The article presents the results of the study of opportunities for human capital development through the use of financial levers by the state authorities. The effectiveness of budget policy for financing health care and education as key industries being instrumental in the creation of human capital necessary for reforms and innovative economic development is analyzed. The gap in budget funding for education and medicine in Ukraine is shown, which is visibly lower not only in comparison with world practice but also the norms established by national legislation. The measures to increase the efficiency of the state’s efforts to develop human capital are proposed, in particular, an increase in budget resources used for these goals by providing a high level of functionality of public finances. To achieve those tasks it is necessary to improve the public budget policy, meaning to improve budget planning and forecasting for financial resources for the education and healthcare sector; to strengthen the institutional capacity and effectiveness of regulatory frameworks; to expand interactions and coordination of institutions managing public finances and local self-government bodies to strengthen the health and education systems; to ensure transparency and effective supervision of assigned resources and their effective use. In particular, it has been shown that additional budget funds for socio-economic development may be freed by decreasing debt load and reducing the cost of servicing public debt, balancing the budget of the Pension Fund, increasing efficiency of cooperation with IFOs.

Modern market economy is marked by a high level of competition. Therefore, organizations have to dig for new development options to expand their economic potential and augment capital. Human capital – a stock of individual human capitals, as we define – can be one of such options. This article is a written discussion over mechanisms of transforming insider information into knowledge and intellectual capital. At this point, particular attention is paid to human capital development through the knowledge management problems, including factors that inhibit the effective use of human capital. This article also puts under discussion some of the requirements for the knowledge management system and its basic tasks.The Results section provides recommendations on gaining skills, knowledge and experience inside the organization. The action system of knowledge management is described.

Studies of factors of sustainable economic development in modern conditions are highly relevant for Russia due to the constant increase and tightening of sanctions restrictions. They have a negative impact on the introduction of innovative developments and economic growth, and reduce the competitiveness of Russian enterprises and their products on world markets. Human capital can become one of the key factors for countering sanctions restrictions, improving the efficiency of economic development and gaining additional competitive advantages for domestic enterprises and the economy as a whole. Assessing the impact of human capital on the sustainable development of the economy is difficult, since it is one of the specific forms of capital. When making appropriate measurements, economic scientists rely on a number of developed theoretical methods and practical tools that support them, which allow us to obtain fairly accurate values of the human capital development index (HDI) based on statistical data. First of all, this is the current UN methodology for calculating the HDI indicator, as well as modern software systems OriginPro-8.6 and Eviews-10.0, which have sufficiently advanced functionality for performing calculations. Russia today has all the necessary prerequisites and opportunities for progressive social and economic development. However, the formation of econometric models will help to timely determine the current and forecast values of the level of human capital development for individual enterprises, industries, and the country’s economy as a whole. This paper shows the practical application of the econometric tools of all the above approaches to obtain the calculated values of the HDI indicator for different time periods and different scenarios for the development of the Russian economy. The results obtained confirmed the high practical significance of the tools used and the acceptable accuracy of the calculations. However, the current and forecast values of the level of human capital development alone will not be able to ensure the effective development of the Russian economy. On the contrary, the effective use of human capital in the implementation of import substitution strategies and national projects will allow our country to become one of the world’s leading economic development countries.

This article investigates the role of higher education in the economic development of the country. The research aims to investigate the theoretical and methodological basis of the role of higher education and human capital in economic growth, evaluate the current state of higher education within pandemic COVID-19, and develop scientifically and applied recommendations to strengthen capacity and improve the competitiveness of human capital in the developing countries. An analysis of the existing researches and debates is made. We defined the state of higher education in Kazakhstan and considered the changes in education within the context of COVID-19. We made multiple correlations and regression analysis based on the education coverage index and GDP(mln KZT), where defined the moderate correlation between two variables. Statistical data is studied in a period from 2000 to 2019. This paper contributes to the literature by fulfilling a theory of human capital development in the knowledge economy, revealing the relational mechanism between higher education, sustainable development, and the economic boundary of this relationship. It also contributes to the further understanding of the role of higher education in economic development. This study result implies to strengthen capacity and improve the competitiveness of human capital, draft human capital development policy. Keywords: SDG; COVID-19, human capital, higher education

Then factors influencing human capital accumulation as well as case studies are discussed to illustrate the influence of human capital to economic growth and reforms. Together with economic reforms, supportive education and human capital development policies, some countries could generate a dramatic technology and economic development. Currently, human capital even becomes crucial because of this technological progress. Thus, modern economic reform needs more intense human capital accumulation to cope with more advanced technology. In this chapter, we investigate the role of human capital accumulation by education and migration process in economic reforms and development of three countries with completely different conditions of economic development.

Human capital and knowledge are most important factors of current development processes, contributing to the innovativeness and competitiveness of the economies. The important role of these factors was underlined also in Europe 2020 Strategy. However, due to immaterial character of investment in human capital and because of the high level of decentralization of human capital development policy, these actions are characterized by a relatively low efficiency. Thus, the aim of this paper is firstly to identify the importance of human capital development policy within EU policies. Secondly, it is to identify and conduct a comparative analysis of national differences in human capital development and to identify points of reference for key measures of the development in question. Thirdly, this paper is to specify models of human capital development policy from the perspective of how much involved local authorities are in its implementation and efficiency.

Purpose. The aim of the article is substantiation of the concept of human capital development in economic thought in view of various directions and theories to ensure economic relations and the evolution of human capital, clarification of the essence and content at the present stage of economic development. Methodology of research. The methods generally accepted in economics were used in the course of writing the article: theoretical and comparative analysis – to reveal the essence and significance of human capital; analysis and synthesis, system and structural, abstract and logical, grouping method – to group the functions of human capital and determine its content. Findings. The concepts and basic theoretical approaches to determining the essence of human capital in the economic system of society are studied. The need to invest in person through investments, by limiting consumption, which over time will bring economic effect, was determined. The main sources of human capital investment, levels of perception and accumulation of capital among people of working age are identified. The main functions of human capital are systematized. The peculiarities of human capital wear and tear in the process of development are determined and outlined. Originality. The study of the essence of human capital and the need to invest in its accumulation has been further developed, which allows to obtain an integrated economic and social effect, which benefits not only a particular person but also the company where he works and society as a whole. Practical value. The conducted results of the study can be used in the development of social and economic development programs at the regional, local and national levels, taking into account the peculiarities of accumulation and development of human capital in the territorial units of Ukraine. Unfortunately, in the epoch of modern globalization, the main priority of the country is still the unemployment and the poverty overcoming. In such situation it is clear, that the economic development and the significant improvement of the population’s living standards cannot be achieved without human resources development, effective use of the labor potential, formation of civilized labor market and organization of the professional educational system according to the modern standards. The latter should favor the development of the main state strategy task – labor force oriented to the labor market demands and accordingly, the human capital development, significant increase of the competitiveness in the local and international markets. Proceeding from the actuality of the issue, in the work the role of education, especially the professional education, as the social-cultural phenomena is considered. The main problems and challenges of the field are studied. We have documented that in the terms of modern globalization the level, quality of functioning of the professional educational system and its correct orientation towards the labor market demands to determine the human capital development in the country, labor market potential their quality perfection and their use prospective.

Education is the driving force for economic development and raising living standards. As an active factor of production - a sophisticated person determines the socio-economic development of a country. Truly, there are many factors hindering the rapid development, of which solution in a relatively short time is impossible (f.ex. returning of occupied territory); However there exist other kind of problems (development of infrastructure in a short time, cost saving on maintaining the state bureaucracy and leaving more money for the economy; having reliable money in circulation; an effective social assistance system, etc.), which can be eliminated in a short time. Among such important problems, the most important is to raise the level of human education, so, the qualitative level of human capital development. In order to make the country attractive in the conditions of rapid competition, it is necessary to create an innovative, creative atmosphere for the introduction of the updated education system, for the improvement of human capital. That should ensure the continuous update of the knowledge obtained at the higher Education institutions in parallel with the scientific and technical progress improved level. All this requires a lot of private initiatives, less regulation by the state and in the right direction of finances, reasonable and targeted spending. In Summary, the goal of the ongoing education reform is to make education not just as as a business but to make it more as a public good. Since education is the most significant sphere for accumulation of human capital and dissemination of knowledge in modern digital economy, it is necessary to increase the role of the state in improving this field. Development of the national economy is determined by the dynamics of socio-economic processes in its regions. At the same time, a high level of territorial differentiation by a significant number of parameters can lead to increased social unrest, exacerbation of contradictions between the center and regions, the city and the rural periphery, and population conurbation in large cities. One of the key factors in the country development is human capital, in particular, its territorial distribution. The current trends of population resettlement in unregulated migration conditions determine the feasibility of implementing measures to manage migration processes in the framework of migration and economic state policy. In our opinion, migration is presented not only as a social process, but also more as an economic process because of the movement of labor resources, their professional knowledge and skills, consumers, financial resources of the population and other economic components. In this context, management involves creating the conditions for attracting the population in the territory that experiences a deficit of labor and other resources. In this regard, there is a need for systematization and generalization of knowledge about the mutual influence of migration and economic development and the formulation of a generalizing concept. Within the framework of this concept, migration management will allow taking into account the interests of all the interested parties — an individual, businesses, localities, (city, village, and region), and the macro-system (country, global territory). Effective tools for managing the territorial system and, in particular, migration processes today should include modern information analysis systems and methods based on simulation modeling among others. In this aspect, the patterns of migration, their impact on the economy, as well as the population, its types and structure, demographic behavior are considered in the studies of both Russian and Western economists. In particular, the authors study it in the framework of developing an impact model of the human capital transformation on the spatial and economic development of the territorial systems, involving the creation of appropriate model tools. An important structural element of this toolkit is the control unit for migration processes because of realization of stakeholder’s interests of the territory. The proposed conceptual approach to the development of migration management information system will provide information support in the development of practical measures in the implementation of migration and demographic policy at the regional level.
