The article notes that information policy is a logical, objective process that has always been and will be relevant in relations between states, regardless of the development of cooperation between them. In other words, the information policy in the field of public administration is aimed to achieve the goals of the state policy of the country both in peacetime and in wartime. In the article, the author reveals the main components of an information policy and gives a definition to each of them. Along with this, the concept of information security of the country is given, which is the result of scientific and technological progress and information integration of the world community. Analyzing the state policy in the information sphere, the author determines in which areas the issues of information security and information warfare are regulated. The main factor characterizing the successful implementation of state policy in the formation of a mechanism for managing various areas of social development is to ensure a constant focus on the consistent and safe development of socially significant values, and to guarantee the strength of public administration. The degree of development of the information sphere is one of the main indicators that determine the strength of public administration and the safety of society. One of the main elements of the implementation of state policy in the information sphere is the information infrastructure, which should be considered an integral part of strategic information resources and important for the defense capability of the state and its information market. Along with this, the article notes that for Azerbaijan, which lives in a war, the issue of developing an information policy in the field of public administration is particularly important. Today in Azerbaijan, the issue of forming a regulatory framework in this area is one of the priority places in state policy. In this direction, the foundations of the legislative framework for ensuring an information policy in the field of public administration are being formed and developed. It should be noted that in recent years many laws, regulatory legal acts have been adopted, various orders have been issued. The purpose of the article is to identify the problems and contradictions of the state policy in the sphere of European integration of Ukraine and to justify the ways of overcoming them in the current conditions. The main internal problem that hinders the European integration course of Ukraine, experts consider, first of all, inefficiency of the public administration system – insufficient level of competence of civil servants, excessive bureaucracy, unreformed and corrupt public administration system. The top five major internal problems also include: the situation in the Donbas (including both armed conflict and public sentiment), high levels of corruption in Ukrainian society, ineffective policy of informing the population about European integration, lack of consensus in the political and social issues. The opinion that aggression, pressure and all-out hindrance from Russia will be a major external challenge for Ukraine’s European course, is shared by all experts interviewed. Among the major external obstacles, experts also cite internal problems of the EU itself, opposition or waiting position on the part of some EU members who do not want to break their ties with Russia, as well as the lack of a unified position in the European Union regarding the European perspective of Ukraine and the EU enlargement in general. Experts consider that the most effective factor contributing to the increase of the support of European integration in Ukrainian society is the successful implementation of internal reforms and the positive effect of ordinary citizens on them. In today’s context, Ukraine’s accession to the EU remains a goal for which it is active in political, legal, economic and other spheres. Conclusions from this research and perspectives of future development in current area. At the present stage of social development the process of forming and implementing effective and effective state policy in the field of European integration is of particular importance. Ukraine’s accession to the EU is a long-term issue, which depends on both the effectiveness of internal reforms and the transformation processes in the EU. However, Ukraine already needs to insist on giving it a formal EU membership perspective.

The analysis of theoretical bases of development and functioning of the state policy in the field of information security has allowed to come to a conclusion that in domestic scientific circles the research of the given question and problems of perfection of mechanisms of maintenance of safety in information space was engaged by a considerable quantity of scientists, in particular: S. Gorova, N. Grabar, M Gutsalyuk, A. Turchak, J. Chmyr and others. At the same time, it is substantiated that in the science of public administration, today, there is no unified definition of "state policy in the field of security in the information space", because the disclosure of this category in modern scientific thought is not detailed enough. The opinion is substantiated that the state policy in the field of information space security can be defined as a specific complex phenomenon in society, which includes a large number of components of different directions (economic, foreign policy, military, technological and other). In this concept, the activities of public authorities should be aimed at creating favorable conditions for the implementation of state measures to ensure a high level of security in the information environment of the country. The opinion is proved that the state-legal mechanism of public administration in the field of ensuring the security of the information space of the state acts as a holistic system of public authorities and special institutions that outline the legal field in this area and effectively regulate economic, financial, economic and social relations. between subjects in the field of information space security and information data protection. It is noted that the organizational and legal mechanism of public administration in the field of information security of the state provides an opportunity to coordinate the development of regulatory framework in accordance with modern progress and development of information technology in the world, as well as creating an algorithm for public authorities to implement effective state policy in the field of information security of the state, taking into account the necessary resources and by exercising the function of control over their use.

Even though weapons and money are considered important factors for running a modern world, at the end of the day, it is all about controlling and exploiting information for political, military, economic, and commercial advantage. The objective of this chapter is to present a basic understanding of the concept of Information Warfare (IW) and the need for relevant strategies to aid its successful implementation. IW is an important topic in this electronic era and within enterprises, security strategies, tools, and processes are essential in order to maintain a competitive advantage against an adversary or group of adversaries. In this chapter, a Survival of the Fittest IW (SFIW) conceptual framework is presented based on the adaptive nature of IW, and a case study is used to discuss its validity.

Background. In modern conditions, information is not just a technical category. The penetration of the latest technologies into all spheres of life has turned information into an economic category, which has become one of the most essential components of the functioning of the market and, at the same time, a regulator of economic processes. Therefore, interest in the problems of international information security is growing, both for the international community, the state and its regions as a whole, and separately for sectors of the economy, for institutions, for individuals. Analysis of recent research and publications hasshown that the issues of interaction between information and international information security, as well as with the economy, remain unresolved. An important issue is the analysis of information security conditions in the framework of modern world markets and globalization processes, the impact of the consequences of the coronavirus pandemic on the world economy. The aimof the articleis to consider the features of ensuring information security in the conditions of the Ukrainian economy, as well as to identify the nature of the transformation of international information security. Materials and methods. In the course of the research, the methods of analysis and synthesis, abstraction, systematization, identification, classification, comparison and generalization were used. Results. Despite the existence of a lot of theoretical and applied research in the field of information management technologies, the problem of a model description of the main characteristics of information interactions in the context of ensuring information security in organizational and economic systems remains very relevant. Based on the results of this study, the place of the information system in the enterprise management contour is shown, the logical connections of the documents of the information security management system within the framework of the international standard ISO/IEC 27000 are revealed, the problems of international information security that need to be addressed in the context of globalization are identified. The solution of these issues will contribute to the rational restructuring of the sphere of informatization and information policy of the state. Conclusion. It is proved that in Ukraine, the insufficient level of informatization and constant delays in solving the problems of information security and international information security, as well as the negative information impact, lead to huge losses, a slowdown in socio-economic development and a decrease in competitiveness at the world level. To prevent this, a rational restructuring of the sphere of informatization and information policy of Ukraine is necessary with the involvement of international support and the active participation of our state in the transformational processes of international information security to counter information threats using modern methods and legislation in this area. The outlined conceptual provisions require further scientific research of the methodological aspects of economics and management in the context of the transformation of the national economy under the influence of globalization processes and the place of the digital economy in it, the prospects for the use of new methods and management tools in the era of digital economy. The article analyzes the current problems of information security as a part of the national security of the state. The author identifies the reasons for the unsatisfactory situation in the field of information security. Particular attention is paid to the legal framework for information security and prospects for improving legislation, the problems of regulating relations in this area. Successful development and the very existence of Ukraine as a sovereign state is impossible without ensuring its national security. The society’s and the state’s information security is determined by the degree of their protection and, consequently, the stability of the main areas of life concerning dangerous, destabilizing, destructive, infringing the interests of the country information actions at both implementation, and retrieval. The state information policy, as activity of system of public authorities and administration in the information-psychological area occupies the central place in the system of regulation of both social and political relations in the modern information society. The transparency of the state information policy is the basis for ensuring the country’s socio-psychological stability and successful economic development. The practice of information and psychological influence is more and more developing in the modern world. The terms «informational» and «psychological» wars are widely used by politicians and political scientists, and are increasingly appearing in the context of the country’s information security issues. The purpose of this article is to determine the role of information security in the national security of the state and to study the legislative regulation in the information area of Ukraine. A radical change in the state’s approach to solving this problem should become one of the priorities in ensuring national security.

The article is devoted to the problems of finding ways to improve the mechanisms of implementation of state policy in the socio-humanitarian sphere. The purpose of this article is to identify areas for improvement of mechanisms for implementing public policy in the socio-humanitarian sphere, taking into account the needs of their unification within a single approach to the organization of social processes in the analyzed area. Achieving this goal has provided solutions to more practical problems: the development of goals, objectives, areas of state policy in the socio-humanitarian sphere, as well as organizational and legal support for its implementation. All this together will allow to introduce quite detailed algorithms and tools for managing the socio-humanitarian development of Ukraine and to quickly and effectively overcome the negative risks that arise in it. The content, essence and state-legal nature of mechanisms of public administration, as a set of ways and tools of practical realization of state policy are revealed. The analysis of modern approaches to understanding the essence of mechanisms of public administration is carried out. The author's definition of the mechanism of public administration in the socio-humanitarian sphere is offered. The content and essence of state policy in the socio-humanitarian sphere are revealed. The conclusion concerning the basic determinants and features of its development is made. Approaches to the formation of mechanisms for the implementation of state policy in the socio-humanitarian sphere are generalized. The need to further unify approaches to the implementation of such public policy in different sectors of the socio-humanitarian sphere has been proved. The main directions of improvement of mechanisms of its realization are allocated. The mechanism of state policy implementation in the socio-humanitarian sphere is defined as a set of nonlinear sets of tools and methods of state influence, which is implemented through appropriate management decisions (a set of measures as components of state policy) to develop the rights and interests of citizens and practical implementation. guarantees of the state in the fields of education, health care, social security, as well as others covered by the humanitarian mission of the state and able to influence the formation of productive forces, human, intellectual and social capital in society.

Introduction. Modern turbulent state of society actualizes need for scientifically based methods and technological solutions to improve the information security system not only for the state, but also for society and the person in particular. Objective. To highlight the significant factors of information security of social development and to study the role of public admini-stration in the context of the actualization of information threats and risks. Study results. The article considers the essence of state management approaches to information security based on interpretation in terms of risk management. Information security is presented as a dynamic system that needs balance. Balance can be disturbed by external and internal factors. The 8 most significant factors that need to be taken into account to develop effective models of public administration in the field of information security are identified. 4 paradigms of information security management (systemic, synergetic, phenomenological and cognitive) which can be involved are considered. However, they are not universal and separate in any particular case, that is they are systemic in nature, and security management should be based on their integrated application depending on the situation and the specifics of the management process. Based on the analysis of the classical model of maintaining the state balance of a dynamic system, it is concluded that it can be used to ensure information security. A model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. Conclusion.
