The implementation of PNPM Mandiri Pariwisata is a program that expected to reduce poverty through tourism by tourist growth philosophy that will affect economic growth and poverty reduction. This study aims to analyze community participation and the improvement of community participation strategy in the implementation of PNPM Mandiri Pariwisata in Karang Dima Village Labuan Badas District Sumbawa Regency. This study is a descriptive study with a qualitative approach. Where the key informants who serve as resource persons in this study were selected using purposive sampling technique. Based on the analysis of public participation in the implementation of PNPM Mandiri Pariwisata in Karang Dima Village Labuan Badas District Sumbawa Regency in general can be considered good, base on the Participation in Planning, community involvement has been seen since the beginning of the activities, and then in Participation in Implementation community directly involved to carry out activities that have been adjusted to the priorities and activities of the community, then Participation in Utilization since the beginning, the community involved as subjects of activities so they could felt the benefit of the activities directly, and the last Participation in Evaluation community involvement in terms of evaluating the activities carried out in stages ranging from monitoring, surveillance, until the evaluation. While the strategy of increasing public participation in the implementation of PNPM Mandiri Pariwisata in Karang Dima Village Labuan Badas District Sumbawa Regency done by Enabling steps through the pattern of community development based on community activities, potential, and uniqueness of the location and community involvement as a subject, then Empowering through the access opening and forge partnerships with key stakeholders, and the last Protecting through participation in festivals and fairs as well as the fulfilment of raw material and supporting equipment. Referring to the results of the discussion, the authors suggest that to maintain public participation in PNPM Mandiri Pariwisata needed figures through tourism community such as tourism awareness group (Pokdarwis), whereas in order to enhance community participation, the pattern of development activities conducted through community-based tourism (CBT) .Keywords: Public Participation, Community Development, PNPM Mandiri Pariwisata

This paper aims to analyze the utilizing Lapor Sleman as smart governance to increase public participation year 2018. Smart economy, smart governance, smart environment, smart people, smart mobility, and smart living are currently an innovations that continue to be developed in Indonesia as one step in applying technology to a broader sector. Smart governance became one of the important component among the six characteristics of smart city. Smart governance consists of aspects that encourage citizen participation in decision making and transparent governance. Collaboration between community and government, and the community involvement in giving advice and criticism of the government’s performance became the main things in smart governance. Lapor Sleman is existed as one of the manifestations of smart regency to improve public services by following the dynamics of people's lives, technological developments and communication.This research used exploratory descriptive qualitative method.The results of the study reveals the utilization of Lapor Sleman is expected to be able to support community activities in reporting and complaints and assisting the government in developing Sleman Regency. In spite of that, there are still many problems occuring in the use of lapor sleman.

The paper examined how cooperative societies operating in Rivers State have been carrying out poverty reduction activities among their members so as to help them contribute to community development. The study answered three research questions. The population of this study comprised 2,355 members of twenty one (21) registered cooperative societies whose activities cover thrift and loan, and thrift and credit facilities. Stratified random sampling technique was used to sample 1,103 representing 50% of the members of the twenty one (21) thrift loan and credit cooperative societies which were used for the study. Through the study, authors established that cooperative societies in the area of study have been empowering their members through their poverty reduction activities. However, factors such as Lack of capital and corruption among the heads of cooperative societies in the State have been militating against the effectiveness of the cooperative poverty reduction activities. Therefore, in order to sustain the cooperative poverty reduction activities, cooperators need cooperative education.

The purpose of this research is to know community participation in managing Bongkasa Pertiwi Village in Badung Regency. In this study using primary data sources and secondary data sources, while the type of data used is qualitative data. Methods of data collection through observation, interview and documentation study. Determination of informants in this study using purposive sampling technique. Data analysis used is qualitative data analysis technique and constrained by 4A concept, rural tourism concept, management concept and society participation concept. The research results obtained is Public participation is not optimal in managing tourist village, lack of public participation in planning, organizing, implementation and supervision because of the weakness of role of tourism village manager, low quality of human resources, socio-economic life of the community and lack of cooperation. The background of this research based on constitution article 27 paragraph 2 which states that “every citizen is entitled to work and means appropriate for humanity ”. Several steps are taken by a government in implementing this law such as the national program of community empowerment like KOTAKU/PNPM. Generally, there are contemporary issues in development such as Human Development Index (HDI), Poverty , Justice and Social Equality and accordingly there are strategic issues in the Bogor area such as  Human Development Index is still low, marked by unemployment and poverty rate is still high and although Bogor has sufficient natural resources and competitive , but not yet been explored optimally. Thefore, it is important to discuss the participation of the  program KOTAKU / PNPM as a form of community involvement to resolve these issues. KOTAKU Program use synergy platform the collaboration of local government and other stakeholders in the district and community-based infrastructure development to accelerate the handling of urban slum problems.The formulation problem are how public participation of the program KOTAKU/ PNPM, what problem occured and influenced the program, and what efforts are taken to solve the problem. The purpose of research are to understand the extent of effectiveness of the KOTAKU program and the level of participation from general public. According to Cohen and Uphoff, as cited by Siti Irene Astuti (2011: 61-63) distinguish participation can be devided into four types: (1) participation in decision making, (2) participation in the implementation, (3) participation in the utilization, and (4) participation in evaluation. Some factors that affects participation namely benefit of activities, an opportunity, skill, a feeling of ownership and community figures. Meanwhile, the implementation is action performed either by individuals or groups or government officials or private directed at the achievement of the some of the causes that have determined in the policy decision (Van Meter and Van Horn, 1975. In addition, policy implemenentation theory proposed by George C.Edwards III (1980) states that policy implementation is influenced by four variable as follow : (1). Communication, (2). Resources, (3). Disposition/Attitude, and (4). Bureaucratic Structure.Research methodology used is quantitative descriptive, technique of data collection and data analysis use primary and secondary data based on observation technique , the questionnaire and interview , and then  processed into the form of figures to do statistic calculation to draw conclusion. The sampling technique used is proportional random sampling in accordance to Solvin’s formula , and obtained samples of 100 respondents , with reference to productive ages .Based on the research it can be concluded that based on the calculation on those dimensions of public participation in Ciawi district has a value of 3.72 and intepreted as “good” category. With the conditions of Ciawi district which is so vast, potential large enough of religious communities, but still high poverty rate and many things to be improved and could not be separated from public participation in developing their areas. But there are several things must be done to increase, among others as follow :Socialization should be increased , that intention and purposes can be implemented and in accordance with the target.Optimalitazing society organizations in the each area/Village.Budget transparancy is needed to maintain of public trust. Keywords : Participation, Implementation, Program

This article discusses about community participation in the Gerakan Desa Wawasan (GDW) programme is being implemented in Kampung Bayangan, Keningau, Sabah. Community engagement is an important element of community development because they are individuals or groups of stakeholders who have a significant impact on the development of a project or program that is planned and implemented. Therefore, GDW programme is a mechanism to encourage local community involvement as it emphasizes the participation of the villagers themselves in the planning and development programme towards making the village more prosperous, attractive and profitable. Seven informants were interviewed in this study. All selected informants have experience and knowledge in running and implementing GDW programme in their villages. The findings of this study indicate that community participation in the GDW programme is active.   ABSTRAK Artikel ini membincangkan penglibatan komuniti dalam program Gerakan Desa Wawasan (GDW) yang dilaksanakan di Kampung Bayangan, Keningau, Sabah. Penglibatan komuniti adalah suatu elemen penting dalam pembangunan komuniti kerana mereka adalah individu atau kumpulan yang berkepentingan yang menerima kesan yang signifikan daripada pembangunan sesuatu projek atau program yang dirancang dan dilaksanakan. Justeru itu, program Gerakan Desa Wawasan (GDW) sebagai mekanisma untuk menggalakkan penglibatan komuniti setempat kerana program ini menekankan penglibatan penduduk kampung itu sendiri dalam proses perancangan dan program pembangunan ke arah menjadikan desa lebih maju, menarik dan menguntungkan. Seramai tujuh orang informan yang di temu bual dalam kajian ini. Kesemua informan yang dipilih mempunyai pengalaman dan pengetahuan dalam mengendalikan dan melaksanakan program GDW di kampung mereka. Penemuan kajian ini menunjukkan bahawa penglibatan komuniti dalam program GDW adalah aktif.

The main problem in this study is the low level of community participation in the implementation of National Urban Community Empowerment Program (NUCEP) in Grobogan Regency. This can be seen from the lack of community involvement in the entire process of the activity stage. The purpose of this study was to find out how the level of community participation in the implementation of NUCEP in Grobogan Regency. This research method uses a qualitative descriptive approach. Data analysis used qualitative and tirangulasi data analysis techniques. The evaluation model used is the Context, Input, Process and Product. The evaluation results show that the implementation of NUCEP is good, the context of the implementation of NUCEP is good, the input of NUCEP is good, but the available funds are insufficient to meet community needs; the implementation process went well, at the stage of preparation for less community participation especially in the FGD on Reflections on Poverty and the Preparation of Medium-Term Planning for Poverty Reduction Programs; then the implementation of the activities went well and the products of the NUCEP activities in the form of physical activities benefited the community. Based on the evaluation results it is recommended that, the effectiveness of NUCEP  needs to be increased, the NUCEP District apparatus must be more democratic and participatory in the implementation of planned programs. Community involvement must always be encouraged in all processes and stages of activities, starting from planning, implementation, monitoring and evaluation, and in the preparation of reporting for each activity.

Tujuan penelitian untuk mengetahui: (1) tahapan, (2) bentuk, (3) faktor-faktor yang mempengaruhi, dan (4) strategi pengembangan partisipasi masyarakat dalam penyelenggaraan program-program PKBM Ngudi Kapinteran, Semanu, Gunungkidul. Penelitian kualitatif dengan metode studi kasus. Hasil penelitian yaitu (1) Tahapan partisipasi masyarakat dimulai dari proses perencanaan, pelaksanaan, evaluasi serta pemanfaatan hasil. (2) Bentuk partisipasi masyarakat terbagi dalam dua bentuk meliputi; (a) fisik yaitu material dan tenaga, dan (b) non fisik yaitu ide. (3) Faktor-faktor yang mempengaruhi partisipasi masyarakat yaitu faktor pendukung yang berupa budaya dan kebermanfaatan program sedangkan faktor penghambatnya adalah tingkat pendidikan dan jenis pekerjaan. (3) factors affecting public participation namely the supporting factors are of cultural and advantage of program and limiting factors are the level of education and type of work. The leading cause of corruption in the regions is the enormous power in the hands of the local elite. However, the amount of authority held by the regions is not accompanied by an active control function through oversight institutions that involve the community. This study aims to analyze community involvement in the prevention and eradication of corruption in Indonesia. This research is normative legal research with a doctrinal approach. In a democratic country like Indonesia, community participation is needed in the prevention and eradication of corruption. Public participation in efforts to prevent and eradicate criminal acts of corruption is manifested in the form of data search, acquisition, and provision of data on corruption. In addition, the community has the right to provide advice and opinions responsibly for the prevention and eradication of corruption.
