Land issues still cause problems especially in terms of usage rights that are discharged, the allocation is still limited to the obsolete concept that is still applied today, while the increasingly complex needs for the development of the suitability and more appropriate. This study formulates the extent to which the city of Makassar in reorganizing this concession as its purpose-built sustainably and sustainable future. This study uses empirical juridical and legal research supported by the results of observation. The results of this study describe the efforts undertaken by the government in this case BPN Makassar City seem less innovative so that the impact on potential obstacles of regional development and running haltingly.

With a simple model of land use and market arbitrage, this paper investigates the impact of population decline – when existing homeowners compete to attract a small number of new residents – on homeownership and land use. We show that, if a strictly positive cost is required for ownership abandonment, selling used houses is impossible in the periphery, while leasing is possible. We also show that only long-life-quality houses, which require a larger initial investment and sustain greater utility for longer than conventional ones, attract new residents to the periphery. Social welfare may decrease, because the government has to maintain the slowly shrinking, less densely inhabited urban area.

There is a wide variety of universities, university campuses and university courses in Australia available to those interested in pursuing a higher education degree. This paper examines the impact of increasing competition for entrance to university on the educational outcomes for students from the government school sector. Using Melbourne as a case study, the research shows that, over a four-year period of increased competition, entry to some of the more academically accessible university campuses in the city became more difficult and this disproportionately affected the opportunities for university entrance among some groups. Despite the fact that there was no noticeable change in the academic standards achieved by government school completers, the rate at which government school students gained access to these universities declined noticeably during this time. These findings show how changes in supply of university places from year to year can have a profound effect on the opportunities of secondary-school completers—particularly those in more educationally disadvantaged settings.

Tujuan penelitian ini adalah: 1) Untuk mengetahui dan menganalisis efektivitas Peraturan Pemerintah Nomor 12 Tahun 2018 terhadap penyusunan tata tertib DPRD Kota Parepare; dan 2) Untuk mengetahui dan menganalisis faktor-faktor yang mempengaruhi efektivitas Peraturan Pemerintah Nomor 12 Tahun 2018 terhadap penyusunan tata tertib DPRD Kota Parepare. Penelitian ini adalah penelitian hukum normatif empiris. Penelitian hukum normatif empiris. Hasil penelitian menunjukkan bahwa: (1) Pelaksanaan Peraturan Pemerintah Nomor 12 Tahun 2018 terhadap penyusunan Tata Tertib DPRD Kota Parepare terlaksana kurang efektif. Adanya aturan yang diperintahkan oleh Undang-Undanga Nomor 23 Tahun 2014 yang tidak dimuat dalam ruang lingkup Peraturan Pemerintah Nomor 12 Tahun 2018, bahkan beberapa regulasi yang dianggap penting tetapi tidak termuat dalam Peraturan Pemerintah tersebut menimbulkan multi tafsir dari Anggota DPRD. Dalam menjalankan tugas, fungsi dan wewenang DPRD Kota Parepare yaitu fungsi pembentukan Perda, fungsi anggaran, dan fungsi pengawasan juga masih kurang efektif. The objectives of this study are: 1) To determine and analyze the effectiveness of Government Regulation Number 12 of 2018 on the formulation of the rules of the DPRD of the City of Parepare; and 2) To identify and analyze the factors that affect the effectiveness of Government Regulation Number 12 of 2018 on the formulation of regulations for the DPRD of the City of Parepare. This research is empirical normative legal research. Empirical normative legal research. The results show that: (1) The implementation of Government Regulation No. 12/2018 on the formulation of the Parepare City DPRD Rules of Conduct was less effective. The existence of rules ordered by Law Number 23 of 2014 which are not included in the scope of Government Regulation Number 12 of 2018, even some regulations that are deemed important but not contained in the Government Regulation cause multiple interpretations from DPRD Members. In carrying out the duties, functions and powers of the Parepare City DPRD, namely the function of forming local regulations, the budget function and the supervisory function are also still ineffective.

The BOT (Build Operate Transfer) Agreement between Bogor Municipal Government and PT Pancakarya Grahatama Indonesia is an agreement to optimize Baranangsiang terminal assets as stated in the agreement Number: 601 / Perj.418-BPKAD / 2012 / Number: 005 / PGI / DIR / VI / 2012 . Until now, the agreement of both parties has not been able to be considered because of the change of authority of the terminal which formerly the authority of the City Government of Bogor to switch to the Central Government, resulting problems Whether the Government / Mayor Bogor can cancel the unilateral agreement BOT in the construction of Terminal Baranangsiang viewed from the point Civil Code? The research method used is normative legal research method supported by interview and field data. Based on the analysis that the BOT agreement between Bogor City Government and PT Pancakarya Grahatama is a valid and binding agreement between both parties and can not be canceled unilaterally by Bogor City Government, although there are new regulations that change the authority of terminal A Baranangsiang become the authority of Central Government . The Agreement may be canceled if it violates Article 1320 of the Criminal Code or violates the subjective and objective terms of the validity of the agreement. When the agreement is mutually agreed upon by both parties, the agreement must continue and act as a binding law as regulated in Article 1338 of the Criminal Code. Bogor City Government should immediately provide certainty to the PT Pancakarya Grahatama Indonesia for Baranangsiang terminal revitalization project can be immediately realized and need a revision (adedendum) agreement between the Government of Bogor City with PT Pancakarya Grahatama Indonesia related to changes in authority of terminal A Baranangsiang between PT. PGI with the Central Government.

The university is an important part of the region's infrastructure and has the potential to initiate changes and transform the economy into a diverse range. The presence of a university in a host city or region has a strong impact on regional development. Universities are usually among the largest employers in the city. Their employees, students and visitors spend some of their finances in this city, which have an impact on local and regional economic development. The total size of the impact of university varies depending on the size of the university and the characteristics of the local and regional economy. The primary aim of the contribution is identification of the selected short-term impacts of the University of Žilina to the city and region, where it has its registered office. To achieve the stated goal, primary research was carried out primarily focused on the economic impact of university staff on the development of the Žilina´s region.

Ukraine is an associate member of the European Union and in the coming years it is expected that all data and services already used by EU countries will be available to Ukraine. The lack of quality national products for assessing the development and planning of urban growth makes it impossible to assess the impact of cities on the environment and human health. The first steps to create such products for the cities of Ukraine were initiated within the European project "SMart URBan Solutions for air quality, disasters and city growth" (SMURBS), in which specialists from the Space Research Institute of NAS of Ukraine and SSA of Ukraine received the first city atlas for the Kyiv city, which was similar to the European one. However, the resulting product had significantly fewer types of land use than the European one and therefore the question of improving the developed technology arose. The main purpose of the work is to analyze the existing technology of European service Urban Atlas creation and its improvement by developing a unified algorithm for building an urban atlas using all available open geospatial and satellite data for the cities of Ukraine. The development of such technology is based on our own technology for classifying satellite time series with a spatial resolution of 10 meters to build a land cover map, as well as an algorithm for unifying open geospatial data to urban atlases Copernicus. The technology of construction of the city atlas developed in work, based on the intellectual model of classification of a land cover, can be extended to other cities of Ukraine. In the future, the creation of such a product on the basis of data for different years will allow to assess changes in land use and make a forecast for further urban expansion. The proposed information technology for constructing the city atlas will be useful for assessing the dynamics of urban growth and closely related social and economic indicators of their development. Based on it, it is also possible to assess indicators of achieving the goals of sustainable development, such as 11.3.1 "The ratio of land consumption and population growth." The study shows that the city atlas obtained for the Kyiv city has a high level of quality and has comparable land use classes with European products. It indicates that such a product can be used in government decision-making services.

AbstractIndonesia is one of the countries that has also been affected by the corona virus or covid-19 which originated from China, to be precise in the city of Wuhan. In early 2020 the corona virus or covid-19 began to enter the country of Indonesia. The corona virus has had a huge impact on the lives of Indonesian people, both positive and negative impacts. Communities affected by covid-19 are increasing day after day, but now to be precise in 2021 the increase in covid-19 infections is not as fast as 2020. And the impact is slowly being controlled by both the government and most Indonesians. The Indonesian people are now able to adjust to life in the midst of this Covid-19 pandemic, even the hospitality that faded at the beginning of Covid-19 entering Indonesia is now starting to slowly be shown by the Indonesian people. This paper aims to provide information about Covid-19 in Indonesia and the Christian hospitality that should be practiced by the Indonesian people, especially believers or Christians. Changes in land use, which accompany the development of towns, generate a transitional zone on the border between areas of urban and rural use, which—due to its complex (unspecified, fuzzy) land use—cannot be identified either as a rural or an urban area. In order to prevent the unplanned development, it should go according to plan, in line with the spatial order principles, making a coherent whole, taking into account all functional, socio-economic, cultural, as well as aesthetic factors and requirements. This paper describes studies and analyses of the fuzzy set theory applicability in studies of land use in areas around towns. The main aim of the study was to present the methodology, which employs fuzzy logic to identify and locate a transitional zone between rural and urban areas. This study dealt with the transitional zone at the junction of the urban and rural area and its parameters, which affect the type of land use. The attributes of the transitional zone were defined based on an analysis of current land use methods in areas under direct urbanisation pressure. The study was conducted in the city of Olsztyn (Poland) and on its outskirts, directly exposed to the impact of the developing city, with an area of 202.4 km2, within an 8-km radius of the city centre. The study determined the impact of individual forms of land use on the development of urban or rural use. The degree of each type of use—urban or rural—allowed for developing a fuzzy town and country model, identifying the urban investment border and its spatial dispersion, as well as identifying and locating the transitional zone between urban and rural areas. Moreover, land cover models based on the Corine land cover (CLC) data as well as high-resolution layers (HRL) impervious and canopy data were developed. The borders of urban investment determined on the basis of the fuzzy set theory assumptions, CLC, and HRL data were also identified and verified.

COVID-19 is a pandemic disease that has infected many cities in Indonesia, the impact caused by the spread of COVID-19 involves many aspects including economic, social, cultural, tourism and many more. Based on the problems mentioned above, this article is intended to describe the impact of COVID-19 on tourism in the city of Bandung which is one of the tourism city in the province of West Java, this article is also intended to recommend what policy should be made by the government of the Bandung City to restore tourism to the condition before the COVID-19 outbreak. This study uses a model building method with a descriptive analysis approach. The results revealed that tourism is one of the sectors most affected by the COVID-19 outbreak in the city of Bandung, efforts to restore tourism from COVID-19 must be comprehensive and sustainable. Bandung City Government and tourism entrepreneurs are demanded to carry out communication and coordination to develop tourism recovery policy instruments which include internal recovery efforts such as disaster management, organizational capacity building and external recovery efforts such as tourism relaxation policy and tourism promotion.
