Terrorism crimes are an extraordinary crime where treatment and method require special strategic management. Strategic management for treatment the terrorist prisoners is one of the programs of the Directorate General of Correctional Affairs, Ministry of Law and Human Rights of the Republic of Indonesia, namely the management of human resources through the efforts of deradicalization for terrorist prisoners, especially in the Super Maximum Security of Correctional Institution. This research aims to provide strategic management for treatment the terrorist prisoners and the implementation of correctional institution' deradicalization programs for terrorist prisoners. This research was qualitative descriptive research. Data collection techniques using direct observation techniques in Focus Group Discussions, as well as in-depth interviews with the Head of Class 1 Correctional Institution of Batu Nusakambangan and terrorist prisoners as research objects. The results of this research indicate that the strategic management for treatment the terrorist prisoners was not completely relevant to the Regulation of the Minister of Law and Human Rights Number 35 of 2018 and the implementation for treatment the terrorist prisoners in Class 1 Correctional Institution of Batu Nusakambangan are still very limited. There were still constraints to implementing guidelines for special prisoners of terrorist in terms of socializing regulations, human resources, and infrastructure for special treatment for terrorist prisoners.

The traffic of people in and out of the country's territory is something that cannot be stopped by any countries in the world, include Indonesia. Various factors such as economic, cultural, and social become stimulants of traffic, which then called immigration. The principle of selective policy is the principle applied in the implementation of immigration in Indonesia, which it’s implementation is carried by Directorate General of Immigration, under the Ministry of Law and Human Rights of the Republic of Indonesia. The selective policy is the basis of the implementation of immigration examination that carried out in immigration checkpoints located at airports, seaports, land border, and other immigration checkpoints, which only people who are useful and do not endanger the unity of the nation can be allowed to enter the territory of the Unitary State of Republic of Indonesia. Immigration checks are also carried out strictly on Indonesian citizens to minimize the possibility of becoming non-procedural labor which can lead to the criminal act of human trafficking. In order to increase security for achieving the welfare of the Indonesian people, the Directorate General of Immigration needs to improving the quality of its human resources which leads to advances in policy and regulation making, systems and technology, and also the technicality of immigration services.

In accordance with the Decree of the Minister of Justice and Human Rights Number M-05 HT.01.01 of 2002 concerning the Enforcement of the Legal Entity Administration System at the Directorate General of General Legal Administration of the Ministry of Justice and Human Rights of the Republic of Indonesia, determines that all legal entity settlements include the ratification of the deed of establishment PT, application for approval and submission of deed reports, amendments to articles of association, fiduciary registration, will registration, are carried out with the online Legal Entity Administration System. So the notary has the authority to register all these legal acts online. The purpose of this research is to find out the role of the Notary in registering deeds and legalization of legal entities through the Directorate General of AHU Online services and to find out the responsibilities of the Notary if there are problems in registering deeds and legal entity approval through the services of the Directorate General of AHU Online. This study uses a normative juridical research method using a statutory approach and a conceptual approach. The results of the research, namely, the role of the notary in registering deeds and ratifying legal entities is entering deed data, checking all deed data to avoid data entry errors and the notary has the responsibility if there is an error from the notary's office, the notary will make corrections at a cost of Notary, however in this regard there is still cooperation from the applicant regarding the required data.

LAPAS or Correctional Institution under the auspices of the Directorate General of Corrections is the final place of the criminal justice system process that fosters and integrates the social of convicts, so that when returning to society they are able to live a normal life. Elderly (according to Law No. 13 of 1998: Elderly) is a person whose age reaches the age of 60 years and above. In its efforts, Correctional Services interpret this understanding by regulating the rights of inmates contained in Law no. 12 of 1995 article 14 paragraph 1.The increasing age and declining body condition of the elderly inmates need special treatment both in health, treatment, and public services. Elderly inmates as much as possible are treated as people usually are, it's just that the place and application are different. This is for the implementation of part of Human Rights (HAM) as a national instrument. This special handling effort involves other stakeholders be it medical or health workers and the government to support the infrastructure needed. The elderly as one of the vulnerable groups become important objects in terms of how decent handlers are so that they feel cared for in their twilight years. Although until now still in the process and stages of refinement of special handling for them. The fact is still not optimal and this study illustrates how well the effort is.

The Low Performance of Penitentiary Organizations in Greater Bandung. The cause of the problem is allegedly Guidance for Employees and Empowerment of Human Resources has not been done on the Performance of Penitentiary Organizations in Greater Bandung. Human resources as part of the scope of Public Administration by using qualitative descriptive analysis research methods and quantitative analysis (path analysis), while the population is Bandung Correctional Institutions (Sukamiskin Class I Correctional Institution Bandung, Class IIA Banceuy Bandung and Class I Kebon Waru Bandung). Staff development and empowerment of human resources have been carried out in accordance with the capabilities of the apparatus at the Bandung Institute of Corrections. Simultaneously the effect of employee coaching and empowerment of human resources on the performance of the Bandung Correctional Institution in Greater Bandung was 69.9%, while the epsilon was 30.1%. Partial influence of employee coaching consisting of factors giving decent wages, providing opportunities and encouragement to develop careers, disciplining the rules to achieve high organizational effectiveness, The results of research indicate a new thing that Organizational Performance in Penitentiary in Greater Bandung needs make new breakthroughs so that employees can work more innovating into the future to produce employees who have high morale and fighting spirit in carrying out their duties. Meaning that it is necessary to optimize the development and empowerment of human resources towards the performance of organizations in Bandung Correctional Institutions in Greater Bandung.

FACTORS SUPPORTING SERVICES MAKING DRIVING LICENSES (SIM) IN POLICE REGION OF BIG CITY (POLRESTABES) SURABAYA. The authority to grant a motor vehicle license in Indonesia is legally owned by the Police of the Republic of Indonesia (Polri). However, as one of the agencies authorized in the service of making a Driver's License (SIM), there is often a problem in the bhayangkara corps alias the police. In addition to the problem brokering Public complaints related to the creation of Driver's License (SIM) is the service of making Driver's License (SIM) executed by police officers not in accordance with the wishes of the community, Therefore, the need for adequate and qualified human resources can create more efficient and more cooperative public services. The focus in this research is the factors that support the service of making Driver's License (SIM) in the Police Town Resort Police area (Polrestabes) Surabaya. The method used in this research is qualitative descriptive type. The results of this study are factors that support the performance of bureaucracy that can be seen from the indicators of the ability of officers, quality of human resources, government support, and working conditions in providing excellent service quality and professional. Suggestions in this study is to be more maintained and improved again in providing public services, especially in the service of making this driver's license (SIM).  Keywords: public service, human resource performance.

Prisons in Indonesia are often described as a very terrible place and even there is no good side to be proud of. The case occurred recently has worsen the image of prison,where the head of Kalianda Prison was arrested by the Provincial Narcotics Agency (BNNP) for his involvement in illegal drugs that were traded in prison. This condition is very contrary to the condition at the Semarang Class II Women's Correctional Institution. The success of Semarang Class II Women's Correctional Institution in suppressing illegal levies cannot be separated from the leadership role of the head of the prison. The presence of a leader greatly affects the integrity of employees in his ranks. The Semarang Class II Women's Correctional Institution is the only one of the 611 Correctional Institutions (Technical Implementation Unit) which bears the title of Corruption-Free Area in the Ministry of Law and Human Rights of the Republic of Indonesia. This study aims to describe how the leadership of  the Head of Semarang Class II Women's Correctional Institution as a role model in achieving zero illegal levies using qualitative descriptive methods through field observations and in-depth interviews with structural officials, officials and inmates as informants.

This study aims to provide solutions and references in handling sustainable environmental development. this research method uses a qualitative descriptive phenomenological approach with a literature approach. The results of this study reveal that indonesia cannot be separated from the development of the manufacturing sector which has the function of driving the economy. This must also be balanced with an understanding of the green economy to save the surrounding environment. Experts and literature also reveal that the concept of a green economy is very helpful for the state to preserve natural resources (SDA). The role of the green economy major is very helpful in realizing the welfare of natural resources that can contribute to science. therefore, a green economy major is very much needed in southeast asia, especially the unitary state of the republic of indonesia, Especially Human Resources (HR) who do not understand the importance of a green economy. One of the efforts to save a country is to improve the quality of human resources, especially in this case, human resources who understand the green economy in a sustainable manner. The curriculum that supports this program is the green curriculum, where the curriculum encourages the realization of the indonesian green movement. this scheme builds sustainability through a green economy by realizing various roles. The role of academics aims to create competent human resources in providing scientific literacy and application in the environmental field. Organizations that are directly involved in the green economy, especially environmental issues, are the government, research institutions, and educational institutions.

<p>The aim of the research is to describe and discess the policy cycle of Bus Rapid Transit, the polemic in the policy of bus rapid transit, and the involvement of the stakeholder and their role in bus rapid transpit policy in Bandar Lampung. This research uses post positivistic paradigm with the approach of qualitative descriptive research method. This research resulted as: firstly, the bus rapid transit is an derivative regulation of Act No. 22 2009 regarding Traffic and Road  Transport, aimed to reduce traffic jam in Bandar Lampung city. Secondly, the policy of bus rapid transit was arranged stage-by-stage with a full iniative from the Municipal goverement of Bandar Lampung, collaborated with the leading sector from Transportation Bureau of Bandar Lampung, involving PT Trans Bandar Lampung as the management in charge. Thirdly, there was a polemic of bus rapid transit policy regarding the monopoly of route of people transportation by the bus rapid transit, special treatment to bus rapid transit which don’t pay bus station retribution which is unfair, and there was some illegal fees on the employee in PT Trans .Bandar Lampung. Fourthly, the of bus rapid transit involves many stakeholders, such as Ministry of Transportatio of The Republic of Indonesia, |Transportation Bureau of Bandar Lampung City, The Regional Representatives Council of Bandar Lampung, Road Transportation Organization of Bandar Lampung, PT. Trans Bandar Lampung, Perum DAMRI Bandar Lampung, Lampung Region of Indonesia Transportation Society, Communication Forum of Public Car Transportation Bandar Lampung, CV. This study discuss about the strategy of National Archives on improving the quality of archival services. The main problems of this study are how the strategy of Sub-Directorate of Archives Services on improving the quality services and what the factor that can influence the quality services. This study aimed to describe the services’ strategy that is undertook by National Archives of The Republic of Indonesia. This research’s method is qualitative-descriptive through a case-study approach. The conclusion of this research shows, are: Develop of human resources through the delegation to enroll some education and training, ISO 9001:2008 certification about Management Quality’s System, integrated static archives services’ innovation, usage of technology, synergy of institutions, service of static archiving usage facilitated, and efficiency of archive services time’s period. The factors that influence the improvement of quality services are human resources, tools and infrastructures, and the availability of the archive.
