The phenomenon of corruption now enters a nearly immeasurable area. Horizontally corruption spreads in almost all branches of power, both legislative, executive and judiciary. On a vertical line of corruption perched in every government hirakhi, from the center of power to the lowest level. In the case of Indonesia, since reformation has peaked (1998), corruption is like getting a decent place to breed. In the new order period until its downfall, executive dominance made corrupt behavior as stored neatly in documents only known by the regime in power. In curative action, there is no effective way to control corruption loopholes in the local government environment, except to impose strict sanctions, both administrative and legal for companies / entrepreneurs, government officials and communities who commit fraud in the use of APBD, procurement of goods and services, Business licensing and election services. Those who are administratively and legally proven should be immediately reduced, eliminated, substituted, disqualified and executed to produce deterrent effects for the community. Such action can be carried out directly for matters concerning the use of facilities and the budget of the agencies for the interests of the election, the implementation of the standard budget of the regional head election, close the space for the incumbent who want to re-nominate head of region if proven to conduct corruption.Keywords: Corruption, Local Government, Reform, Regional Autonomy

Bureaucratic reformation is the fundamental structuring efforts are expected to havean impact on changing systems and structures. The system deals with the relationshipbetween the unsure or the element that influence each other and are associated to makea form totally. The change in one element can influence the other elements in the system.The structure relates with the order of who arrayed a regular basis and systematically.Structure changes is also included with the mechanism and procedure, human resources,facilities and infrastructure, organization and organization’s environment in terms of theachievement of the efficiency of government bureaucracy. These changes include allowingall of the aspects of the bureaucracy has sufficient capacity to carry out the duties and thebasic function. Bureaucratic failure in a term for service the public until now representpoor government both at central and local government level. The urgency of bureaucraticreform in Indonesia is driven by a number of important note. First, the increased apparatusexpenditure is caused by increased of apparatus recruitment without unmeasured control.Second, the ballooning cost of democracy (election) affected the floated of local governmentbudget have increased significantly. The magnitude of the election budget and the impact ongovernmental bureaucracy resulted not ready to close the budget deficit. More than thesebureaucracy has loyalty dilemma caused by dispersed of concentration in every election’sactivity. Third, increased of develop the bureaucratic organization without planning andanalysis of the measured trigger financing and recruitment of apparatus that not less. Asa result, the bureaucracy in most areas are overload, or even lack in outside of Java. Inother side, less of local incomes make dependence to central government, while the localgovernment expenditure is to far from efficiency, even tend to be less controlled due to thehigh cost of the organization. In many cities in Indonesia street vendors have given a quite significant contribution to the local’s economy. However, their physical existence oftenly gives an undesirable impact to the area itself. Aligned with the concept of regional autonomy which is regulated in the Law No 32/2004 concerning the Regional Autonomy, which was later revised by the Law N0 23/2014, provincial government has the rights as well as responsibilities to manage some of the governmental matters. The authority of Kota Bandung had issued the Regional Law No. 4/2011 concerning the management of street vendors. One of the essential matters in the respected law is the categorization of the areas for vending into three zones. One of those is the red zone, within which vendors are not allowed to exist physically, nor to have business activities. Nevertheless the law aims to accommodate as well as to manage street vendors, so that they could positively contribute to the city. This research examined whether or not law is properly implemented. It is found that the efforts to accommodate the vendors from the authorities have not been carried out optimally. The only attempt to enforce the law concerning the red zone is the repressive kind, with no permanent results of discontinuity from the part of the vendors to operate their business some time after. Almost all of the vendors interviewed stated that they had never been engaged in any form of efforts from the local government.

The two-decade effort by the United States and its NATO allies to build a modern liberal state in Afghanistan envisioned electoral democracy replacing village councils and other forms of customary authority. But citizens still rely on these community-based bodies to resolve disputes, provide small-scale public goods and services, and broker relations with local government. Customary institutions may also provide protection against predatory government officials. Although the international community has largely overlooked customary authority, US and NATO military forces eventually recognized their importance. Throughout history, Afghan rulers have regarded customary authorities as threats to their power, and they have been largely excluded from ongoing peace talks among the United States, the Afghan government, and the Taliban.

Tujuan dari penelitian ini adalah untuk mengetahui perbandingan persepsi perawat dan pegawai pemerintah daerah tentang Keputusan Menteri Kesehatan RI No 1239/MenKes/SK/XI/2001 sebagai dasar hukum praktik keperawatan pada lingkup otonomi daerah. Desain penelitian yang digunakan adalah studi komparatif, sampel yang diambil 50 responden, menggunakan teknik pusposive sampling, analisa data dengan signifikansi p < 0,05. Hasil penelitian didapatkan dengan uji statistik chi-square p = 0,00 yang berarti ada perbedaan persepsi perawat dan pegawai pemerintah daerah. Perbedaan hasil analisa dapat disimpulkan bahwa perbedaan perawat dan pegawai pemerintah daerah disebabkan karena kurangnya sosialisasi. Untuk itu informasi tentang praktik keperawatan harus disosialisasikan lebih luas dan lebih optimal di dalam organisasi profesi (Persatuan Perawat Nasional Indonesia/PPNI), jajaran pemerintah daerah maupun pada masyarakat luas.Kata kunci: KepMenKes RI No 1239/MenKes/SK/XI/2001, persepsi perawat, persepsi pegawai pemerintah daerahABSTRACTNursing practice is based on KepMenKes RI No 1239/KepMenKes/SK/XI/2001 article four section 17 as the legal base for nursing practice. Nursing should be practiced according to designated authority, which is based on education and experience, and in providing their service they have to obey professional standard. However, in practice, there is no nurse who has license (SIP, SIK, and SIPP) in performing their professional practice. This might be due to dissimilar information between nurses and local government officers. The objective of this study was to find the difference of the perception in nurses and local government officers on KepMenKes RI No 1239/KepMenKes/SK/XI/2001 as the legal base for nursing practice under the scope of regional autonomy. This study was a comparative study. Samples involved comprised 50 respondents, recruited using purposive sampling method. Data analysis had significance level of p < 0,05. Using Chi-square test, it was found that p = 0,00, indicating difference between the perception of nurse and that of local government officers on. The fi nancial relationship between central and local government can be defi ned as a system that regulates how some funds were divided among various levels of government as well as how to fi ndsources of local empowerment to support the activities of the public sector.Fiscal decentralization is the delegation of authority granted by the central government to theregions to make policy in the area of   fi nancial management.One of the main pillars of regional autonomy is a regional authority to independently manage thefi nancial area. State of Indonesia as a unitary state of Indonesia adheres to a combination of elementsof recognition for local authorities to independently manage fi nances combined with the element oftransferring fi scal authority and supervision of the fi scal policy area.General Allocation Fund an area allocated on the basis of the fi scal gap and basic allocation whilethe fi scal gap is reduced by the fi scal needs of local fi scal capacity. Fiscal capacity of local sources offunding that comes from the area of   regional revenue and Tax Sharing Funds outside the ReforestationFund.The results showed that the strengthening of local fi scal capacity is in line with regional autonomy.

Доводиться, що втрата зв’язку з Батьківщиною, у якій би формі це не відбувалося, не дозволяє митцю творчо самореалізуватися повною мірою. The importance and problematic range of local government reform in the regions of the country and ways of its solution in the field of culture are analyzed. The most effective steps are proposed for management structures at different levels to change attitudes of both the management and the local population regarding different cultural practices. Emphasis is placed on the role of sectoral methodological services in the implementation of this reform. The experience of other countries in activating the local population in this process is emphasized. An attempt has been made to offer effective, in the authors' opinion, solutions to the reform. Emphasis is placed on the educational factor.

Background: This fact-finding study aimed to attain an overall idea and knowledge about medicine disposal practices in Dhaka Metropolitan households. Methods: This mixed study (both quantitative and qualitative) was orchestrated to inspect the household leftover medicine disposal pattern’s governing status. A cross-sectional survey was conducted following a structured questionnaire and key informant interview with a household person and in-depth interviews with the top pharmaceutical and government officials. Results: Findings disclose that, for most of the key informants, the terms “drug disposal” and “drug pollution” were unknown; more precisely, 67% and 74% of key informants even did not hear these two terms. Almost all (87%) households faced undesired incidents due to the insecure storage of medicines. People disposed of excess and expired medication in regular dustbins (47%), threw out of the window (19%), flushed within commode (4%), burnt in fire (2%), and reused (4%). A good percentage of people (21%) returned unexpired drugs to the pharmacy and bought other medicines on a need basis. A total of 72% wanted a medicine take-back program, and 100% agreed on mass education on this issue. Officials of pharmaceuticals conferred mixed opinion: top-ranked pharmaceuticals will adopt leftover medicine disposal practices; middle and low-ranked pharmaceutical companies are reluctant, merely denied mentioning the less important issue. Conclusions: The absence of mass awareness and standard laws and policies may explain these existing aberrant practices.
