2021 year has become time for drawing the bottom line under the achievements in the field of culture and science for 30 years of independence of Kazakhstan. The high level of modern cultural potential, rich cultural heritage have become one of the leading factors in the formation of a positive image of Kazakhstan as a country with a distinctive culture and spiritual traditions that go deep into history. Creative personalities, public policy and private organizations contribute to the development and promotion of Kazakhstan’s art in the world, which invariably arouses interest of the world community. However, a problem of the popularization of Kazakh music, art, film and theater art is still relevant. In addition to examples of achievements and successful cases of Kazakhstan’s culture, in this article the authors try to consider the problem from the point of view of management in culture and show importance of the position of an art manager in the modern world of arts. To implement this issue, the authors studied publications on the achievements of various types of arts in recent years and also took into account reaction of domestic and foreign audiences to cultural products and projects from this area. This article lists specific achievements in the field of academic art. As the analysis of publications on this topic has shown, most of them were implemented by cultural figures in the last decade of independence of the republic. At the forefront is the question of the consistency and well-coordinated interaction of cultural management with the creative component of the academic sphere of art in Kazakhstan. And the most striking examples of successful cases of such interaction are given as well. This study has analytical value and can be presented at seminars and conferences as a demonstration of examples of achievements for reporting presentations in the year of the celebration of the thirtieth anniversary of Kazakhstan's independence.

The world community will turn into a common international system. No matter how diverse the diversity in this regard, comparing the activities of existing parliaments on the planet, it will be possible to identify all important aspects, common features and features of this state-legal phenomenon. The essence, traditions and general laws of parliamentarism can be understood by comparing the legislative practice that has developed in advanced countries with the procedures formed in them. At the same time, it should be noted that a number of rare works have been published based on a comparison of the experience of different parliaments

Environmental marketing is seen as a tool to achieve sustainable development goals in the area of responsible consumption. The essence of environmental marketing at the level of organizations and at the state level is determined. Directions for the development of environmental marketing in the Republic of Belarus have been identified in order to reduce the volume of non-decomposable waste and waste that cannot be recycled, including due to improper collection.

Abstract The world community is experiencing a pandemic of the COVID-19 virus and is looking for ways to solve the problems that have arisen due the spread of a new infection. The Tuvinian Institute for the Exploration of Natural Resources of the SB RAS does not stand aside from important work to combat the spread of the virus. We tried to analyze the available data for the Republic of Tuva, Russia and the world. In this work, we used data from the sites of stopcoronavirus.rf, worldometers.info, Yandex.com and others. For successful control of SARS-CoV-2, it is important to take preventive measures as early as possible and prepare medical institutions to combat the spread of the virus, which can be ensured by analyzing the previous development of the process and building a model for planning. The analysis is carried out using the mathematical apparatus of the normal distribution (Gauss), which, in our opinion, most closely describes the laws of the process.

The article examines the factors that build the image of the president of the Republic of Korea, such as the political course, communication with the people, the politician’s social circle, his hobbies, the lighting of information in the media, the political technologies, etc. Special attention is paid to the reaction of the Koreans and the world community upon the actions of Moon Jae-in. Have been compared the impressions made by Park Geun-hye and Moon Jae-in. The conclusion draws out that the image of Moon Jae-in has positive characteristic, which roughly contrasts with the previous president and improves the country’s image on the world stage. The attractive image of the political leader ensures its support by its citizens, giving him a “credit” and approval for the ongoing political reforms

The article is devoted to reforms of the Penal legislation in the Republic of Uzbekistan. The goal is to formulate an opinion and an idea about the events taking place in the country among penitentiary scientists in order to formulate proposals for the legislation improving. Methodology is theoretical methods and systems approach. Results are in-depth analysis of the current state of the Penal legislation to determine the development directions and prospects. The conclusion is the need to reform criminal, penal and criminal procedure legislation of Uzbekistan to improve domestic policy and integration into the world community.

The most immediately striking aspect of the ICJ's recent ruling on Kosovo's unilateral declaration of independence is the divergence between what the Court actually said and how its decision is being read in the media and by political actors. Typically the Court is said to have found secession by Kosovo to be “legal” or “lawful” under international law. According to Kosovo President Fatmir Sejdiu, “The decision finally removes all doubts that countries which still do not recognize the Republic of Kosovo could have.” The angry reaction to the decision by Serbian nationalists likewise supposed that the Court had endorsed a right to secession. In fact, what the Court did was to read literally—and some would say narrowly or pedantically—the question it was asked, and thus to avoid opining on the major legal (and related policy) issues raised by the act of secession, including whether there is a right to proceed with a unilateral act of secession, and to whom such a right may or may not belong. On the literal reading, the Court was not asked, and thus it did not rule on, whether international law requires that the final status of Kosovo protect the group and individual rights of minorities, whether Kosovar Serbs or Roma. Likewise, the Court did not rule on whether Serbia or, indeed, any other State in the world community is required to recognize Kosovo as an independent State. Nor did the Court's decision address the borders of an independent Kosovo, or whether and under what circumstances force could legally be used either to impose independence or to resist it.

Through a qualified libraries which greatly facilitate the role of universities in contributing to the intellectual life of the young generation, to advance science and technology, and apply the values of humanities in order to empower the Indonesian people on an ongoing basis. Qualified library is that which meets the quality standards set by the National Library of the Republic of Indonesia in terms of collection, building, service, library personnel, and management. This article discusses issues around qualified and standardized library mentioned above.
