей, творческого потенциала. The main problems of modern education cannot be solved without its development. Scientists and practitioners pay attention to outdated forms and technologies of managing work with students. In modern conditions, it is becoming increasingly difficult to solve the problems of education with traditional management systems and methods, therefore, there is a need for an adequate construction of methodological equipment of the educational process in an educational institution, which actualizes the need to provide the education system with methodological developments, didactic materials that meet modern requirements of pedagogical practice. Organizational forms of methodological work of the university are: scientific and methodological and pedagogical council; certification of teachers; subject departments, creative laboratories of teachers; school of a young teacher; psychological, pedagogical and methodological seminars; methodological schools of innovative teachers; preparation of methodological manuals, publications in periodicals and professional publications. Most of the above-mentioned types of methodological support are traditional, but all of them make it possible to introduce innovations. However, attention is drawn only to the forms and methods of organizing the educational process, and not to the psychological and pedagogical support of the cognitive activity of teachers and methodological support of managerial activities as a source of quality and effectiveness of their professional activities. The realities put forward new requirements for the methodological support of the educational process at the university, requiring changing the goals, functions and content, turning its quality level into a scientific and methodological one. The essence and purpose of scientific and methodological support is to create conditions for the formation and personal and professional development of teachers, the development of their pedagogical abilities, creative potential.

Over the last number of decades there has been a tendency within the international development sector to privilege the management of projects in a siloed manner. This translates to projects managed in a narrow way according to pre-defined parameters of say the education or health sectors. As a project manager you are held accountable for delivering education or health outputs. A shift in donor funding to focus on development projects that are considered easy to administer partly explains this siloed approach to project management within the development sector. However, there is a gradual kick back against the siloed project management approach. Instead we are seeing a return to an integrated managerial approach.An integrated managerial approach involves bringing together various technical specialists to work on common objectives in a coordinated and collaborative manner. A growing number of development actors such as Concern Worldwide are embracing this ‘new approach’. For Concern Worldwide integrated projects are interventions which address multiple needs through coordination across a variety of sectors and with the participation of all relevant stakeholders to achieve common goals. Integrated projects are about sector projects working together with the same target group in the same area in a coordinated manner. This paper reflects on Concern’s experience and evidence to date with integration drawing on the agency’s work in Zambia. The Realigning Agriculture to Improve Nutrition project in Zambia highlights the practical challenges and lessons of managing an integrated project.

ABSTRACTPharmaceuticals are passing through the difficult phase due to increasing numbers of patents expiry along with increasing cost of drug development.Protocol design, regulatory cycle time, site selection, patient enrollment and monitoring are some of the cost contributing elements for late phaseclinical trials. This paper applies the principles of project management and suggests means to reduce the cost of late phase drug development.
