This study seeks to identify if this developing country fulfills the obligations of respecting the Food and Nutritional Security when producing and commercializing transgenic foods. A bibliographic research was carried. The objective was to respond to the fulfillment of Food and Nutrition Security and the use of transgenics, based on the concept of Food and Nutritional Security, its interface with the Human Right to Adequate Food and the food and nutritional dimensions of the theme. Regarding the environment, the technology of transgenics, when used in a massive way for protection against insects and weeds, is not always safe. The use of certain herbicides, linked to production control, can also be deleterious. Epidemiological studies on the nutritional advantages are insufficient and the possibility of allergenicity exists, if the protocols for seed release are not considered. Lack of enforcement in these protocols and in labeling threaten Food Safety, since the population is vulnerable to the consumption of foods whose origin are not well known. Even with the transgenic food, a bigger amount of food is not available for everybody.  The importance of food and nutritional education is emphasized in this study. Since the concept of Food and Nutritional Security is indivisible, we come to the conclusion that Food and Nutritional Security in a developing country is not fulfilled.

Economic and sanitary crises have great repercussions on access to food and the health of the population. In this context, austerity policies can have devastating effects on social rights. The purpose of this essay is to reflect on the impact of various types of crises on the Human Right to Adequate Food and Nutrition (DHANA) and on Food and Nutritional Security (SAN) of vulnerable populations and to identify of public policies, programs and actions developed based on the relief of the damage caused by the COVID-19 pandemic. From the collection of information carried out in a non-systematic way on government websites and scientific databases, documents were read in full, categorized, and critically analyzed. Three different contexts, Africa, Latin America, and Portugal, are presented by the authors who work in these realities, with the intention of contributing to mitigate the food problems that worsen and are derived from the pandemic situation.

ABSTRACT The Provisional Measure 870/2019, which amended the Organic Law on Food and Nutrition Security and extinguished the Conselho Nacional de Segurança Alimentar e Nutricional (National Council for Food and Nutrition Security), has brought serious consequences to the Brazilian population, especially for the most vulnerable. This scientific note brings reflections on the trajectory of the Conselho Nacional de Segurança Alimentar e Nutricional, the repercussions of its extinction in the last year, and the project to dismantle social protection policies in Brazil, with serious consequences at a time when the country is going through a crisis in public health due to the Covid-19 pandemic. The absence of the Conselho Nacional de Segurança Alimentar e Nutricional and the weakening of the set of policies for Food and Nutritional Security has mobilized the civil society to defend the human rights to food, food sovereignty, and to democracy itself. The resistance of the different social movements in order to maintain the spaces of civil participation related to Food and Nutrition Security public policies are still going to be long and arduous, demanding the continued vocalization and strengthening of partnership networks within the different movements of the organized civil society. Finally, we highlight the urgent need for restoration of the National System of Food and Nutritional Security (Sistema Nacional de Segurança Alimentar e Nutricional) with all its instances, and of other social policies, so that the negative consequences of the pandemic are avoided or mitigated and the State complies with its obligations to guarantee the rights of the Brazilian population.

A agricultura familiar no Brasil tem relevante importância na economia do país, pois além de gerar um grande número de empregos no campo, também é responsável por garantir boa parte da segurança alimentar e nutricional. É caracterizada como um dos principais segmentos do seu espaço agrário, produzindo alimentos em maior quantidade, qualidade e diversidade que o agronegócio. Portanto, o presente estudo teve por finalidade realizar uma pesquisa bibliográfica, visando analisar a agricultura familiar no Brasil e no estado de Mato Grosso, destacando sua importância social e econômica no atual cenário nacional, bem como sua relação com a segurança alimentar e nutricional. A coleta de informações foi realizada através de revisão bibliográfica e como base, foram coletados dados secundários disponibilizados pelo IBGE e INCRA/FAO. Os resultados demonstram que existe uma relação intrínseca entre agricultura familiar, segurança alimentar e nutricional, e que o acesso às políticas públicas e financiamentos tem sido desigual, sendo necessário aprimorar a comunicação entre agricultores e órgãos ligados a mesma.Palavras-chave: agricultores familiares, autoconsumo, políticas públicas, pluriatividade. RURAL DEVELOPMENT, AGRICULTURE AND FOOD AND NUTRITIONAL SECURITY IN BRAZIL AND MATO GROSSO ABSTRACT:In Brazil family farming has relevant importance in the country's economy because it generates a large number of jobs in the field, also it is responsible for ensuring food and nutrition security. Family farming is characterized as one of the main segments of agrarian space, it produces foods in greater quantity, quality and diversity than agribusiness. Therefore, the present study had for purpose perform a bibliographic research, aiming analyze family farming in Brazil and Mato Grosso state, highlighting its social and economic importance in current national scenario, as well as its relationship with food and nutrition security. The gathering information was performing through bibliographic review, and as base were collected data provided by IBGE and INCRA/FAO. The results show that there is a relationship intrinsic between family farming, food and nutrition security, and that access to public policy and funding has been uneven, being necessary improve communication between farmers and organs linked the same.Keywords: family farmers, self-consumption, public policy, pluriactivity. DOI:

ABSTRACT Objective This article presents an evaluation model for Government-Subsidized Restaurants within the framework of the National Food and Nutrition Security Policy. Methods This is an evaluation study. The Evaluation Matrix was elaborated from five stages: systematized revision for elaboration of the theoretical-logical model; immersion process; construction of the preliminary theoretical-logical model; consensus workshops, through the traditional committee technique; elaboration of the evaluation matrix proposal; and external consensus with specialists in the subject and in the implementation and management of Government-Subsidized Restaurants. Results The proposed matrix contemplates two dimensions: Political-Organizational, with the subdimensions: Management, Structure and Target Public; and Technical-Operational, with the sub-dimensions: Adequate Food, Food and Nutrition Education, and Extended Public Assistance. Twenty-four indicators and 29 measures were listed. Conclusion The findings point to the need for advances in evaluation methodologies that contemplate Food and Nutrition Security as the guiding principle of the actions performed by Government-Subsidized Restaurants. Thus, the evaluation matrix presented aims to contribute to the improvement of the GSR as a multifunctional tool, promoter of Food and Nutrition Security and the realization of the Human Right to Adequate Food within the National Food and Nutrition Security Policy.

Abstract The goal of this commentary is to expose the situation of Food and Nutrition Security (FNS) in Brazil in the context of the COVID-19 pandemic by providing a critical analysis of this scenario and suggesting ways to move forward. When COVID-19 arrived in Brazil, a crisis scenario that incorporated economic, social and political aspects became highly visible. This scenario fostered unemployment, poverty and hunger. Besides that, it exposed multiple vulnerabilities that were getting worse over the past few years prior to the pandemic. In this context, COVID-19 found in Brazil a fertile ground for its dissemination and community transmission. The impacts of the suspension of many commercial activities and other economic sectors due to the pandemic were quickly felt socially and economically in Brazil. Some of the actions carried out by the Brazilian government included the emergency aid payment and exemption from payment of energy bills for vulnerable individuals, release of funds for programmes for the direct purchase of food from family farmers, delivery of school food kits directly to students despite the closure of schools and publication of sanitary rules for the operation of restaurants. However, these actions are still insufficient, slow and not sufficiently coordinated to contain the progress of the food and nutritional insecurity crisis in Brazil. The COVID-19 pandemic highlights the urgency for the Brazilian government to again prioritise the FNS agenda. This includes implementing mechanisms to ensure the Human Right to Adequate Food and expanding existing FNS programmes.

Based on the discussions of Role Theory and policy transfer, this paper analyzes how the transfer of food and nutritional security policies to the Community of Portuguese Speaking Countries relates to Brazil´s performance as a “developer”. We demonstrate how a transnational policy transfer network congregating several cooperation modalities was constructed as a status-seeking strategy grounded on projecting domestic policies. Therefore, the policy transfer case study, was carried out, through interviews and document analysis, in order to observing the cooperative dynamic by mapping the effects that the contacts established between several actors had in the long term. The temporal scope of the analysis begins with the arrival of Lula da Silva to the Presidency in 2003, and extends until the II Extraordinary Meeting of the CPLP Council of Food and Nutritional Security, in June 2017. For conducting an operational analysis, social participation and inter-sectorial work were selected as representatives of the conceptual framework related to the Human Right to Adequate Food, since they are two central ideas for the policies that are the object of experience-sharing in South-South cooperation on food and nutritional security.

RESUMO:O objetivo deste trabalho foi analisar a evolução da produção e a disponibilidade de alimentos no município de São Cristóvão-SE na perspectiva da Segurança Alimentar e Nutricional, para isso foi realizado um estudo descritivo com base na análise dos indicadores municipais de Produção de Alimentos e Disponibilidade de Alimentos utilizando dados secundários de acesso público do Instituto Brasileiro de Geografia e Estatística (IBGE). A produção agrícola tem grande importância econômica para o município e está relacionada com a segurança e a soberania alimentar e nutricional da população. Este estudo mostrou que a produção de alimentos no município está voltada principalmente para a exportação e que o modelo agrícola predominante contribui para isto, e esse modelo pode influenciar a Segurança Alimentar e Nutricional da população. Palavras-chave: Produção agrícola; Segurança Alimentar e Nutricional; Soberania alimentar.  ABSTRACT:The objective of this work was to analyze the evolution of production and food availability in the city of São Cristóvão-SE from the perspective of food and nutritional security, for this was carried out a descriptive study based on the analysis of the municipal indicators of Food Production and Availability of Food using secondary data of public access of the Brazilian Institute of Geography and Statistics (IBGE). Agricultural production has great economic importance for the municipality and is related to the food and nutritional security and sovereignty of the population. Millets are climate-resilient crops adaptable to wide variety of ecological conditions requiring less water for irrigation with better growth and productivity in low nutrient soils.  They require low artificial fertilizers application and show minimal vulnerability to environmental stresses. There is need to revive the importance of millet groups as health foods to enhance food and nutritional security. Millets contain high amounts of proteins, fiber, niacin, thiamine and riboflavin, methionine, lecithin and little of vitamin E. They are rich in minerals like iron, magnesium, calcium and potassium also. Millets due to their nutritive value have potential health benefits to prevent cancers, decrease the occurrence of cardiovascular diseases, reduce tumor proliferation, lower blood pressure, risk of heart diseases, cholesterol content, rate of fat absorption, delayed gastric emptying and increased gastrointestinal bulk. Value-addition to millet grains as ready-to-eat and ready-to-cook items offers good opportunity to farmers for enhanced income generation, promotes production and marketing leading to nutritional security, employment and revenue generation.

A literatura traz possibilidades de estudos para compreender fenômenos ligados à condição humana. A obra Quarto de despejo, da autora Carolina Maria de Jesus, foi utilizada como objeto de conhecimento, como corpus de pesquisa para compreender o fenômeno da fome, sob a ótica da Segurança Alimentar e Nutricional. Para alcançar o objetivo deste estudo, foi realizada a leitura integral da obra, bem como a elaboração de um arquivo digital que subsidiou a posterior análise dos dados. Os resultados encontrados na investigação foram sistematizados em três tópicos de análises: a fome é tratada como uma iniquidade social, sendo desvelada através da violação do Direito Humano à Alimentação Adequada; o corpo e a mente padecem sob as densas penalidades da fome; e come-se, bebe-se, vive-se em um espaço insalubre: a favela o quarto de despejo da humanidade. Acredita-se que refletir sobre este fenômeno alimentar possibilita adentrar num imaginário denso de significações que vai além de interpretações objetivas.Palavras-chave: Insegurança Alimentar e Nutricional. The book Quarto de despejo, of the author, Carolina Maria de Jesus, was used as an object of knowledge as a corpus of research to understand the phenomenon of hunger, from the point of view of Food and Nutrition Security. In order to reach the objective of this study, a complete reading of the work was done, as well as the elaboration of a digital file that subsidized the subsequent analysis of the data. The results found in the research were systematized in three topics of analysis: hunger is treated as a social inequity, being unveiled through the violation of the Human Right to Adequate Food; The body and mind suffer under the dense hardships of hunger; And eats, drinks, lives in an unhealthy space: the favela is the dumping ground of humanity. It is believed that reflecting on this food phenomenon makes it possible to enter into a dense imagery of meanings that goes beyond objective interpretations.Keywords: Food and Nutritional Insecurity. Abstract Access to enough food to eliminate hunger is a fundamental right of society. Lack of food is an obstacle to social, political, economic, and cultural development of society. Investment in agriculture, support of education, and health development in the community can lead to food security. Water is fundamental to agriculture and hence to food and nutritional security. Water is also vital for plants and livestock. Agriculture has the largest share of water consumption, accounting for about 70% of all freshwater earmarked for human use, and good quality water is needed for production of a wide variety of non-food products, such as cotton, rubber, and industrial oils. In 1948, the Universal Declaration of Human Rights affirmed everyone's right to adequate food. However, accessing adequate food in rural areas in many developing countries depends on access to natural resources, including water. On 28 July 2010, the UN General Assembly declared access to clean drinking water and sanitation as a human right. Significant changes in policy and management across the entire agricultural production chain are necessary to ensure the best use of available water resources to meet the growing need for food and other agricultural products. The Food and Agriculture Organization (FAO) works with countries around the world to improve food security. It has been assisting member states in cooperation with public and private financial institutions since 1964, and has implemented numerous programs to invest in agriculture and rural development. In recent years, emergency aid to meet the urgent needs of people in Economic Cooperation Organization (ECO) member states has been provided through these programs in times of crises, such as earthquakes, floods, droughts, and avian influenza.
