People and their creative activity is an important factor of innovative development. However, innovative behavior of the Russians and the Belarusians at the present stage is constrained not only by economic barriers but by various other factors, i.e. qualitative characteristics of the countries’ population, social and cultural conditions, etc. In this regard, the article is aimed at analyzing the factors of innovative activity of the population of Russia and Belarus. Scientific significance is determined by summarizing the results of the joint study carried out by the Russian and Belorussian academic institutions, identifying the common features and differences in the innovative activity of countries’ citizens, and defining the factors hindering people’s creative activity. The obtained results are of practical importance for determining priority management actions to encourage population creative activity both at the territorial and the micro levels (enterprises / organizations). The study uses sociological methods (sociological surveys), statistical analysis (including statistical indicators related to the innovative development of Russia and Belarus as well as information resources of Rosstat, Belstat and Eurostat), and general scientific methods (comparison, observation, analysis, generalization, synthesis, etc.). The materials of two sociological surveys are used as an information base of the research, e.g. monitoring of the quality of population’s labor potential conducted by the Vologda Research Center of the RAS in the Vologda Oblast in 1997–2017, and the sociological survey of the Mogilev Oblast of the Republic of Belarus conducted in 2016. The study results reveal new ways to encourage the countries’ population to increase creative activity.

The development of any economic system involves the transformation of the basic characteristics of its participants. In this case, the development itself can be both traditional and innovative. Currently, it is important to consider the innovative type of development at the enterprise level, which means a purposeful process of finding ideas, preparing innovations and their implementation, to increase their efficiency, and for society - to increase needs, the state - to increase the competitiveness of national products in the international market. It is obvious that the development of innovative activity of the enterprise is one of the decisive factors of its successful development. The purpose of this study is a comprehensive study of the theoretical origins of management of innovative entrepreneurship, the formation of a systematic view of the features of innovation management of the enterprise in modern business conditions. A comprehensive study of the theoretical origins of management of innovative entrepreneurship development was carried out, in particular, the emergence of views on the essence of such concepts as “innovation”, “innovative enterprise”, “innovative entrepreneurship”, “development of innovative entrepreneurship” were analyzed in the article. The authors suggest their own interpretation of such categories taking into account the analysis of domestic and foreign approaches and theoretical provisions for this problems in the modern understanding. Also, a systematic presentation of the features of management of the innovative activity of an enterprise in modern economic conditions was formed. The authors believe that for successful management of innovative development of the enterprise there should be a "smart" management system of innovative development of the enterprise. The purpose of the IDE management is to increase the competitiveness of the enterprise - the stable market position for continuous development in a constantly changing external and internal environment. Features of managing the development of innovative entrepreneurship at the present stage are the following: the ability and readiness of the economic entity to positive change, progress; the sequence of management actions that realize the innovation potential; quantitative changes in the relevant "growth points"; qualitative changes based on cooperation and rivalry between market participants for better conditions of production, purchase and sale of goods. It should be noted that management of innovation entrepreneurship development should have the support of the state in the context of Ukraine's innovation policy. The prospects for further research are related to the improvement of the innovation entrepreneurship management system as a key element for increasing the competitiveness of modern enterprises in a constantly changing external and internal environment.

The article studies the priorities of developing small and medium sized innovative business. The paper shows that in modern conditions the priorities of developing small and medium sized innovative business should be considered as a necessary direction to ensure effective innovative development of the Republic of Bashkortostan and Russia as a whole. The article analyses the approaches to assessing the innovative potential of small and medium-sized innovative business. The author classifies the approaches to assessing the development of innovative systems. The paper presents the analysis of the indicators characterizing the innovative activity of small and medium business in the Republic of Bashkortostan. The author calculates the index of innovative potential and defines the priorities of developing small and medium sized innovative business in the Republic of Bashkortostan. The article reveals that for the most objective analytical assessment it is necessary to study such indicators as the number of small and medium sized R&D enterprises, the average number of innovative small and medium sized enterprises, the money turnover of R&D and innovative small and medium sized enterprises, costs on technological innovations of small enterprises, the share of small enterprises involved in technological innovations in the total number of small enterprises in Bashkortostan. The author emphasizes that under the conditions of global challenges it is necessary to deal with the strategic priorities of developing small and medium sized innovative business comprehensively and take into account such factors as innovative potential, innovative risk and security of innovative activity.

This research considers the issues of the balanced management of innovative industrial risks as a mechanism for achieving sustainable development of entities. The place of this complex of management actions has been determined in the general strategic management system when introducing innovations in the context of disturbances and risks. The role of innovative industrial risks, as restrictions of innovative development, has been defined, and the main challenges of implementing balanced management principles when introducing innovations in the face of uncertainty have been analyzed. For research, the petrochemical complex of the Republic of Tatarstan has been selected, the features of its innovative development have been studied, and the main trends and approaches to managing innovative industrial risks at achieving sustainable development in present-day conditions have been identified.

Relevance. In the modern interpretation, intellectual property has an interdisciplinary nature, being a legal and economic category, which determines the complexity of training personnel in the field of intellectual property as one of the key elements in building an innovative economy. Great importance is attached to the solution of this problem in the implementation of the State Program of Innovative Development of the Republic of Belarus and the Strategy of the Republic of Belarus in the field of intellectual property. Methodology: the research is based on general scientific methods of complex and systematic analysis, including the methodology of comparative analysis of international and national experience in the field under study. Results. In a historical aspect, the article describes the experience of the Republic of Belarus in training personnel in the field of intellectual property, identified the main problems at the present stage and proposed a set of measures to solve them. Particular attention is paid to the development and teaching experience of the discipline «Fundamentals of Intellectual Property Management», which was introduced as a mandatory state component in the studying programs of higher educational institutions. Discussion. The study considered content of training programs for training students of the first and second levels of education, retraining on the basis of higher education and advanced training of specialists. The authors proposed and substantiated an approach to the organization of education in the field of intellectual property for economic specialties in the Republic of Belarus. The article concluded that the implementation of a set of proposed measures for the development of a system for training specialists in the field of intellectual property management will make it possible to train personnel for an innovative economy, digital transformation and solve social and economic problems facing the country.

Аn іnnovаtіvе modеl of thе еconomy еnsurеs thе country's sustаіnаblе wеll-bеіng, both іn thе prеsеnt аnd іn thе futurе. Іn thіs rеgаrd, thе stаtе should pаy spеcіаl аttеntіon to thе dеvеlopmеnt of nаtіonаl іnnovаtіvе еntrеprеnеurshіp. Today, innovative development is the most important task for the Republic of Kazakhstan. The author studied the number of small and medium-sized businesses operating in the Republic of Kazakhstan and the level of innovation. This testifies to the results of innovative activities, but at the same time indicates the still low level of innovative activity of the domestic entrepreneurship. Іt should bе notеd thаt dеspіtе thе growth of іnnovаtіvеly аctіvе еntеrprіsеs, thе еntrеprеnеurіаl аctіvіty of domеstіc еntеrprіsеs іn thе fіеld of іnnovаtіons іs stіll low. Currently, the relevance of the country's innovative development is justified not only by external challenges in the world economy, but also by the internal need for an economically balanced development of the subjects of the real sector of the economy. At the same time, the activation of innovative activity of economic entities is impossible without increasing the level of their innovative susceptibility. It should be noted that despite the general interest of the scientific community in the innovative development of the economy and the large publication of works on this topic, the interpretation of the concept of «innovative susceptibility» is still freely interpreted and not enshrined in any legislative act. The purpose of the article is the author's study of the economic essence of innovative susceptibility of the organization. The study of this problem is based on general scientific methods of knowledge of economic phenomena and processes (analysis and synthesis, system approach, dialectical method, etc.). The article presents the author's rethinking of the concept of innovative receptivity of the organization. Based on the analysis of existing concepts on the issue under consideration, the authors formulate a refined interpretation of the concept of «innovative susceptibility» at the level of the organization and consider the main categories associated with this concept. It is established that the innovative activity of the organization is not possible without its innovational susceptibility. In turn, innovative susceptibility is not possible without motivated staff and the mood of the business entity to use its innovative potential to increase competitiveness. Conclusions and results of the article can be used in the educational and scientific process of economic faculties of higher educational institutions. During the writing of the article, the lack of a unified approach to the interpretation of the concept of innovative susceptibility of the organization was revealed, despite the great interest in the problems of innovative development of organizations in the modern post-industrial world. Therefore, the author's interpretation of the economic essence of innovative susceptibility of the organization was formulated. The subject, object, reasons and conditions of innovative susceptibility of the organization are defined.

Subject. This article discusses the role of social infrastructure in the national economy and analyzes the relationship between the notions of Infrastructure, Service Industry and Non-Productive Sphere. Objectives. The article aims to outline a methodology for development of the social infrastructure of Russia's regions. Methods. For the study, we used the methods of statistical and comparative analyses. The Republic of Crimea and Rostov Oblast's social infrastructure development was considered as a case study. Results. The article finds that the level of social infrastructure is determined by a number of internal and external factors. By analyzing and assessing such factors, it is possible to develop promising areas for the social sphere advancement. Conclusions. Assessment and analysis of internal factors largely determined by the region's characteristics, as well as a comprehensive consideration of the impact of external factors will help ensure the competitiveness of the region's economy.

Since the Republic of Croatia is one of the most popular European and world tourist destinations, the aim of this paper is, from the user’s (n = 596) point of view, to research the importance of stationary traffic in tourist destinations. The purpose of this paper is to point out the possibilities of improving the tourist destination quality and sustainability through an adequate parking service. In order to corroborate constructed scientific hypotheses, a larger number of scientific methods were used from which a polling method, analysis and synthesis method, descriptive statistics method, t-test, and analysis of variance (ANOVA) should be singled out. The major finding of this paper indicates a relatively big importance of stationary traffic (M = 6.51; SD = 2.21) as an element of tourist destination quality. Moreover, regarding the quality of tourist destination, the results of this paper suggest that the parking space availability is more important than the way parking or parking payment are organized. Between the experienced parking problem in a tourist destination and age on one side and evaluation of the importance of stationary traffic as an element of tourist destination quality on the other side, a statistically important connection was established. Gained knowledge can be particularly helpful to hotel industry managers but also to traffic managers whose duty is to provide an adequate number of parking spaces in tourist destinations.
