Formulation of the problem. For many decades, forecasting has been a debating issue, explained by the economic-historical context that defines the organizational and economic mechanism of forecasting. The purpose of the article is to develop an organizational and economic mechanism for making forecasts of production and economic activity of enterprises and to evaluate its effectiveness. The subject of the research is the organizational and economic mechanism for the construction of prognosis of industrial enterprises. The working hypothesis of the research includes the idea that the requirements for creating an organizational and economic mechanism of the economic system are the same as for creating an information system. The methods used in the research are abstraction and extrapolation. The classification of information systems requirements proposed by Karl Wiggers is considered in the research processes. Statment main material. Today, forecasting is an integral part of the workflows that take place at the enterprise and these processes are implemented through certain organizational and economic mechanisms. The article considers the concept of organizational and economic mechanism of forecasting production and economic activity of enterprises. Recent publications in this scientific field of knowledge have been analyzed. Originality and practical significance of the research. For the first time, the author proposed, based on the hypothesis that the economic system is primarily an information system, to use the system requirements for information systems developed by Wiegers K. Moreover, the author developed and defined the requirements for the economic system, taking into account the organizational and economic management mechanism, described within the system. requirements of the prediction system function. The conclusion of the research is the need to build such an information system that would take into account all the described functions of the organizational and economic mechanism of forecasting. The prospect of further research is to study the best methods, building forecasting, taking into account the cyclical nature of the economy.

The relevance of studying the issues of the knowledge intensity of economic systems has led to the conduct of these studies and determines their scientific and practical significance. The purpose of the study is a multidimensional analysis of the knowledge intensity of the domestic economic system, in particular, its creative potential, the activity of technological modernization of industry, and the creative initiative of economic actors. In the process of research, the EBRD methodology is used to evaluate the development of the knowledge economy, taking into account the specifics of the national organization of official statistical observations. In 2017, more than 1.8 thousand domestic enterprises (in the industrial sector – 1159 enterprises) created and used the latest technologies, innovation proposals, and other objects of intellectual property rights. The highest rates of creative activity were observed steadily among enterprises of information and communication sphere, financial and insurance directions, and also in the field of engineering. The leaders in the production and implementation of technological research and development (R&D) were processing industry, energy, engineering, professional scientific and advertising activities, non-technological – financial, insurance, information, telecommunication, processing enterprises. By types of economic activity, pharmaceutical companies, manufacturers of precise and extremely-precise equipment, chemical industry enterprises steadily occupied the leading positions in the field of creative activity. The analysis of regional dynamics shows the general tendency of reduction in the number of industrial enterprises that created, used or distributed creative developments. In general, during the period of research, the creative activity of enterprises decreased by almost a third, and downward processes are characteristic for almost all regions of Ukraine. In 2017, 2387 product innovations were introduced by the objects of industry, including innovative devices, equipment, machines, most of which were new for the relevant market. Today, there is a sufficient scientific and practical foundation for the development of creative clusters in hightech sectors. However, these processes are hampered over the lack of budget allocations. There is a tendency of increasing R&D financing by leading industrial enterprises, establishing the practice of their acquisition of hightech equipment and related technologies. In 2016–2017, there was a restructuring of investment flows, which manifested in reducing the costs of R&D intellectual components and reorientation of financial flows towards the acquisition of modern production equipment. In order to implement their own creative and innovative programs, in 2017, enterprises acquired 832 new technologies, most of which were completed with the corresponding equipment. By industrial enterprises, 59 creative technological developments were created and transferred to other entities. Total investments in updating domestic industrial enterprises amounted to more than 9.1 billion hryvnias in 2017. By types of economic activity, the leaders were the machinery and equipment industry and the food industry. Conclusions. Therefore, the significant creative potential of the domestic industry, further enhanced by active cooperation with scientific institutions, can become the basis for structural transformation and a source of scientific and technological “breakthrough” of our state.

Abstrak: Sistem informasi penduduk dimaksud untuk meningkatkan efisiensi dalam hal pelayanan dalam masyarakat. Kelurahan Sangaji kota ternate utara selama ini mempunyai sistem informasi yang masih dalam bentuk manual sehingga menyulitkan dan memperlambat dalam proses penambahan, penghapusan (atau pembuatan surat). Oleh sebab itu perlu dilakukan penelitian untuk merancang aplikasi sistem informasi penduduk. Tujuan dari sistem informasi ini adalah untuk memberikan kemudahan kepada masyarakat dalam melakukan pengurusan dokumen kelurahan, serta menginformasikan pelayanan masyarakat yang efisiensi. Langkah-langkah yang dilakukan dalam hal ini adalah analisis kebutuhan sistem, perancangan sistem. Dalam implementasi ini digunakan bahasa pemograman PHP dan sebagai databasenya digunakan MySQL.Kata Kunci: Sistem Informasi, Kependudukan, PHP, Database, MySQL.Abstract: The population information system is intended to improve efficiency in terms of service in the community. Sangaji Urban Village North Ternate City has an information system that is still in the manual form which makes it difficult and slow in the process of adding, deleting (or making letters). Therefore it is necessary to do research to design a population information system application. The purpose of this information system is to provide convenience to the community in managing urban village documents, as well as providing efficient public services. The steps taken in this case are system requirements analysis, system design. Formulation of the problem. The development of information systems for collecting, processing and exchanging radar information occurs, on the one hand, in the direction of improving the technical characteristics of information processing facilities and data transmission facilities, on the other hand, in the direction of improving information processing algorithms and the structure of the information system. This article summarizes the possibilities for the development of information systems in the second direction.Purpose. Development of a variant of building an information system with a fully connected network structure and intended for the collection, processing and exchange of radar information.Results. The development, as a tool for building an information system of a network structure, is based on an integrated approach that provides for the use of an algorithm without branching solutions for information processing, a network semi-connected structure itself and network algorithms, a higher level than the level of collection and processing, for organizing functioning of information exchange in the network. The short processing time of information when entering it into the system makes it possible to create a dynamic array of homogeneous radar data, updated when radar information arrives from sources.Practical significance. Information systems, wholly or partly built on the basis of such an integrated approach, are applicable in areas such as air traffic control systems; multi-beam and multi-range radars (ornithological, meteo, etc.), radars for security complexes, incoherent spatially-separated radar information sources, combined into a system (for example, for studying the ionosphere).

<p>With the current explosion of Information Systems, the market offers a wide range of interesting technological solutions. Yet, this does not mean adopting a technology without considering its impact on the existing information system and user expectations. It is recommended to identify and implement the technological solutions most suited to the Information Systems strategy. Therefore, new methods are emerging and design tools are still evolving; the PHP Frameworks are part of it, which open up new perspectives in terms of information system enrichment. In this context, this paper focuses on the elaboration of a comparative study between Laravel, symfony framworks, which are the most popular PHP frameworks.  Thus, it provides an effective comparison model that merges seven dimensions: Features, Multilingual, System requirements, Technical architecture, Code Organization, Continuous Integration (CI) and finally Documentation and learning curve dimension. Results show that our model can be beneficial for IT project developers to select the suitable PHP Framework.</p><p> </p>

The paper summarizes an experience of information system implementation in mechanical engineering industry of Russia Federation. Methodological spaces of information supply in mechanical engineering enterprise have been approved. Effectiveness of creation and usage of non-unified information systems for information gathering about local socio-economic issues has been estimated. Conjointly with the friendly user interface individually tuned for each stakeholder, and realized on the base widely used webserver Apache 2.2, using programming language PHP, as well as using database engine mysql 5.5 with report import into unified format like SPSS or Excel, the system confirms its own usefulness.

The characteristics and behaviour of information system users have a big influence on the successful implementation of information systems. There have been many studies that reveal the effects of user behaviour related to technology and information systems. The majority of research conducted deals with the impact of culture on user behaviour after the implementation of information systems. Very few journals discuss how the characteristics and factors of user behaviour are used as inputs that affect the information system development process. This research was conducted to conduct a literature review regarding the dominant factors in user behaviour and to see their impact on the development of information systems. The results of the study are in the form of synthesis to see the opportunity to include these user behaviour factors into components of the information system requirements.

The paper defines the role and place of information systems in the management of economic objects. The main tasks that are solved by the economic information system are formulated. Theoretical provisions on the necessity of introduction of information technologies in enterprise management are grounded. The concept of "economic object information system" is disclosed. The components of the economic information system are highlighted. The relevance of the study is determined by the fact that in order to solve any task using a computer, you need to create information support (provide the calculations with the necessary data) and mathematical support (to create a mathematical model for solving the problem, which compiles a computer program). The purpose of the paper is to highlight the main problems, to substantiate the theoretical propositions regarding the need for the introduction of information systems and technologies in the management of economic objects. Economics management is information based and generates new information. The effectiveness of the economy of any object (enterprise, organization) depends largely on the ability of managers at different levels to carefully prepare and justify the decisions made. The conditions of a market (competitive) economy make serious demands on quality, timeliness, completeness, reliability of economic information, depth of analysis of economic indicators. The information system not only reflects the functioning of the control object, but also affects it through the controls. It is a set of information processes to meet the need for information at different levels of decision making, its purpose is to produce information for use (consumption) by the administrative apparatus. Accordingly, it provides for the accumulation, transmission, storage, processing and compilation of bottom-up information, as well as the concretization of top-down information. The purpose of IP is to describe the economic object, its states, interactions, which are expressed through economic indicators. It is intended to provide the management authorities with the necessary and sufficient information in a timely manner to make decisions, the quality of which ensures the highly efficient operation of the management entity.

Research of the current state and structure of capital investments both in Ukraine in general and in the Donetsk region in particular, in the period 2011 - 2019, identification of negative trends and prospects, indication of certain proposals for attracting investment resources. Methodology. The research methodology is generally based on the methods of system analysis, generalization and comparison. Results.The main provisions in the formulation of the concept of "investment" were indicated, the classification structure of investments on various grounds is given. The dynamics of changes in the volume of capital investment in the economy of Ukraine, and, in particular, in the economy of Donetsk region for the period 2011 - 2019, which in turn allowed to determine the causes of fluctuations. The analysis of the structure of capital investments by sources and types of economic activity of Donetsk region is carried out, certain conclusions are made about the changes that took place in the studied period. Recommendations for improving the efficiency of investment attraction are provided. Scientific novelty. The main factors that constrain the attraction of investment in the economy of Ukraine and in the economy of Donetsk region are given. The most priority branch of the region’s economy for investors has been identified, and a structural analysis of capital investments in the region’s economy has made it possible to find out at the expense of which funds the enterprises are renewing their fixed assets. There are some suggestions for effective investment. Prospects for investing in the national economy are substantiated. Practical significance. The results of the study form a practical basis for finding additional sources of investment in economic activity of industrial enterprises on a sustainable basis.
