<p>The increase of population in an area will have an impact on the level of density of the area, so that the emergence of a wild settlement that utilizes the river area as a place of residence. This condition will be a potential waste problem in the Riverbank area. One of them is the potential for garbage dumped into rivers, especially Cikapundung River. Tamansari Village is one of the areas that are traversed Cikapundung river, so it takes the planning of the system of inheritance and garbage collection to reduce the potential of waste dumped into the river. waste generation measurement based on SNI 19-3964-1994 method. The concept of waste management system planning is the reduction of waste in the source by 30% with the planning of the timing system through sorting based on three categories of garbage types. Planning of collecting system is by giving the gathering to the collecting device compartment. A community-based waste processing approach that starts from sourcing through composter processing and garbage bank.</p>

Abstract Increasing the amount of waste generation is a problem in every city. This research aims to know the waste transportation and management system to analyze its compliance with the applicable national and local regulations in Indonesia. Demak Regency produced 208 kg/day of waste which this number represent 35.18% of waste generated in Demak Regency from domestic and non domestic sector. The waste is transported and not sorted at sources, as the same with many other cities in Indonesia. Therefore, a proper waste management system is needed for Demak Regency that includes five aspects, which include technical, institutional, financial, regulation, and community aspects. The Environmental Agency of Demak Regency is the institution in charge of waste management in Demak Regency. The analysis shows that improvements are needed to achieve appropriate waste management system in Demak Regency. Therefore, efforts should be made to improve waste management in the Regency, for example, by improving technical performance, human resources, and promoting community-based waste management in the studied area.

Kampung Rawajati di Jakarta yang menerapkan sistem pengelolaan sampah berbasis masyarakat merupakan alternatif upaya mengatasi sampah rumah tangga. Penelitian ini bertujuan mengetahui pengaruh sistem tersebut terhadap penurunan berat sampah rumah tangga. Dengan desain studi potong lintang, penelitian ini dilakukan pada sampel 175 ibu rumah tangga yang dipilih secara acak. Hasil penelitian ini menunjukan bahwa pengelolaan sampah berbasis masyarakat dapat menurunkan berat sampah sebesar 28,3%. Analisis regresi linier ganda memperlihatkan bahwa kegiatan pengelolaan yang berpengaruh terhadap penurunan berat sampah adalah kegiatan reuse, daur ulang, dan pembuatan kompos (nilai-p < 0,05). Pembuatan kompos merupakan variabel yang berkontribusi terhadap penurunan berat sampah 657,3 gram setelah dikontrol variabel perancu. Penurunan berat sampah ditemukan lebih besar pada rumah tangga yang mendapat pelatihan. Tidak ada perbedaan penurunan berat sampah menurut jumlah anggota keluarga, penghasilan rumah tangga, dan pengetahuan ibu. Disarankan agar Pemerintah DKI Jakarta dapat melakukan replikasi model pengelolaan sampah berbasis masyarakat kepada wilayah lainnya, dengan memberikan pelatihan pengelolaan sampah kepada masyarakat.Kata kunci : Pengelolaan sampah berbasis masyarakat, berat sampah, pengolahan dan minimasi sampahAbstractKampung Rawajati in Jakarta applies community-based solid waste management system as an alternative way to overcome household waste problem. The objective of the research is to assess the effect of community-based solid waste management on reduction of household waste weight. This study has crosssectional study design and was conducted on 175 housewife as respondent who were selected randomly. The data was collected by interview using structured questionnaire and weighing of household waste. The result shows that the community-based solid waste management can reduce 28.3% of household waste weight (weight before: 1.845 gram/house/day and after: 1.324 gram/house/day). Multiple linear regression analysis shows that variables affecting thereduction of solid waste including re-using activity, recycling, and composting (p-value <0.05). Composting represents the biggest effect to reduction (657.26 gram) after controlled by potential confounders. The reduction was higher among household with waste training and number of trained household member. It was found that number of family member, family income, and mother knowledge are not significant. It was recommended to the Government of DKI Jakarta to replicate this community-based waste management system to other regions by providing training facilities on solid waste management.Keywords: Community-based on solid waste management, waste weight, processing and minimizing of solid waste

Generation of solid waste (SW) is a major problem in urban areas, thus its management is one of the important obligatory functions to not only urban local authority but also for the inhabitants. The citizens expressed their concerns about the waste management system in KCC and associated problems that they are encountering. Waste generation in Khulna City Corporation is around 455 tons of municipal solid waste/day and generation rate is now 0.75 Kg/capita/day on an average. Existing public utility services and facilities are not adequate to meet the demand of disposing these massive amounts of wastes and that’s why several problems are arising. There are some deterrents in the KCC’s solid waste Management system, arising from both the city corporation authority and the citizen of different levels. With a view to address the problem from through community participation, this paper intends to evaluate the potential of community based solid waste management approach in context of Khulna city.

This article outlines the problem of waste accumulation as well as the associated environmental consequences in Ukraine due to the disparities between waste generation and utilization capacities. The analysis of quantitative parameters of waste generation sources and the territorial structure of Ukraine’s utilization capacities was carried out, and the spatial assessment of waste management system balance within regions was made. The work also identifies stages of territorially balanced management systems formation within the scope of current recycling technologies in the regional dimension. Methodological approaches to researching the balance conditions of waste management systems at the regional level are substantiated, which presupposes a mathematical model of these processes through the development of a system of equations, which depending on the tasks determine either the timing of the outlined phases of solving waste management issues based on available investment resources, or the amount of funds required to ensure proper timing of the innovative disposal facilities commissioning.

e-Waste is generated at the staggering rate of 6.1 kg per person. In 2016, 44.7 million tonnes was generated globally, and the amount is estimated to reach 52 million tonnes annually by 2021. The management of this huge quantity of e-waste is a major problem across the world, primarily in developing countries. An effective e-waste management system is linked to the sustainability of e-waste processing plants, and currently it is plagued with different supply chain network (SCN) issues. To address the issues and challenges of SCN, there is a need to prioritize and address the constructs. The study thus combines two multiple criteria decision making (MCDM) tools, the analytical hierarchy process (AHP) and quality function deployment, to prioritize the constructs identified from literature and supported by field studies. The house of quality (HOQ) has been used for analyzing different stakeholders’ requirements. The degree of importance for HOQ-1 has been derived using the AHP tool. The study revealed the most intriguing issues and challenges of e-waste processing plants considering the requirements of different stakeholders. The results showed formal collection, storage, semi-informal collection, and e-waste quality to be the major issues of processing plants. The findings obtained from MCDM analysis have been validated though two case studies in India and China. If the results obtained are applied to the existing e-waste SCN, a holistic e-waste management system can be achieved for developing countries.

AbstrakBerbagai macam upaya dilakukan oleh pemerintah untuk menciptakan lingkungan suatu kota yang bersih, diantaranya melalui penyediaan fasilitas sistem pemrosesan sampah sebagai tahapan akhir dalam pengelolaan sampah. Saat ini, Kabupaten Klungkung, Provinsi Bali memiliki 3 alternatif sistem pemrosesan sampah yang dapat diaplikasikan, yaitu: menggunakan tempat pemrosesan akhir sampah (TPA) eksisting Regional Bangli, membangun TPA baru tersendiri untuk Klungkung, dan pemrosesan akhir di Tempat Olah Sampah Setempat (TOSS). Penelitian ini bertujuan untuk memilih sistem pemrosesan sampah yang paling optimal dengan mempertimbangkan 4 kriteria, yaitu lingkungan, ekonomi, sosial dan teknis (analisis multikriteria) dengan menggunakan pendekatan Analytical Hierarchy Process (AHP). Setiap kriteria memiliki beberapa sub kriteria yang dimintakan kepada 35 orang responden yang mewakili 5 institusi pemerintahan daerah terkait untuk dilakukan penilaian perbandingan berpasangan. Penilaian juga dilakukan untuk mengevaluasi setiap alternatif terhadap semua sub kriteria dan kriteria. Secara global, responden lebih memilih pencegahan pencemaran lingkungan (nilai bobot 0,16) sebagai sub kriteria terpenting dari total 13 sub kriteria yang tersedia. Urutan kriteria yang dianggap lebih penting adalah lingkungan (nilai bobot 0,543), sosial (0,181), ekonomi (0,146) dan teknis (0,130). Untuk alternatif pengolahan sampah di fasilitas TOSS dianggap yang paling optimal (total nilai 0,47) disusul TPA Regional Bangli (0,28), terakhir TPA baru (0,25). Suatu alternatif sistem pemrosesan sampah dengan kelebihan dan kekurangan masing-masing harus dipilih yang paling dapat diterima oleh berbagai stakeholder terkait sehingga diharapkan dapat menjadi bagian dari suatu sistem pengelolaan sampah yang berkelanjutan dari suatu kota.AbstractIn order to create a city clean, efforts are taken by government including provision of waste processing system facility as part of waste management system. Recently, Klungkung Regency, Bali Province has 3 alternatives of waste processing system to be applied, namely: utilizing the existing regional final disposal site (TPA) of Bangli, building a new TPA facility dedicated for Klungkung area only, and on-site waste processing facility (TOSS). The study aims to determine the most optimal of waste processing system by considering 4 criteria, namely environment, economic, social and technical (multicriteria analysis) with the help of Analytical Hierarchy Process (AHP). Each criterion having several sub criterions were assessed by 35 respondents representing 5 local government’s institutions by applying pair wise comparison. The asessement were also performed to evaluate the alternatives to the given criteria and sub criterion. In global, respondents preferred to put environmental pollution prevention (weight of 0.16) as the most important among total 13 sub criterions available. Among the criteria, environment (weight of 0.543) was more prioritized than social (0.181), economic (0.146) and technical (0.130) aspects. Other result showed that TOSS (total value of 0.47) was more preferred than existing TPA of Bangli (0.28), and new TPA of Klungkung (0.25). An alternative of waste processing with its advantages and disadvantages should be chosen and acceptable by the related stakeholders, thus the facility becomes part of sustainable waste management system in a city.

Pengelolaan sampah berbasis masyarakat (PSBM) adalah sistem penanganan sampah yang direncanakan, disusun, dioperasikan, dikelola dan dimiliki oleh masyarakat. Peran PSBM sangat penting dalam ikut membantu mengurangi permasalahan sampah kota, sehingga konsep tersebut banyak dilakukan di berbagai tempat, termasuk di Rawasari. Penelitian ini dilakukan untuk mengetahui perkembangan kegiatan PSBM di Rawasari, yang secara khusus bertujuan: (i) monitoring dan evaluasi, (ii) pembinaan dan pendampingan, (iii) sosialisasi dan publikasi. Hasil penelitian menunjukkan bahwa kegiatan PSBM di Rawasari berjalan dengan baik, berkat adanya pembinaan yang baik dan berkesinambungan. Hal ini tergambar dari peningkatan jumlah keluarga yang berpartisipasi dalam kegiatan pengomposan dan daur ulang sampah anorganik. Hasil tersebut juga tidak terlepas dari peran kader lingkungan yang ada serta kerjasama yang baik antar stakeholders, baik yang berasal dari pemerintah setempat, instansi kebersihan, lembaga penelitian, LSM, lembaga asing, dan warga setempat. Adanya kegiatan sosialisasi keberhasilan PSBM di RW 01 dan RW 02 melalui kegiatan pencanangan gerakan PSBM oleh Gubernur DKI Jakarta, ikut mendorong keberhasilan PSBM di Rawasari. Pemerintah DKI Jakarta menyadari bahwa peran serta masyarakat, sangat efektif dalam menekan jumlah timbulan sampah. CBSWM is very important role to reduce the problem of municipal solid waste. This concept is widely applied in various places, including in Rawasari, Central Jakarta. The study was conducted to determine the progress of the CBSWM in Rawasari, which specifically aims to: (i) monitoring and evaluation, (ii) coaching and mentoring, (iii) socializing and publication. The results showed that the activity of CBSWM in Rawasari is going well. This is illustrated by the increasing number of families who participate in composting and recycling of anorganic waste. These good results are affected by the roles of environmental cadres as well as good cooperation between stakeholders, such as local governments, research institutions, NGOs, international agencies, and local residents. The Jakarta administration realizes that the roles of the community are very effective in reducing the amount of waste generation. Bukittinggi generates around 471,01 m3/day of municipal solid waste (MSW), in which only 55,7 % is managed by the local government. As many other cities, Bukttinggi is facing a problem of implementing recycling practice. Meanwhile, there are abundant of waste from coming from districts around the border area. Such problems result in a high generation of waste that must be transfered to landfill. In order to reduce the waste generation, Bukittinggi needs a 20 years-planning of MSW development which is based on recycling management (2016-2030). It includes technical aspect and non technical aspect. The purpose of this study is to increase service coverage by developing community-based recycling facilities (TPS 3R). Developing area is divided into 3 zones. The level of service in zone 1 is increased to 100% by practicing waste reduction management in TPS 3R.. 3R target is set at 20 % of total waste generation at the end of the planning year with management system such as takakura composting, rotary klin composting and dry garbage bank. Planning with community-based waste recycling will decrease the amount of waste management facilities.Keywords: Waste Management, Bukittinggi, technical aspect, non technical aspect, 3RAbstrakKota Bukittinggi dengan timbulan sampah 471,01 m3/hari dan hanya terlayani 55,7% dari total sampah. Permasalahan persampaan yang ada di Kota ini yaitu masih rendahnya praktek pemanfaatan sampah, selain itu adanya sampah kiriman dari kabupaten tetangga yang menyebabkan jumlah timbulan sampah meningkat, sementara Kota Bukittinggi tidak memiliki TPA sendiri. Untuk itu diperlukan perencanaan pengembangan pengelolaan sampah Kota Bukittinggi selama 20 tahun perencanaan (2016-2035) meliputi aspek teknis dengan pola pemanfaatan sampah. Pengelolaan persampahan yang direncanakan yaitu meningkatkan daerah pelayanan dengan dibagi menjadi 3 zona yaitu zona I, II dan III berdasarkan kawasan strategis kota dan tingkat pelayanan menjadi 100% pada zona prioritas (Zona I) dengan melakukan reduksi sampah melalui pengolahan di TPS 3R berdasarkan target 3R, 20% di akhir tahun perencanaan dengan sistem pengolahan berupa pengomposan dengan sistem takakura susun dan rotary kiln serta bank sampah untuk sampah kering yang bisa didaur ulang. Berdasarkan analisis perbandingan, adanya pengolahan sampah dapat mengurangi jumlah sarana prasarana pengelolaan sampah.Kata kunci: Pengelolaan, Bukittinggi, Aspek Teknis dan Non Teknis, 3R

The article presents the results of research (2013-2017) on the seasonal morphological composition of Municipal Solid Waste and forecasting the waste generation volume for Saint Petersburg. The authors propose ways to improve the system of solid waste management in St. Petersburg based on these researches.
