The article examines the issues of the system of banking innovations in the context of globalization. The interpretation and analysis of the main components of the innovative modernization of the banking sector in the light of the “Strategy for innovative development of the Republic of Uzbekistan for the period 2019-2021” is carried out. An attempt is made to generalize scientific discussions on the systematic study of the innovative activity of commercial banks through a comprehensive study of the features of banking innovations. The urgent tasks of banks in the field of innovative modernization are indicated.

The development of any economic system involves the transformation of the basic characteristics of its participants. In this case, the development itself can be both traditional and innovative. Currently, it is important to consider the innovative type of development at the enterprise level, which means a purposeful process of finding ideas, preparing innovations and their implementation, to increase their efficiency, and for society - to increase needs, the state - to increase the competitiveness of national products in the international market. It is obvious that the development of innovative activity of the enterprise is one of the decisive factors of its successful development. The purpose of this study is a comprehensive study of the theoretical origins of management of innovative entrepreneurship, the formation of a systematic view of the features of innovation management of the enterprise in modern business conditions. A comprehensive study of the theoretical origins of management of innovative entrepreneurship development was carried out, in particular, the emergence of views on the essence of such concepts as “innovation”, “innovative enterprise”, “innovative entrepreneurship”, “development of innovative entrepreneurship” were analyzed in the article. The authors suggest their own interpretation of such categories taking into account the analysis of domestic and foreign approaches and theoretical provisions for this problems in the modern understanding. Also, a systematic presentation of the features of management of the innovative activity of an enterprise in modern economic conditions was formed. The authors believe that for successful management of innovative development of the enterprise there should be a "smart" management system of innovative development of the enterprise. The purpose of the IDE management is to increase the competitiveness of the enterprise - the stable market position for continuous development in a constantly changing external and internal environment. Features of managing the development of innovative entrepreneurship at the present stage are the following: the ability and readiness of the economic entity to positive change, progress; the sequence of management actions that realize the innovation potential; quantitative changes in the relevant "growth points"; qualitative changes based on cooperation and rivalry between market participants for better conditions of production, purchase and sale of goods. It should be noted that management of innovation entrepreneurship development should have the support of the state in the context of Ukraine's innovation policy. The prospects for further research are related to the improvement of the innovation entrepreneurship management system as a key element for increasing the competitiveness of modern enterprises in a constantly changing external and internal environment.

The subject of the research in this paper is the impact of intellectual capital efficiency on the profitability of commercial banks in the Republic of Serbia. The efficiency of commercial banks? intellectual capital was measured by the created value added in the observed period, using the Value Added Intellectual Coefficient methodology (VAIC). Empirical analysis was carried out using econometric analysis of panel data for 27 banks that were operating in the banking sector of the Republic of Serbia in the period 2008-2016. The results of the analysis show that the significance of the impact of the efficient use of intellectual capital on the profitability of banks operating in Serbia depends on the selected profitability measure. When ROA is chosen as an indicator of profitability the bank?s level of indebtedness determines the sign of this influence, so at higher levels of indebtedness efficient use of intellectual capital negatively affects the profitability of the bank. On the other hand, in this case the size of the bank does not significantly affect the dependence of the bank?s profitability on the efficient use of its intellectual capital. If ROE is a measure of the profitability of banks the efficient use of intellectual capital has no significant impact on banks? profitability.

Relevance of the research topic. Increasing capital is one of the most important challenges for ensuring sustainability and growth opportunities for small enterprises both in Ukraine and abroad. Successful activities of small enterprises require constant competitive advantages through the implementation of innovative development models. Integration of Ukrainian enterprises into the global economy is impossible without investing in their innovative development, aimed at overcoming the economic lag behind developed countries, because in an era of dynamic globalization changes, competitiveness depends primarily on the ability to implement innovative projects, which requires significant financial resources. Formulation of the problem. Attracting financial resources to the innovative activities of small enterprises is especially problematic. The main reasons for this situation are high interest rates in Ukraine, the reluctance of the banking sector to lend to projects with a high degree of uncertainty and the weak development of non-traditional forms and methods of attracting financing in Ukraine. Analysis of recent research and publications. The problems of innovative activity of small enterprises and the mechanisms of its financial support were investigated by A. Bondarenko, G. Wozniak, O. Denysenko, V. Zianko, A. Kuznetsova, M. Melnyk, V. Nevmerzhitsky, Yu. Nikitin, Dong Xinyin, N. Stasyuk, A. Cherep, S. Khvalynsky and others. Setting goals, research objectives. The aim of the article is to determine the economic content of the financial mechanism and find out the sources of financing the small enterprises innovative activity and to develop ways to increase the efficiency of small enterprises financial mechanism of innovative activity in Ukraine. The method and methodology of the study. The article used a set of methods of scientific research: a systematic approach, structuring, analysis and synthesis, etc. Conclusions according to the article. The article reveals the essence of the financial support mechanism and its specifics for the innovative activity of small enterprises. The necessity of ensuring small enterprises competitive advantages through the implementation of innovative development models is substantiated. It was stated that most Ukrainian enterprises are now experiencing a shortage of their own funds, and attracting investment is problematic. The main reasons for the difficult access of small enterprises to financial resources are analyzed. Directions of increasing small enterprises financial mechanism of innovative activity efficiency are proposed.

The liberalization of monetary relations has identified the problem of maintaining the level of economic standards for the banking sector of the Republic of Uzbekistan, in accordance with the requirements of the Basel Committee on Banking Supervision (Basel-3) and the Central Bank of the Republic of Uzbekistan. The aim of the research is to identify ways of stable development of commercial banks in Uzbekistan in the conditions of liberalization of monetary relations. The object of research is the process of stable development of commercial banks in Uzbekistan, as well as ways to improve the efficiency of the banking system as a whole. Research methods – logical, comparative, analytical, scientific and methodological. The hypothesis of the research is that ways to improve the effectiveness of public administration depend on the qualifications of managerial personnel and feedback from the local population. Statement of basic materials. The article considers the priority tasks of the banking sector of the republic, aimed at maintaining stability and stable development. As a priority measure to increase the stability of commercial banks in Uzbekistan, we propose intensifying efforts to attract foreign direct investment in the banking sector of the republic, including through an initial public offer (IPO) in the domestic market, or by placing depositary receipts of shares of commercial banks of the republic in foreign countries stock exchanges. Originality and practical significance of the research. The choice of a model of government in the economy is inevitably associated with geopolitical priorities and ideas about the country's place in the modern world. This means that governance institutions are also influenced by the assessment of governance effectiveness and political factors, which in turn are divided into domestic political ones – this is the support of the idea of state independence by the population. The findings of the research. All proposed measures in the banking system should ultimately increase the volume of attracted investments and ensure the implementation of large investment projects, which are a good example of the successful implementation of state policy on the rational use of the richest raw material base and industrial capacities, ensuring sustainable economic growth, and organizing production with high added value, enhance export potential.

The paper is devoted to study of the modern innovative environment in the Republic of Belarus, its most important characteristics, problem areas. A conceptual apparatus has been given in the paper that determines an innovative environment, institutional conditions that contribute to its formation, priorities for development of research activities have been given and specified in the paper with due account of the requirements for modernization of the economy. The paper presents a definition of the innovation system which is given by distinguished western scientists and researchers who have been seriously engaged in its study. The aim of the research is qualitative, quantitative analysis of the innovation environment of the Republic of Belarus and also a comparative  analysis of  the innovation  environment of  the  Republic of  Belarus, its main  components  (legal, financial support, institutional specific features of function- ning) against the background of Russia and Kazakhstan. The paper contains SWOT-analysis which is used  to find possible directions of  innovative development of  the economy of the Republic  of  Belarus  on the basis of the existing national economic system and taking into account the peculiarities of the national mentality. Attention has been attracted to the fact that such factor of innovative development as “innovative behavior of employees” which is one of the key factors of competitive advantage in the world's leading companies is very important for evaluation and analysis of the innovation environment. The paper presents  an own model of the national innovation  system which consists of three subsystems: human capital, technological infrastructure and innovation support subsystem. Process of creating innovative products  has been shown in the paper and these products make it possible to understand interrelation of  the innovative ideas market  and the market of innovative product. It is proposed to use a categorical apparatus of legal acts of the Republic of Belarus to describe and characterize the markets of innovative ideas and innovative products. The analysis has been performed while using legislative acts, resolutions of the Government of the Republic of Belarus, analytical articles, conference materials, electronic resources, official statistics of the National Statistical Committee of the Republic of Belarus.

The article studies the priorities of developing small and medium sized innovative business. The paper shows that in modern conditions the priorities of developing small and medium sized innovative business should be considered as a necessary direction to ensure effective innovative development of the Republic of Bashkortostan and Russia as a whole. The article analyses the approaches to assessing the innovative potential of small and medium-sized innovative business. The author classifies the approaches to assessing the development of innovative systems. The paper presents the analysis of the indicators characterizing the innovative activity of small and medium business in the Republic of Bashkortostan. The author calculates the index of innovative potential and defines the priorities of developing small and medium sized innovative business in the Republic of Bashkortostan. The article reveals that for the most objective analytical assessment it is necessary to study such indicators as the number of small and medium sized R&D enterprises, the average number of innovative small and medium sized enterprises, the money turnover of R&D and innovative small and medium sized enterprises, costs on technological innovations of small enterprises, the share of small enterprises involved in technological innovations in the total number of small enterprises in Bashkortostan. The author emphasizes that under the conditions of global challenges it is necessary to deal with the strategic priorities of developing small and medium sized innovative business comprehensively and take into account such factors as innovative potential, innovative risk and security of innovative activity.

People and their creative activity is an important factor of innovative development. However, innovative behavior of the Russians and the Belarusians at the present stage is constrained not only by economic barriers but by various other factors, i.e. qualitative characteristics of the countries’ population, social and cultural conditions, etc. In this regard, the article is aimed at analyzing the factors of innovative activity of the population of Russia and Belarus. Scientific significance is determined by summarizing the results of the joint study carried out by the Russian and Belorussian academic institutions, identifying the common features and differences in the innovative activity of countries’ citizens, and defining the factors hindering people’s creative activity. The obtained results are of practical importance for determining priority management actions to encourage population creative activity both at the territorial and the micro levels (enterprises / organizations). The study uses sociological methods (sociological surveys), statistical analysis (including statistical indicators related to the innovative development of Russia and Belarus as well as information resources of Rosstat, Belstat and Eurostat), and general scientific methods (comparison, observation, analysis, generalization, synthesis, etc.). The materials of two sociological surveys are used as an information base of the research, e.g. monitoring of the quality of population’s labor potential conducted by the Vologda Research Center of the RAS in the Vologda Oblast in 1997–2017, and the sociological survey of the Mogilev Oblast of the Republic of Belarus conducted in 2016. The study results reveal new ways to encourage the countries’ population to increase creative activity.

A country’s image, economic development process and GDP growth is significantly influenced by its banking sector performance. Banking’s success largely depends on public confidence. Only a small part of the banking services customers understand the indicators and ratios which are used to assess bank’s activities. Therefore, there is a need to analyze banks performance results in Lithuania. The paper presents a principal component analysis model applied on banks performance ratios in Lithuania. The main purpose of this article is to analyze basic indicators used in banks performance evaluation by principal component method. The obtained results represent the main components with the highest influence on Lithuanian commercial banks performance results in 2008–2012 year period. The main findings of the study indicate that commercial banks in Lithuania have been affected by different factors during 2008–2012 periods. It has been noted that Scandinavian capital commercial banks‘ performance results have been influenced by similar factors, have had similar structure of the factors, which has been more stable in comparison with small and/or Lithuanian capital banks. Conclusions and recommendations help banks’ board to improve their competitiveness and financial results, thus it also helps them to make appropriate decisions. It is also useful for an academic community to understand the structure of main components in banking sector.

The aim of this paper is to assess the relative efficiency of commercial banks in one developing country, i.e. the Republic of North Macedonia by using the data envelopment analysis (DEA) technique-window analysis. The selection of inputs and outputs plays a key role when applying DEA for assessing the efficiency of decision-making units (DMUs). In the conducted research two inputs and two outputs have been selected. The sample consists of 14 commercial banks and the period that is being observed is an eleven year span from 2007 to 2017. According to the average efficiency score for the whole observed period, the most efficient bank belongs to the group of large banks, which simultaneously shows the highest efficiency. The banking sector in the Republic of North Macedonia, as a whole, showed the highest efficiency in 2007, and the lowest efficiency in 2011.
