Today Georgia as never before faces challenges of quality assurance. Despite reforms carried out by the Georgian government aiming at the quality improvement of higher education, many Higher Education Institutions (HEIs) of the country still faces real problems. The concept of “management” is not so widely known, not to say anything about the lack of human resources with theoretical knowledge and experience in education management. The purpose of the research was to analyze universities management in general terms and identify how quality-oriented universities’ management is in Georgia. For this purpose quantitative research was carried out. The universities were selected according to their legal status, period of functionality and qualitative experience. By combining certain data we elaborated indicators for the purpose of comparing various aspects of universities. For ensuring validity criteria validity was applied. Results of the research show that management is the main pre-requisite for quality assurance. Drawbacks and gaps in university management have also been identified the improvement of which will make a basis for enhancing management quality and establish a management culture at the Universities of Georgia. Purpose This study aims to examine the extant literature to analyze the relationship between quality assurance (QA) and innovation in the higher education context. Design/methodology/approach This study selected 63 articles through a systematic literature review in Scopus and Web of Science databases and performed a descriptive and thematic synthesis-analysis on the sample. Findings The research identifies several perspectives discussed on QA systems covering experiences, criticisms and practice implications. The literature review shows there is no clear consensus on whether innovation in higher education institutions (HEIs) is fostered or hindered by QA processes. However, it seems that the likelihood of innovativeness and positive QA outcomes are directly linked to how these processes are managed in universities. Research limitations/implications This review highlights the university management concerns that emerge with QA issues as it is not yet clear to what extent innovation is actually promoted in scenarios where QA is applied. Hence, this literature review could be considered comprehensive but not exhaustive. Further studies are recommended to improve the understanding of how HEIs can both innovate and ensure quality at the same time. Originality/value The paper contributes to the existing body of knowledge by advancing the opportunities and challenges that HEIs face due to QA system features.

The work is dedicated to analyzing the management challenges of higher education institutions, which are discussed from two different angles: the management process and its supporting - ergonomic and infrastructural issues. The work is accomplished under the auspices of the Human Potential Management Laboratory at Ivane Javakhishvili Tbilisi State University. The present work is a continuation of the previous research items, which were devoted to studying the perceptions of university challenges. The work is based on the qualitative analysis of the Georgian higher education system and Ivane Javakhishvili Tbilisi State University management mechanisms, also the research analysis on the attitude towards the current challenges of TSU Economics and Business Faculty students and the academic personnel. 62% of the total composition of the academic personnel participated in the surve. The questionnaire included 48 closed and two open questions. The data was developed in the program "SPSS-Statistics”. Preliminary hypotheses have been verified by statistical methods. Person correlation test, the Chi-square tests and linear regression, namely the ANOVA test are used to analyse the results. The analysis of the challenges based on the qualitative and quantitative research became the basis of searching ways to improve the management strategy of higher educational institutions. The challenges identified in the work and the suggested recommendations will help the stakeholders interested in the issue/field.

The paper presents a response to the article by P.A. Orekhovsky and V.I. Razumov, which was devoted to the various problems of Russian higher education and science. As far as we agree with the main message of this article, we are trying to look at the exposed problems from the point of view of management theory. We think that our view seems relevant and methodologically justified, since most of the exposed problems require serious management decisions. It is shown that sometimes absurd reforms and reorganizations pursue very specific goals, which, at the same time, are not reported to the affected entities. In this context, the metaphor of the carnival fits perfectly, and P. A. Orekhovsky and V.I. Razumov use it well. We show the importance of organizational culture within university management. Culture is not an object of manipulation. It is created by people and sometimes controls the leader even more than vice-versa. This is especially important because most of the elements of effective management (task setting, evaluation, monitoring, feedback, etc.) in each organization are to a certain extent determined by culture. It is proposed to return to a system of appointing university rectors, as this will increase the rector’s responsibility for decisions made, as well as eliminate elections, which are often formalities. The pyramidal structure of decision making means a critical dependence of the effectiveness of the organization on the qualities and abilities of the central unit, which, as a rule, consists of one senior official. If that official makes ineffective decisions, then even a perfect hierarchy will idle or even begin to self-destruct. The main flaw of such a structure is that all the information necessary for making decisions is concentrated at the bottom of the hierarchical pyramid (among the subordinates), and all the responsibility and the right to make decisions are at the top (among the senior officials). Our own position presupposes the justification of the transition from the current vertical hierarchical management model within the Russian higher education institutions to a subsidiarity model, according to which decision-making should be carried out at the lowest or least centralized level of government.

In order to propose quality assurance for cutting-edge transnational higher education management, this chapter first analyzes data on academic developmental journals while making use of the three widely known literature databases ISI Thomson, Scopus, and Google Scholar; the latter analyzed by the software Publish or Perish (PoP). Time series of data for documents and their citations provide indices; this chapter provides as most helpful indices the ISI impact factor, Scopus SNIP, and PoP AW index. A dozen of the most influential developmental journals are heuristically ranked by taking into account all available indices from all three literature databases. The series of historic bibliometric data since the 1950s shows the dynamics of the global emergence of developmental journals and developmental thought. Secondly, and as a possible template for similar initiatives in global higher education management, this chapter presents the recently established “Global Studies” (GS) Master’s curriculum at Graz University, Austria. Details on this novel curriculum’s targets, modules, courses, and practicals are given. GS embraces six modules and courses from different schools at university. Emphasis is placed on dialogic interdisciplinary understanding and interparadigmatic integration of multiple disciplines and perspectives, when managing education for the purpose of responsibly hedging and managing globalization and socio-economic global change in responsible partnership.

This publication is devoted to the problems of digitalization of university management, which the authors consider as a universal trend aimed at improving the management system in order to improve the quality of educational services and ensure dynamically sustainable and balanced development of universities. Research objectives: to determine the impact of digitalization (digitalization) on the development of the education management system; to identify the factors hindering the development of the education management system. Methodology: Based on a systemic and structural approach, as well as on key paradigms describing promising management transformations under the influence of digitalization, the authors studied the current state and potential of digitalization of management of universities in Russia, Argentina, Chile and Brazil (Latin American countries), and compared the indicators with similar data on the control group of countries (USA, China and Germany). Assessment and analysis were carried out using the expert method and the method of cluster analysis; the leading experts involved in the problems of public administration and digitalization of management of universities in Russia acted as experts. Results: It was found that digitalization of management has a significant potential for a positive impact on the competitiveness of educational services, on the quality of its pro-vision, on the sustainable, dynamic and balanced development of universities. The study revealed that there are cases of obvious breakthroughs in terms of digitalization of management of individual universities – and on their basis it is possible to build effective digitalization projects that can be adopted locally or replicated in the interests of intensive development and increasing the competitiveness of national higher education systems. The situation with the digitalization of university management in Russia and in the countries of Latin America selected for study is characterized by the presence of numerous common aspects, which suggests the possibility and validity of the implementation of universal solutions suitable for replication. The research materials were supplemented with the results of questionnaires and interviews of administrative managers working at universities. Conclusions. The analytical data obtained indicates that the universities of Russia and selected countries of Latin America remain catching up in the trends of global development of digitalization of management of higher education institutions, while universities in Russia, Chile, Brazil have a high potential for digitalization of management, primarily technological and personnel, and the assessment of the corresponding potential in the universities of Argentina is generally positive. Guided by the relevant data, as well as the materials of generalization of the digitalization practice of individual universities, it seems possible to significantly expand the horizons set by this study.

Job satisfaction in a work place is a feeling of contentment that a n employee derive from his role and responsibilities in the workplace and is dependent upon a number of factors, pertaining to personal, organizational and environmental factors. Considering the job profile and the demand for quality education among universities, the job satisfaction of academic staff in higher education is also affected. This paper aims to examine the job satisfaction of academic staff in higher education as well as private universities in UAE.This study adopts a quantitative research methodology using survey according to 5-point Likert scale instrument. The survey has been divided into ten internal and external factors to determine job satisfaction of academic staff. The data obtained from the survey has been analysed by using statistical and regression analysis.The study concludes that the academic staff of the private universities in UAE has been significantly satisfied with their jobs. It also found that only few factors have positively influenced job satisfaction, especially, supervisor support, promotion and support from colleagues. On the other hand, the study found that recognition and rewards for work done had a negative impact on job satisfaction of academic staff.This study has important implications for higher education management in the development of job satisfaction of academic staff in the UAE. The authors determined that the selected factors, with few exceptions, behaved accordingly to what was expected.

The quality of training is an important issue and is of special concern to universities. Lecturers has a pioneering role in innovation of higher education management since the quality of higher education is always associated with the quality of lecturers. Assessing job satisfaction of lecturers is a fundamental step for universities to improve quality and job satisfaction of lecturers as well as attract and retain qualified lecturers. This study aims at assessing job satisfaction of lecturers in Vietnamese universities. For the purpose of this study, quantitative research method was applied. The questionnaires were sent randomly to 131 lecturers from 48 universities in Vietnam via email and google doc. Then, data was analyzed by various tool including descriptive statistics, frequency, exploratory factor analysis and multiple regression analysis. The study examined four factors affecting lecturer job satisfaction include Facilities, Job Characteristics, Salaries and Fringe Benefits, Development Opportunities. Specifically, Job Characteristics have the strongest impact on lecturer job satisfaction while Salary and Fringe Benefits have the smallest impact on lecturer job satisfaction. The research on factors affecting job satisfaction of lecturers helps universities to develop appropriate policies in order to maintain and develop lecturers, as well as attract talents and prevent the “brain drain”.

Quality assurance and accreditation was officially introduced into the higher education system in Vietnam over ten years ago. It is evident that quality assurance has resulted in positive impacts on university management, teaching, learning and research activities. This paper aims to explore factors that aid the successful implementation of higher education quality assurance and accreditation in Vietnam. Through semi-structured interviews with 32 participants, this study identified a number of factors that contributed to quality assurance processes, including awareness of the importance of quality assurance, better institutional manager leadership, support of university lecturers, staff, and students, and the vital responsibility of internal quality assurance staff. These confirm that internal stakeholders play an important role in undertaking quality assurance programmes and activities.

The purpose of the article is to reveal the essence and substantiate the key vectors of perspective development of the innovation-oriented model of the art university of the future with the definition of potential challenges and transforma- tions from their implementation. The research methodology. The results of the study are obtained by applying the following methods: analysis and synthesis, de- duction and induction in the study of university management, key concepts of or- ganizational management and a systematic approach in determining the place and role of universities in ensuring sustainable development of modern society. The scientific novelty lies in the substantiation that the guarantor of successful sustain- able development of economic systems, namely ensuring economic growth, improv- ing the social welfare of the population and promoting the cultural prosperity of the nation, is the successful formation and further development of university edu- cation. The harmonization of relations between educational institutions with all participants in this process will provide tangible positive effects in the future. Conclusions. According to the results of the study, it is concluded that the identi- fied promising vectors for the development of innovation-oriented model of univer- sity management may also generate appropriate challenges and transformations in the management system of higher education. Therefore, the active participation of all stakeholders in the management process, as well as timely response and optimal management decisions by managers at all levels is a necessary condition for ensur- ing the development of the university sector in the modern globalization conditions. Strategic management has been widely applied in public and private organizations. Strategic management adapts educational institutions to their environment, which includes the educational policy, local demand for labour and other circumstances. The increased autonomy of educational institutions has emphasised the role of strategic management. Quality assurance has also gained more attention in recent years when plans have been made to establish the European Higher Education Area (Berlin Communiqué, 2003). European countries develop their own national solutions for evaluating and demonstrating the quality of degrees (FINHEEC, 2006). There are no European or national agreements that provide any specific approaches or tools for the management of higher education institutions (HEIs) (Maassen & Stensaker, 2003). Each HEI is responsible for defining its management and quality assurance systems. Strategic management is a strong candidate for the management system for Finnish HEIs, but there is more variation in the quality assurance systems. Quality assurance refers to quality management and improvement. Quality is understood as the ability of an institution to fulfill its mission or a study programme to fulfill its aims (Harvey, 2007; Harvey & Green, 1993).
