Evaluation of environment of seaport is needed as well as our responsibility to nature sustainability. The Alor’s seaport belongs to Pelindo III. In order to know the air quality of Alor’s seaport, we did this study. Our aims are to know level quality of air at Alor’s seaport and compare to the government regulation. This study refers to Pararosaniline (SOx), Saltzman (NOx), Particle Calculation (dust) and decibel (noisy) methods. We used four locations, those are A-1 (Entrance gate of PELINDO (8013’09.12”S, 124031’07.21”E)); A-2 (In front of passengers terminal (8013’08.75”S, 124031’01.60”E)); A-3 (Exit  gate Kalabahi’s seaport (8013’08.2”S, 124031’00.87”E)) and A-4 (In front of port of the people (8011’09.12”S, 124031’07.21”E)). Results show that the averages level of SOx, NOx and dust of A-1, A-2 and A-3 are 103.01, 104.65 and 107.47 (µg/Nm3), 37.87, 30.62, and 39.73 (µg/Nm3), 56.64, 47.47 and 50.72 (µg/Nm), respectively. On the other hand, the level of noisy of A-1, A-2, A-3 and A-4 are 68.76, 65.69, 65.20 and 73.60 (dBA), respectively. Base on all of data, we conclude that the air quality of Alor’s seaport is still appropriate according to government regulation (PP. No. 4, 1999).

The existence of Regulation of the Minister of Marine Affairs and Fisheries Number 12 of 2020 provides pros and cons for the government and the people of Indonesia, especially for fisheries and marine animal cultivation businesses. On the one hand, this regulation benefits several parties and on the other hand is detrimental to shrimp and lobster cultivation business actors due to complicated regulations. In fact, this policy is also related to Government Regulation Number 75 of 2015 concerning Types and Rates of PNBP so that this government regulation cannot be enforced.

The air quality monitoring data from 2010 to 2012 in Chengkou County of Chongqing City in Southwest China was analyzed.The results show that in recent years the air pollutans affecting the air quality in Chengkou County mainly is PM10 and secondly is SO2. The monthly average concentrations of PM10 and SO2 show a U-shape trend with the highest values in January.The average concentrations of PM10 and SO2 are highest in winter and lowest in summer with obvious seasonal changes.The air quality of Chengkou in 2011 and 2011 has been somewhat improved compared with that in 2010.

The purpose of this article is to find out the practices and problems of why zakat in Indonesia have not been manage optimally as it is in Malaysia. This study applies descriptive method by collecting data and information from previous articles about zakat, especially zakat management in Indonesia and Malaysia. The findings show that the main problems in managing zakat in Indonesia are: first, there is no government regulation that requires all Muslim citizens who have property that reach nisab requirement to give out zakat. Secondly, Moslem community prefers to pay zakat to the people whom they have already known rather than to the existing formal zakat institutions. Third, there is a lack of good cooperation between zakat institutions owned by the government and the other institutions run by private parties. The result of this of this study may be useful to be used by all parties involved in zakat management so that it can be managed more optimal.

  BACKGROUND Those commuters waiting in small-scale transportation microenvironments, such as bus stops, can be exposed to levels of pollution higher than what is registered by ambient air quality monitoring stations. In addition, historically, those commuting in urban areas experience greater exposure to air pollutants than those commuting in suburban or rural areas, due to the nature of the environment. Little quantitative research has been conducted in the Metro Vancouver area regarding air quality in small scale transportation microenvironments. OBJECTIVES The aim of this study was to assess the differences in commuter exposure during AM Peak and PM Peak periods between an urban (Vancouver) and suburban (Ladner) bus stop. Furthermore, results were to be compared to the Metro Vancouver 24 hour rolling average objective as well as nearby Lower Fraser Valley (LFV) Ambient Air Quality Monitoring Network stations. METHODS The author measured particulate matter (PM) 2.5 (particulate matter ≤ 2.5 μm in aerodynamic diameter), using the DustTrakTM Aerosol Monitor 8520 between January 6, 2014 and January 21, 2014 on 12 weekdays, from 6:30am to 7:00am and 5:00pm to 5:30pm, at Stop #55165 Northbound Harvest Dr at Ladner Trunk Rd in Ladner, BC and from Stop #50043 Burrard Stn Bay1 in Vancouver, BC. In addition, meteorological conditions, traffic density, bus volume, and other observations were taken during sampling periods. RESULTS The author found that average PM2.5 exposures were highest during the morning in Ladner (μ=34.38667μg/m3) and lowest during the morning in Vancouver (μ=13.44 μg/m3). In addition, there was a statistically significant difference (p<0.05) between Vancouver AM and the other groups (Ladner AM, Ladner PM [μ=28.07778 μg/m3], and Vancouver PM [μ=30.16667 μg/m3]), but the other groups were not significantly different from each other. Furthermore, the author found that the Vancouver AM average (μ=13.44 μg/m3) was below the Metro Vancouver 24 hour rolling average (25μg/m3) while all other groups (Ladner AM, Ladner PM, and Vancouver PM) exceeded this average. Lastly, when comparing all groups to the AM and PM hourly averages of their respective LFV Air Quality Monitoring Network stations (Ladner AM and PM vs. Tsawwassen AM and PM and Vancouver AM and PM vs. Kitsalano AM and PM), the author found that all groups averages exceeded the hourly averages of their respective stations. CONCLUSION Commuters’ peak hour exposures were significantly influenced by different microenvironments and were found to be higher than the ambient PM2.5 levels registered by the respective LFV Air Quality Monitoring Network stations. In order to address this, Metro Vancouver should implement personal exposure assessments, especially near roadways, to obtain actual levels of exposure to pollutants, such as PM2.5, by their residents. In this way, acute and chronic health outcome risks to air pollution can be better understood.

AbstractThough it is controversial, implementing UN as a graduation standard for any students has continued so far. Juridical bases are UU No. 20/2003 regarding National Educational System and Government Regulation (PP) No. 19/2005 regarding National Education Standard. The fact is that UN encourages students to leaarn more actively, teachers to teach better, principals to improve school quality, and parents to focus more on making their children study more enthusiastically. However, still there are parties nit agreeing with the government act. The rejection of UN is based on different interpretations on the existence of Law No. 19/2005, educational decentralization principle, different paradigm in understanding of national education objective, social reality in community, and the educational function. On the other hand, the government should fulfill minimal service standard before they implement educational nationalization.

The government has launched the Public Service Agency / Regional Public Service Agency (BLU / BLUD) program with the issuance of Government Regulation Number 23 of 2005. PP 23 of 2005 concerning Financial Management of Public service agency which basically explains, Public service agency are not only a new form in management of state finances but also as a new paradigm for public sector service management. The purpose of this study was to determine and analyze how the implementation of PPK-BLUD policies in RSUD Dr. RM Djoelham Binjai in terms of improving the quality and quality of public services, especially health services to the people of Binjai City. The method used in this research is descriptive qualitative using the Merille S. Grindle theory where there are several variables that determine the effectiveness of policy implementation. From the research results it can be seen that after the implementation of PPK-BLUD in Dr. RM. Djoelham Binjai, there was a change where previously the budget management, finance and reporting processes, which had been purely based on financial regulations with the APBD mechanism. However, with the implementation of PPK-BLUD, all the income that the RSUD Dr. RM. Djoelham receives can be directly managed and used for the needs and needs of the RSUD. So it is hoped that it can simplify the bureaucracy, especially finance, so that in the end it can improve the quality of hospital services. In its implementation, there are several obstacles faced, especially the understanding of other sections and fields of PPK-BLUD in RSUD Dr. RM. Djoelham Binjai so that good coordination between divisions and fields is needed.

In this paper, an air quality monitoring system based on sensor array and framework of cloud computing is implemented. This system can surveil and report the information gathered from the ambient air condition in real time and inexpensive way, it can protect the public's right to know about the environmental security that everyone living in. All efforts and works of this paper is to turn the dreams into reality: to preserve and improve the quality of our living environment's air, in the sense of keep the damage to our health far away, through the strong pressure of public opinion.

Various studies have been carried out since 2005 under the leadership of Ministry of Environment and Urbanism of Turkey, in order to observe the quality of air in Turkey, to develop new policies and to develop a sustainable air quality management strategy. For this reason, a national air quality monitoring network has been developed providing air quality indices. By this network, the quality of the air has been continuously monitored and an important information system has been constructed in order to take precautions for preventing a dangerous situation. The biggest handicap in the network is the data access problem for instant and time series data acquisition and processing because of its proprietary structure. Currently, there is no service offered by the current air quality monitoring system for exchanging information with third party applications. Within the context of this work, a web service has been developed to enable location based querying of the current/past air quality data in Turkey. This web service is equipped with up-todate and widely preferred technologies. In other words, an architecture is chosen in which applications can easily integrate. In the second phase of the study, a web-based application was developed to test the developed web service and this testing application can perform location based acquisition of air-quality data. This makes it possible to easily carry out operations such as screening and examination of the area in the given time-frame which cannot be done with the national monitoring network.

Presiden Indonesia memulai mengadakan pembatasan interaksi sosial mulai dari tingkat dasar sampai regional untuk mencegah penyebaran virus Corona di bebrapa wilayah Indonesia. Virus Corona adalah virus yang membahayakan dan pembatasan ini sangat penting sekali apalagi di wilayah-wilayah yang masyarakatnya tidak bisa diatur dan tidak memungkinkan untuk mencegah meluasnya virus tersebut di wilayah-wilayah itu. Karena virus Corona telah memakan korban lebih dari seribu orang. Data korban ini tertanggal 28 Maret 2020. Pembahasan Ini dianggap sebagai bagian dari pembelajaran normatif yg konseptual. Sedangkan tema dari pembahasan ini adalah; Regulasi tentang Penerapan Pembatasan interaksi sosial. Sasaran dari pembelajaran ini adalah; 1. Pengetahuan tentang kaidah-kaidah hukum di Indonesia yang mengatur tentang pembatasan interaksi sosial mulai dari tingkat lokal sampai regional. 2.Pengetahuan tentang pembatasan interaksi sosial ditunjumau dari sisi pemutusan mata rantai virus. Sedangkan hasil dari pembahasan ini adalah; 1. Regulasi yang dipakai presiden untuk pembatasan interaksi sosial pada peraturan pemerintah nomor 21 tahun 2020. Seperti pada ayat 1 pasal 4 yang didalamnya mencantumkan larangan bepergian ke sekolahan untuk belajar dan larangan bepergian ke tempat kerja untuk bekerja yang hal ini termasuk bagian dari pembatasan terhadap hak-hak kemanusiaan, 2. Pembatasan ini dinilai  menjadi wasilah untuk menjaga nyawa masyarakat Indonesia namun di sisi lain mencabut pembatasan ini hukumnya wajib.The President of Indonesia began to implement social restrictions ranging from local to regional level to prevent the spread of the Corona virus in several parts of Indonesia. The Corona virus is a dangerous one and these restrictions are very important, especially in areas where the community cannot be controlled and it is not possible to prevent the spread of the virus in these areas. Moreover the Corona virus has killed more than a thousand people. The Corona deaths data is dated March 28, 2020. This study is considered as part of conceptual normative one. While the theme of this study is the Regulation on the implementation of social interaction restrictions. The objectives of this study are; 1. the understanding of legal principles in Indonesia that regulate the social interaction restrictions from local to regional levels. 2. the understanding of social interaction restrictions viewed from the breaking of the chains of infection. While the results of this study are; 1. The regulation used by the president to implement social interaction restrictions are the government regulation number 21, 2020. As in paragraph 1, article 4, which includes the prohibition on going to school and traveling to work which is part of the restrictions on human rights, 2. These restrictions are considered to be a means of protecting the lives of the Indonesian people but on the other hand lifting the restrictions is obligatory.


Air pollution has turned to no less than a monster and is becoming notorious with every passing day. The human race has been solely responsible for taking the world to such a state. With ill effects of pollution becoming glaringly evident it has been instrumental in forcing the world to get up from the deep slumber and act out. Air quality monitoring is a process in which the quality of air is monitored and on the basis of recorded information, it is conveyed to general public about the quality of air they are breathing. Air pollution poses serious problems to persons suffering respiratory disorders and there is a necessity to provide such target group with a tool which helps them to be aware about the pollution scenario and also alarms them with the impending critical situation well in advance. It is elementary for them to avoid situations where in lies a chance of exposure to pollutants leading to attacks which could prove to be fatal at times. This advance information will go a long way in helping such target audience to minimize their exposure to pollutants and thereby helping them to mitigate their ordeal on exposure to pollutants. Apart from getting predictive alarm, it gives a fair idea of the existing pollution scenario to the targeted stakeholders. This work discusses the implementation of cloud based IoT system for air quality monitoring which is available as a web interface as well as in a form of an android application.The developed system uses Nitrogen Dioxide, Sulphur dioxide, Particulate Matter 10 micrometers or less in diameter (P.M.10) sensors along with the temperature and the humidity sensors to form a wireless sensor node. An android application has also been developed which can be installed by the user. Once registered the user can access the data from the application which allows the users to observe the data of sensors along with the air quality index (AQI) and also provide the registered user with an alarm notification one day in advance about the probable level of pollutants as well as the AQI.a
