The expediency of research on the problem of optimizing the educational environment management in higher educational institutions with specific learning conditions that train officers for professional activities considering the gender aspect is due to a number of factors, the main one of which is Ukraine’s desire to integrate into the European and world space, where for the most part is the management of various spheres, including educational one, takes into account the gender principle of equality. The purpose of the article The purpose of the article is to outline the ways to optimize the educational environment management of higher educational institutions with specific learning conditions, taking into account the gender component in the educational process. Results. The article notes that in order to form a future officer as a person and as a representative of the intellectual resource of society, educational management of higher educational institutions with specific learning conditions should take into account the latest approaches, including the gender-oriented one, in order to implement the philosophy of the XXI-st century education. It is concluded that the optimization of educational environment of higher educational institutions with specific learning conditions taking into account the gender marker leads to positive results, namely: overcoming certain socio-pedagogical contradictions, significant contribution to improving the methodological principles of future officers’ training; accelerating the development of a culture of relations between male and female officers on the basis of mutual respect, tolerance, etc. Value. The introduction of a gender component in the educational institutions management with specific learning conditions will ensure the officers’ formation of the new formation, who by their professional and personal qualities will be ready to perform various difficult tasks and decisions making in difficult life situations, and their professional competence will meet the requirements of international educational standards. The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

The article addresses to the need for the professional and pedagogical competence formation of future officers who obtain a master’s degree in a higher educational institution with specific learning conditions. The purpose of the article – is to substantiate the need to organize and use an additional master’s course for future officers obtaining higher education in specialties 081 “Law” and 262 “Law Enforcement” in higher educational institutions with specific learning conditions. Methodology. Foundation and analyses of objective conditions for the professional and pedagogical competence formation of future officers, whose professional activities are related to the processes of training, education of members of the rank and commanding staff of military units, law enforcement units, judicial protection, state border protection, human rights protection in bodies and penal institutions, etc. The theoretical and methodological basis of the article are didactic principles and theories of training, as well as a system of interactive methods and tools that ensure the development of pedagogical abilities of future officers. Results. The carried out analysis of publications of national scientists on the researched subject allowed to define real problems which influence reception not only theoretical knowledge, but also the main practical skills and abilities of pedagogical influence application of young officers professionals on members of the rank and commanding staff to create effective official communication, their training and education, building relationships and effective communication process during their professional and service activities. Practical implications. The introduction of the additional course “Higher School Pedagogy” in the educational and professional and educational and scientific program for the obtainers of the second (master’s) level of higher education in specialties 081 “Law” and 262 “Law Enforcement” will promote the development of future officers and provide the required level of readiness for pedagogical activities within the performance of professional and service tasks as well as the implementation of the educational process of the rank and commanding staff. The process of building students' competence must meet modern requirements and include the use of innovative technologies. The development trends of modern society have led to the emergence of a competency-based approach in vocational education. In the process of building professional competence, it is necessary to use technologies that meet the requirements of the Federal state educational standards which contribute to the development of practical focus of training. Among such technologies we single out technologies for holding a round table. The technologies of the round table are not new, but due to combination with various innovative technologies, they become more relevant. The implementation of the round table in the training of vocational education teachers is a discussion process that speculates about a relevant topic requiring a comprehensive analysis. Modern conditions provide arrangements of round tables with their own specifics. The purpose of the article is to identify the effectiveness of holding round tables in students’ preparation in higher educational institutions. The article presents basic principles on which the technology of the round table is based, its ideas and essence, as well as the features of its holding. A study conducted at a pedagogical university during the training of vocational education teachers is presented. It showed the need for implementing round-table technologies in preparing students for future professional activities, as the ones allowing students to build effective discussions, negotiate based on arguments and facts. We have identified the effectiveness of the "round tables" in the training of students in higher educational institutions. The study made it possible to establish the level of students’ preparedness for conducting effective discussions for the implementation of future professional activities in secondary vocational educational institutions. The technology of the round table allows to increase the knowledge level of students. The results can be used in students’ training in various faculties.

Abstract. The article is devoted to the study of modern changes in the methodological systems of education in higher educational institutions as current pedagogical problem in the organization of professional training of specialists. As a result of the analysis of scientific works the author offers the generalized characteristic of essence, place, role and structure of methodical systems, features of their construction and functioning in a structural combination with the basic components are highlighted. The article presents the conditions of functioning of methodical systems of education, describes the main modern features of the development of methodical systems in higher education and describes the functional and organizational mechanisms of the system of integrated educational environment. The ways of taking into account the main features of modern changes in the methodological systems of teaching of higher education institutions in the professional training of specialists in order to organize an effective educational process are proposed.

The article shows the expediency and significance of the work on social-pedagogical adaptation of first-year students of higher educational institutions under the new sociocultural conditions of our time. The search for effective ways of harmonizing the relations (interaction) with the social environment, being the basis for successful socialization and professional training of a future specialist, plays an important role under imperfect organizational and pedagogical support of social-pedagogical adaptation of the first-year students of higher educational institutions. The objective of the research is to theoretically substantiate and experimentally verify the effectiveness of pedagogical conditions of successful social-pedagogical adaptation of the first-year students of higher educational institutions. The research uses theoretical methods (theoretical analysis, generalization and synthesis), empirical methods (observation, questioning, conversation); experimental work; the Student’s criterion and correlation analysis were used as methods of mathematical processing of experimental data. To provide the process of social-pedagogical adaptation of the first-year students, the authors propose the following pedagogical conditions for successful adaptation of the first-year students, allowing, from the viewpoint of integrity of the social-pedagogical adaptation processes, to design and implement the group and individual strategies of the personal trajectories of students’ self-development, and to simultaneously solve the tasks of social, personal and professional development of future specialists: 1) the ability of the university professor to assist a student in their self-cognition, stimulating their personal self-development through motivating their interest in the chosen profession basing on pedagogy of cooperation, creating adequate conditions for expanding the possibility of personally significant and professional qualities of each student; 2) organization of an educational environment aimed at reducing anxiety, apprehension, inner discomfort, where a student realizes themselves as a team member, feels comfortable, which ensures the transformation of the structural components of professionalism as socially important qualities into personal ones; 3) social-pedagogical adaptation of the first-year students becomes an integral part of the university, when the student, without continuous internal and external conflicts, successfully carries out any activity in the educational environment in the context of personality-activity approach, and serves as a means for students to develop adequate self-esteem, advanced self-regulation, and high productivity, which is the basis for the development of activity, independence, and creativity.The authors provide the ways of implementing the revealed pedagogical conditions and the results of the formative experiment, which lead to the following conclusions: active social-pedagogical intervention, timely correction of the educational process, aimed at effective adaptation of the first-year students, through personal interaction basing on pedagogy of cooperation, ensures rapid adaptation of students in a new educational environment, which leads to value attitude to their future profession.

The study continues the study of the fundamental characteristics of models of viable systems conducted by the authors. The current issues of construction, reorganization and preservation of the life-incapable structure of a higher educational institution - university U, representing a recursive active subsystem of the educational environment, which is part of the universe-society, are considered. The formalized definitions of an absolutely viable, viable, conditionally viable and non-viable system are given, allowing from a mathematical point of view to assess the optimality of the structure and the efficiency of the system functioning. The analysis of the structure and functioning of a viable university is implemented in the conceptual framework of foresight design based on logframe technologies, which makes it possible to create a system that meets the strategic goals of the universe and the tactical settings of the educational environment. In the process of describing logframe methods based on the foresight approach, real risk situations arising in the modern education system, the university environment and higher educational institutions due to economic, social, managerial and psychological factors of the impact of external and internal environments of recursive active systems are significantly taken into account. The presented conceptual schemes allow us to take into account not only the structural features of the educational organization, but also the psychosocial situation in the team, which determines the stimulating and motivational aspects of personnel management. Examples of higher educational institutions are given, whose structures and training procedures have effectively met and continue to meet the needs and goals of the universe for several successive technological structures, remaining advanced educational and scientific-educational systems of the world level. A brief overview of research and practices in the presented field of knowledge is given, based on the approaches and methods of teaching, scientific and teaching experience of the authors. The presented material is useful for the process of formalization of conceptual aspects of the theory of viable systems, classification of risk situations in the educational process, adaptation of foresight and logframe technologies to the practice of diagnosing and designing effective educational structures that meet the modern socio-economic requirements of technological structures of developed societies.

The article considers the peculiarities of the application of innovative, in particular, information technologies to develop communicative competence in English in the students of technical higher educational institutions. It is analyzed what the professional competence is, what are the tools of innovative technologies and how they can be used to form communicative competence in English in the students of technical higher educational institutions. It is highlighted that working with the help of information and computer technologies on the formation of communicative competence in English, students acquire and improve their professional competence and its integral components: ability to plan and control their work, understand the logic of decisions, competence in achieving the goal, and the desire to reach high quality of their work, as well as self-confidence. It is proved that the implementation of modern computer technologies into the educational process to form communicative competencies promotes more active and conscious assimilation of knowledge by students, creates a positive attitude of students to educational material, strengthens internal motivation to form communicative competence in English, stimulates students' interest in learning, promotes logical, creative thinking. It is noted that the problem of the formation of communicative competence in English for students of technical higher educational institutions to promote their further development as competitive specialists should be solved by means of integrating into the content and technology of formation of communicative competence in English structural components of training, such as attitudes, motives, knowledge, skills, experience, competencies.

In the article based on the analysis and study of scientific and methodical literature the concepts “competence” and “professional competence” are defined. Modern software that can be used in organizing the educational process of a higher education institution is presented and analyzed. It is stated that the offered technologies provide additional opportunities for organizing the educational process, contribute to improving information literacy of students at higher educational institutions and realizing their educational opportunities. The purpose of informatization of the higher education system is to increase the efficiency of education by improving the methods of using information, as well as focusing on the use of cloud technologies in the educational process of higher educational institutions. The relevance of the article is due to the need to develop the professional competence of students using cloud technologies in the organization of the educational process at higher education institutions. Possibilities, advantages and disadvantages of using cloud technologies in the process of learning at higher educational institutions are considered. It is emphasized that introducing cloud technologies in the process of preparing the students at higher educational institutions is one of the important factors for enriching their professional and personal experience and an important means of forming their professional competence. Also, based on the analysis of scientific literature, undoubted prospects of using cloud technologies at higher education institutions of Ukraine are indicated. It is noted that creating an informational educational environment at a higher education institution depends to a large extent on the innovative climate. Practical examples of the use of the Moodle system in the preparation of future specialists are given and the results of an experimental study at the Donbas National Academy of Civil Engineering and Architecture are presented.

The provision of high-quality professional psychological selection of candidates for higher education with specific learning conditions to improve the professional level of specialists in the police of Ukraine has been studied. Psychological selection as a type of professional selection has been considered in the context of socio-psychological, psycho-physiological and actually psychological normative characteristics of the profession. A systematic analysis of existing approaches to the study of the problem of psychological selection in higher educational institutions of the system of the Ministry of Internal Affairs in science and practice. The author has carried out theoretical and methodological study of the main forms of psychological selection (scientific and methodical, organizational, personnel and logistical), each of them determines the possibility of effective functioning of selection as a system, while having its own methodological, methodical and organizational specifics. The motivational component of professional psychological selection has been studied through the prism of complexity and dynamism of the motivational sphere of personality, as well as the lack of a reliable method of its evaluation. The author has specified and studied three levels of requirements for education in higher educational institutions of the Ministry of Internal Affairs: 1) requirements due to educational activities in the higher educational institutions with specific learning conditions; 2) requirements due to the general features of the law enforcement system; 3) requirements due to the specifics of the future professional activity of an individual in the units of the National Police. Three main stages of psychological selection in the higher educational institutions have been considered (the first is carried out by psycho-diagnostic centers and laboratories at the military medical commission and has a pronounced psychiatric orientation, the second is carried out by the employees of the psychological support service of the Ministry of Internal Affairs of Ukraine in regions, the third is carried out by psychologists of higher educational institutions) and “weak spots” in each of them have been identified. The problems that arise in the scientific and methodological, organizational, personnel and logistical forms of psychological selection of candidates for higher education in the Ministry of Internal Affairs have been determined and researched. The author has offered a number of successive measures to solve them.
