The teaching profession demands that every teacher be competent and quality in human capital formation, human resource development, community and Nation. In the 21st century, teaching methods are a key factor in determining the quality of student learning. In an effort to ensure the quality of student learning both SISC+ and Teachers mentored (GDB) work collaboratively to improve the quality of teaching. This is in line with the role and function of the SISC+ position under the sub-initiative of the NKRA GTP 1.0 contained in the Malaysian Education Blueprint 2013-2025. These SISC+ officers have been tasked with mentoring and coaching teachers in Band 5, 6 and 7 schools. The purpose of this study is to determine the quality of coaching teaching of SISC+ Officers as a predictor factor of teacher teaching quality. Additional relationships between the dimensions of the coaching teaching of SISC+ were also identified. This quantitative study involved 250 repondents around the country from National Primary teachers. This study uses Coaching Teaching instrument adapted from the Instrument Managerial Coaching Skills developed by Sohee.P et. al (2008)31. Coaching Teaching consists of five key dimensions of effective communication, team approach, open values, teacher acceptance and teacher development. Multiple regression analysis showed that the SISC+ quality of the combined model of team approach, teacher acceptance and teacher development contributed 63.5% (R2 = .635) variance in teacher quality [F(3, 246)=142.905, p <0.5]. As a whole, the dimension of coaching teaching influences the quality of teacher quality in National Primary schools.

Purpose – Studies in teacher research have seldom discussed the effects of writing publications and teachers’ views on it. This paper aims to examine how teachers in China regard the purpose of writing up research papers and its impact on their professional practice. It also investigates facilitating factors in preparing and writing publications. Design/methodology/approach – This is a qualitative study which mainly analyses interview data gathered from 14 teachers, who have experience in writing publications, from three schools in Shanghai, China. Documentary analysis includes selected published journal papers and book chapters of the interviewees. Findings – Findings show that teachers perceive producing publications as serving both an instrumental purpose of career advancement and a developmental purpose of enhancing their individual professional competency which in turn improves the quality of the teaching profession through knowledge transfer and knowledge transportation. Research limitations/implications – Contributing factors to help teachers to write include the provision of systematic training courses for teachers and the development of network and research partners. Originality/value – Findings of this study help school leaders and teacher educators better their understanding of improving the quality of practice of teachers through equipping them with a “stance of inquiry”. Findings suggest ways to provide relevant support to enhance the writing capacity of teachers. More importantly, a revision of the existing teacher promotion system may make the practice of writing publications of more direct value to teachers’ daily practice.

Abstract The objective of this paper is to formulate an acceptable definition of teacher quality based on effective use of time during the teaching process. Assessing teacher quality is hampered by the complexity of intersecting criteria in teaching profession. Quality is often defined broadly and in general concepts isolated from the actual classroom processes. Society, politicians, parents, educators proclaim that the quality of teachers matters, but it is difficult to come to a consensus, which markers of teacher quality can be measured reliably and which of these elements do have crucial impact on teaching. The major goal of this paper is to clarify what efficiency means in the teaching-learning process if time is taken as the main criterion; how knowledge can be defined and how teacher efficiency can be used as an objective marker of quality in teaching profession.

Teacher continuous professional development (CPD) is perceived as a significant way of improving schools, increasing teacher quality, and enhancing student learning (Vangrieken et al., 2017; Day, 1999). Therefore, educational scholars and policy makers demand CPD opportunities for teachers to help them enhance their knowledge and develop new instructional practices. However, the effectiveness of CPD initiatives and the impact they have on teaching and learning is questionable as reported by many research studies both locally in Oman and internationally (e.g. Al-Balushi, 2017; Antoniou & Kyriakides, 2013). This paper reports the findings of a study, which critically examined the effectiveness of the CPD activities run by the Ministry of Education-Oman for TESOL teachers and the impact of these activities in improving schools, increasing teacher quality and improving the quality of student learning. Data were collected using questionnaires, observations, semi structured and focus-group interview with EFL teachers in Oman. The findings revealed that a number of factors affect English teachers’ CPD in Oman; some of these factors facilitate teachers access to CPD and its’ success while others inhibit that. The data indicates that CPD timing and location can facilitate teachers’ access to CPD while workload and family responsibilities are key inhibitors to CPD access. The findings further showed that suitability and relevance of CPD activity in terms of the topics presented in it and the ideas discussed was reported as an important factor to effective CPD whereas CPD done by unqualified teacher educators can hinder the success of CPD. The study further indicated that the centralised top-down nature of the current CPD system seems to negatively affect the success of CPD in the in-service TESOL context in Oman. The findings suggest that the role of teachers themselves in the provision of CPD is significant; the way teachers are currently marginalized and seen as grateful recipients of CPD do not provide the conditions for intelligent and responsive teaching profession

Autonomy of education as a form of education decentralization results in an important concept for education implementations. One of them is School Based Management (MBS) which then forms School Committee and Education Board as society participations in the education field. Education is a shared responsibility between family, society, and government. Therefore, the school committee as an element of society affiliated in institutions of education has important and strategic roles in the implementation of education. Thus, its roles and functions need to be optimized to improve the quality of education. In general, this study aims to describe objectively the roles of the school committee in improving the quality of education in Tuban Regency. As samples, four primary schools (elementary scholls and madrasah ibtidaiyah) are observed. The research method used is descriptive qualitative research in the form of naturalistic by design or research strategy of the case study. The types of data sources are (1) events, namely the role of school committees in schools, (2) Informants or interviewees consisting of element school committee, principals, and teachers, and (3) Archives or documents. Data collection is performed by observation, in-depth interviewing and document analysis. To analyze data, the interactive analysis model is conducted. The results show that (1) In improving the quality of education, the school committee has collaborated with the school manager in various forms, as well as providing supports both morally and materially. (2) Giving considerations to the school is done through discussions of school committee members. (3) Instructions and supports are manifested by recommending to add the number of teaching staffs and educational personnel as needed. (4)  Consideration in the determination and implementation of education policy is realized by the role of the school committee in arranging RAPBS, plenary meetings or school activities. (6) The monitoring is carried out periodically by requesting accountability reports of learning activities and financial management of the school to assure the transparency and accountability. (7) The mediation role is conducted by delivering government policies in the plenary meeting regarding the education program. Based on the results mentioned, in improving the quality of education in school (madrasah), it is suggested that (1) the school committee is always active and creative in empowering the existing resources in schools and society to support the improvement of education optimally. (2) The school principal can cooperate with the school committee in synergy. (3) Teachers always take care the suggestions from school committee to improve the teaching quality and service for students. (4) Education Ministry and Education Board in Tuban as to their authorities always contribute to school committee to be more empowered in supporting government programs at the level of primary education units

This paper makes a case for a new impetus in creating a coherent research basis for childhood education and teacher education in South Africa. We are proposing a three-level – teacher educators, student teachers and practising teachers – research-led approach that integrates teacher education, schooling and early learning. The aim of the approach is to enhance the quality of learning in primary schools through systematic focus on the object of learning, whether in terms of teaching in school or educating entrants to the teaching profession at the university, or teacher educators inquiring into their practice. There are two thrusts involved: on the one hand bringing the focus of teachers, teaching students and teacher educators coherently onto the object of learning and thereby bringing it to the attention of their respective learners, and on the other hand invoking the principles of the Scholarship of Teaching and Learning (SoTL) movement, thereby enabling its sustainability. We illustrate our case with two examples from the literature that show clearly how learning in school can be enhanced when teachers are actively studying what and how their learners are learning in connection with their teaching and where the work is disseminated in a scholarly manner.
