This paper gives a personal political perspective on the policy dispute about localization in the humanitarian sector to argue that localization is a realization of the political right to self-determination. It starts by describing how humanitarian aid is too international today. It then makes the case for localization as an essential process of self-determination and humanitarian citizenship. It then analyses the main political arguments used against localization by international humanitarians who are resistant to it and shows how they routinely exaggerate the necessity of international aid by misrepresenting the reality of most humanitarian operations. Finally, the paper makes three recommendations to help humanitarian reform move forwards to find a fairer balance of local, national and international organizations.

International aid to the Palestinian Authority is conditioned in part on democratization and good governance. However, since Hamas's victory in the 2006 Palestinian Legislative Council elections and its takeover of the Gaza Strip, aid agencies have supported the international boycott of the Hamas government. This article argues that aid agencies, by operating in Gaza while boycotting its government, subvert their mandates and serve the political interests of donors and the PA rather than the humanitarian and development needs of Gazans. As a consequence, assistance has, inadvertently and unintentionally, increased Gazans' dependence on humanitarian aid, impeded economic development, and enabled Israel to maintain its occupation and the blockade of Gaza.

DIALECTICS ‘WE’–‘ALIENS’ IN RIGHT-WING POLITICAL PHILOSOPHY 1789–1945 The aim of the author of this text is to polemicize with the stereotype according to which nationalism is a synonym of the “extreme right.” For this purpose the method of historical exemplification was used. Part I of this text is devoted to defining the concept of the “right” and to present the supporters of the French Revolution and other 19th-century revolutions, their idea of nationalism, the nation-state and sovereignty of the nation. This presentation shows that up to 1890 nationalism is located in the revolutionary left. The first nationalists are Jacobins. The counter-revolutionary right is opposed to nationalism. For this right, nationalism is combined with the idea of empowering nations to the rights of self-determination, which is closely connected with the idea of people’s sovereignty. This situation persists until 1870–1914, when the ideas of national sovereignty are implemented in the politics of the modern states. However, the liberal state does not meet the expectations of nationalists, because it neglects the interests of the nation as the highest value. That is the cause for them moving from the political left to the right part of the political scene, replacing the legitimist right. The latter is annihilated with the decline of aristocracy. In the 19th century, the left is nationalistic and xenophobic. We find clear racist sympathies on the left. The political right does not recognize the right of nations to self-determination, the idea of ethnic boundaries. It is cosmopolitan.

Macro trends in funding international aid programmes are the focus of this chapter which explains how emerging innovative financing mechanisms are contributing to shape the approach to development themes. The chapter then presents the important issue of donor-led performance accountability, in the context of a significant increase in voluntary and earmarked funding, coupled with significant competition for visibility and resources among international organizations. There are implications related to the shift in role of international organizations and the transition to an ‘indirect’ programme implementation modality, based on capacity building of developmental counterparts and cash-based humanitarian assistance. This identity change requires time and the adaptation of skills and business models. Ways forward and areas for further research are identified in relation to the drivers of collaboration and competition among international aid players. This includes increasing funding and programmatic integration between ‘development’ and ‘humanitarian’ aid and for exploiting the potential of public–private collaboration for innovative and sustainable funding for development.

Since 1994, the Zapatista political autonomy project has been claiming that “another world is possible”. This experience has influenced many intellectuals of contemporary radical social movements who see in the indigenous organization a new political alter-native. I will first explore some of the current theories on Zapatism and the crossing of some of authors into anarchist thought. The second part of the article draws on an ethnography conducted in the municipality of Chenalhó, in the highlands of Chiapas, to emphasize some of the everyday practices inside the self-proclaimed “autonomous municipality” of Polhó. As opposed to irenic theories on Zapatism, this article describes a peculiar process of autonomy and brings out some contradictions between the political discourse and the day-to-day practices of the autonomous power, focusing on three specific points linked to economic and political constraints in a context of political violence: the economic dependency on humanitarian aid and the “bureaucratic habitus”; the new “autonomous” leadership it involved, between “good government” and “good management”; and the internal divisions due to the return of some displaced members and the exit of international aid.

Indigenous peoples have emerged as active participants in international relations. They claim the right to participation and to consultation in international political decision-making and to represent their interests based on principles of self-determination. Indigenous peoples' organizations in the Arctic have been in the forefront of the political mobilization of indigenous peoples in different international forums. The aim of the INDIPO project is to study the dynamics of interactions between states, international organizations, and indigenous peoples. This research project draws on theories and practices in international politics and international law in order to analyse how ‘indigenousness’ is used politically as a claim to self-determination and sovereignty in the international system and what the political consequences of this claim will be. The research objective consists in seeking answers to two interrelated questions. Firstly, how relations between states, international organizations and indigenous peoples have been and are currently constructed as legal and political practices? Secondly, how indigenous peoples, through different strategies, construct political agencies to further their political interest? The research project advances knowledge about the construction of the political agency of indigenous peoples and their participation in international policy-making. The researchers seek to establish a constructive dialogue with the representatives of major stakeholders and to organise two workshops with them in order to discuss the objectives and results of the project. The first one was held in Inari, Finland in January 2006.

Facing the decisive struggle between Nazism and Soviet communism for dominance in Europe, in 1942/43 Polish communists sojourning in the USSR espoused anti-German concepts of the political right. Their aim was an ethnic Polish ‘national communism’. Meanwhile, the Polish Workers’ Party in the occupied country advocated a maximum intensification of civilian resistance and partisan struggle. In this context, commentaries on the Nazi judeocide were an important element in their endeavors to influence the prevailing mood in the country: The underground communist press often pointed to the fate of the murdered Jews as a warning in order to make it clear to the Polish population where a deficient lack of resistance could lead. However, an agreed, unconditional Polish and Jewish armed resistance did not come about. At the same time, the communist press constantly expanded its demagogic confrontation with Polish “reactionaries” and accused them of shared responsibility for the Nazi murder of the Jews, while the Polish government (in London) was attacked for its failure. This antagonism was intensified in the fierce dispute between the Polish and Soviet governments after the rift which followed revelations about the Katyn massacre. Now the communist propaganda image of the enemy came to the fore in respect to the government and its representatives in occupied Poland. It viewed the government-in-exile as being allied with the “reactionaries,” indifferent to the murder of the Jews, and thus acting ultimately on behalf of Nazi German policy. The communists denounced the real and supposed antisemitism of their adversaries more and more bluntly. In view of their political isolation, they coupled them together, in an undifferentiated manner, extending from the right-wing radical ONR to the social democrats and the other parties represented in the underground parliament loyal to the London based Polish government. Thereby communist propaganda tried to discredit their opponents and to justify the need for a new start in a post-war Poland whose fate should be shaped by the revolutionary left. They were thus paving the way for the ultimate communist takeover

In this work two key theses are defended: political liberalism is a processual (rather than a static) view and process thinkers should be political liberals. Three major figures are considered (Rawls, Whitehead, Hartshorne) in the effort to show the superiority of political liberalism to its illiberal alternatives on the political right and left. Further, a politically liberal stance regarding nonhuman animals and the environment is articulated. It is typical for debates in political philosophy to be adrift regarding the concept of method, but from start to finish this book relies on the processual method of reflective equilibrium or dialectic at its best. This is the first extended effort to argue for both political liberalism as a process-oriented view and process philosophy/theology as a politically liberal view. It is also a timely defense of political liberalism against illiberal tendencies on both the right and the left.

There are some 700,000 Latin Americans of Palestinian origin, living in fourteen countries of South America. In particular, Palestinian diaspora communities have a considerable presence in Chile, Honduras, and El Salvador. Many members of these communities belong to the professional middle classes, a situation which enables them to play a prominent role in the political and economic life of their countries. The article explores the evolving attitudes of Latin American Palestinians towards the issue of Palestinian statehood. It shows the growing involvement of these communities in Palestinian affairs and their contribution in recent years towards the wide recognition of Palestinian rights — including the right to self-determination and statehood — in Latin America. But the political views of members of these communities also differ considerably about the form and substance of a Palestinian statehood and on the issue of a two-states versus one-state solution.

In Israel, as in many other countries, the impact of public opinion on national policymaking has increased dramatically over the last few decades. In fact, public opinion has practically developed into one of the prime political inputs in Israel. This chapter argues that this increased impact, which could have contributed to improving the Israeli democracy, is in fact often undermined by the increasing overlapping of the main cleavages within Israel: between the political Right and Left, between Jews and Arabs, and between religious and secular Israelis. This extreme overlapping has severely eroded the national consensus and accelerated the emergence of deep disagreements in public opinion over strategic issues, such as the nature of the state (Jewish? Democratic?), the main challenges facing the nation (including the best way of dealing with the protracted Israeli–Palestinian conflict), and the desired collective future.

Between 2020 and 2021, one hundred and ten bills in state legislatures across the United States suggested banning the participation of transgender athletes on sports teams for girls and women. As of July 2021, ten such bills have become state law. This paper tracks the political shift towards targeting transgender athletes. Conservative political interests now seek laws that suture biological determinist arguments to civil rights of bodies. Although narrow binary definitions of sex have long operated in the background as a means for policy implementation under Title IX, Republican lawmakers now aim to reframe sex non-discrimination policies as means of gendered exclusion. The content of proposals reveal the centrality of ideas about bodily immutability, and body politics more generally, in shaping the future of American gender politics. My analysis of bills from 2021 argues that legislative proposals advance a logic of “cisgender supremacy” inhering in political claims about normatively gendered bodies. Political institutions are another site for advancing, enshrining, and normalizing cis-supremacist gender orders, explicitly joining cause with medical authorities as arbiters of gender normativity. Characteristics of bodies and their alleged role in evidencing sex itself have fueled the tactics of anti-transgender activists on the political Right. However, the target of their aims is not mere policy change but a state-sanctioned return to a narrowly cis- and heteropatriarchal gender order.
