The work is devoted to the development of an information system that would consider the specific characteristic features of processes for a particular higher education institution (HEI), rather than those offered by existing systems that developed for HEI with other (personal) needs. The important thing is that the information system of IT "HEC" is constantly evolving, increasing and modifying its ability to ensure and improve the management of the University. The information system must perform functions related to the improvement of decision support processes in the analysis, regulation and forecasting of the HEI. The system must solve the problems associated with the collection, processing and storage of current and accumulated information in the data banks; with the computerization of the document circulation of an educational institution; with ensuring open access to information resources of an educational institution and a number of equally important activities of the University.

The article describes the features of the use of modern information systems in the activities of the department of higher education institutions. The essence of information systems and the tasks they can perform are revealed. The features of relational and social interaction are described. The basic components of the parts that form the internal information base are determined. The directions of the introduction of information and communication technologies in the management and educational activity of an educational institution are considered. The dependence of the information system effectiveness on the correct strategy for the development, acquisition and use of software products is determined. The article describes the ways of developing and developing information management systems in a higher educational institution It is proved that the information systems use is a prerequisite for the activity of a modern higher education institution, which will promote the adoption of sound strategic management decisions aimed at increasing competitiveness and creating an adequate and efficient infrastructure.

The article provides an overview of foreign and national research on the possibilities of using cognitive management in the educational environment of higher education institution. The authors emphasize the potential of cognitive management principles application in the educational organization, the direct correlation between cognitive management tasks and the general purposes of educational process. The possible approaches to knowledge management in educational organization are described. The authors dwell on the general methodological, economic and functional aspects of cognitive management at the university, argue that the value-communicative essence of university education enables to manage the knowledge base of the university. On the example of Ukhta State Technical University the article considers the possibilities of students’ project activity and project self-government. Firstly, it ensures the increment and intensification of the value-communicative flow of knowledge within the University and in its interaction with the external environment. Secondly, it fosters students to master the role of a cognitive manager. Thirdly, it encourages students to develop their meta-abilities which can be viewed as a form of cognitive management outcomes in higher educational institution.

Introduction: the problem of diagnostics of the quality of education at a higher education institution is becoming increasingly relevant in the conditions of the need to fulfill the criteria for the effectiveness of higher education institutions, the introduction of new generation standards in higher education institutions and the modernization of the educational program management system. Diagnostics of the quality of education is considered as an important process that ensures a steady position of the university in the educational services market, the  growth of indicators for the admission campaign,  the increase of reputational capital. Diagnostics of the quality of education makes it possible to identify significant factors in determining the prospects for the development of a university, having a significant impact on the performance indicators of a university and characterizing the results achieved and the resources used.Materials and Methods:the article discusses the system for the quality of education evaluation at Minin University, it describes its key components, reveals the elements of the diagnostic complex and their systemic interconnection. The characteristics of the elements of the diagnostic complex describes in detail the issue of improving the efficiency of the university in terms of the implementation of the management model of the main professional educational programs, the description of the diagnostic procedure for each category of participants in the educational process is presented.Results:the author describes the methodology and the main stages of diagnosing the quality of education at the university using the example of  Minin University, gives integrated assessment criteria and their relationship with other elements of the monitoring system and evaluating the quality of education at the university, lists the effects of introducing a comprehensive system for diagnosing the quality of educational activities.Discussion and Conclusions:in the final part of the article, the possibilities of further improving the system of assessment of the quality of education in the educational system of higher education are considered. Arguments about the need to further expand the range of issues raised by the diagnostic process are made; the ratio of the existing positions of the university to the requirements of the legislation is made.

This  research aims to present the results of the study about the information management practice through conducting an Information Audit (IA). The research was conducted at Language Centre of Nusa Cendana University in Kupang – East Nusa Tenggara. The information audit was conducted to examine (1) the existing information resources available to the staf of Language Centre and (2) to find out the information problems faced by the staf in the Language Centre.Case study research methodology was applied with document analysis, questionnaire and interviews were used for data collection. All data were analysed manually, where data from questionnaire was generated directly to Microsft Excel to create a list of information resources. Further, Thematic analysis method was used to analyse the interview data to find general themes of information problem. Study found that documents, websites,and information system were the information resources used by the staf. While, People, Timeliness, and Technology were the main information problems faced by the staf. This study recommended that Language Centre must create an information policy, conduct a digital literacy or computer training for the employees to improve their performance in using technology and create an integrated information system. It is also important that university can also conducting information audit for whole units, faculties in Undana in order to create a general information policy for university to have a better information management practice as well as to help the university to achieve its strategic goals. This article deals with the urgent problem of teacher’s professional self-development at a higher educational institution, based on normative and acmeological aspects. In the process of achieving this goal – which is the study of the peculiarities of professional self-development in the terms of Ukrainian higher education in its cultural and historical context – the analysis of such problems, as the transformation of forms of consciousness into educational interactions; professional archetype of a teacher; the transformation of the content of professional self-development, was conducted. The given problem has practical meaning. It means that there are a number of objective factors, which influence the essence of a teacher's professional self-development, as a process, connected with the concept of lifelong education, and turn it into a component of the creation of professional identity. We came to the following conclusions: firstly, concerning the dual nature of professional and personal identity (real and imaginary, virtual), which is objectified in the cultural and educational space of the university; secondly, studying the peculiarities of the teacher's self-development,special attention should be paid to appropriate archetypes as culturally conditioned generalized patterns; thirdly, a change in the type of teacher’s professional self-development is caused by both the transformation of the character of the person’s identity and the change of archetype

The article discusses the transition to a new stage of civilization, the knowledge society. In the modern world, knowledge is one of the major socio-economic resources for both the individual and the state. Accordingly, the educational strategy of any higher educational institution should be refocused to ensure smooth transition from the traditional model to innovative in order to prepare the modern student for a life in the society where innovation and intellectual resources play the major role. The modern library can act as a control centre of knowledge, integrate with the world information resources and mediate for the user in global information space using the tools and mechanisms of the electronic library. In this regard, the e-library becomes a knowledge management centre focused on the development and maximum use of intellectual potential of library for the purpose of preservation, reproduction, building up and broadcasting of knowledge. The article analyses the opportunities which are given by electronic library for the University.The authors constructed the scheme of interrelation of knowledge and information resources. The article considers the concept of proactive electronic library of the University as a system of information service of readers, the main purpose of which is to provide resources in any form and on any carrier using the classical and network forms of services based on the advanced inquiry services. The authors constructed the model of proactive University library, which is a complex system, incorporating elements of various properties and complexity. The proactive electronic library itself searches for information corresponding to the information needs of the user, without waiting for his request; that can influence the development of his information needs. Thus, the library transforms from a passive storage of information into an interaction partner. Information is automatically selected for the user, relevant to his educational and scientific interests, hobbies and preferred leisure.

The internet is a powerful tool for connectivity. It has become the avenue for most people to exchange information, knowledge, and apparently, almost everyone is present on the web. The Online Alumni Information System aimed to evaluate the status of the existing alumni information system in the aspect of accessibility, reliability and timeliness. It also identified the problems encountered in the current alumni information system, determine the features of good online alumni information system, and design a prototype of online alumni information system. The study used the descriptive method of research using the researcher-made questionnaire to gather data. There were 116 respondents in the study using purposive sampling technique. To obtain the relevant data, the alumni provide their answers to the researcher-made questionnaire. The results revealed that the respondents were able to acquire accurate documents or alumni information from the school after graduation, and they were satisfied with those obtained documents. The common problems encountered include the absence of the programs/ activities organized by the alumni, no communication with the graduates, and outdated profiles of the graduates. The study concludes that an Online Alumni Information System should be designed and developed to provide easy access to information to all stakeholders.

Information seeking is a fluid and situation dependent activity where a seeker’s actions are influenced by access to information, perceived quality, and trust in the information source. The situation is more intense if the information seeker is a physically disabled person. This demands a call for a regular study and development of information system and management of information services for persons with disability The University of Delhi has more than 1200 students and teachers with disabilities in its various colleges and departments. Very little is known about the techniques employed by them when looking for information, what kinds of source formats they prefer to use and how these sources are used, what barriers they confront, how they feel about the process, and how they can be helped to better exploit the information resources available to them. This chapter investigates and finds the answers to the above questions by using survey methods of research. It also incorporates the use of information and assistive technology for information sought by the physically challenged students and teachers.
