Introduction. Curricula are the main tool for organizing the educational process in Russian universities. The quality of education and the possible level of formation of the graduate's competencies directly depend on their validity and balance. Going on a competence model of education demanded change in the principles of drawing up of curricula. However, until now, the quality of curricula is assessed according to formal criteria that are weakly related to the competence-based approach. Also, answers to simple questions have not been formulated: how many disciplines can and should form one competence, how many competencies can be formed within one discipline and within one semester, how the presence of gaps in the process of forming competencies affects the final level of their formation. The aim of the work is to propose quantitative characteristics for assessing the balance and consistency of the process of forming competencies based on a statistical analysis of the current curricula of Russian universities. Materials and methods. As a material for the study, curricula were chosen in the specialty "Applied Informatics" of federal state budgetary and autonomous educational organizations (45 institutes and universities in total). Methods of mathematical and statistical analysis were applied: frequency analysis, methods for comparing means, analysis of standard deviations. Research results. On average, each competency forms from 2 to 8 disciplines. The largest number of disciplines in most curricula forms 1, 2 or 3 competencies. There are relatively few disciplines that form more than 4 competencies in the curricula of most universities. It is shown that the lack of continuity and development, the presence of gaps in the process of forming competence can reduce the achieved level of competence to 30% of the possible due to forgetting. The discussion of the results. The presence of deviations from the average indicators may in some cases indicate an insufficient balance of curricula. In the future, it is possible to embed the proposed methodology into an intelligent system for assessing the characteristics of the educational process within the framework of the university's QMS.

The work aims to improve the quality of education of primary school students in physical education by introducing a scientifically-based exemplary program into the practice of educational organizations developed following the basic provisions of the modular approach and the principles of managing the educational process. Analysis and synthesis of literature data on modern trends in the development of the education system, the experience of educational organizations, and the development of the fundamentals of a physical education subject are used as the main research methods. The result of the work is the substantiation of conceptual approaches and methodological provisions on the formation of the structure and content of an exemplary Modular educational program in physical education, criteria, recommendations for the meaningful filling of its training modules, the technology of their substitution in the educational process.

The subject of the study is education in the field of culture and art, its purpose is to assess public policy in the field of art education. The article analyzes the reasons for the appearance in the film industry of specialists with a low level of training. The study was based on the regulatory legal acts of the Ministry of Education and Science of Russia, data from Federal State Statistics Service, portals of the Ministry of Education and Science of Russia: ‘Monitoring the employment of graduates’ and ‘How to enter the UNIVERSITY correctly’. During the study, a hypothesis was formulated on the trend of an increase in the training of specialists in creative specialties in non-core educational organizations. The hypothesis was tested on the basis of a regressive analysis of the distribution of admission quotas to higher education organizations, regardless of their departmental affiliation, and the construction of a linear regression. The article applies methods based on the establishment of an internal relationship of phenomena, their mathematical description. According to the analysis, the assessment of the quality of education in the field of culture and art should be determined not only by conducting online exams and testing graduates, and by questioning employers about the quality of their professional training. The author suggests measures aimed at changing the existing methodology for distributing admission quotas for creative specialties to educational organizations of higher education of the Ministry of Culture of Russia and other universities for which creative specialties are not specialized, and tightening requirements for material, technical and personnel support of a full-fledged educational process.

The article describes experience of creating and implementing information-managing educational environment at university. The model of creating information-managing educational environment of university with elements of artificial intelligence and indicative management is described. This environment contributes to improve quality of training and management of educational processes and resources. The stages of creating and implementing information-managing educational environment are considered systemically, as continuous process focused on a consumer. The inhibitory and facilitating conditions for introduction of the model at university are described. To provide subject-oriented approach to the use of information resources of environment, recommended clusters of information subsystems for each category of users are described.Practically implemented scientific and methodological recommendations for subjects of educational process to overcome resistance to innovations introduced in educational organizations are proposed.Features of adaptation of the developed information-managing educational environment for schools are presented.

The need for basic training in toxicology of students of pharmaceutical universities and departments of toxicology is justified. The experience of teaching toxicology and medical protection to students of the St. Petersburg State Chemical Pharmaceutical Academy was analyzed. Academic teaching staff were trained in the methodology of teaching toxicology, and a participated in the preparation of the all-Russian textbook «Toxicology and Medical Protection» (2016) and three tutorials for students of medical and pharmaceutical universities. It is shown that in accordance with the current Federal State Educational Standard of the third generation, toxicology issues are included in the curriculum of a complex discipline «Life Safety. Emergency Medicine» as a stand-alone module. Students study toxicology in the fifth year having received a good basic training in medical, biological, and professional disciplines in previous years. For realization of cognitive and creative activity of students in the educational process, modern educational technologies are used which make it possible to improve the quality of teaching and to use school time more efficiently. The potential of using algorithmic workbooks, interactive forms of training, test control, case-method for facilitating the perception of theoretical knowledge and improving the quality of practical skills development is demonstrated. Results of the anonymous questionnaire survey, in which 153 of 198 students who studied toxicology and medical protection in the autumn semester of the 2017/2018 academic year participated, are reported. It was shown that more than 80% of the students surveyed are convinced of the need to study toxicology during the undergraduate training of specialists of pharmaceutical profile and positively assessed the methodology of teaching toxicology that is performed at the St. Petersburg State Chemical Pharmaceutical Academy.

The article examines the features of the organization of the educational process in the context of digitalization, analyzes the integration tendency of teachers' work in the practice of Russian universities, provides a comparative analysis of the practice of the Open University. This paper analyzes the educational experience that has developed in the process of emergency delivery of educational content to students during a pandemic. The models of mixed, purely distance and duplicate education are analyzed. The article substantiates the idea that there is a need for the formation of criteria for the quality of education online, and, therefore, the criteria for the quality of the organization of the educational process, including the work of teachers, are changing. This paper outlines some steps that are being taken by Russian universities in the field of researching trends related to improving the digital environment as a whole, regardless of the pandemic and other factors.

Modern challenges of the system of mathematical training of schoolchildren lead to an increase in subject professional deficits of a mathematics teacher. Monitoring the teacher’s professional deficits allows them to be leveled in a timely manner, thereby improving the quality of the educational process. However, the theory and method of identifying them has not been studied much. This makes it possible to state the problem of research, which consists in determining the conceptual basis of the methodology for identifying subject professional deficits of a mathematics teacher. The purpose of the article is to develop a methodology for identifying subject professional deficits of a mathematics teacher. Methodology. The methodological basis of the study was a competent approach as the basis for structuring the professional competencies of a mathematics teacher; a systematic approach as the basis for diagnosing professional deficits of a mathematics teacher; federal state educational standard for higher education in the field of training “Pedagogical education”; professional standard “Teacher (pedagogical activity in the field of preschool, primary general, basic general, secondary general education. Module “Subject training. Mathematics”, the requirements of the federal state educational standard for the mathematical training of students in a general education school). The study used methods of analyzing special literature and normative documents, pedagogical modeling and design, mathematical processing of information. Results of the study. The basic principles of the methodology for identifying subject professional deficits are formulated and substantiated: expediency, diagnosticity, systemicity and advance. Based on these principles, the authors developed a methodology for identifying subject professional deficits of a mathematics teacher. The example shows the main stages and results of diagnosing subject deficits of a mathematics teacher in the field of combinatorics and probability theory.

The article is devoted to the analysis of the possibilities of operative (audial and visual) memory among cadets of military educational organizations. As a result of an empirical study of the mnemonic abilities of 56 cadets of the Military University of the Ministry of Defense of the Russian Federation, it was found that the perception of information in a visual form has a greater impact on the volume and quality of the stored material than the presentation of information in an auditory form. A technique was used to present 10 words in various forms and memorize. The revealed originality of the representative mnemonic systems of operative memory of servicemen (military cadets) serves as a basis for improving the educational process, combat training and personnel management.

This research aims to identify the reality of applying knowledge management practices and reveal their impact on achieving the quality of higher education in Jordan, and to identify the concept of knowledge management and the quality of higher education, and uncover knowledge management practices, and determine the components of applying knowledge management in higher education institutions. To achieve the research objectives, the researcher used the descriptive and analytical approach, relying on the questionnaire as the main tool for collecting research data. The research was applied to a sample consisting of (142) workers and those in charge of the educational process at Al-Balqa Applied University, who were chosen randomly. Among the most prominent results of this research is that there is an effect of knowledge management on higher education quality at Al-Balqa Applied University at the significance level (α= 0.05). As the results showed, one of the essential practices of knowledge innovation and creativity is that knowledge management encourages brainstorming to create new ideas and reveal tacit knowledge. One of the most important practices of applying the knowledge is that the university conducts tests on knowledge before applying it, while the essential practice of storing and distributing knowledge is that the university has many methods and means used to preserve knowledge. In light of the study results, the research recommends the need to pay attention to those in charge of the educational process and those working in it, support them and develop their capabilities, and work to implement the knowledge that it possesses through a specialized work team, and the necessity for the knowledge management to work on developing the creative vision of the employees at the university.   Received: 3 November 2020 / Accepted: 3 January 2021 / Published: 17 January 2021

The article shows the problems of improving the quality of Russian education related to the understanding of the essence of competencies. In spite of the constant «updates» of the Federal State Educational Standards for Higher Education (FES of HE), there is no obvious qualitative change in the solution of this problem. And first of all, it refers to what is not clear: what and how students should be taught, although the standards define that students should have the necessary competencies to perform a professional activity. However, despite numerous discussions, a clear understanding of the scientific essence of the concept of «competence», as a rule, is not given anywhere. And this today, in our opinion, is the main problem and obstacle in the qualitative improvement of the educational process in domestic universities.

Introduction. The relevance of the topic is due to the requirements of the new Federal State Educational Standard (FSES) in the direction of training bachelor's degree 09.03.03 «Applied Informatics», which assumes that university graduates have universal, general professional and professional competencies. Among the general professional competencies there is ICT-competence, which consists in the competent use of modern information technologies.The object of the research is interactive technologies used in the conditions of distance education.The subject of the research is the degree of student satisfaction with the methods of interactive learning in the context of distance education, organized in connection with the prevention of the spread of the new coronavirus infection (COVID-19). Scientific novelty – innovations in the education sector, innovative approaches to support the continuity of education and learning during the coronavirus pandemic are identified and systematized.Materials and Methods. Analysis of domestic and foreign literature, pedagogical experiment, survey of subjects of the educational process, methods of comparison, analysis and synthesis.Results. In the course of a survey to establish the level of student satisfaction with distance learning using interactive technologies during the coronavirus pandemic, the following results were obtained: about 77-85% of students believe that electronic courses in LMS are enough to organize distance learning, accordingly, there is no need to introduce additional forms of distance learning; 75% of the surveyed students believe that it is not necessary to tie webinars and online lectures to the curriculum.Discussions and Conclusions. For the organization of distance learning, each teacher individually chooses educational services and platforms, giving preference to those that are more accessible in terms of cost of use, have advanced functionality and a convenient interface. It can be noted that during the implementation of educational activities in a distance format in the direction of training «Applied Informatics» during the coronavirus pandemic, in addition to Moodle, Webex, Zoom, Skype were actively used.
