In the article the author has researched some aspects of ideas concerning implementation of modern information technologies in the system of special education. The author reviewed the directions of modern scientific researches in special pedagogy on the issue of implementation of information technologies. The author has considered the theoretical and practical achievements in the use of computer and cloud technologies at the institutional level. There has been defined the nature and possibilities of informatization environment development within the special schools and the possibilities for using the latest information technologies in mentally retarded children learning. The author has proved the expediency of forming a basic level of competence of the mentally retarded students in computer science. The prospects for further scientific research in this area were defined. It was indicated that their subject field should be a process of informatization environment development at the level of special school.

This article discusses how the learning of Islamic Religious Education for mentally retarded children in Extraordinary Schools (SLB). Extraordinary Schools (SLB) are special schools for school-age children who have "special needs". Children with intellectual disabilities have IQs below the average normal child in general, thus causing their intellectual and intellectual functions disrupted which causes other problems that arise during their development. Islamic education is not only given to normal children, but also to children who have disabilities or mental disorders. This study uses qualitative research and uses a phenomenological approach. Data collection methods are observation, interviews, and documentation. The results of this study state that the implementation of Islamic Religious Education learning for mentally retarded children in SLB Bhakti Pemuda City of Kediri emphasizes memorization and practice directly with concrete or tangible objects, and is evaluated in three domains, namely cognitive, affective, and psychomotor. However, the evaluation of learning in SLB Bhakti Pemuda Kota Kediri is more measured from the realm of affective (attitude and values) and psychomotor (skills or skills).

Urgency of the research. In the conditions of a short-age of local financial resources, financing of infrastructure projects is impossible without the development of the system of municipal lending. Target setting. An important condition for the devel-opment of the municipal lending system is the introduction of modern information technology in the process of interaction between local governments with potential lenders and investors. Actual scientific researches and issues analysis. Theoretical and methodological aspects of the development of municipal lending, the market for municipal borrowing are considered in the scientific works of domestic and foreign scholars, in particular D. Bergstresser, O. P. Kyrylenko, А. V. Petrykiv, J. Reck, I. Z. Storonianska. Uninvestigated parts of general matters defining. However, in the context of e-government development, the low level of application of modern information technologies in the municipal lending market requires further research. The research objective. The purpose of the paper is to substantiate the need for the use of modern information technologies by local authorities and local governments in the system of municipal lending. The statement of basic materials. The article reveals the problems and necessity of introducing modern infor-mation technologies into the system of municipal lending. The use of local government and local government cloud technologies, systems of Internet-trading, creation of centers of information and financial technologies for expanding the boundaries of information interaction between all the participants of municipal lending is proposed. Conclusions. As a result of the introduction of infor-mation technologies into the system of municipal lending, the amount of funds will be increased to solve the financial problems of the development of the local economy.

Abstract: The purpose of this study was to describe fine motor skills in mentally retarded children. This study involved 20 mentally retarded children in special schools (SLB) in North Lombok. Identification was carried out using several data collection techniques, namely through observation, filling out instruments and interviewing the teacher. Identification of mentally disabled children focuses on several fine motor skills, namely: making curved lines, making horizontal lines, making circle patterns, cutting straight line pattern paper, cutting zigzag pattern paper, cutting circle pattern paper, cutting square pattern paper, simple drawing, coloring using colored pencils, coloring using crayons, and coloring using watercolors. The results of the study used descriptive analysis with two categorizations. Based on the results of the analysis, it was found that out of 20 mentally retarded children can be categorized as follows: on average 68% of children are in the Start Development category (MB), which means that children are starting to be able to do activities, but still with the help of teachers and 32% of children fall into the Developing Appropriate category Hope (BSH). Thus, through this identification it can improve fine motor skills in mentally retarded children by using other interesting methods or strategies. Keywords: skill, finemotor, intelectual disability

The present study investigated Behavioural Characteristics and Behavioural Disturbances among 60 children with intellectually disabled or mentally retarded and 60 normal children (30 males &30 females).The age of the children ranged between 10 to 12 years. Mentally retarded children were taken from special schools for the mentally retarded children of Ranchi and normal children were taken from different schools of Ranchi town. Mothers of both groups of children rated the behaviour characteristics and disturbances of the children on the excitability rating scale and behavioural assessment scale for Indian children with mental retardation (BASIC-MR,Part-B).Results indicated that total problem scores varied significantly according to the IQ level (retarded & normal) and gender of the subjects. In both groups male showed higher level of excitability and behavioural disturbances than female.

Based on the analysis of scientific and methodological sources, the article looks at the state of informational and methodological support of students’ independent study. The authors conclude that insufficient attention is being currently paid in Ukraine to the implementation of informational and methodological support of students’ independent study using cloud technologies. It has been determined that independent work as the dominant component of the students’ educational activity in the framework of joining the European educational space requires a new approach to its construction, covering the whole set of innovative aspects. The general problem of education is the reduction of the number of classroom hours and transfer of a significant amount of study material to independent study. Such a situation requires further scientific analysis and the development of specific recommendations in order to improve the independent learning activities. On the basis of the content analysis of scientific articles on the professional training of university students, the directions of improving informational and methodological support of students’ independent study were singled out on the example of the discipline “Modern Information Technologies”. Studies have been conducted among the students regarding their readiness to use the informational and methodological support of independent study and it is determined that it is advisable to use Google cloud services and an educational site with educational materials for independent work. In the article the approaches to introduction of informational and methodological support of students’ independent study are theoretically grounded and a model of informational and methodological support of independent study of university students is developed. Informational and methodological support of students’ independent study is based on the integration of two classifications of independent work (in terms of the type of learning tasks and of educational and cognitive activity) that will be performed in the complex way and will facilitate the formation of university students’ ability to organize and plan and the ability to work independently. For the discipline “Modern Information Technologies” an Internet resource is developed in the form of a site that contains the necessary information for performing independent work. Separately, an electronic calendar for the organization of independent student learning was developed. The integration of calendar elements into the educational site has been carried out in order to ensure the functioning of the informational and methodological support of students’ independent study. The methodological principles of informational and methodological support of students’ independent study were developed, namely the use of cloud service Google Calendar in the course “Modern Information Technologies”.

Education is a basic right that every child in general must have without exception. Academic, social and emotional abilities can develop well through education. The curriculum used in Indonesia at the moment was the 2013 curriculum. One of the schools that carries out educational activities was the Extraordinary School (SLB). SLB was one of the place whom expected to develop the development of mentally retarded children. Through Special School, mentally retarded children got academic and non-academic education that suits their needs. One of the skills that must be taught is the ability to brush your teeth. Retarded students in the moderate category still find it difficult to brushed parts of teeth that were located inside such as right and left teeth and inner teeth. In addition to the position of the teeth, the frequency and time of tooth brushing was also a problem for the mentally retarded child. based on the activities that have been carried out, it appears that the ability of teachers to brush their teeth has improved, this is expected to help their students to brush their teeth properly.

Character education is not only applied in public schools, but also for special schools with students who have special needs. This study aims to find out: (1) Application of honest character education discipline and responsibility for children with mental retardation in Banyumas Elementary School (2) Obstacles in the implementation of character education for mentally retarded children in SDLB Banyumas (3) Solutions to overcome obstacles in the application of education the character of mentally retarded children is at the Banyumas Primary School. This research was conducted at the Banyumas Elementary School. This research uses a descriptive method with data collection techniques through interviews, observation, and documentation study. Participants in the study were Principals, Teachers, Parents of moderate mentally retarded children, and Students with a classification of moderate retardation children. The results of the study are as follows: 1) The application of character education at the Banyumas Elementary School has been going well. This can be seen from the strategies and media of learning carried out by the teacher in applying character values. 2) Obstacles in the application of character education in Banyumas Elementary School are from aspects of physical characteristics, psychological characteristics, social characteristics, and aspects of parents or family. 3) Solutions to overcome obstacles in the application of character education, among others: the use of appropriate learning strategies supported by the learning media used, therapeutic classes, working with psychologists to determine children's abilities, and also the direction or understanding of the school to parents of students. Based on the results of the study, it can be concluded that the application of character education at the Banyumas Elementary School has been going well. It can be assessed from the success of the school in implementing character education from the stages of socialization, planning, implementation, evaluation, development, and learning strategies used by the teacher. To overcome the obstacles, the solution that the school takes is to work together with a psychologist and also hold a guardian meeting with the parents of students.
