Abstract  Traffic accidents are a problem, especially on toll roadsbecause toll roads are designed as highways with high levels of comfort, smoothness and safety The number of accidents on Indonesian toll roads is still high. This research is expected to be able to address the above problems, especially the identification of accident-prone locations (black spot), accident characteristics, and proposed treatment at black spot.  The location of the study was the Jagorawi Toll Road (2015 - 2017) for 49 Km. Identification of black spot used the Accident Equivalent Rate (AEK) method, and identified locations prone to accidents (black spot) on Jakarta - Ciawi route were Km 08 - 09, Km 22 - 31, Km 33 – 37, and Km 39 – 43, while on Ciawi - Jakarta, tracks were Km 04 - 09, Km 21 - 23, Km 28 - 29, Km 34 - 35, Km 40 – 41, and Km 44 - 45. Identification of accident characteristics using data approach analysis and statistical analysis were fine weather, one-lane, 00.00 - 06.00, lack of anticipation, self-accident and mini bus. The proposed handling of accident-prone locations (black spot) to reduce the number of accidents is by Minimum Service Standards (MSS) of toll road safety, such as traffic signs, street lighting, rumble strips and other toll road safety equipment. Keywords : Black spot, Equivalent Accident Number, Accident CharacteristicsAbstrak Kecelakaan lalu – lintas merupakan salah satu masalah, khususnya pada jalan tol. Dikarenakan jalan tol dirancang sebagai jalan bebas hambatan dengan tingkat kenyamanan, kelancaran dan keselamatan tinggi, tetapi jumlah kecelakaan di jalan tol Indonesia masih tinggi. Penelitian ini diharap dapat menjawab permasalahan diatas, khususnya identifikasi lokasi rawan kecelakaan (Blackspot), karakteristik kecelakaan, dan usulan penanganan pada lokasi rawan kecelakaan. Lokasi penelitian yang diambil yaitu Jalan Tol Jagorawi (2015 – 2017) sepanjang 49 Km. Identifikasi lokasi rawan kecelakaan menggunakan metode Angka Ekivalen Kecelakaan (AEK), lokasi yang teridentifikasi rawan kecelakaan pada jalur Jakarta – Ciawi yaitu Km 08 - 09, Km 22 – 31, Km 33 – 37 dan Km 39 – 43. Sementara pada jalur Ciawi – Jakarta yaitu Km 04 – 09, Km 21 – 23, Km 28 – 29, Km 34 – 35, Km 40 – 41 dan Km 44 – 45. Karakteristik kecelakaan menggunakan analisis pendekatan data dan analisis statistik yaitu: Cuaca cerah, lajur satu, 00.00 – 06.00, kurang antisipasi, kecelakaan sendiri dan mini bus. Usulan penanganan yang dilakukan pada lokasi rawan kecelakaan untuk mengurangi jumlah kecelakaan adalah dengan Standar Pelayanan Minimum (SPM) bidang keselamatan jalan tol, seperti rambu lalu lintas, lampu penerangan jalan, pita pengaduh (rumble strip) dan kelengkapan lainnya.Kata kunci : Lokasi Rawan Kecelakaan, Angka Ekivalen Kecelakaan, Karakteristik Kecelakaan

Abstract   The fatality rate of traffic accidents in Sleman Regency is increasing every year. This study aims to identify black spots and set priorities for repairing road infrastructure components needed to improve road safety on 3 provincial roads in Sleman Regency. The black spot is determined using the Accident Equivalence Number Method and the Upper Control Limit. The evaluation carried out resulted in the 3 worst segments on each observed road segment. The results of the road safety evaluation show that the technical implementation of traffic management and engineering, the technical use of road components, and the technicality of road equipment are the 3 technical requirements of the road with the lowest level of application. To improve road safety, this study recommends adding rumble strips, adding signs, relocating roadside hazards, and adding sidewalks and crossing zones.   Keywords: fatality; black spots; traffic accident; road; road safety.     Abstrak   Tingkat fatalitas kecelakaan lalu lintas di Kabupaten Sleman meningkat setiap tahun. Penelitian ini bertujuan untuk mengidentifikasi black spot dan menetapkan prioritas perbaikan komponen infrastruktur jalan yang diperlukan untuk meningkatkan keselamatan jalan di 3 ruas jalan provinsi di Kabupaten Sleman. Black spot ditentukan dengan menggunakan Metode Angka Ekivalensi Kecelakaan dan Batas Kontrol Atas. Evaluasi yang dilakukan menghasilkan 3 segmen terburuk pada setiap ruas jalan yang diamati. Hasil evaluasi keselamatan jalan menunjukkan bahwa teknis penyelenggaraan manajemen dan rekayasa lalu lintas, teknis pemanfaatan bagian-bagian jalan, dan teknis perlengkapan jalan merupakan 3 persyaratan teknis jalan dengan tingkat penerapan terendah. Untuk meningkatkan keselamatan jalan, studi ini merekomendasikan penambahan rumble strip, penambahan rambu, merelokasi hazard yang terdapat di tepi jalan, serta penambahan trotoar dan zona penyeberangan.   Kata-kata kunci: fatalitas; black spot; kecelakaan lalu lintas; jalan; keselamatan jalan.

The imbalance population and number of vehicles increasing from year to year with number of roads causing traffic jam. Build toll road is the government's effort to solve traffic jam. The construction of toll roads that carried out by Government is expected to be able reduce traffic jam on arterial roads but in reality does not reduce traffic jam even though traffic jam still exist on toll roads. Traffic jam causes stress and fatigue and can lead to traffic accidents. Indonesia has a much higher mortality rate compared to other countries. Traffic accidents are influenced by three main factors: human factors, vehicle factors, and road factors. To improve road safety and high number of deaths each year, it will carried out research by direct observation using the Road Safety Audit (RSA) form of the Kunciran-Serpong Toll Road. The result of this research by direct observation on Kunciran-Serpong Toll Road in general there are still many shortcomings, such as various types of road damage and pavement, there are no signs to bend to the left or right, the drainage system is not good on several roads, and the median is not good because not all segments get fenced.ABSTRAKKetidakseimbangan antara jumlah penduduk dan jumlah kendaraan yang dari tahun ke tahun semakin bertambah dengan ruas jalan yang ada hal tersebut menyebabkan kemacetan lalu lintas. Dengan membangun jalan tol adalah upaya pemerintah dalam menangani kemacetan. Pembangunan jalan tol yang dilakukan oleh Pemerintah diharapkan untuk mampu  mengurangi kemacetan yang terdapat di jalan arteri namun pada kenyataannya tidak mengurangi kemacetan bahkan jalan tol sekalipun mengalami kemacetan. Kemacetan menyebabkan stres dan lelah fisik dan pada akhirnya dapat mengakibatkan kecelakaan lalu lintas. Indonesia memiliki tingkat kematian yang jauh lebih tinggi dibandingkan dengan negara lainnya. Kecelakaan lalu lintas dipengaruhi tiga faktor utama yaitu faktor manusia, faktor kendaraan, dan faktor jalan.  Dalam rangka upaya penyelamatan jalan dan banyaknya angka kematian setiap tahunnya dilakukanlah penelitian metode observasi langung dengan mengunakan formulir Audit Keselamatan Jalan (AKR) atau Road Safety Audit (RSA) pada ruas jalan Tol Kunciran-Serpong. Hasil penelitian metode observasi langung pada jalan Tol Kunciran-Serpong secara umum masih terdapat banyak kekurangan, seperti berbagau jenis kerusakan jalan dan perkerasan, tidak ada rambu peringatan tikungan ke kiri maupun ke kanan, sistem drainase yang kurang baik pada beberapa ruas jalan, dan median yang kurang baik karena tidak semua ruas mendapatkan pemagaran.

Kecelakaan lalu lintas dipengaruhi tiga faktor utama yaitu faktor manusia, faktor kendaraan, dan faktor jalan. Dalam rangka upaya meningkatkan keselamatan jalan dan mengurangi angka kematian setiap tahunnya maka dilaksanakan observasi langung dengan mengunakan formulir Audit Keselamatan Jalan (AKJ) atau Road Safety Audit (RSA) pada ruas jalan tol operasional. Hasil dari observasi langung pada ruas jalan tol operasional di bawah 1 tahun secara umum masih terdapat banyak kekurangannya, seperti berbagai jenis kerusakan jalan terutama pada perkerasan, tidak adanya rambu peringatan tikungan ke kiri maupun ke kanan dan beberapa rambu lainnya, kecepatan eksisting yang lebih besar dari kecepatan rencana, dan median yang kurang baik karena tidak semua ruas terdapat pembatas

Road safety is the main problem in developing countries. Every year, millions of people die in road traffic accidents, resulting in huge losses of humankind and the economy. This study focuses on the road traffic accident analysis and identification of black spots on the Lahore-Islamabad Highway M-2. Official data of road traffic accidents were collected from National Highway and Highway Police (NH & MP) Pakistan. The data was digitized on MS Excel and Origin Pro. The accident Point weightage (APW) method was employed to identify the black spots and rank of the top ten black spots. The analysis shows that the trend of road traffic accidents on M-2 was characterized by a high rate of fatal accidents of 35.3%. Human errors account for 66.8% as the major contributing factors in road traffic accidents, while vehicle errors (25.6%) and environmental factors (7.6%) were secondary and tertiary contributing factors. The main causes of road traffic accidents were the dozing on the wheel (27.9%), the careless driving (24.6%), tyre burst (11.7%), and the brakes failure (7.4%). Kallar Kahar (Salt Range) was identified as a black spot (223 km, 224 km, 225 km, 229 km, and 234 km) due to vehicle brake failure. Traffic accidents are the main indicator of road safety levels. There were 2,225 traffic accidents throughout 2019 in Lampung Province with 724 deaths, 1240 seriously injured, and 2015 minor injuries. The research was conducted to the identification of the black site and black spot in Lampung Province. The method used in this research is the EAN, Z-score, Frequency of accidents method calculates accident-prone areas to get the value of the accident location (Black Site) and the Cumulative Summary method to identify the black spot. The results showed from 93 roads, there is 1 road which is the highest black link of each road status. The accident-prone area (black site) is Jalan Lintas Tengah Sumatra and accident-prone points (black spot) at KM 18-26 are influenced by land use, road geometric, and traffic signs.


In India road accidents are very serious problem because of large population and high traffic density of vehicles. Most of the road accidents occur mainly due to the negligence of driver and poor infrastructure only a few accidents occur due to the technical error of vehicles. The main purpose of this research paper is prevention of road traffic accidents and improvement of road safety in Shimla. Road safety is very important aspect of today’s life, so it is important that everybody should aware about road safety. To do this study a section of 12km length is chosen between Panthaghati to Dhalli in district Shimla on NH 5 where accidents black spots are identified for the section by analyzing secondary data used to prevent road accidents. In this study primary data is used for observing the road conditions and secondary data is used to find accidents black spot. Black Spot is a point or a place on the road where road accident occurs repeatedly one after another which is known as accident black spot. To identify these black spots we use weighted severity index (WSI) method. It is one the most reliable and effective method for determining the most proven accidents black spots. Shimla is a hilly area and it has narrow roads, blind curve and black spots which increase the chances of road traffic accidents. In past recent years road traffic accidents are increasing in Shimla and this study deals with identification of major issues causing road traffic accidents. This research paper helps to improve the road safety in Shimla because in this study the analysis has been done to identify the major problems responsible for gradually increasing road accidents. This research paper is also used in future research paper as reference purpose and it will also provide an overview to other researchers who want do their research on similar kind of topics.

Abstrak  Keselamatan dalam menggunakan fasilitas jalan raya sangat diutamakan. Hal ini terkait dengan kejadian kecelakaan lalu lintas. Pengguna jalan raya diharapkandapat me-ngendalikan diri selama mengemudi, sikap ini tidak hanya dilakukan saat mengemudi di jalan raya saja namun juga ketika menggunakan fasilitas jalan tol. Jalan tol dibuat untuk memudahkan akses bertransportasi dengan aman dan nyaman, namun di jalan tol ada beberapa atusan yang harus ditaati untuk menghindari dari bahaya kecelakaan di jalan tol. Kontrol diri dapat dilakukan saat mengemudi di jalan tol dikarenakan dengan mengkontrol diri maka pengemudi dapat melindungi dirinya sendiri maupun orang lain.  Kata Kunci: Pengendara, Jalan Tol, Kecelakaan   Abstract  Safety in using roadfacilities is a priority. This is related to traffic accidents. Road users are expected to be able to control themselves while driving, this attitude is not only done when driving on the highway but also when using toll road facilities. Toll roads are made to facilitate access to transportation safely and comfortably, however on toll roads there are several regulations that must be obeyed to avoid the danger of accidents on toll roads. But along with the development of the era, resulting in many problems that occur related to toll road safety, so the question arises: How is legal protection for consumers of toll road users in the right to safety on the highway? And How the Responsibilities of Business Actors PT. Jasa Marga regarding violations of consumer safety of toll road users in terms of Government Regulation Number 15 of 2005 concerning toll roads? As normative legal protection road users a toll had been arranged in several regulations which includes government regulation number 15 of 2005 and completed explicitly by law number 8 of 1999 on consumer protection. But what envisaged in the regulation in protecting and responsibility of have been given by PT. Jasa Marga not fully been implemented especially consumers road users toll in the soles safety on the highway

The aims of this research are to identify accident characteristics and blackspot on Jakarta – Bogor – Ciawi (Jagorawi) Toll Road km 19 – km 40, as part of Jagorawi Toll Road, using secondary data on traffic accidents for 3 years, namely 2016 – 2018. The research method refers to Pd T-09-2004-B-Guidelines for Handling Traffic Accident Black Sites (Directorate General of Bina Marga, 2004). The results showed the most accidents for Bogor direction occurred on Friday (39%) and for Jakarta directions on Tuesday (22%), in bright light conditions, fair weather with the dominant accident type of rear front crash (81%). The blackspots of Jagorawi Toll Road are located on the Km 23 (km 23+090, 23+600 and 23+800) and km 26 (km 26+200, 26+800 and 26+870) for Bogor direction and km 23 (km 23+200, 23+400, 23+600) for Jakarta direction. The proposed handling is the addition of warning signs in blackspot areas, safe distance limits and speed limits on toll roads.

The subject Introduced the analysis method of the black-spot, established the black-spot discriminant model, And gave its algorithm. According to the characteristics of China's traffic flow, we develope black-spot database, so that the work of the black-spot identification can be quickly carried out。The Road black-spot traffic accidents describes the road sections which have significantly higher accident rate than the average level . Road black-spots identification, analysis and processing are widely considered to be the most efficient way to prevent traffic accidents. The identification of Road accident black-spots is the concern of road design, road safety review, operation management, and security studies , The research studies of road black-spot identification,and determines risk road sections, so that countermeasures can be put forward, and we can achieve the goals of design improvement, strengthen management, improvement of road safety operation environment, decrease of the number of traffic accidents and improvement of the whole road traffic safety performance.
