The paper deals with the challenges and tasks of Russian social and economic policy for 2018—2024. Based on the analysis of global and national trends and conditions for years to come the author discusses the trajectory of economic, social, and technological break-through. Sustainable growth of well-being and competitiveness of individuals and the society as a whole and the state are the key elements of the Strategy of social and economic development of Russia.

Criminality is one of the most serious, socially significant problems. Such a negative phenomenon can hinder the social and economic development of the state, hinder the development of state’s favorable image in the world and threaten its national security. In order to avoid such consequences, it is urgent to identify and research the determinants that affect the spread of crime countrywide. The paper is devoted to the determination of the relationship of the crime rate in Russia with the set of social and economic indicators. The relevance of the research is connected with the increased variability of criminality and its constituent elements. The analysis is based on the data of the Federal State Statistics Service in 72 Russian regions for the period from 2015 to 2018. With the help of the correlation and regression analysis, it has been found that up to 42% of the variation in the indicator, i.e. the number of registered crimes per 100,000 people of the population, is explained by the factors that characterize the social and economic development and the well-being of society: the state of labor market, housing provision and level of urbanization. The obtained results are faithful to the original data, since the regressor coefficients are statistically significant, and the relationships do not contradict the economic logic. The data processing was made by means of the Gretl software package. It is concluded that a significant impact on the crime rate in Russia over the past 4 years had such factors as unemployment rate, total area of residential premises per inhabitant in average, and share of the urban population in the total population of the region.

Special attention is paid to key elements of a new model of economic growth in Russia. The paper discusses priorities of economic policy of sustainable growth including: budget efficiency, structural reforms and import substitution, stimulation of entrepreneurship, efficiency of public administration, modernization of welfare state.

This article is the final part of the complex author's research, and is a continuation of the previously published sections of the article in this journal (DOI: 10.18184/2079-4665.2016.7.1.136.140; DOI: 10.18184/2079-4665.2016.7.3.132.136).In the previous sections, the author examined the features of modern Russian socio-economic state policy in general and its financial component in particular. The answers to the questions were found and a systematic view of the essence of the state socio-economic policy was given. It was shown that the economic potential of the state determines the level of development and use of the three only possible production resources at all times. This is living labor (human resources companies), materialized (past) labour (main production funds) and material and energy resources developed and being in production turnover. Russia, like no other state in the world, has the potential all these production resources for timely, complete and quality provision of reasonable material and spiritual needs of all its citizens.Purpose: the aim of the presented final part of the research is a critical assessment of the tax legislation in force in Russia, and the reasoned justification that a reasonable tax system is an essential tool for sustainable economic growth.Methods: the methodological basis of the research was the General scientific methods of cognition (dialectic; coexistence of historic and logistic approaches; structure and function analysis; expert evaluation of social-economic policy).Results: considering Russia's economic potential and its use, it was noted that the modern state socio-economic policy is contrary to the objective economic laws of the formation of the social state. This creates favorable prerequisites for the formation of state-oligarchic capitalism in Russia, that is, the merging of private business with government officials. In words, this is accompanied by a fierce fight against corruption in the higher echelons of power, but in reality only contributes to its prosperity. Such a socio-economic policy inevitably leads to a greater lag in the economic development of Russia from the advanced post-industrial countries, rolling it to the margins of world development, and the transformation of our state into a raw material appendage and supplier of cheap labor for the progressively developing countries. It is inadmissible not to understand this to persons responsible for state social and economic policy.Conclusions and Relevance: the proposals on improving the Russian state tax policy as one of the most important conceptual bases of the country's successful social and economic development have been developed. When deciding on documents so crucial for the country, it is necessary to be guided not by the lobbying of narrowly departmental and personal interests, but by conceptual scientific bases. They should determine the social and economic effectiveness of such a policy in the development of a society that really strives to achieve the main values in the life of each person: the knowledge of the truth, a longer life expectancy, sufficiency and well-being.

Under modern conditions, there is a need to update the state regional economic policy in Ukraine. Problems of the social and economic development in Ukraine explains the need to pay attention to implementation of state regional economic policy in Ukraine. Scientific and theoretical bases of state regional economic policy have been a point of many researches made by scientists. However, lots of theoretical issues on the essence of strategic approach to state regional economic policy are not fully researched. The state regional economic policy of Ukraine has been investigated. State regional economic policy is a purposeful activity of the state in economics at regional level directed at the stimulation of effective development of productive forces of regions, rational usage of resources, providing optimal conditions for the population vital activity, ecological security and advancement of territorial organization of population. The features of implementation of state regional economic policy in Ukraine are being investigated. The success of regional policy depends on the apt definition of the regions, criteria of their development, level of their correspondence to the administrative and territorial arrangement of the state. For practical realization of the policy, it is necessary to form and advance the relevant mechanism. The algorithm of forming the conception of strategy of state regional economic policy is considered in Ukraine. Goals of the state regional economic policy in Ukraine are generalized. Under today’s conditions, the state of regional social and economic development requires the improvement of forming and implementation of state regional economic policy in Ukraine. Conceptual bases for strategy of state regional economic policy in Ukraine are developed.

The article highlights the problems and prospects of human development, which is the basis for the long-term strategies of social and economic growth of different countries and regions at the present stage. Submitting strategies of this type provides an opportunity to focus on individual empowerment and to build a favorable environment for effective management decisions in the field of forming, maintaining, and restoring human potential. The analysis of the Vinnytsia region human potential dynamics in the regional system of social and economic development factors was carried out. Application of generalized assessment of the regional human development index components allowed the identification of the main trends that characterize the formation of human potential of the territory, including the reproduction of the population, social environment, comfort and quality of life, well-being, decent work, and education. The article emphasizes that despite some positive changes in the social and economic situation of the region and in assessing the parameters of its human development level relative to other regions of Ukraine, Vinnytsia region is now losing its human potential due to negative demographic situation and migration to other regions and countries. The main reason for such dynamics is proven to be related to the outdated structure of the region's economy, the predominance of the agricultural sector, the lack of progressive transformations in the development of high-tech fields of the economy. An important factor is the low level of urbanization of the region, which leads to the spread of less attractive working conditions and less comfortable living conditions. The key factors that cause the growth of urbanization in the region have been identified, including the significant positive impact of the transport and social infrastructure expansion, the lack of which in rural areas leads to a decrease in the level and comfort of life. Without progressive structural changes in the economy and the resettlement system, the loss of human potential will continue.

The research of a condition of peripheral territories is of special interest within formation of a spatial paradigm of development of regional social and economic system. Differentiation of level of social and economic development of peripheral territories is natural process and is subject to complex studying for formation of adequate instruments of management within spatial social and economic policy. In article special attention is paid to formation of system and diagnostic approach for identification of level of social and economic development of territories on the basis of the composite indicator and also to justification and calculation of indicators of unevenness of development of peripheral territories.

The identity of young people, and the state of a school’s fulfilment of its tasks, as presented in the article, are based on the results of the author’s own field explorations carried out in the school year 2003/2004 and repeated in the same territory of the Silesian Voivodeship in the zone of intensive social and economic development in 2016/2017. The results of the research conducted have shown that schools brought young people with different personal and social resources, and living in different historical and socio-cultural contexts, to a similar value of identity capital. The study, conducted in two stages with an interval of 13 years, has revealed the greatest shifts in the following areas: extension of the range of interactions (change 13.2%); ambivalence (change 8.1%); revitalization (change 7.7%); and ethos (change 6.8%). The least change occurred in the provision of offers of identification (1.7% change). A slight decline was noted in the extension of the developmental moratorium (1.5% change). The identified, described and empirically verified tasks of a school form a specific map of educational activities, which can be successfully used as a matrix to describe and interpret a school’s participation in the shaping of young people’s identities.
