Based on the analysis of scientific and methodological sources, the article looks at the state of informational and methodological support of students’ independent study. The authors conclude that insufficient attention is being currently paid in Ukraine to the implementation of informational and methodological support of students’ independent study using cloud technologies. It has been determined that independent work as the dominant component of the students’ educational activity in the framework of joining the European educational space requires a new approach to its construction, covering the whole set of innovative aspects. The general problem of education is the reduction of the number of classroom hours and transfer of a significant amount of study material to independent study. Such a situation requires further scientific analysis and the development of specific recommendations in order to improve the independent learning activities. On the basis of the content analysis of scientific articles on the professional training of university students, the directions of improving informational and methodological support of students’ independent study were singled out on the example of the discipline “Modern Information Technologies”. Studies have been conducted among the students regarding their readiness to use the informational and methodological support of independent study and it is determined that it is advisable to use Google cloud services and an educational site with educational materials for independent work. In the article the approaches to introduction of informational and methodological support of students’ independent study are theoretically grounded and a model of informational and methodological support of independent study of university students is developed. Informational and methodological support of students’ independent study is based on the integration of two classifications of independent work (in terms of the type of learning tasks and of educational and cognitive activity) that will be performed in the complex way and will facilitate the formation of university students’ ability to organize and plan and the ability to work independently. For the discipline “Modern Information Technologies” an Internet resource is developed in the form of a site that contains the necessary information for performing independent work. Separately, an electronic calendar for the organization of independent student learning was developed. The integration of calendar elements into the educational site has been carried out in order to ensure the functioning of the informational and methodological support of students’ independent study. The methodological principles of informational and methodological support of students’ independent study were developed, namely the use of cloud service Google Calendar in the course “Modern Information Technologies”.

The article considers some psychological, pedagogical and technical aspects of the introduction of distance learning. It is emphasized that the main purpose of creating a system of distance education is to ensure free access to educational resources through the use of modern information technologies and social networks and to create conditions for citizens to exercise their rights to education. The main disadvantages of distance education are depersonalization, lack of proper motivation of participants in the educational process, loss of educational and socialization functions of education, hyperbolization of independent work, low level of control over the educational process.

Urgency of the research. In the conditions of a short-age of local financial resources, financing of infrastructure projects is impossible without the development of the system of municipal lending. Target setting. An important condition for the devel-opment of the municipal lending system is the introduction of modern information technology in the process of interaction between local governments with potential lenders and investors. Actual scientific researches and issues analysis. Theoretical and methodological aspects of the development of municipal lending, the market for municipal borrowing are considered in the scientific works of domestic and foreign scholars, in particular D. Bergstresser, O. P. Kyrylenko, А. V. Petrykiv, J. Reck, I. Z. Storonianska. Uninvestigated parts of general matters defining. However, in the context of e-government development, the low level of application of modern information technologies in the municipal lending market requires further research. The research objective. The purpose of the paper is to substantiate the need for the use of modern information technologies by local authorities and local governments in the system of municipal lending. The statement of basic materials. The article reveals the problems and necessity of introducing modern infor-mation technologies into the system of municipal lending. The use of local government and local government cloud technologies, systems of Internet-trading, creation of centers of information and financial technologies for expanding the boundaries of information interaction between all the participants of municipal lending is proposed. Conclusions. As a result of the introduction of infor-mation technologies into the system of municipal lending, the amount of funds will be increased to solve the financial problems of the development of the local economy.

Information technologies influence a place and competitiveness of the companies on the international scene. Сloud technologies take root practically in all branches of economy both in state and in the private sphere the advanced information technologies. The essence of cloud technologies consists in granting to end users of remote dynamic access to services, computing resources and appendices (including operating systems and infrastructure) on the Internet. The purposes of this work are: the analysis of speed of distribution of cloudy technologies in the Russian Federation and the world; definition of drivers of development and distribution barriers in the Russian market; development prospects of cloud-based technology and proposing measures s for stimulating their development . Survey of representatives of the companies participating of the market of cloud services was conducted for the analysis of the factors influencing distribution of cloud services in Russia. The factors influencing the direction development prospects of cloud-based technology are defined by the factorial analysis of answers of respondents in the SPSS program. Based on the results of the survey, the forecasted values of the development of the cloud services market were made. The infrastructure, economic, marketing factors promoting advance of cloud services in the Russian market are revealed as a result of the conducted research. The factors interfering growth of the market of cloud technologies are legal, social and economic, technological and marketing. Tools were developed for stimulation of distribution of cloud services on the basis of the received results. On the basis of the obtained results, it can be concluded that in order to preserve sustainable development, it is expedient to specialize companies for the production of one type of products or in a particular industry. Also it is recommended to develop products for public sector, providers of cloud services only started mastering this sphere. If other information technologies are usually offered to customers through IT directors, then cloud products should be promoted by addressing directly to directors of companies or other representatives distributing the budget.

Cybernation of the world, which began in the middle of the 20th century, encompassed all spheres of the life of society, becoming an essential component of the environment. Electronic technologies are used in various industries and services, including education. The implementation of the idea of e-education has contributed to the change in educational technologies, the dominant component of which are information and communication technologies. The research problem lies in the need to disclose modern information and communication technologies as an actual resource for educational activities. The purpose of the research is to substantiate the effectiveness of the use of information and communication technologies in the educational process. The research methods are analysis, synthesis, generalization, description. The basic research method is a pedagogical experiment. The research results: the concept of "information and communication technologies" has been considered, their tools have been described; the advantages of using information and communication technologies in educational activities in the direction of training 44.03.02 Psychology and Pedagogy of primary education have been disclosed; the efficiency has been substantiated and the possibilities of using informatization means in the educational process on the basis of the branch of FSBEI HE "Adyghe State University" in the city of Belorechensk have been determined; examples of the use of information and communication technologies in the educational process in the disciplines "Modern information technologies", "Information and communication technologies in education" have been given; the results of experimental work have been presented, that confirm the increase in the efficiency of the quality of knowledge. Key conclusions: information and communication technologies include the integration of methodological techniques, technological processes, software and hardware that interact with each other in the process of using information for a specific purpose, determined by the interests of its consumers; the advantages of information and communication technologies in educational activities are the expansion of the possibilities of the educational process, the development of positive educational motivation and interest of students, an increase in the quality of knowledge, etc.

The article discusses the use of Internet technologies in the implementation of autonomous foreign language teaching for students of non-linguistic universities. The analysis of various pedagogical approaches to the definition of the category of "autonomous learning" as a special type of educational activity. The possibilities of using ICT in the process of offline learning a foreign language for students of non-linguistic universities are described. The advantages of using the Internet when teaching a foreign language are given, the means of instruction, the types of independent work when using information technologies, information technologies are identified. A model of the educational process organization on the basis of students' educational autonomy using Internet technologies is presented, examples of the corresponding exercise system using Internet technologies are substantiated and given.

The Impact

The second part of the publication discusses the results of practical research on the impact of threats to the use of modern information technologies and independent Internet-based acquisition of knowledge on the results of students’ learning outcomes. It presents the course of empirical research with the methods and tools used. The summary presents the conclusions that arose during and after the research. Attention was drawn to the broad spectrum, which so far has not been covered by civilian students of the hierarchical university. The negative impact of threats on unaware users of modern information technologies is highlighted and described.

The problems that arose in connection with the transition of society to the digital (electronic) stage of development are considered. The new pedagogy and its area of didactics should be aimed at the formation of a new subject of society, which requires new approaches and methods of teaching. The history of the emergence and formation of didactics-from the pre – scientific stage to the digital one in the form of e-didactics-is discussed. The analysis of the main distinctive features of didactics at different stages of development is given. The main attention is paid to the tools of new information technologies – web technologies, given the characteristics of generations of web technologies. The article is aimed at defining and describing the essence of innovative information technologies that contribute to the digitalization of the financial services market. The article analyzes modern information technologies (mobile applications, machine learning, cloud technologies, blockchain, big data, artificial intelligence and the Internet of Things). Not only the essence and principles of the outlined technologies are covered, the focus is also on the directions of their use in the activities of financial institutions. It is substantiated that the implementation of information technologies allows increasing the pace of digitization of banks, accelerating the process of bringing new services to the market and scaling new services, ensuring higher customer satisfaction through the prompt provision of services in a comfortable way for them and, as a result, facilitates digitalization of the modern financial services market. The author defines that, despite the existence of a number of advantages of introducing information technologies into the work of financial institutions, domestic banks are quite cautious about this issue. The main reasons for this are: shortage of investment, experience and knowledge; difficulties in adapting technologies to certain specific banking operations and their coordination with the current legislation; lack of development of the information and innovation infrastructure; probability of technical errors in management and use of information technologies. It is emphasized that the problem of protecting the clients’ personal data, preventing their transfer to third parties, ensuring the protection of information systems from hacking and cyberattacks is now of acute relevance.

This article proposes the structure of the digital educational environment for radiation diagnostics, highlights a list of operating conditions, interrelated components, didactic principles of learning, organizational and pedagogical conditions. The results of the analysis of the didactic potential of modern information technologies for radiation diagnostics training, obtained using SWOT-strategy, allowed us to establish the strengths (S) and weaknesses (W) of the introduction of information technologies in the educational process in radiology, as well as opportunities (O), risks and threat methodology (T). In turn, this allowed distinguishing qualitative level`s indicators of efficiency using cloud technologies in educational activities in radiology and the factors of successfulness using information technology training.

Introduction. The functioning of banks in the highly competitive environment requires some research on the patterns of their activity in the market. Increased competition between deposit institutions, the emergence of compete it or sin the face of non-banking institutions (insurance, trust companies, pension funds), the outflow of investments from banks due to the development of the securities market have led to the need for banks to use marketing tools. In this context, the importance of digitalization on banking business in Ukraine plays an important role. Therefore, a necessary prerequisite for effective banking is the integration of digital and traditional marketing components, which will vary depending on the business model adopted and the status of the product and price segments of the market. Purpose is to investigate the trends of influence of modern information technologies on the development of banking marketing, to substantiate on this basis the ways of development of innovations of the banking product line in the conditions of financial instability. Results. The basic essential and evolutionary features of banking marketing have been analyzed and systematized, which made it possible to define modern banking marketing as an active search by banks for profitable markets of banking products. The influence of modern information technologies on the development of banking marketing is investigated. The key aspects of the strategic transformation of the bank into the digital era are identified. The directions of introduction of banking innovations in the conditions of financial instability, increase of banks' ability to use information resources effectively, development of new banking technologies and products, preservation of their competitive positions in the market and customer trust are offered. Conclusions. We see the prospects for further study of the stated problem in the study of challenges and threats that bring features of digitalization of the economy to all participants of this process. Due to the constant growth of cyberattacks, it is necessary to protect Internet applications and mobile financial applications, smart contracts, payment and automated banking systems, etc. by increasing the level of information security. A more detailed exploration of systems approaches to ensuring that Big Data and cloud services are used as test platforms is promising.
