Safety assessment of the functioning of an automobile gas filling station through analysis of technological risk

Every year the relevance of the problems of reducing the technological risk of not only a dangerous facility, but also of the region where it is located, the solution of which will reduce both the risk indicators of emergency situations and the extent of their consequences, is growing more and more. Effective implementation of this direction is possible only with the coordination of the activities of state authorities and the responsibility of the owners of such objects. The paper analyzes the occurrence of emergencies associated with the operation of a gas filling station, developed possible scenarios for their development, calculated the damaging factors with the construction of a "tree of events". Assessment of basic risks is the basis for making objective management decisions that ensure the safe and sustainable development of the economy and territorial entity as a whole.

Ensuring the sustainable development of agroecosystems requires research into the justification of the impact of environmental factors on the formation of territorial agroecosystems and identifies ways to take them into account in order to justify management decisions and ensure environmental safety. The main goal of the research within the article is to identify the most significant environmental factors in predicting the formation of agroecosystems. Provisions are devoted to the study of the laws governing the functioning of agroecosystems in order to increase their stability. The methods of comparative analysis, generalization, abstraction, logical analysis are applied. A number of provisions are formulated regarding ways to account for the influence of factors on the formation of key elements of agroecosystems.

The problem issues and points of inhibition of the introduction of public-private forms of sustainable management of European type in the national economy of Ukraine are determined in order to ensure the effective implementation of the relevant principles and mechanisms in the system of sustainable development of the state and its territories, in particular in the context of water, land, forest and mineral resources. The main limitations of the system, as well as the factors of deterrence and directions of the development of public-private relations in Ukraine are revealed.

The chapter analyses children’s human rights as universal norms and standards incorporated in the UN Convention on the Rights of the Child (CRC) that are relevant in diverse national contexts. Discussing national experiences and the quasi-jurisprudence of treaty bodies, the chapter argues that understanding the interrelated nature of the different groups of rights in the CRC is essential for effective implementation of these rights. It is suggested that the concept of the indivisibility of human rights and the global agenda of sustainable development reinforce the need for this approach. The chapter also discusses the interdependence, compatibility, and conflict between children’s rights and the human rights of other groups, such as parents, women, and a community with which a child connects as he or she grows to adulthood. The chapter argues that incorporating children’s rights in national constitutions, rather than ad hoc legislation, encourages this holistic approach to implementing children’s rights.

AbstractThis study seeks to contribute to the knowledge of linkages between humanitarian actions in conflict situations and sustainable development. We analysed data generated from qualitative interviews and focus group discussions with encamped and self-settled internally displaced victims (IDPs) of the Boko Haram insurgency in the northeastern Nigeria. Our analysis searched for themes that summarise their preferences and desires of durable solutions. Overall, the majority of the IDPs were more inclined to local integration or resettlement than return. More than males, female IDPs were likely to cite personal experience of violence as a reason for rejecting voluntary repatriation. Feelings of vulnerability, experience of violence and hope of economic and social empowerment were major reasons given in support of local integration or resettlement. Self-settled IDPs are more disposed to returning to their places of origin than encamped IDPs. The need to rebuild livelihoods and restore social and community networks were the major factors participants associated with the choice of return. Beliefs in divine destiny, lack of trust and confidence in the government were dominant views expressed by participants who were indifferent about durable solutions. There is a sense that cultural androcentric norms which give men the power to make decisions for the family shape decision-making even in emergency situations. We conclude that, regardless of their preferences about durable solutions, IDPs have long-term needs that can only be provided if humanitarian actions are integrated into the overall development agenda and programmes of governments.

It is proposed to use the new approach to assessing quantitative risk indicators. This approach allows to consider the temporal non-stationarity of the number of processes, including the development of an accident and the spatial movements of people. The greatest uncertainty in the risk analysis with an explosive and fire hazard component is not the frequency of initiating events used, but, for example, data on the probability of ignition. The range of variation of this probability is about two orders of magnitude (relatively speaking, from 1 % to 100 %), and the criteria and factors that determine the choice of this value are not always clearly defined. The paper proposes an approach that considers the probability of ignition as a dependence on the time that passed after the start of emergency depressurization. Knowing this dependence, it is possible to consider several scenarios with different ignition time after the start of the release and assign certain consequences and probabilities to each scenario. Moreover, it is possible for each single scenario on a specific piece of equipment (pipeline section) to obtain non-stationary, namely time-varying potential risk fields. The example of an accident on the oil pipeline is considered, the risk indicators of such an accident are calculated, it is shown that the risks can change over time, namely they are non-stationary characteristics. Further, this fact is transformed into the development of theoretical foundations for quantitative risk assessment, considering the non-stationarity of various processes occurring during emergency situations arising during the operation of equipment, individual behavior of people and changes in external conditions. The results obtained show the importance of considering the changes that occur during an emergency on the main oil and product pipelines. It is concluded that the proposed approach allows to reduce the conservatism of assessments provided by traditional methods. In real practice this approach can reasonably reduce the risk indicators by several times, sometimes by orders of magnitude.

A theoretical and methodological study was carried out to determine the need and features of developing a matrix of food industry capacity for making management decisions in the formation of sustainable development of agroecosystems, which will increase the operational efficiency of companies and food security of the country. The paper uses the following research methods: historical – in the process of studying modern views on understanding the importance of the agricultural sector for the economy; system analysis – when building a model of innovative business improvement. Methods of comparison and analysis of trends – the study of trends in the agricultural sector of Ukraine with the identification of important areas for improving their activities. Methods of financial analysis – for the analytical assessment of financial and economic activities of the investigated enterprises; forecasting methods – to substantiate the expected results of implementing the author's proposals in management practice. It is proposed to take into account the significant difference in the technology of their processing and production (number of advanced technologies used per 100 thousand people). The paper reveals the dependence of production technologies in agriculture on natural and weather conditions (share of technological innovation costs, %). Criteria for innovation skills in the development of agricultural engineering were proposed. The criteria were determined, which were divided into development groups. The tools for constructing a matrix of food industry capacity were substantiated. Note that for each indicator, the optimal value was determined taking into account the sensitivity factor and the rating of enterprises, which determined their place in the matrix. In the course of the study and the matrix of innovative development, the proposed technology was tested at leading domestic enterprises

The purpose of this article is to identify possible approaches to the development of the “sustainability-by-design” process, which consists in synchronizing the organization's strategy with the trends of sustainable development. For this purpose, a process of “sustainability-by-design” is proposed on the basis of the “safety-by-design” process applied in practice. As a key link in the process, it is proposed to use a system of sustainability indicators, supplemented by indicators of risk and resilience. To strengthen the adaptive capacity of companies in the field of sustainable development, the process of building “sustainability-by-design” is complemented by the inclusion of democratic procedures through structured stakeholder participation. As a result, the proposed process combines a rigid structure of values and goals with a “soft setup” in the form of democratic procedures. This will allow companies not only to reduce the uncertainties inherent to the pacing problem, but also to create an environment for the promotion of the most effective alternatives to the development of companies in the field of sustainability.

Abstract The effective implementation of environmental law has taken on greater urgency in recent times. Behind the multitude of domestic and international environmental instruments sit generally accepted principles like the Polluter Pays Principle (PPP). The PPP can be seen to advance sustainable development, at least partly, by private operators internalizing the costs of their pollution. This article analyses the application of the PPP in Chinese environmental law by focusing on a case study of Yangtze River pollution in and around the central Chinese city of Wuhan. The authors find evidence of an increasing acceptance of the PPP at the local, regional and national levels in China. At each of these levels, attempts to improve water quality in the Yangtze appear to reflect an acceptance of the PPP’s main aims.
