The study aim to analyze fiscal and monetary policy in the management of indonesia's state budget according to Abu Ubaid Al-Qasim. This research takes the form of a historical figure, namely historical research on one of the lives of a person that includes ideas, thoughts, as well as influential things in the formation of his thoughts. Thus the method used in this study is the library (research Library) with the object of research is Abu Ubaid Al-Qasim about his thoughts on the economic development of Islam, which is analyzed from his work al-Amwal. To obtain data through In this research, the primary data collection is carried out by anlyzing journal, and some books which reevan to this research. The result of this study is that fiscal and monter policy that runs in Indoensia in managing the State Budget is considered not to be running effectively and has not been able to solve the problem of the State because the system used contains usury. Thus, the mechanism of conformity according to Islam from abuubaid's view brings the right solution that the instrument is like zakat, jizyah, khumus, kharaj into a very effective management instrument of state budget and finance because the proper allocation according to the needs of the State and does not contain usury. Research Limitations of this research is limited by examining how fiscal and monetary policy in managing finance and state budget according to Abu Ubaid Al-Qasim in his Book al-Amwal by looking at the phenomena of financial management centered in BaitulMaal during the time of Prophet Muhammad and his caliphs.

Subject. This article explores the theoretical foundations of the present State budget management structure in Russia. Objectives. The article aims to justify the need to reform the structure of the State budget management in the Russian Federation in order to increase susceptibility and adaptability to new goals and objectives, as well as to new methods of public financial management. Methods. For the study, I used the methods of analysis and synthesis, generalization, abstraction, induction, and modeling. Results. Using budgeting tools, I show that the development of the State budget management structure in the Russian Federation was stopped after the second phase of budget reform. This led to the formation of a cumulative system for managing the State financial resources, which effectively excluded any influence of the public treasurers on the financial activities of inferior treasurers and recipients of budget funds. Such a structure does not provide an opportunity to assess and monitor the effectiveness of budget funds use by subordinate organizations. It also fails to create an effective system for managing budgetary risks, especially the risks of deviant activities of government employees. Conclusions. The article concludes that within the framework of the current stage of budget reform in the Russian Federation, based on the methodology of budgeting and domestic practices of public financial management, it is necessary to continue developing an effective structure of State budget management. Otherwise, the implementation of large-scale national projects and budget reform itself is under threat of failure.

To the problems of budget allocation management in the transition from strategic to medium-term budget planning in territorial communities are devoted in the paper. It is proved that in the conditions of modern transformational changes, which are currently taking place in Ukraine, more and more attention is paid to the problems of coordination and control of actions of the state, economic entities and citizens in order to achieve strategic goals in the socio-economic development of territorial communities, regions and countries. The need for such actions is related to the further progressive development of the budget system of Ukraine. Budget management is considered as one of the directions of financial management. Budget management acts as a mechanism for managing the distribution of budget funds at the level of local governments and the state as a whole. Based on the budget (state budget and local budgets), each financial plan solves the problem of organization and management of budget funds at a specific level of government. The basic principles of effective budget management are offered. The main goals and principles of budget planning are presented. In Ukraine, the community has developed key recommendations for the transition to its own medium-term budget planning. Local self-government bodies of territorial communities can already initiate and start the process of strategic budget planning to ensure a rapid transition to medium-term budget planning in territorial communities. These include: application and use of techniques and methods of strategic self-management; formation of normative base of strategic and program documents; improving the organizational structure of territorial communities` financial management; application of financial management methods in the transition to condominiums; integration of annual budgets into medium-term priorities.

Pesantren, Islamic boarding school, as Islamic educational institutions by setting the main objectives of Islamic education is simply to generate the Santri (students) to explore religious knowledge (tafaqquh fid-din). However, since the 1970s Pesantren began to open up indicating that Islamic boarding schools with their dynamics required recognition by the community about their existence. Kiai Sahal Mahfudh, a Pesantren intellectual figure with a traditional background helped encourage the Pesantren to be able to respond to modernization and the demands of society in the right way. Kiai Sahal Mahfudh presents himself as a figure with transformative, innovative and visionary vision in transforming Pesantren education. He argued that Pesantren education cannot be separated from its two potentials: religiosity and social potential. This study aimed to determine the perspective of Pesantren education based on the perspective of Kiai Sahal Mahfudh and its relevance to the development of contemporary Pesantren. This study is a library research using the primary data in the form of Nuansa Fiqh Sosial, papers, or any works of Kiai Sahal Mahfudh. Meanwhile, the secondary data were in the form of books related to the Pesantren or AZJAF Vol.1 No. 2 (Special Issue 2021) Page 24 the thoughts of Kiai Sahal Mahfudh. The analysis technique used content analysis in which the phases of analysis started by determining the problems, formulating the frame of thoughts and preparing the methodology devices, data analysis and data interpretation.The results of this research showed that the teaching of the kitab kuning needs the abilty to understand contextually for solving contemporary social problems. The formulation of the objectives of pesantren education in preparing righteous and akram people in line with the functions of humans personally as khalifah of Allah who also carry out social functions to prosper and manage the earth.The da’wah islamiyyah or propagative potential in pesantren is not only articulated in word but also in deeds or da’wah bil hal. For kiai Sahal Mahfudh, da’wah can also in the form of community empowerment. Both have the same end goals. These are relevant and in accordance with the direction of development of contemporary pesantren which wants pesantren to no longer only carry out their traditional functions as religious educational institutions, but also as social community institutions.

Criticism is something that must be built in the scientific world. Because, in science there is no such thing as a definite truth. Criticism here to bring it in the right direction. Especially about the story of the past contained in the Qur'an. A story that is explained in it contains truth, lessons and teachings evidently undeniable for all creatures of Allah, for the happiness of the world and the hereafter. This study uses qualitative research in the form of library research, the author uses the approach of the theory of the Qur'an and Interpretation and the theory of Diltheiy thinking and interpretive writing ideas in Indonesia. Meanwhile, the collection of data by means of documentation, namely the book Indonesia Negeri Saba'by Fahmi Basya and also taken from various related sources. Furthermore, the analysis is done by reading and examining Fahmi Basya's understanding writing, which is written in his book. In summary, Fahmi Basya confirmed 14 comparative accounts of Indonesia and Yemen based on the Qur'an and 53 scientific facts which he discovered that Indonesia was the State of Saba'. Fahmi Basya's understanding is very contrary to the commentators at least caused by two problems. Finally, Fahmi Basya wants to prove that the State of Saba 'in the Qur'an in Indonesia. Based on the study of Fahmi Basya's understanding it was found that Fahmi Basya was not an expert in the field of the Qur'an and Tafsir. So, when he understands the Qur'an and reveals the results of his research in the community it needs to be reviewed. Seeing with the scientific viewpoints of the Qur'an, Fahmi Basya's interpretation seems to match his discoveries with the Qur'anic Verses. And forcing all that can be matched look for verses of the Qur'an.

The problems of ensuring the state of such socio-economic rights and freedoms of internally displaced persons as the right to an adequate standard of living, entrepreneurship and pensions have been studied and proposals have been made to improve the existing national legislation in this area. The issue of the state of ensuring the right to an adequate standard of living for internally displaced persons and its relationship to the right to entrepreneurial activity and pension provision of such persons is covered. The issue of the state of ensuring the right to an adequate standard of living for internally displaced persons and its relationship to the right to entrepreneurial activity and pension provision of such persons is covered. It is emphasized that changes to the current legislation on the issuance of documents for the ap-pointment (recalculation) of pensions, firstly - will simplify the procedure for receiving pension benefits and social guarantees, secondly - reduce the burden on the judiciary, and thirdly - save time and money internally displaced persons for legal assistance. Thus, resolving this issue and amending the legislation will solve a set of problems, both for internally displaced persons and for the state, in terms of budget savings. It is emphasized that the solution of socio-economic problems of internally displaced persons falls on the state budget, which creates significant financial pressure. However, the state has committed itself to ensuring the constitutional rights of internally displaced persons and must therefore comply with it. Sometimes, there is not so much a need for funding as an effective mechanism for ensuring certain socio-economic rights.

Indonesia as a party to the International Covenant on Economic, Social, and Cultural Rights (ICESCR) is bound to implement these provisions based on the international obligations contained therein, including concerning the fulfillment of the right to basic education. This paper is the result of research on how the implementation of the obligation to fulfill the right to basic education, especially in Singkawang City, is based on the ICESC. This research is empirical normative legal research using primary data and secondary data. The data obtained through interviews and library research were then analyzed qualitatively. From the research results, it was found that the implementation of the fulfillment of the right to basic education based on the ICESCR in Singkawang City has been gradually fulfilled. Technical factors, geographical factors, and factors implementing the provisions of laws and regulations that are not yet synchronized and complete are the determining factors for the fulfillment of basic education rights in Singkawang City.Indonesia sebagai pihak pada International Covenant on Economic, Social and Cultural Rights (ICESCR) terikat untuk melaksanakan ketentuan-ketentuan tersebut berdasarkan kewajiban-kewajiban internasional yang terkandung di dalamnya, termasuk dalam kaitannya dengan pemenuhan hak atas pendidikan dasar. Tulisan ini merupakan hasil penelitian terhadap bagaimana pelaksanaan kewajiban pemenuhan hak atas pendidikan dasar, khususnya di Kota Singkawang berdasarkan ICESC. Penelitian ini adalah penelitian hukum normatif empiris dengan menggunakan data primer dan data sekunder. Data yang diperoleh melalui wawancara dan melalui penelitian kepustakaan tersebut selanjutnya dianalisis secara kualitatif. Dari hasil penelitian didapatkan hasil bahwa pelaksanaan pemenuhan hak atas pendidikan dasar berdasarkan ICESCR di Kota Singkawang telah secara bertahap dipenuhi. Faktor teknis, faktor geografis dan faktor implementasi ketentuan peraturan perundangan-undangan yang belum sinkron dan komplit menjadi faktor-faktor penentu pemenuhan hak pendidikan dasar di Kota Singkawang.

This study aims to find out the thought of Abu Ya'la concerning public finance supervision according to Islamic law in the book of al-Aḥkām al-Sulṭāniyyah. This research is qualitative descriptive research with library research method and juridical-philosophical approach. The results showed that construction of Abu Ya'la's thought on public finance supervision was included in the system of hisbah, i.e. the system of the indication and the possibility to involve two parties; (1) an independent institution created by the government to supervise the financial management of the state, whether structural in the state institutions or independent purely and non-structural; (2) other parties involved in this efforts is society, so that the entire community of people are kindly participated in the oversight efforts. In Abu Ya'la's perspective, a Hisbah institution is not a pro justicia institution that does not have the right to impose criminal or civil sanctions, but has the right to listen to public complaints about the deviation of the state's financial management and cooperate with law enforcement agencies making claims.

This study aimed to review the application of Value for Money principles in public procurement policy to establish good governance in Indonesia. This research used a normative legal method using library research with legal and historical approaches. The results of this study showed that the implementation of Value for Money in public procurement policy is urgent to be applied, which is to encourage the good public procurement practice and produce the right goods/services based on quality, quantity, time, cost, location, and provider aspects; increase the efficiency of the use of public money, which can suppress budget leaks; improve the effectiveness of state financial management; improve the effectiveness and quality of public services; realize a clean government. Arrangements regarding Value for Money in public procurement policy are very clear by the application of e-procurement and utilization of e-marketplace; sustainable procurement; and the use of domestic products. This research also indicated the real relevance of the implementation of Value for Money principles in public procurement policy to establish good governance in Indonesia.

Program water supply and sanitation water the community (Pamsimas) is one of the government's mainstay programs in the provision of clean water and sanitation for rural and suburban communities through a community-based approach. With the effort to determine which villages are categorized as potential to receive financial assistance and no potential to receive APBN assistance for the installation of the project pamsimas. The aim is to establish a standard system for selecting Pamsimas villages to help government programs channel them to the right target. With the K-Means Clustering clustering method, this method is very suitable to be used in predicting and classifying which villages are categorized as potentials and does not have the potential to detect the state budget for the Pamsimas project installation. The data is taken interview and direct observation to the Pamsimas office which is the primary data and the criteria data in the form of village data and village connections are secondary data. The results obtained are the K-Means method can be applied clustering of Pamsimas Karanganyar village clustering which is useful to assist the selection of villages on target. By testing the functionality using a black box and testing the validity using the Rapidminer Software. In the mapping study, it was stated that 2 clusters were categorized as potential and not potential. For the results of a valid percentage of the Pamsimas application is 100%.Keywords: Mapping, Pamsimas, Clustering K-Means.
