The article examines the actual amount of capital investment in agricultural production. It is determined that despite their rapid nominal growth in the national currency, the real amount of investment, translated into the US currency, is insufficient to meet the needs of expanded reproduction. It is assumed that the main causes of the capital investment deficit are excessive inflation, excessive business risks and non-fulfillment of government obligations. In the Ukrainian economy there is a positive dynamics of capital investment in the agricultural sector of production, denominated in the national currency – for the period 2010–2019 their average annual value amounted to UAH 35.4 billion, the growth rate was 120.5%. Their share in the structure of capital investments of the country's economy is also increasing. The volume of capital investment in the agricultural sector of the economy, translated into a more stable currency (US dollars), in the reporting year of 2019, was lower not only than in the previous two years, but also than in 2013–2013. Their average annual growth was 105.7%. The average annual volume of capital investments in agriculture, forestry and fisheries of Ukraine for 2010–2019 is $ 2.02 billion. This amount is insufficient, as agriculture alone requires at least $ 2.9 billion annually investment. Among the sources of financing capital investments in agriculture, forestry and fisheries of Ukraine in the reporting period, more than 90% were at the expense of enterprises and organizations. This is not a normal situation, which indicates that there is a curtailment of bank lending for investment needs of farmers' the State does not fulfill its obligations to support the development of the agricultural economy; foreign investors, given excessive business risks, are reluctant to invest in Ukrainian domestic agricultural production. Restoring confidence in the State, inflation targeting, judicial reform and the uncompromising fight against raiding are key tools for improving the investment climate and increasing capital investment in the agricultural sector of Ukraine's economy.

Nowadays the market relations development in the agrarian sector of the Republic of Tatarstan led to changes not only the forms of ownership and management, but also the functioning conditions, mechanisms of management of agrarian formations at all levels of agribusiness. At the same time, it should be noted, that not enough accelerated development of the agrarian sector of the economy is largely due to the weak structure of most agrarian formations, what causes the necessity of improving the forms of economic management, efficient combination of government regulatory and market mechanisms in the organization of production. For further effective development of the agricultural sector requires tothe radical solution of problems, connected with improvement of technical level of production and quality improvement of the manufactured products, with the reorganization of the production structure of the industry, improvement of structure of technological equipment park, increase of efficiency of capital investments and agricultural production, in general. The main causes of existing problems of agriculture development are attempting to explain them, mainly due to an insufficient volume of capital investment, however, at present this explanation can hardly be regarded as satisfactory. Here we can distinguish two groups of factors, that have a direct impact on the final results of the agrarian economics. The first group is the organizational and technical factors, related to the organization of the agricultural production and its technical and technological level. The second group of factors is connected with the current organizational and economic mechanism of management.

Economic development is an important phenomenon that can positively impact societal problems such as poverty, lack of education, and insufficient infrastructure, among other ills. In this regard, technological advances are essential to making better use of resources. The agricultural sector is no exception. With the passage of time, advances in agriculture have allowed processes to be optimized, improving production practices and minimizing risks, by using innovative technologies (Schenkel, Finley, & Chumney, 2012). For this reason, the adoption and use of approaches to protected agricultural production grew steadily in the State of Sinaloa, Mexico during the last century and until today. Such technology assisted significantly in the economic development of the region. This inquiry sought to understand factors and forces that augmented expansion of protected agriculture, especially regarding tomato production, and its advantages compared to traditional systems, as experienced by producers in Sinaloa. Understanding such a phenomenon may provide important implications for improving the economies of similar contexts in need of economic development where agriculture is a viable sector. Keywords: economic development; protected agriculture; Sinaloa tomato industry; technological innovation

Ukraine's agricultural sector accounts for 17% of the country's GDP and is continuously growing. For six consecutive years (2013-2018), Ukraine harvested over 60 million tons of grain annually, and 2018 export of ag commodities reached $18.6 billion. (State, 2020).  The anticipated land reform envisions lifting the moratorium on the agricultural land sale, which should encourage capital investments in ag.  The article analyzes the trends of investment opportunities in the Ukrainian ag sector for the last decade. The regression analysis of labor productivity with variables of fixed capital-worker ratio and yield of grain confirmed that the function of labor productivity depended on the value of fixed capital per worker.  As the U.S. investment in ag machinery export to Ukraine plays a significant role, we evaluated its effect on the current level of labor productivity in the Ukrainian agribusiness, comparing it with the U.S. farming outcome.

The article is devoted to the modernization of domestic agricultural production, its support from the state, the introduction by agricultural producers of innovations in the production process. The article systematizes the views of economists on the forms (directions) and methods of supporting innovation in agriculture. Modernization of agricultural production is one of the primary tasks of increasing the competitiveness of the industry. Improvement of production in agriculture, which is impossible without the use of innovation, is becoming a key factor in achieving success in competition in foreign markets for agricultural products. Statistics show that the technical and technological modernization in the industry is extremely weak. It should be noted that the level of innovation in domestic agriculture is about 10%, while in the US it is more than 50%. The decline in the production of agricultural machinery threatens the technical and technological modernization of the industry, since agricultural producers with limited financial capabilities, with the continuation of this negative trend in the near future, there will be no possibility of an alternative choice when acquiring the much-needed equipment. The insignificant financing of innovations in agriculture by the state led to the fact that only 2% of agricultural enterprises introduce innovative technologies into their activities. The state needs to support domestic producers of agricultural equipment, since their absence poses a real threat to the food security of the national state.

The article examines the processes of inflow of investments into the economy of Ukraine, highlights the main problems and factors affecting investment activity and investment attractiveness of the country and regions. Functions of investments without which effective management and development of the economy of the state are impossible are considered. The peculiarities and tendencies of the investment activity in Ukraine are revealed, the ways to intensification of attraction of capital investments are determined. It has been found that the process of attracting capital investments in the Ukrainian economy has significantly slowed down due to the political and economic crises of recent years. As a result, the financial condition of enterprises has deteriorated, the number of unprofitable financial institutions has increased, the volume of bank lending to enterprises has decreased, the investment activity of foreign investors has decreased. Attention is drawn to the fact that the successful realization of the objectives of the socio-economic development of the regions depends on the efficiency of the organization of the investment process. The revitalization of the investment process is the main component of economic requirements, which are intended to identify real changes in the structure of the economy of the country and the region, to accelerate the transition of the economy to a qualitatively new level of industrial development, to improve the quality of domestic products and its competitiveness in the world market, to contribute to overcoming interregional disproportions, to provide growth in the state. The dynamics and structure of capital investments in Ukraine and Kharkiv region in 2017-2019 are analysed. The structure of capital investments for this period by sources of financing, types of economic activity, types of assets is studied. The conclusions on the materiality of the changes and direction that have occurred during this period have been made, the positive and unfavourable changes in the formation of capital investments have been characterized. It is determined that the socio-economic development of Ukraine is impossible without sufficient financing of capital investments. First of all, it is about modernizing the production of high-tech and competitive high-value-added goods and increasing their exports, as well as the introduction of innovative and energy-saving technologies. It is stated that the conditions for attracting investment in Ukraine are political, economic and financial stability, investment guarantees, improvement of legislative acts regulating investment activity and general improvement of the investment climate. The article proposes a methodical approach to segmenting the regions of the national economy by the state of the agricultural sector. The assessment of the state of the agricultural sector of the regions and their segmentation was carried out in two stages. At the first stage, two parameters are set for evaluation and segmentation: the volume of agricultural production in farms of all categories and the number of employed population in agriculture, forestry and fisheries. The level of each region according to the selected parameters (high or low) was determined relative to their average value. As a result, four groups of regions were obtained: with significant volumes of agricultural production and with a significant number of employees; with insignificant volumes of production and with a significant number of employees; with significant production volumes and a small number of employees; with insignificant volumes of production and with insignificant number of employees. In the second stage, evaluation and segmentation were conducted to determine the specialization of the agricultural sector of the regions (livestock, crop production). Grouping by relevant specialization is carried out according to the following parameters: the number of enterprises engaged in agricultural activities; the number of employees in enterprises engaged in agricultural activities; agricultural products per capita; sown areas of crops; gross harvest of cereals and legumes; gross harvest of sunflower, potatoes, vegetables, fruit and berry crops; raising farm animals; production of meat, milk, eggs and wool. The ratings of the regions of the national economy were determined for each of the indicators selected for analysis, and then the arithmetic mean of these ratings was calculated. According to the results of the analysis of the calculated average values of regional ratings for indicators that separately characterize the development of crop production and livestock development, Vinnytsia, Poltava, Kharkiv, Kyiv, Lviv and Khmelnytsky regions are almost equally focused on both crop and livestock production - they occupy almost identical positions in two different ratings; the agricultural sector of such regions as Dnipropetrovsk, Odessa, Kirovohrad, Chernihiv and Mykolayiv specializes in crop production; the agricultural sector of Ivano-Frankivsk, Zakarpattia, and Volyn oblasts is mostly focused on animal husbandry.
