Personnel policy as a basis formation of innovation strategy in the organization management system

The purpose of the article research of theoretical bases of personnel policy as bases of formation of innovative strategy in system of management of the organization, logical structuring of concept «personnel policy» and identification of personnel policy in modern practice of management of the organization. The research methodology consists in the use of analytical, logical, systematic methods, as well as a system-activity approach. The scientific novelty of the obtained results lies in the comprehensive study of this issue and finding new methods of activating personnel policy in the management system of the organization. Conclusions. The main purpose of personnel policy should be the formation and optimal use of personnel to achieve the goals of the enterprise. As a component of the strategic goals of the organization, it should be focused on the specific results and prospects of the organization, whose effective activity directly depends on knowledge, competence, qualifications, discipline, motivation, ability to solve problems, desire to constantly improve their skills and skills of all staff. That is why personnel policy is an important component in the management system of the organization, the ultimate goal of which is to create a cohesive, responsible, highly productive team capable of performing tasks in conditions of uncertainty and risk. Effective innovative personnel policy is designed to create conditions for increasing labor productivity and job satisfaction of employees of the organization. Innovations in personnel management allow you to fully implement the strategic goals and objectives of the organization, involving the organization's personnel in non-standard ways in their solution. The article discusses the behavior models of employees of the organization and their relationship with the innovation strategy. The results of the use of innovative technologies in the implementation of human resources policies by Russian organizations are presented and the risk factors for their implementation are listed. The authors substantiate the need to implement distance learning as a tool for implementing innovative personnel policy and determine the impact of the results of implementing iSpring on the effectiveness of the organization's personnel technologies.

The development of any economic system involves the transformation of the basic characteristics of its participants. In this case, the development itself can be both traditional and innovative. Currently, it is important to consider the innovative type of development at the enterprise level, which means a purposeful process of finding ideas, preparing innovations and their implementation, to increase their efficiency, and for society - to increase needs, the state - to increase the competitiveness of national products in the international market. It is obvious that the development of innovative activity of the enterprise is one of the decisive factors of its successful development. The purpose of this study is a comprehensive study of the theoretical origins of management of innovative entrepreneurship, the formation of a systematic view of the features of innovation management of the enterprise in modern business conditions. A comprehensive study of the theoretical origins of management of innovative entrepreneurship development was carried out, in particular, the emergence of views on the essence of such concepts as “innovation”, “innovative enterprise”, “innovative entrepreneurship”, “development of innovative entrepreneurship” were analyzed in the article. The authors suggest their own interpretation of such categories taking into account the analysis of domestic and foreign approaches and theoretical provisions for this problems in the modern understanding. Also, a systematic presentation of the features of management of the innovative activity of an enterprise in modern economic conditions was formed. The authors believe that for successful management of innovative development of the enterprise there should be a "smart" management system of innovative development of the enterprise. The purpose of the IDE management is to increase the competitiveness of the enterprise - the stable market position for continuous development in a constantly changing external and internal environment. Features of managing the development of innovative entrepreneurship at the present stage are the following: the ability and readiness of the economic entity to positive change, progress; the sequence of management actions that realize the innovation potential; quantitative changes in the relevant "growth points"; qualitative changes based on cooperation and rivalry between market participants for better conditions of production, purchase and sale of goods. It should be noted that management of innovation entrepreneurship development should have the support of the state in the context of Ukraine's innovation policy. The prospects for further research are related to the improvement of the innovation entrepreneurship management system as a key element for increasing the competitiveness of modern enterprises in a constantly changing external and internal environment.

The article considers the project management system as a tool for achieving strategic goals of network trading companies. This study is relevant, because in retail project management is widely used to solve unique and large-scale business problems, but the degree of prevalence of the project approach is still low, which affects the income of companies. In the course of the research, the classification of the activities of network trading companies, the functional-oriented organizational structure of project management of a network trading organization is presented, the model of the business architecture of project management of a network trading company is developed, and the algorithm of selection and the main functions of the software for project management are considered. As a result of the research, a standard project portfolio and a top-level model of the business architecture of a network trading company with an implemented corporate project management system were developed.

The article is devoted to the study of the features, as well as the establishment and analysis of factors for the formation and imple-mentation of an effective personnel policy of enterprises, including the agricultural sector of the economy. The parameters that affect the effectiveness of the company's personnel policy are defined. The basic principles of personnel policy implementation are summarized and expanded. It is established that the implementation of the personnel policy of the enterprise and the achievement of maximum use of its human resources potential should be based on the creation of equal employment opportunities and career growth of employees. It is proved that the personnel policy of an enterprise is formed under the influence of the external environment, namely socio-political, demographic and socio-economic processes, while adapting through the prism of strategic goals and objectives into a unique manage-ment model for each individual business entity, the main purpose of which is to maximize the full disclosure and use of its own personnel potential. A set of strategic tasks is outlined that should ensure the constant preservation of the numerical and qualitative composition of employees through its periodic restoration and maximum use of human resources in order to constantly improve the efficiency of person-nel work. Various approaches to the interpretation of the content of the concept of «personnel policy» are studied and generalized. The industry features of enterprises operating in the agricultural sector of the national economy are established and cause specific problems in creating a model of personnel policy. It is established that the effectiveness of the personnel policy of agricultural enterprises depends not only on the chosen corporate governance model, which is based on a system of strategic goals and objectives, but is also directly influenced by a complex of factors specific to this sphere of the economy. It is noted that the personnel policy should be formalized as much as possible and clearly, while at the same time remaining flexible and open to continuous improvement. It is noted that when form-ing and actually implementing the personnel policy, it is important for an enterprise to achieve a certain balance of interests of interested parties – the enterprise itself and its employees.Keywords: personnel policy, human resources potential, enterprise personnel, Personnel Management, labor activity, personnel development, agricultural sector of the economy. Статтю присвячено дослідженню особливостей, а також установленню й аналізуванню чинників формування та реалізації ефективної кадрової політики підприємств, зокрема аграрної сфери економіки. Визначено параметри, що впливають на ефек-тивність кадрової політики підприємства. Узагальнено і розширено базові принципи реалізації кадрової політики. Установлено, що реалізація кадрової політики підприємства і досягнення максимального використання його кадрового потенціалу мають ба-зуватися на створенні рівних можливостей зайнятості та кар’єрного зростання працівників. Окреслено комплекс стратегічних завдань, що мають забезпечувати постійне збереження чисельного та якісного складу працівників через його періодичне віднов-лення і максимальне використання кадрового потенціалу. Вивчено та узагальнено різноманітні підходи до трактування змісту по-няття «кадрова політика». Установлено галузеві особливості підприємств, що діють в аграрному секторі національної економіки і зумовлюють виникнення специфічних проблем створення моделі кадрової політики. Установлено, що ефективність кадрової політики підприємств аграрної сфери залежить не лише від вибраної моделі корпоративного управління, а й знаходиться під безпосереднім впливом комплексу специфічних для цієї сфери економіки чинників.Ключові слова: кадрова політика, кадровий потенціал, персонал підприємства, управління персоналом, трудова діяльність, розвиток персоналу, аграрна сфера економіки.
