The encyclopedic editions that cover the topic of ZUNR are analyzed in this article. The main focus is on the Soviet encyclopedic editions "Ukrainian Soviet Encyclopedia" and "Soviet Encyclopedia of the History of Ukraine" in which the authors covered the history of ZUNR under the crushing Soviet propaganda way. These articles describe the position of the Soviet authorities regarding the history of the ZUNR and the independence of Ukraine. Historical aspects of statehood are revealed, but as destructive and crushing for the Soviet apparatus. The unilateral nature of these articles was characterized as they covered ZUNR policy from a subjective point of view. The tendency of repetition of encyclopedic texts on ZUNR that passed from one Soviet edition to another is revealed. Changes in the emphasis on the study of the history of ZUNR with the restoration of Ukraine's independence have been observed. Significant attention is focused on modern encyclopedic projects, which cover the history of ZUNR and have become a kind of quintessence and business card of all previous scientific work on the subject of ZUNR. Examples in changing the emphasis in ZUNR research by modern researchers are given. The basic conceptual bases of national historiography concerning the history of ZUNR are formulated. In the article, the author emphasizes the position of changing the assessment of the state policy of ZUNR officials to the state policy. Domestic researchers in new encyclopedic editions re-submit ZUNR history and most of the stigmatized spots have been cleaned up and fairly introduced into national encyclopedic editions. The article emphasizes the need to develop new archival data that will become available in the archives of the Catholic University of Rome. Declassification of these materials will make it possible to review articles in encyclopedic editions of already independent Ukraine. Make their own adjustments and add to existing present historical material. The author emphasizes that encyclopedic science is an important field of historical disciplines, because it covers a large amount of material in an accessible abbreviated form. In this article, a model of the mechanism of ensuring public security and orderliness in accordance with the principles and tasks of the relevant institu- tions in public administration, taking into account resources, technologies, mea- sures for the state policy implementation in the spheres of ensuring the protection of human rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order. It was found that ensuring public security and order in Ukraine is a mechanism for the implementation of national goals of state policy in the areas of ensuring the protection of human rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order, by defining tasks according to certain principles. The idea is that if one considers the state policy in the spheres of ensuring the protec- tion of human rights and freedoms, the interests of society and the state, combat- ing crime, maintaining public security and order as a national priority (purpose, task), then the mechanism of ensuring public security and order in Ukraine needs coordination with the state development strategy. From the point of view of the implementation of the state policy in the areas of ensuring the protection of hu- man rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order, the mechanism of ensuring public security and order in Ukraine can be considered as the main system providing intercon- nection such elements as institutions (implementing the specified state policy), resources (human resources, logistical, natural and so on, with the help of which it is possible to implement state policy), technologies (skills, knowledge, means and so on the implementation of state policy), measures (action plans), as well as external (internal) threats.

AbstractAs dialectical theology rose to prominence in the years following World War I, the new theologians sought to distance themselves from liberalism in a number of ways, an important one being a rejection of Schleiermacher’s methods and conclusions. In reading the history of Weimar-era theology as it has been written in the twentieth century one would be forgiven for assuming that Schleiermacher found no defenders during this time, as liberal theology quietly faded into the twilight. However, a closer examination of this period reveals a different story. The last generation of liberal theologians consistently appealed to Schleiermacher for support and inspiration, perhaps none more so than Georg Wobbermin, whom B. A. Gerrish has called a “captain of the liberal rearguard.” Wobbermin sought to construct a religio-psychological method on the basis of Schleiermacher’s definition of religion and on his “Copernican turn” toward the subject and resolutely defended such a method against the new dialectical theology long after liberal theology’s supposed demise. A consideration of Wobbermin’s appeals to Schleiermacher in his defense of the liberal program reveals a more complex picture of the state of theology in the Weimar period and of Schleiermacher’s legacy in German Protestant thought.

The purpose of this paper is to explain the state of our knowledge of the etiology of epidemic encephalitis, and especially to draw a line of demarcation between the established virus of simple herpes and the hypothetical virus of epidemic encephalitis. It had already been shown that the experimental observations on rabbits do no suffice to prove the identity of the herpes with the encephalitis virus. The discussion of the subject in this paper shows that identity cannot be postulated on the basis of the performed guinea pig experiments. Attention has been drawn to the significant fact that there is lack of harmony in the positive results of those investigators who believe that the incitants of epidemic encephalitis have been discovered. An attempt has been made to attribute some of the discrepancies reported by these investigators either to accidental and contaminating microbic agents, or to the uncovering of virulent agents preexisting in a latent state in the animals employed for inoculation, the existence of which was not previously known or suspected. Since past experience leads us to believe in a single incitant for widespread epidemic diseases, it is probable that, when certainly discovered, the microbe of epidemic encephalitis will prove to be simple and not multiple. The direct corollary to this point of view is that up to the present, the etiology of epidemic encephalitis has not been determined.

Maintaining security is one of public tasks that determine the quality of life of the population. This issue is the subject of much debate both social and political. An in-depth assessment of the situation requires a variety of analyzes, significant from the point of view of the implementation of appropriate, effective strategy to increase the sense of security among citizens. The aim of the paper is to compare the state of public safety in selected European countries. The study was conducted based on Eurostat data from the years 2005–2011.

The paper is aimed at studying the features of the migration legislation of Japan and the study of the legal status of the immigration bureau of this state. Japan is a country that has passed a special path of historical development. In many ways, this specificity was due to the state policy of isolationism. The existing cultural traditions largely determine the attitude of the Japanese government to immigration. The paper studies the history of the formation of migration control authorities of the state in question, the peculiarities of the legal status of the Immigration Bureau of the Ministry of Justice of Japan and its structure, analyzes the powers of the Immigration Bureau employees. The paper also provides information on the size of the Immigration Bureau and state funding of the activities of this body.

Following the political upheavals of 1978, the history and development of Shiite religious thought in modern-day Persia has been the subject of detailed scholarly studies, but the modern development of Sufism—the mystical tradition that lies at the heart of traditional Persian culture, literature and philosophy, which is, from the cultural and literary point of view at least, the most fascinating aspect of the Perso-Islamic religious tradition—remains almost completely uncharted. In contrast to the classical and medieval periods of Persian Sufism which have undergone much scholarly investigation in recent years, the study of the modern period of Iranian tasawwuf, though far better known and documented, has been seriously neglected by scholars.

It is often said that the subject matter of political philosophy is the nature and justification of the state. Georg Wilhelm Friedrich Hegel thinks that political science is “nothing other than an attempt to comprehend and portray the state as an inherently rational entity.” John Rawls famously understands “the primary subject of justice [to be] the basic structure of society,” restricting his attentions to a society “conceived for the time being as a closed system isolated from other societies,” and assuming that “the boundaries of these schemes are given by the notion of a self-contained national community.” Contemporary political philosophers often follow suit, disagreeing about what states should do, and simply assuming that they are the proper agents of justice or reform. The history of philosophy and the development of political concepts seem to be central to understanding the state. The influence of Roman law and republican government, and the rediscovery of Aristotle in the twelfth and thirteenth centuries, are obvious important influences. The modern state emerged first in Western Europe in early modern times.

В предложении данная категория определяет, является ли реальный исполнитель слова или действия, выполняющий функцию, субъектом или объектом, и означает ли что действие было разработано кем-то другим. В этой статье мы проанализируем категорию залога с исторической и семантической точек зрения в кыргызском языке. Определяя значения, мы будем анализировать историю этих залогов от древнего Коктюрского времени до наших дней и подробно обсуждать лингвистические методы, с помощью которых они сформированы. Наша статья основана на материале кыргызского и турецкого языков. The collateral category is a necessary category of linguistic thought inherent in communication. The most important feature of the categories of collateral is the relationship between the subject and the object of the action. In a sentence, this category determines whether the real performer of a word or action performing a function is a subject or an object, and means that the action was designed by someone else. In this article, we will analyze the category of collateral from a historical and semantic point of view in the Kyrgyz language. By defining the meanings, we will analyze the history of these pledges from ancient Cocturian times to the present day and discuss in detail the linguistic methods by which they were formed. Our article is based on the material of the Kyrgyz and Turkish languages.

This chapter discusses statistics as social science. The systematic study of social numbers in the spirit of natural philosophy was pioneered during the 1660s, and was known for about a century and a half as political arithmetic. Its purpose, when not confined to the calculation of insurance or annuity rates, was the promotion of sound, well-informed state policy. Political arithmetic was, according to William Petty, the application of Baconian principles to the art of government. Implicit in the use by political arithmeticians of social numbers was the belief that the wealth and strength of the state depended strongly on the number and character of its subjects. Political arithmetic was supplanted by statistics in France and Great Britain around the beginning of the nineteenth century. The shift in terminology was accompanied by a subtle mutation of concepts that can be seen as one of the most important in the history of statistical thinking.
