Based on the available statistical data, an approach to the quantitative assessment of the replacement level of employees with PhD degrees in the Republic of Belarus is proposed in the article. The practical application of this approach made it possible to determine the inefficiency of the postgraduate education system in terms of the annual replenishment of the number of employees with an academic degree. The quantitative parameters of the performance of postgraduate education system which necessary to stabilise the number of employees with PhD degrees in the economy are determined.

В статье решается проблема проверки основного результата комплексного исследования. С этой целью выбрана количественная оценка (эталон), основанная на использовании официальных статистических данных, размещенных на сайте Бюро национальной статистики Агентства по стратегическому планированию и реформам Республики Казахстан. Сопоставление результатов анкетирования с эталонной оценкой позволяет сделать вывод как о достоверности полученных результатов, так и о возможности расширенного использования описываемой методики. Осы мақсатта Қазақстан Республикасының Стратегиялық жоспарлау және реформалар жөніндегі агенттігі Ұлттық статистика бюросының сайтында орналастырылған ресми статистикалық деректерді пайдалануға негізделген сандық бағалау (эталон) таңдалды. Сауалнама нәтижелерін эталондық бағалаумен салыстыру алынған нәтижелердің сенімділігі туралы да, сипатталған әдісті кеңінен қолдану мүмкіндігі туралы да қорытынды жасауға мүмкіндік береді. The article solves the problem of verifying the main result of a comprehensive study. For this purpose, a quantitative assessment (standard) based on the use of official statistical data of the Republic of Kazakhstan was selected. Comparing the results of the survey with the reference assessment allows us to conclude both about the reliability of the results obtained and about the extended use of the described methodology.

This article discusses an important for education topic of the application of programs and standards of effective education in the Republic of Kazakhstan. It also analyzes the current state of the education sector and the main policy documents in the education sector that regulate its effectiveness. The article reveals the problems of Kazakh higher education, such as the oversaturation of the market with educational institutions (universities), the expensive cost of education, and the lack of technical specialists. The State Program for the Development of Education of the Republic of Kazakhstan for 2019–2025 adopted in 2019 is substantiated as the idea of one of the possible ways to eliminate defects and gaps in education. Summarizing practical experience, the article examines the key stages of changing the state of the education system and its modernization. The improvement of entrance exams to leading universities of our country as a part of increasing the competence of specialists is being considered. In order to saturate production and enterprises of labor-deficient regions with personnel the implementation of the social project “Mangilik El Zhastary Industryaga” continues. This implies providing jobs for university graduates, including in rural areas, taking into account the needs of the labor market. In conclusion, all possible ways of improving the education system are examined, which are reflected as the planned changes in the State program and should have a beneficial effect on the system of higher and postgraduate education in the republic and increase its prestige in the eyes of potential applicants.

Education is the backbone of a civilized society. Values have an important role in education system of any society. Most important thing is that, education should be based on some core values of human being like truthfulness, honesty, justice, good behavior etc. Only this can help a society to maintain a peaceful atmosphere. As all human beings are social animals, so this is the duty of every human being to obey their social responsibility. Mahamana Malaviyaji is one of those great personalities who felt his social responsibility very well and established Banaras Hindu University to bring people out from the mode of ignorance. He values our Indian culture and tradition, which is based on Bhagavat Gita and Srimad Bhagavatam. His genuine effort was to build the character of new generations, so that they can be a good citizen of the country and thus can serve the country. This paper intends to focus on Mahamana’s practical thoughts and applications to contribute to the value-based education system.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

Studying the historical facts of past wars and armed conflicts and natural and man-made emergencies, today in the Republic of Kazakhstan one of the most important security issues is the preparation and organization of the evacuation of the population from possible dangerous zones, taking into account the emergence of new threats to the country’s security. The paper presents an algorithm for constructing universal scales of the distribution function of opportunities by types of support and rebuilding them into subject scales using display functions. The purpose of the paper is to determine the integral indicators characterizing the possibility of accommodation of the evacuated population and the impact on resources during relocation. On the subject scales of cities and districts of the region, indicators of the possibility of relocation of a certain amount of the evacuated population by types of support and indicators characterizing the impact on the district’s resources during resettlement of a certain amount of the evacuated population are determined. It was concluded that the use of integrated indicators allows the selection of areas to accommodate the evacuated population without the use of statistical data, in conditions of incomplete and inaccurate information. The presented method does not replace traditional methods based on classical methods of territory assessment by the level of life sustenance, but also allows their reasonable combination with the experience of specialists in this field, taking into account the incompleteness, uncertainty, and inconsistency of the initial data of the study area, which does not allow the application of existing methods.

To consider the main directions and extent of influence of ethical groups on political processes in the Republic of Kalmykia.The authors analyzed scientific research on the ethnic identity of the Kalmyk people, as well as media materials and statistical data on the cause and effect of the influence of ethnic groups on regional policy. Seven key areas of influence of the Kalmyks, as a titular nation, on political processes in the region, including through the formation of an ethnic majority among senior positions in the authorities of the subject of the Russian Federation, were identified. The theoretical significance of the study is due to the complex systematization of facts about the influence of the ethnodominating nation of the Republic of Kalmykia on political processes in the region. The practical significance is expressed in the proposal of specific recommendations for partial stabilization of the situation in the Republic.

The high degree of land use in the Republic of Moldova as a whole, and the Cogâlnic river basin in particular, imposes the need to assess the quality of the environment and the characteristics of the anthropogenic pressure on the landscapes in temporal and spatial dynamics and to identifying an adequate of measure system for the purpose to maintain/restore the optimal structure and functioning of landscape systems. Based from the Land Cadastre on data, statistical data of population censuses, bibliographic and cartographic sources, a system, was appraised a system of indicators(of naturalness, of artificialization of landscapes, environmental changes) and quantified human pressure on the environment through agriculture and anthropogenic pressure on forest landscapes from the Cogâlnic catchment area. The values of the indices and the human pressure on the landscapes were processed using GIS techniques and elaborated cartographic models.
