The aim of this study is to investigate the differential impacts of business, government and higher education sectors’ research and development expenditures (R&D) on innovation in OECD countries. Although the business sector has the largest share of the R&D sector due to its profit motive, there are also some efforts made by public and higher education sectors. On the other hand, for decades, the literature of economics is in doubt about the efficiency of the public sector. The study deals with the issue by making a panel data analysis covering 18 OECD countries over the 1981-2016 period and aims to examine the separated effects of these sectoral R&D expenditures on innovation performance. Since most of the existing literature mostly focused on the R&D-GDP relationship, the present study aims to contribute to a relatively untouched point. To obtain robust findings, recent econometric tests and estimators have been used. The previous studies in the existing literature ignored the possibility of cross-sectional dependence problem within the country samples. Ignoring this problem may yield biased and inconsistent results. The present study considers the existence of cross-sectional dependence between selected countries and checks the robustness of each test and estimator via recent econometric techniques. The findings reveal firstly that there is a cointegrating relationship between the number of domestic patents (innovation) and the other three R&D indicators. Secondly, the longrun estimation results imply that increases in the R&D expenditures made by business sector significantly raise innovation while there is no statistically significant evidence on the impact of R&D expenditures made by the government and higher education sectors. The findings reveal that the R&D efforts made by the government and higher education sectors cannot turn into innovation and do not contribute to the knowledge spillover mechanism.

This article is concerned with the overlapping of two phe nomena, each of which can occur independently of the other. The first is deviation from the specific social custom of drinking. The second, crime, refers to a class of deviations from many different customs of a society—deviations possessing one unique attribute in common, that of eliciting purposeful, negative sanc tions by the government. General knowledge about deviation from custom and about the impact of alcohol upon human behavior must be combined with an understanding of each of these two categories of deviance in order to assess the overlap.

Land management and conservation have been considered the most important aspects of sustainable productivity in economically developing countries where land degradation is a major challenge. In Tanzania, both the government and international organizations have been promoting adoption of land management and conservation technologies (LMCTs) for a long time. This paper establishes the impact of three LMCTs – soil water conservation technologies and erosion control (SWCEC), organic and inorganic fertilizers – on maize crop yields in different rainfall zones, using national panel survey data. The study employs static panel models to analyse the two-period data sets for 2008-2009 and 2010-2011. The results indicate that adoption of LMCTs do contribute significantly to maize yield. The greatest effects of organic and SWCEC methods on crop yield were realized in low rainfall zones, while that of inorganic fertilizers was observed in high rainfall zones. These findings support previous cross-sectional data analyses, suggesting for policy makers that a blanket land management and conservation programme applied uniformly to all agro-ecological zones is not strategically beneficial. The advisability of a technology employed in a given zone should be supported by local knowledge and research findings culled from that particular area.

The diminishing financial resources and the growing demand for participation remain the biggest threat to higher education in Ghana. Cognizant of these quagmires and realizing the impact of higher education on national development, the National Union of Ghanaian Students proposed and the government established a special education trust fund called the Ghana Education Trust Fund bill (GETFund) in 2000. Despite these challenges, the GETFund is making significant contributions toward higher education development in Ghana in infrastructure, student development, faculty research, and staff support.

<p><em>Shortage of the nurses is an important issue in the developing and developed countries. The aim of this paper is to determine the impact of organizational commitment on intention to quit among psychiatric nurses. Based on the model of casual turnover this study assessed the direct effect of organizational commitment on nurse’s intention to quit. The cross sectional data was collected from three hundred five nurses of psychiatric hospitals in Punjab, Pakistan. Structural equation modeling was applied to achieve the objectives. The results revealed that affective commitment and normative commitment have significant impact while continuous commitment has not significant effect on nurse’s intention to quit.  So, the commitment of nurse to hospital goals, missions, and values is not enough to predict her intention to quit from job in the hospital. This study recommends that, the government and policy makers should look beyond forces in their internal and external environment, when considering how to reduce employee’s turnover intentions. This study recommends that future researchers should examine the impact of work environment on intention to quit though burnout as a unit variable. This study contributes socially and economically.</em></p><p><em> </em></p>

This paper looks at student political activism in Ghana in the late 1950s and 1960s. Using Ghanaian and British archives, it examines how students of Ghana’s universities politically engaged with the government of Kwame Nkrumah and his ruling Convention People’s Party (CPP). Student activism manifested most in the conflict between the Nkrumah government, on one hand, and university authorities and students, on the other hand, over the purpose of higher education, university autonomy, and nationalism. The conflict coalesced around the idea of educated youth as model citizens. Contrary to the denial in existing literature, the paper argues that a nascent student movement and tradition of student political activism had emerged since the late 1950s. University student activism established itself as a fulcrum of the country’s evolving postcolonial political order and a bulwark against governmental authoritarianism. In the larger context of the global 1960s, Ghanaian student activism belonged to the wave of youth protests against governments that favored stability and opposed all dissent.

Background: Low public awareness of the impact of smoking makes the implementation of smoke-free areas (KTR) difficult. Smoke-free areas aim to protect the public from the direct and indirect effects of smoking. Purpose: This study aimed to analyze the correlation between the application of smoke-free areas and the prevalence of active and ex-smokers in Indonesia. Method: This study implemented a cross-sectional design, using secondary data from the Riskesdas 2018 on active and ex-smokers. KTR application data were obtained from the Profile of Non-Communicable Diseases in 2016. A Pearson product-moment test was conducted by a computer application to determine the correlation coefficient (r). This coefficient was used to describe the level of correlation between the two variables; significance was determined as a p value of 5%. Results: This study showed that the average application of KTR throughout Indonesia was 50.83%, active smokers comprised 23.49% of the population, and ex-smokers comprised 4.94%. Most active smokers were in Java and Sumatra, while the majority of ex-smokers were in Java and Sulawesi and the majority of KTR was in Java. This study shows that there is a positive correlation between KTR application and the percentage of ex-smokers (r = 0.46; p value = 0.01). Conclusion: There is a positive correlation between the application of KTR and an increase in ex-smokers. The government needs to increase the application of KTR policies.

ABSTRACTThis research, exploratory nature, aims to identify the current scenario of degrees in Science and Mathematics in Brazil, its weaknesses and offer. The number of vacancies in the IES Degree courses in Science and Mathematics is insufficient to meet demand in teacher training in this area? That was the question that guided the investigation. In this sense, we try to see if there are no vacancies, if there was a reduction in enrollment, evaluate evasion, estimate the annual public spending on vacancies unoccupied in 2011, these degrees. In response to the question presented in this study, the results corroborate the analysis of Tardif and Lessard (2009), with the prospect of an increase in the deficit of teachers. On the other hand, the survey indicated that the financial resources expended by the Government, especially in public institutions, little impact due to the high percentage of evasion, considering the offered vacancies and loss of students during the process. About 920 million reais annually, only in public HEIs, the resources made available for training of science and mathematics teachers do not produce effective results.RESUMOEsta investigação, de natureza exploratória, tem como objetivo identificar o atual cenário das licenciaturas de Ciências e Matemática no Brasil, suas fragilidades e oferta. Contacto principal: [email protected]

The development of higher education in Indonesia is increasingly evident. It is characterized by many private colleges are spread all over Indonesia. But in recent years the government did not give permission to those who want to establish a college. One reason is the government not only menginginkankan development in terms of quantity alone, but must be accompanied by good quality of any existing college. The number of colleges that exist today is already growing its own competition. The high level of competition among private universities is happening now requires every college has the right strategy to attract the interest of new students. Each college offers the advantages of each. However, not all universities have a particular brand image compared with other universities. One of the determining factors of brand image is the satisfaction of its customers. While satisfaction itself arises as a result of service perceived by the customer.College is not only required to provide a good quality education, but they also must be able to provide good service to students as well.
