AbstractThere is continuing acceptance that the One Nation phenomenon remains a significant local response to a global problem – the adoption by national polities of internationally- oriented economic policy ‘reforms’ which are despised by populations. The dismantling of public responsibility for social and economic development has emerged as a cause of internal disaffection with conventional forms of politics. This paper attempts to separate the anti-liberal from the illiberal aspects of the responses to internationalisation and de-politicisation. It suggests that there have always been intellectually respectable anti-liberal traditions of analysis and that One Nation has tapped into some of these strands of analytical opinion. The lesson for mainstream parties is that they continue to insist on the inevitability of globalisation, and to risk further societal discontent and intolerance, only by ignoring the real alternative approaches to the responsibilities and possibilities of politics that have long been available.

Chapter 1 examines the theoretical tools and institutional framework that the grand dukes had at their disposal when planning Livorno. Although contemporary theories of reason of state authorized a range of interventions in economic life, the regime lacked organizations for analyzing, evaluating, and implementing economic policy. Policy was a function of ambitions formulated at the center and unforeseen institutional dynamics at the periphery. This chapter begins by contextualizing the reform of 1566, which endowed Livorno with its own customs regime (largely a consolidation of prior arrangements). It then turns to examine late Renaissance theories of economic development. It concludes by examining the privileges of Livorno, focusing on merchant hospitality and the Medici effort to induce Jews to settle in Livorno.

This paper reports the findings of a research project that examined the role of training in two government-initiated, economic regeneration programs implemented in Canada and in England. The paper proposes that training programs, especially those found as part of economic development schemes, must be understood within the broader political economy into which economic development programs are introduced. An analysis of economic, policy, and training literature reveals that training often remains unconnected to either economic development or broader policy discussions.

The article basing upon estimation of the social and economic potential of Russian Federation subjects shows that the resource model of economic development is suitable for nearly half of them. In this analytical review the author describes the main trends in the modern heterodox political economy as an alternative to mainstream economics. Historical specificity as well as the contradictory and uneven character of economic development are examined in detail. The author also discusses problems of class, gender and ethnic discrimination and their influence on economic growth. It is shown that there are tendencies to convergence of different theoretical perspectives and schools, common themes, topics of research and conceptual apparatus are being formed. The forces of integration and differentiation help establish new ideas and receive interesting scientific results in such fields as development economics, macroeconomics and international economics.

Kazakhstan’s economic policy in 1996-2007, its character and the degree of responsibility, the correlation between economic development and balance of current accounts are considered in the article. Special attention is paid to the analysis of their macroeconomic efficiency. It is concluded that in conditions of high rates of economic growth in Kazahkstan in 2000-2007 the net profits of foreign investors are 10-11% of GDP every year. The tendency of negative balance of current accounts in favor of foreign investors is also analyzed.

The article proposes an approach to the analysis of social change and contributes to the clarification of concepts of economic policy. It deals in particular with the notion of "change of system". The author considers positive and normative aspects of the analysis of capitalist and socialist systems. The necessary and sufficient conditions for the system to be changed are introduced, their fulfillment is discussed drawing upon the historical and statistical data. The article describes both economic and political peculiarities of the transitional period in different countries, especially in Eastern Europe.
