The article examines the foreign experience of the outsourcing process. The analysis of outsourcing development in such countries as: USA, Germany, India, Japan, etc. is carried out. Outsourcing has become widespread due to the development of information systems and technologies. The role of multinational corporations in the development of outsourcing, primarily information technology, is determined and it is noted that American companies use outsourcing as a component of management strategy. Corporations such as Ford, British Petroleum, Procter & Gamble, Dell, Exel and others, due to the use of outsourcing have achieved high economic results: increased profits by almost half by reducing organizational and production costs, improving the overall efficiency of their companies, reengineering. Experts note that today the leader in international outsourcing is India, which accounts for 42.5% of IT outsourcing worldwide. The foundations of India's successful development in the field of information technology outsourcing are the support of the state, whose government since 1970-1980 identified IT as a priority for economic development and created export-production zones with preferential tax regimes. A significant share of the outsourcing market belongs to China, as well as Singapore, the Philippines and Malaysia. These countries have a developed infrastructure and a high-tech culture that ensures high quality order fulfillment. Vietnam and Indonesia also have a significant impact on the global outsourcing market, primarily due to more attractive pricing policies. The impact of outsourcing on the economies of countries is noted. The ranking of countries by the degree of development and implementation of outsourcing is studied. According to the ranking, the top 10 countries in the outsourcing market include India, China, Malaysia, Indonesia, Brazil, Vietnam, the Philippines, Thailand, Chile and Colombia. It is worth noting that the leaders of the ranking are the countries of South and Southeast Asia, as well as Latin America. The factors of outsourcing development in the global economy are determined and the influence of human resources on the development of outsourcing in different countries is analyzed. The ways of state support for the development of outsourcing in the countries of the world are determined. In Germany, the High Technology Development Strategy was adopted last year, the main priorities of which are: innovative solutions in the field of digital technologies. Information technology (IT) outsourcing is often used as a cost-saving strategy for firms. In IT outsourcing, the choice of vendor is a key factor determining success. This study examines the impact that the choice of IT vendor has on firms’ IT outsourcing in Korea. The authors empirically analyzed the impact of certain characteristics of IT vendors on the market value of client firms in Korea using the event study methodology. First, the authors found that IT outsourcing announcements significantly increased the market value of firms. The authors also found that the market response to high asset-specific services of the IT vendor was significantly greater than the response to low asset-specific services. The authors’ results also showed that the effect of Korean vendors was greater than that of foreign vendors. However, the difference between IT outsourcing to large vendors and small vendors in Korea was not significant, in contrast to the US. The information provided in this study can be used by client firms to select better IT vendors and by IT vendors to develop strategies to survive the rapidly changing IT outsourcing market in Korea.

Innovation is no longer purely a project of high-tech industries. The decade has seen a paradigm shift of the meaning and the process of innovation creation from a linear model that largely focuses on R&D, toward a non-linear model through informal and interactive processes. As a result, low-tech industries with a low level of R&D can also make innovations and benefit the regional economy. In Indonesia, such innovation may be linked to the development and survival of cultural industrial clusters. One of Indonesia’s unique cultural industries is batik. Using a qualitative analysis, this paper explores the impact of process and product innovations in the batik industry on the local economic development of Pekalongan Municipality, Indonesia’s largest batik-producing city. The study is based on semi-structured interviews with batik entrepreneurs, which show that innovations have contributed to the cutting of production costs and, thus, increasing the industrial units’ income; the emergence of new batik entrepreneurs; and an increase in tourist visits, supporting businesses and facilities.

The development of enterprises in strategic industries depends on funding made innovative products that are in demand in the markets for high-tech products. The interest of investors depends on the innovation and competitiveness of the products that the enterprise can produce. The enterprise should make a new, diversified portfolio of orders to attract funding from potential investors. The innovativeness of the product is determined by the novelty of the components in its composition. Therefore, the pressing challenge is to study the innovation of high-tech products based on their component architecture. It makes it possible for investors to assess the possibility of enterprise financing while making a promising diversified portfolio of orders. The study develops a method to justify investments into the new orders that are based on the research of the component architecture of the complex product. The tasks analyzed the product component architecture innovation and investment attractiveness, justify and select the diversified portfolio of orders, simulate and assess orders portfolio feasibility are stated and solved. The paper proposes the component method that makes it possible to evaluate the architecture of the new product in terms of innovation and investment attractiveness. The research of innovation is conducted depending on the composition of the components in the architecture of the whole product. These components can be either new that require a new cycle of creation, or “old” ones, taken from previous experience with the possible adaptation to the technical requirements of the new product. By using the proposed multifactor planning of the experiment, the possible options are considered and the main indicators of the new product are assessed: investment attractiveness, costs, timelines, and risks of order fulfillment. Using lexicographic ordering of alternatives the compromised selection of the optimal option in terms of limited capabilities of the enterprise is conducted. To optimize the diversified portfolio of orders the method of integer (Boolean) programming is used. Investment attractiveness is used as a target function. The restrictions consider allowable costs, timelines, and risks of the orders portfolio fulfillment. In the last part of the paper, the method of simulation agent modeling in a form of applied information technology is used to assess the timeline for order fulfillment and the impact of risks on the feasibility of the diversified portfolio of orders. The novelty of the results is related to the justification of the choice of a diversified portfolio of orders, which in contrast to the already existing approaches, is based on the advanced component architecture of complex products and the simulation of orders portfolio selection considering innovation and investor interests. The proposed method and information technology are planned for the future development of an enterprise that makes it possible to assess the competitiveness of products, as well as the possibility to attract funding.

The article considers the issue of the impact of innovation processes on the principles of marketing in foreign countries. It is studied that the emergence of global digital platforms, new business models also leads to the commercialization of such concepts as “talent”, “the field of progressive industry”, “high technology”. The introduction and active dissemination of innovative processes contributes to the growth of welfare, balanced technological, economic and socio-cultural development of society, ensures a high level of economic development in the world market. In recent decades, economically developed countries have seen a steady trend of increasing spending on the development of scientific and technical industries. The share of scientific knowledge in these countries accounts for 70% to 85% of GDP growth. The rapid pace of production of high-tech goods and technologies on a global scale contributes to the formation of a global market saturated with innovation as a new segment of the global economic space with its own characteristics and contradictions. The study of the impact of innovation processes on the principles of marketing; in particular the processes of its rapid development are relevant issues today. After all, active participation in the international market of innovation processes is a guarantee of access to advanced knowledge, stimulation of internal innovation, increasing the productivity of economic processes. Ensuring participation in the global market of innovation processes is possible only through the skilled use of international marketing tools and taking into account its distinctive features, such as rapid market volatility, short life cycle, lack of knowledge and difficulties in evaluating the product by customers, complexity of pricing and the need to adapt innovation. The peculiarities of the influence of innovation processes on the principles of marketing in foreign countries at the level of international marketing to determine the priority areas of its development in the market are analyzed. The study emphasizes that innovation is the driving force of entrepreneurship. The most favorable environment for the development of innovation is competition, in which each entrepreneur seeks to gain a competitive advantage through the introduction of innovation. It is proved that the main stimulus for the introduction of innovations is the possibility of obtaining additional profit (monopoly rent) due to the presence of significant differences in the production and sale of products on the market.

Abstract The impact of technology in the field of defense is often analyzed in terms of the quality and quantity of the tasks provided, another issue being how man and machine can collaborate in order to make the right choices while maintaining the human autonomy. This dilemma affects the workplace all over the world, from small businesses to large multinational corporations from households to and nation states. The development of military strategies is increasingly disrupted by artificial intelligence-based technologies that accelerate automation systems and processes. From weapon systems to so-called high-tech portable devices – digital equipment innovations are benefitting the armed forces, from logistics and strategic decision-making to training and combat action. It is not certain where these changes will lead to, but our future in this increasingly technology-dependent world will be largely determined by the social, political and economic decisions we are making today.

Element influencing economics is energy resource. Fossil energy is depleting. Thus, modern men find ways for alternative energy. However, price of fossil energy is fluctuating in the global market i.e. dependent on supply production. Eventually, prices of a commodity are influenced by price of energy. In the Philippines, the first basic commodity affected is the price of rice. Unfortunately, Filipinos live essentially on rice as staple food. Commercially, this too affected the quality of food served by small scale restaurant operators. The study was a descriptive survey assessing the reaction of small scale restaurant operators and customers on the impact of price hike of commercial rice to the quality of food served from restaurant establishments. The findings show the impact of price hike of commercial rice to the quality of food served by small scale restaurants as to taste, aroma, texture, color and quantity was moderate; the satisfaction level of customers of small scale restaurants was moderate; the impact of price-hike of rice moderately affected owner-operators of small scale restaurants in terms of operating cost, number of customers, monthly gross sales and net profit; and the correlation between price hike of rice and quality of food served was very significant. Keywords - Economics, price hike, commercial Rice, quality of food served, small scale restaurant operators, Philippines
