The article considers the concept of digitalization and digital technology, their role in the industrial enterprises. Based on the analysis, the role of digitalization, like the main driver, which allows company to become more competitive as on the national, as on the international markets, offering unique and high tech products, is substantiated.


The human resourcing component of the problem of analyzing the strategic efficiency of the industrial enterprises' projects for high-tech products (HTP) creation is highlighted. The dynamics of the key performance indicators of the aviation industry and the results of the analysis of achieving the target industry indicators in the aircraft manufacturing sector describing human resources are presented. A system is proposed for selecting the indicators for assessing the level of development of the project human resourcing. The specific features of the project human resourcing in the aviation industry of the Russian Federation are reflected. A method of assessing the level of development of personnel structural characteristics of the strategic efficiency of the HTP creation project in the aviation industry is proposed, taking into account the factor of their territorial production and assembly.

The research paper focuses on a complex study of scientific and technological development of high-tech companies of the Russian Federation in the context of introducing the conception “INDUSTRY 4.0”, which involves six main phases: 1) Computerisation; 2) Connectivity; 3) Visibility; 4) Transparency; 5) Predictive capacity; 6) Adaptability. The article describes external factors – with the help of such marketing tool as the STEP-analysis – that have an impact on scientific and technological development of Russia’s high-tech companies in the context of introducing the digital economy and conception “INDUSTRY 4.0.” The authors of the research paper present the scheme for cooperation components of scientific and technological development of industrial enterprises in the Russian Federation which includes such important aspects as the forming process a progressive technological base; development methods of objective assessment for the technical development prospects; using of artificial intelligence and neural network; making more efficient use of industrial enterprises; searching for new energy sources and their using; accelerate biotechnologies; research on the new breakthrough technologies; application of achievements in science and technology; development of new design solutions; development of aerospace industry in the military-industrial complex; development of new kinds of materials and their using in the production process and others. The authors present data indicating the number of organizations which perform research and developments. The authors’ research perspectives present practical aspects of scientific and technical development of military-industrial complex as a whole and aerospace industry of the Russian Federation in general.

The study is based on the decrees of the President and state programs for the strategic development of the Russian Federation. Modern trends in the economic development of the maritime transport system, its ports and infrastructure projects of the Arctic Zone of the Russian Federation have been considered. It has been presented that under the conditions of the world economy regression caused by economic, political and other factors, increasing the economic potential of the Arctic territories is a priority goal, and the fulfillment of tasks to develop the Arctic and ensure national security corresponds to the fulfillment of the principles of the state policy of the Russian Federation. It has been determined that the development of the Arctic transport corridor and the Far North regions in modern conditions is impossible without a high-tech economy, and scientific and technological progress predetermines the themes of communicability of interests of the state, business and society. Key infrastructure projects in the Arctic Zone of the Russian Federation for the development of oil and gas complex, construction of icebreaker fleet, auxiliary Arctic-class fleet, construction of new ports to meet the challenges of increasing the flow of goods along the Northern Sea Route have been considered. The measures for sustainable, reliable energy supply to consumers in order to strengthen the life of the community, expanding the human environment using the latest technological solutions have been analysed. The readiness of industrial enterprises to solve the goals of building land, water and air transport that meets Arctic requirements has been confirmed. The purpose of the study is to assess the ongoing and planned infrastructure projects carried out by the state and business to increase the economic reserve of the Arctic Zone of the Russian Federation, to ensure the national security of the Russian Federation.

The article highlights the problems associated with improving quality, reducing costs and increasing availability of medical care with limited funding in Russia. The necessity to ensure a greater consistency of transformation of medical services into cost-effective products has been substantiated. The main engine of progress is innovations whose development and introduction into the medical industry can provide a new level of medical care for the population. It has been stated that at present in the Russian Federation there are no large industrial enterprises in the medical industry that are able to enter the world market with their innovative developments. Development of medicine requires the complex long-term research, clinical trials and significant financial and resource costs, which in most cases leads to unrealized implementation. Medical industry is one of the most high-tech industries characterized by a high level of research and innovations. The structure of production of medical products and equipment is considered. The stages of the innovation process (development of innovation and its commercialization) have been designated. The elements of the innovation system in health care have been shown. The factors constraining the innovative development of the medical industry in Russia, including insufficient state participation, are investigated. The comparative analysis of the current costs on health care in different countries has been carried out; Russia is found to rank 35th place among 44 countries under study. The state federal programs of the Russian Federation aimed at creating a national innovation system in the medical industry, changing the structure of spending on medicine and approaching the level of spending of developed countries have been considered. The problems of commercialization in the Russian medical industry, which lead to a slowdown in production growth, are formulated, and possible solutions are proposed.

Strategic planning for the development of manufacturing industries in the Russian Federation should be based on the results of a comprehensive analysis of the existing level of industrial development of the regional and national economy, prospects and mechanisms for the development of industrial potential, including the definition of the industry specifics of the subjects of the Russian Federation, planned statistical indicators in terms of the growth of high-tech products and taking into account the implementation of import substitution programs. The article considers the current state of strategic planning in the practice of manufacturing industries of the Russian Federation. The review of the main directions of the state industrial policy in relation to manufacturing industries in the field of strategic planning is given, as well as the key challenges and opportunities for the development of this activity in Russia are considered, the state of the manufacturing industry at the national level is assessed on the basis of statistical reports. The proposals for expanding the presence of manufacturing products on the Russian market under import substitution programs are considered and the prospects and necessary conditions for the development of manufacturing industries in the Russian Federation until 2024 and for the period up to 2035 are predicted.

The research paper is devoted to the applied and the new information and communication technologies in the activity of industrial enterprises and also to ensuring the security of information as a result of the implementation of such a modern tool as controlling. The article deals with controlling procedures in relation to network, information, economic, and digital security of an industrial enterprise. The characteristics of each type of industrial enterprise safety, including cybersecurity, are given. The statistical data on availability in the organizations of the Russian Federation are analyzed: personal computers; servers; local area networks; e-mail; global information networks, of which: Internet; organizations, possessed web-site on the Internet. Data of Information and Communication Technologies in Organizations are presented by Economic Activity. Based on the studied fundamental and scientific works, the authors proposed the concept of controlling the economic security of an industrial enterprise using modern information and communication technologies. The concept of controlling economic security includes the use of information and communication technologies in the activities of industrial companies and contains the following elements: objectives; structure; procedures; tools and results analysis. Conclusions are made using a systematic approach to the study. The results of the research can be used to develop controlling programs and to verify the economic safety of industrial enterprises. In the future, the authors consider the possibility of creating their own database for controlling the economic security of high-tech companies of the Russian Federation.

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.
