Comparative analysis of possibilities of memory of the cadets of military educational institutions

The article is devoted to the analysis of the possibilities of operative (audial and visual) memory among cadets of military educational organizations. As a result of an empirical study of the mnemonic abilities of 56 cadets of the Military University of the Ministry of Defense of the Russian Federation, it was found that the perception of information in a visual form has a greater impact on the volume and quality of the stored material than the presentation of information in an auditory form. A technique was used to present 10 words in various forms and memorize. The revealed originality of the representative mnemonic systems of operative memory of servicemen (military cadets) serves as a basis for improving the educational process, combat training and personnel management.

Vocational education of a modern person is a comprehensive acquisition of knowledge not only in the field of a future specialty but also in the field of anti-corruption norms and rules that extend their effect to the field of activity of a future engineer. The requirements for the level and quality of modern vocational education determine the objectives of modern vocational education in professional educational institutions of higher education. The effective use in the educational process of the achievements of modern digital technologies in the study of non-core disciplines is a prerequisite for the formation of a professionally-oriented personality, with a high level of anti-corruption legal consciousness. The subject of the study was the capabilities of modern technical means for transmitting the studied information of anti-corruption content to the student, the prospects for the development of their use in studying the provisions of the legislation on anti-corruption regulation in the Russian Federation. The method of this study was – the analysis of the modern digital environment of the educational process.

The introduction actualizes the urgent need to reform the system of departmental education of the Ministry of internal Affairs of Russia, implemented both in structural and organizational tasks and in content. The purpose of this article is to substantiate professional training in educational organizations of the Ministry of internal Affairs of Russia from the position of axiological, practice – oriented and competence-based pedagogical approaches. In the main part of the article, the restructuring of educational organizations of the Ministry of internal Affairs of Russia is presented as the need to optimize them, which directly affects the increase in the level of efficiency of professional training of police officers. It is noted that the use of educational systems based on competence-based, axiological, practice-oriented approaches in the educational process of departmental educational organizations contributes to solving the problem of unprofessionalism, and as a consequence, the problem of the quality of professional training of police officers. A specific example of a pedagogical system for the formation of professional values for cadets of educational organizations of the Ministry of internal Affairs of Russia is given. And the article discusses also an example of a practice-oriented approach in training of specialists for the juvenile divisions of the Moscow University of the MIA of Russia named after V. J. Kikot within the complex (multi-step) practice. The results of the analytical study showed the significant importance of modern pedagogical approaches in the professional training of law enforcement officers in educational organizations of the Ministry of internal Affairs of Russia. The article concludes a general conclusion based on the results of the analytical examination.

The article discusses the problem of organizing classes in the discipline «Physical culture and sport» with the use of distance education technologies, which is a result of the insufficient development of the methodological base, and the procedure for organizing training sessions in the distance form. The subject of the research is the use of distance education technologies in physical culture and sports training sessions. The purpose of the research is to study the experience of work with the use of distance learning technologies, develop methodological support and make recommendations for organizing training sessions in the discipline «Physical culture and sport». The methodological basis of the research was formed by methods of studying and generalizing advanced pedagogical experience, pedagogical observation, and modeling. As a result of the study, the structure of the organization of the educational process in the discipline «Physical culture and sport» with the use of distance education technologies, methodological recommendations and the procedure for organizing training sessions have been developed. The results of the study will add to the methodological base for organizing training sessions in the discipline «Physical culture and sport» not only in educational institutions of the Federal Penitentiary Service of Russia, but also in educational institutions of other departments. The obtained results of the research will be useful for lecturers, lecturers-methodologists of educational departments of educational organizations, teachers, inspectors for service and combat training in organizing the educational process. The article describes the features of the introduction of quest technologies in closed educational institutions, we noted the positive impact on the quality of education, which is confirmed by the pedagogic experiment in the study of the discipline "Informatics". The effectiveness of the experimental work is the positive dynamics of mastering the taught material by the military students and the growth of their motivation to learn, as almost all their activities are clearly regulated by military regulations, including the types of training sessions and the forms of their conduct. Non-standard and creative classes bring diversity and liveliness to the measured educational process of future military specialists, but at the same time quest technologies help them master the decision-making process in an unusual situation, which is necessary in solving combat problems. The authors note that the introduction of such classes in the educational process of educational institutions of the closed type can accelerate the process of formation of universal competences aimed at the development of communication abilities of the individual, such as the УК 1, 2, 4, 5.

The relevance of the topic is determined by recent transitional process in higher legal education, aiming at finding its new directions and role of legal professionals in a changing world. Quality of higher legal education is one of the crucial problems in each state of the BRICS block. The objective of this article is to make a comparative analysis of legal education quality in the BRICS countries. In plethora of research literature related to higher education in general and legal education specifically in selected BRICS countries, there is a difficulty to find a comprehensive comparative analysis of the quality of legal training across educational institutions in Brazil, Russia, India, China and South Africa. The authors identify common and specific features of legal training in the BRICS countries. The common drivers for legal education are global influence of the American education system, “explosive” growth in the popularity of legal education, urgent needs to reform educational process and its quality, growing differentiation of educational institutions into “elite” and “mass”, with a special role of each type of university in society. The peculiarities of legal education in Brazil, Russia, India, China and South Africa are primarily in the structure of educational institutions and bodies controlling quality of educational training; solutions to the borrowing educational experience and attempts at self-identification in the global educational space. The problems of legal education have been studied in dynamics over the past 20 years holistically (complex analysis). In their conclusions, the authors propose some results of a comparative legal analysis related to quality of higher legal education. In particular, they outline the leading role of the government in setting requirements for the content of educational process and lawyer’s competencies; the increasing role of employers, public organizations and students in establishing requirements for law schools. The results of the research can be used both for academic studies and for practical purposes in reforming BRICS legal education.

The authors of the paper have developed and proposed the structure of the educational program service (hereinafter referred to as the “EPS”) during the transition of the educational process in 2019-2020 to a new level (training is currently taking place both offline and online). The use of this system implies an increase in labor protection for EPS employees, the quality of the educational process in educational institutions of higher education (hereinafter referred to as the “Educational organizations”), simplification of work for the teaching staff, which should be consolidated at the state level. The necessity of using this structure in educational institutions of higher education has been substantiated; the concepts and principles of EPS work have been proposed. The authors of the study propose to provide for this structure both at the federal and at the local levels, thereby carrying out labor and legal protection of EPS employees.

Практическая подготовка в образовательных организациях МВД России стремится приблизить образовательный процесс к условиям профессиональной деятельности. В статье предпринята попытка не только предложить решение проблемных вопросов, возникающих в сфере практической подготовки обучающихся, но и обосновать ее связь с реализацией конституционного права на образование. Научное осмысление предложенных постулатов способно создать эффективную модель практической подготовки в вузах МВД России. The quality of education is largely by the graduates’ readiness to perform their official (labor) duties. Practical training at educational institutions of the Ministry of Internal Affairs of the Russian Federation tends to bring the educational process closer to the conditions of professional activity. The author makes an attempt not only to propose the solution of problematic issues in the field of the practical training, but to substantiate its connection with the implementation of the constitutional right to education. The scientific interpretation of the proposed postulates can create an effective model of practical training at higher educational institutions of the MIA of Russia.

Legal basis of the assessment system efficiency of the educational institutions founded by the Federal Law “On Education in the Russian Federation” and the Federal Law “On Amendments to Certain Legislative Acts of the Russian Federation on an Independent Assessment of the Quality of Service Delivery Organizations in the Sphere of Culture, Social Services, Health and Education”. It has developed an extensive practice of regional, municipal and local regulatory evaluation of the effectiveness of educational organizations. As a result, educational institutions are closely monitored both by the founder — the state authorities at federal, regional and municipal levels, and by society — consumers of educational services. Approved by the extensive list of criteria, the performance indicators of educational organizations. In addition, it introduced several types of evaluation procedures: assessment of the effectiveness of the educational organization, carried out by the founder, independent evaluation of the quality of education, self-examination, monitoring the effectiveness of educational organizations. Each of these assessment procedures contains a certain number of performance indicators of the educational organization. The author analyzes the figures approved for the purpose of determining an effective way of educational organization on the basis of existing regulatory reality.

The article describes experience of creating and implementing information-managing educational environment at university. The model of creating information-managing educational environment of university with elements of artificial intelligence and indicative management is described. This environment contributes to improve quality of training and management of educational processes and resources. The stages of creating and implementing information-managing educational environment are considered systemically, as continuous process focused on a consumer. The inhibitory and facilitating conditions for introduction of the model at university are described. To provide subject-oriented approach to the use of information resources of environment, recommended clusters of information subsystems for each category of users are described.Practically implemented scientific and methodological recommendations for subjects of educational process to overcome resistance to innovations introduced in educational organizations are proposed.Features of adaptation of the developed information-managing educational environment for schools are presented.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].
