The NSTP-CWTS is an effective/good educational innovation in the tertiary education in the Philippines under the Republic Act No. 9163 known as the Act of Establishing the National Service Training Program (NSTP) for Tertiary Level Students. The study explored the HEIs’ contextualized practice on NSTP-CWTS course regarding the syllabi, community activities, and evaluation scheme. It utilized a mixed design of quantitative (survey) and qualitative (appreciative inquiry) methods. Twenty-two selected HEIs in Central Luzon represented by 22 faculty and 643 students were involved as the respondents. Using Stake’s Responsive Model of evaluation, the triangulated data from survey questionnaire, interview, and focus group discussion revealed that the HEI respondents demonstrate great extent of contextualized CWTS practice under the CHED standards. Likewise, the quantitative and qualitative results indicate the unified practice on the functionality of syllabi, methodology, nature of community activities, and learning assessment criteria. The community activities were comprised largely of ecological-environmental initiatives like tree planting, lecture on climate change, proper solid waste management, and calamity-disaster preparedness. This paper proposed an indigenous framework “Kalingang Tugon sa Kapwa at Kalikasan” or “KaTUKK” for integration in the community service education of the HEIs in the Philippines and neighboring ASEAN countries.

National Service Training Program (NSTP) is a very significant factor in the values formation of students. The study determined the status and challenges of NSTP and its impact on students’ values formation. The respondents were 349 NSTP graduates from school year 2013-2014. A set of researcher-made survey questionnaire was used as tool in data gathering. Frequency, percentage, mean and standard deviation were used a descriptive statistics and Man-Whitney U Test and Kruskal-Wallis H Test at 0.05 alpha were employed as inferential statistics. All statistical computations were processed through the Statistical Package for Social Sciences (SPSS) software. Results showed that the status of NSTP implementation as perceived by students as a whole and when grouped as to sex and program component was “good” and when classified as to course, Fisheries rated “excellent”.  As to challenges of NSTP implementation, the Fisheries rated “serious” and when classified as to course, “very serious”. The impact of NSTP on students’ values formation as a whole and classified as to variables was “high.” No significance difference on the level of challenges was noted when variables were classified into sex and program component but a significant difference as to course. The good values of students at UA are greatly influenced by the program policies of NSTP training.

The Values Education Program identifies human dignity as the “supreme” and all-embracing value. As a spiritual being, man must cultivate a sense of spirituality in consonance with nature and respond to God in faith. As an intellectual being, man must constantly search for truth. As a moral being, man must cultivate sense of social responsibility in pursuit of the welfare of the family and the good of larger community to achieve economic efficiency. This study aimed to determine the values orientation and performance of the students of the Two-Year Technical Course specialized in Electrical Technology in the University of Northern Philippines and the Ilocos Sur Polytechnic State College, Philippines. The study made use of descriptive-normative method of research. The values orientations of the students were determined through questionnaires, while their performance was based on their skill performance test in building wiring installation. As a whole, UNP and ISPSC students had “satisfactory” level in values orientation. The respondents possess a “Very High” skill performance. Their performance was significantly influenced by their values orientation. The Office of Student Affairs (OSA) of UNP and ISPSC should conduct more lecture series in Values Education and should encourage greater students participation in religious activities to put up with higher level of values orientation.

To achieve an effective graduate educational reform, faculty development emerged as a key factor. It facilitates the professional and instructional growth of lecturers and promotes improvement in the institution through helping them become contributors to the school’s mission. The study was designed to determine the research skills of graduate professors based on the Expected Performance Standards (EPS) set by one private Higher Education Institution (HEI) as input to training and development. The descriptive-cross-sectional design and descriptive statistical analysis were used. The teaching outcomes were based on the average performance from the three assessments conducted by the Dean among the professors during the academic year 2014-2015. The results exposed that the faculty were outstanding in achieving the objectives of the graduate program by showing mastery of subject matter, relating current issues and community needs, and participating the activities of professional organizations. However, they were just satisfactory in demonstrating mastery of research skills in relation to research output, assisting graduate students in developing research competencies, and showing professional growth through research activities and publications. These are essential inputs to training and development program to continually upgrade the professorial lecturers’ research preparation, dissemination and utilization.

Occupational status appears to indicate a reliable and powerful characteristic of persons or households by dint of its temporal stability and substantial correlation with other social and economic variables. This descriptive study determined the occupations of BS Fi graduates and its implications to curricular offerings from school year 2002 to 2011. The standard survey questionnaire checklist was used in obtaining the data. Using descriptive statistics, results showed that majority of the male graduates above 30 years old who graduated before 2007 had permanent occupational status than females. BS Fisheries (BS Fi) graduates acquired a permanent status in their jobs because they had an additional degree like educational units, and master’s degrees in their own field of specialization and other fields. Graduates with educational units and master’s degree in education pursued their teaching careers. Others are employed at government fisheries agencies and other research institutions. Satisfactory working condition, good management, opportunity to travel and high salary are the factors that made graduates stay in their jobs. The university has to augment its instructional facilities and library resources to adequately meet the needs of its students for a more effective program instruction.

A good reading comprehension could result to a better writing competence. However, a number of the Bachelor of Elementary Education students of Jose Rizal Memorial State University – Tampilisan Campus were observed to be a bit weak in the use of receptive and productive skills as evidenced by their responses in the teaching-learning situations. The study assessed the level of the receptive and productive skills of the 1st year BEEd students of JRMSU-TC, S.Y. 2012-2013. The study used the descriptive-evaluative method to determine the level of the receptive skills, namely, listening and reading comprehension, and productive skills, namely, speaking and writing competencies. The researchers conducted a test on the subjects using test questionnaires, picture cues, and composition writing. Using frequency counting, percentage, weighted mean and multiple regression analysis, the study revealed that majority of the subjects is “good” in their productive skills such as speaking and writing competencies. The students’ receptive skills, particularly in reading comprehension significantly relate to their writing ability, but there is an insignificant relationship between reading and speaking as well as in listening comprehension that negates their speaking and writing competencies. Therefore, a significant association exists between reading and writing, but there is no significant relationship between listening and speaking as well as into writing.

Teaching has become multiple jobs. It could be in myriad aspects and in harmony with the context of effectiveness and improvement course. It is concerned with a wider range of outcomes, social, and affective. The study determined the instructional management skills and level of effectiveness of the PE instructors of the three higher education institutions of Cebu City, Philippines. A total of 24 instructors coming from three selected institutions participated in the study. There were 14 instructors from the University A, seven instructors from University B, and three instructors from University C. The study utilized a descriptive research method. It uses a researcher-designed survey tool to gather data on the profile of physical education instructors; their instructional effectiveness as well their management skills. There was correlation analysis on the profile and instructional management skills and the level of effectiveness.  The ratings of the PE instructors of the three universities on the instructional management skills and instructional effectiveness were very good. Age, gender, education, teaching experiences, and seminar had nothing to do with instructional management skills and effectiveness of the PE instructors. However, there was a significant relationship between their instructional management skills and their instructional effectiveness. The majority of the PE teachers of the three institutions were positive on the given support of the administration in the form of facilities, materials, and equipment. Multimedia resources should be enriched to upgrade learning in physical education.

Turbulence refers to both internal and external changes within organizations, and demands from their environments.  Power involves the potential to influence others, both in what they do and how they feel about something.  This descriptive survey-correlation method of research aimed to determine whether the tolerance for managing in turbulent times of secondary school administrators of Leyte, Philippines were related to their personal power profile.  A set of data-gathering questionnaire, composed of two parts was utilized.  The results showed that the respondents have to work on improving their tolerance for managing in turbulent times and must have something likely to characterize in the world of work into the next century.  Expert Power is the dimension of power that is subscribed by them, which is considered to be their behavior in work organizations since as suggested by the results, the respondents prefer to influence others by employing this particular form of power.  Chi-square established that the non-significant relationships between the two variables imply that being ready to face turbulence and change, has nothing to do with their personal power profile or how they prefer to influence others.

Research is the heart of every higher education institution (HEI).  Universities are coming under enormous strength to boost the productivity of faculty research to meet the ASEAN integration.  The accrediting agency assures that instructions and community extensions are research-based.  This study assessed the research productivity of teachers at the University of Cebu, Philippines. Based on the gathered data, a University Research Portfolio was proposed to serve as a guide for the administrators to increase production of teachers in the context of a research project, presentation, and publications. The study used a descriptive correlational method with the aid of a researcher-made questionnaire. There were 171 college teachers who were used as respondents of the study. The accumulated data were analyzed, and interpreted using simple percentage, weighted mean, Chi-square test of independence and ANOVA.  Results showed that most of the teachers have low research productivity and that they need training in research methods and statistics. It was concluded that college teachers had limited financial assistance and cash incentives that the University offers to them. The researchers strongly recommend that the proposed University Research Portfolio be used. However, further research on its effectiveness should be carried out to confirm the preliminary findings.

One success indicator of any educational institution depends on the type of management and its capabilities to drive the preplanned goals within the framework of time set forth. The study utilized the descriptive-correlational research design which aimed to determine the work management styles of the college deans of State Universities and Colleges (SUCs) in Region 8, Philippines. Using validated questionnaires, data were statistically treated using weighted mean, percentage and chi-square test of independence. Findings showed that female college deans who are doctorate degree holders, with higher number of years of experience and training attended were the perfectionist in managing their works. It also showed that the college deans’ profile has no significant relationship with their work management style. The college deans with the higher number of programs offered were cliff hangers. If given the opportunity to experience more and attend training on leadership and management, perceived control of time, and stress responses, the college deans can play better in their role, functions, and responsibilities. The study contributes to the field of educational administration to create useful solutions in terms of leadership and management styles of college deans for them to be aware and become more productive and efficient leaders.
