ABSTRACT The Provisional Measure 870/2019, which amended the Organic Law on Food and Nutrition Security and extinguished the Conselho Nacional de Segurança Alimentar e Nutricional (National Council for Food and Nutrition Security), has brought serious consequences to the Brazilian population, especially for the most vulnerable. This scientific note brings reflections on the trajectory of the Conselho Nacional de Segurança Alimentar e Nutricional, the repercussions of its extinction in the last year, and the project to dismantle social protection policies in Brazil, with serious consequences at a time when the country is going through a crisis in public health due to the Covid-19 pandemic. The absence of the Conselho Nacional de Segurança Alimentar e Nutricional and the weakening of the set of policies for Food and Nutritional Security has mobilized the civil society to defend the human rights to food, food sovereignty, and to democracy itself. The resistance of the different social movements in order to maintain the spaces of civil participation related to Food and Nutrition Security public policies are still going to be long and arduous, demanding the continued vocalization and strengthening of partnership networks within the different movements of the organized civil society. Finally, we highlight the urgent need for restoration of the National System of Food and Nutritional Security (Sistema Nacional de Segurança Alimentar e Nutricional) with all its instances, and of other social policies, so that the negative consequences of the pandemic are avoided or mitigated and the State complies with its obligations to guarantee the rights of the Brazilian population.

Millets are climate-resilient crops adaptable to wide variety of ecological conditions requiring less water for irrigation with better growth and productivity in low nutrient soils.  They require low artificial fertilizers application and show minimal vulnerability to environmental stresses. There is need to revive the importance of millet groups as health foods to enhance food and nutritional security. Millets contain high amounts of proteins, fiber, niacin, thiamine and riboflavin, methionine, lecithin and little of vitamin E. They are rich in minerals like iron, magnesium, calcium and potassium also. Millets due to their nutritive value have potential health benefits to prevent cancers, decrease the occurrence of cardiovascular diseases, reduce tumor proliferation, lower blood pressure, risk of heart diseases, cholesterol content, rate of fat absorption, delayed gastric emptying and increased gastrointestinal bulk. Value-addition to millet grains as ready-to-eat and ready-to-cook items offers good opportunity to farmers for enhanced income generation, promotes production and marketing leading to nutritional security, employment and revenue generation.

This study seeks to identify if this developing country fulfills the obligations of respecting the Food and Nutritional Security when producing and commercializing transgenic foods. A bibliographic research was carried. The objective was to respond to the fulfillment of Food and Nutrition Security and the use of transgenics, based on the concept of Food and Nutritional Security, its interface with the Human Right to Adequate Food and the food and nutritional dimensions of the theme. Regarding the environment, the technology of transgenics, when used in a massive way for protection against insects and weeds, is not always safe. The use of certain herbicides, linked to production control, can also be deleterious. Epidemiological studies on the nutritional advantages are insufficient and the possibility of allergenicity exists, if the protocols for seed release are not considered. Lack of enforcement in these protocols and in labeling threaten Food Safety, since the population is vulnerable to the consumption of foods whose origin are not well known. Even with the transgenic food, a bigger amount of food is not available for everybody.  The importance of food and nutritional education is emphasized in this study. Since the concept of Food and Nutritional Security is indivisible, we come to the conclusion that Food and Nutritional Security in a developing country is not fulfilled.

Agro-industries should adopt effective strategies to use agrochemicals such as glyphosate herbicides cautiously in order to protect public health. This entails careful testing and risk assessment of available choices, and also educating farmers and users with mitigation strategies in ecosystem protection and sustainable development. The key to success in this endeavour is using scientific research on biological pest control, organic farming and regulatory control, etc., for new developments in food production and safety, and for environmental protection. Education and research is of paramount importance for food and nutrition security in the shadow of climate change, and their consequences in food production and consumption safety and sustainability. This review, therefore, diagnoses on the use of glyphosate and the associated development of glyphosate-resistant weeds. It also deals with the risk assessment on human health of glyphosate formulations through environment and dietary exposures based on the impact of glyphosate and its metabolite AMPA—(aminomethyl)phosphonic acid—on water and food. All this to setup further conclusions and recommendations on the regulated use of glyphosate and how to mitigate the adverse effects.

ABSTRACT:The objective here was to demonstrate the experience of the production and consumption of vegetables in the home of the elderly located in Cruz das Almas, BA. Methodologically, a field research was developed, with semi-structured interviews. Prior to this process the vegetable garden was built. The main results pointed out that the food produced besides representing access to the consumption of food free of agrochemicals, which provided food and nutritional security, also portrayed histories of the inmates' lives, the familiar memories, the memory of a time that developed activities in the field. And so, with strong references of their identity, many of them, based on subjective and symbolic issues, taking advantage of their cultural baggage in the urban territory. Keywords: identity references, third age, agroecological production.

Although agriculture is t he major economic activity in Nigerian rural areas , its inhabitants are among the most vulnerable to food and nutrition insecurity. Therefore, any effort aimed at minimizing food and nutrition insecurity must start from rural areas. This study examines agricultural production, food and nutrition security in rural areas of the Benin region in Nigeria , highlighting the major constraints . A measure of household food and nutrition security used in this study is based on dietary intake, real wage rates, employment , and incidence of illness and adequacy norms. This study is based on a food frequency questionnaire survey administered using systematic random sampling technique , participatory assessment technique, interviews with stakeholders and published materials . So me indices employed in measuring food and nutrition security i n this paper are physical access , which is measured in relation to availability of agricultural infrastructure such as roads , while economic access is measured in terms of income, expenditure and estimated profit margins. Two pre - tested questionnaires were administered in 20 rural communities in the Benin region to elicit information from respondents were analysed using simple descriptive techniques like charts, tables and percentages. Subsistence agriculture is the main stay of the studied rural economies and is dependent mainly on rain - fed, low - technology - driven cultivation with no access to modern farm inputs. Farming alone is the main source of income for 57% of the respondents , while fishing and trading account for the other 43%. T he study reveal s that although 60% of respondents are engaged in agriculture, their access to food and nutrition is in secure due in part to unstable incomes , seasonality of harvest and inadequate health and sanitary conditions . Also, lack of storage facilities in these rural communities has increased post - harvest losses and has reduced farmers ’ /household incomes , thereby worsening their food insecurity situation . The study also found that rural - urban migration result s in shortage of manpower for agricultural activities . L ack of access to fertilizer and poor infrastructure are major factors for the decline in agricultural production in the last five years in the sampled communities. The study recommends t he need for a considerable and sustained government investment in agriculture and the provision of basic facilities to support education, health care, sanitation and safe drinking water supply . This will help to ensure food and nutrition security and help to curtail rural – urban migration .

Achieving food and nutrition security remains a tall order for developing countries. The FAO, IFPRI, WFP, UNICEF and other international bodies continue to provide active support in order to achieve global food and nutrition security. However, low technological capability, inefficient production, insignificant economic growth, increasing populations and lately climate variability, affect food production, leading to either stagnation or modest gains in food and nutrition security in different regions of the World. For African countries, food and nutrition security continues to improve, albeit at a slow pace, although the recent breakout of COVID-19 is bound to lead to a decline in food production, in the short and mid-term. In the East African Community, political stability, ambitious economic planning, the quest for higher agricultural productivity, improving educational achievement, improving sanitation and health, are contributing to the improving food and nutrition security. To hasten the process, Kenya, Uganda and Tanzania embraced Vision 2030, Vision 2040 and Vision 2025, respectively. These grand, socio-economic plans bore Vision 2050 in the East African Community and Vision 2063 for the African Union. This chapter examines food and nutrition security in Kenya, Uganda and Tanzania, and provides country-specific recommendations for achieving it. These include investing in agriculture, decelerating population growth, using adaptive research to solve farmer-problems, strengthening farmer-organizations and the formation of cooperatives.
