The methodology examined for this study was based on statistical analyses and GIS computations of frequent inland water flooding areas in Tangerang city, Indonesia during 2008–2015. Primary data used for this study were inland water flooding records from Tangerang city government and an approximately 90 m Merit DEM. We extracted the topographical characteristics of frequent inland water flooding areas and used principal component analysis to find its main characteristics. Results show that frequent inland water flooding areas in Tangerang emerged because of a slope in the upstream condition, the correlation between concave and flow length conditions, correlation of the slope condition and distance to a river, and relations among flow length in upstream characteristics and distance to a pond. Furthermore, a principal component score of frequent inland water flooding areas and other areas in the city was compared with measure similarity. This method correctly identified 71% of frequent inland water flooding areas. Also, 74% of one-time inland water flooding areas were classified as locations with high topographical similarity. Furthermore, field surveys indicated that the remaining 29% of frequent inland water flooding areas had low topographical similarity because of anthropogenic factors.

Makassar Raya Market.</em></p><em>This study aims to evaluate the management system of market levies and the contribution of market levies to increase Makassar City's Regional Original Income (PAD) and to formulate a more appropriate market levy management system to maximize PD revenue. Makassar Raya Market, Makassar City. The data used in this study are secondary in the form of documents and records related to market retribution income, and primary data in the form of daily reports of the recipient's cash-holding assistant as well as collection reports and proof of deposit of the recipient's treasurer into cash through the City Regional Development Bank (BPD). Makassar. The results of the study show that local revenue from market levies is in a very effective category, this is indicated by an average value of 100.28%, and Pasat Levies have a very large influence and contribution to Local Ownership in Makassar City, this can be shown by the average value of the contribution is 102.25%, while the growth rate of market levies explains that the growth rate with an average value is 9.69 which indicates the unsuccessful category The growth rate of market levies explains that the growth rate with an average value is 9.69 which indicates the unsuccessful category.</em>

After the earthquake, tsunami, and liquefaction on 28 September 2018, the condition of the five-story building was damaged, but it is still inhabited by dozens of families. This paper seeks to explore the attitude of the Palu City Government-Regional People's Representative Council (DPRD), residents, and parties outside the government and outside the residents regarding the use of these flats after the earthquake. The research was conducted qualitatively. Primary data were collected from direct observation and interviews and sources of mass media coverage also complement the secondary data needs. Borrowing Robert K Merton's structural functionalism theory, this research finds a condition if after a disaster, residents strengthen their institutions by building consensus or mutual agreement. Meanwhile, the City Government of Palu, although stated that they prohibited them from returning to the apartment, they have not been able to provide a more feasible housing solution after the earthquake. Ironically, members of the DPRD, as partners of the mayor in the government in Palu City, do not yet know about this condition.

Abstract : Based on data from the Central Statistics Agency (BPS) of Bali in 2013, the population density in the Metropolitan area SARBAGITA (Denpasar-Badung-Gianyar-Tabanan) was 1.057 inhabitants/km2 with an area of 1.753,63 km2 and population was 1.853.017 inhabitants. Availability of facilities and adequate transportation infrastructure is needed, but in fact the performance of roads in the city center has declined. It is characterized by an increase in travel delay problem. Traffic delay problems in the City of Denpasar commonly occur on the stretch of Gatot Subroto street. To minimize the existing problems, Denpasar City Government plans to develop an underpass at the intersection of Gatot Subroto street and Ahmad Yani street. The aim of this study was to analyze the direct benefits of underpass for road users, to analyze the costs necessary to realize and operate the underpass, and to analyze the economic feasibility of the underpass development investment. Based on primary data and secondary data were obtained from government agencies, the method of analysis in this study used the technique of Net Present Value (NPV), Benefit Cost Ratio (BCR) and Internal Rate of Return (IRR). Economic analysis conducted in this study used three criteria (NPV, BCR and IRR) with three interest rates (12%, 15% and 18% per year) stating that the construction of an underpass was economically feasible. For example in the second scenario where the interest rate 15% gain on the analysis of value NPV, BCR and IRR respectively is Rp. 233.462.340.102,00; 1,948 and 30,81%. Suggestions can be submitted from this research is the need to contemplate the effect of changes in land use in areas close to the area around the underpass and needed further study that takes into account the needs of additional traffic lanes.

<pre><em><span>This study aims to test and prove the influence of human resource competencies, implementing commitments, implementing regulations, and the quality of training on compliance with government regulation number 71 of 2010 regarding fixed assets. The population in this study were all financial management apparatus in the Regional Devices Organization in the City Government of Bengkulu. The data used in this study are primary data, which was obtained by distributing questionnaires to the respondents. The sample in this study amounted to 146 respondents, data analysis was performed using SPSS version 22. Hypothesis testing used multiple linear analysis. The results showed that the competence of human resources, implementing commitment, the application of regulations, and the quality of training proved to have a positive effect on compliance with government regulation number 71 of 2010 regarding fixed assets.</span></em></pre>

This research aims to find out the problems and solutions that can be done to overcome the problem of the protection of batik copyright law in the city of Cilegon based on law number 28 of 2014 concerning copyright.The formulation of the problem and the purpose of this paper is to see how the existence of batik in the city of Cilegon, businesses and any obstacles faced by the Cilegon city government in providing legal protection for the batik. in addition, the purpose of this study is to provide knowledge that the importance of other legal instruments that are technical. The intended legal device can be in the form of a Regional Government Regulation that regulates the protection of traditional batik art creations including folklore. The research method used is the empirical juridical approach method, where the procedure begins by examining secondary data first, then proceed with examining primary data in the field. The specifications of this study are analytical descriptive. Sources and types of data, consisting of primary data and secondary data. The endeavor of Denpasar City Government in establish the wellbeing of its people especially the underprivileged households is conducting a house renovation aid program in order to accomplish the essential privileges of livable and healthy housing. With numerous problems during the development program execution, therefore, this study is carried out to evaluate the program implementation to determine the program effectiveness index and its relationship between the program effectiveness and the increase of the wellbeing of underprivileged households. The primary data are composed from survey feedbacks of sequence of questions in a questioner. While, the secondary data were collected from Office of Spatial Planning and Housing of the City of Denpasar and other related agencies. The methods used in data collection consist of interviews and questionnaires.  Out of 30 questions in the questioner, all were affirmed valid and reliable. The analytical tool utilize in the study were descriptive analysis, effectiveness analysis in term  of input variables, output variables, outcome variables and impact variables which modify Dantes' formula; and Chi Square analysis to distinguish the relationship between program effectiveness and program's impact to wellbeing improvement. Of the five Dante's categories of effectiveness index, the analysis of the feedbacks of 68 respondents which distributed in four districts in the City of Denpasar are presented in this study. The total score value of program implementation effectiveness, indicated by X, X = 4581, within the range 3400 ? X ? 4760. This index value showed that the implementation of the house renovation for underprivileged households aid program is classified to be less effective. The value of Chi Square of the study is greater than its critical value (47.33 > 13.277). It is indicating that there is a significant relationship between program effectiveness and the program impact to the people wellbeing improvement. It is suggested that when the program and its impact is to be continued, the effectiveness variables need to be optimized and so the managements improvements in order to increase the wellbeing of the underprivileged households.

The purpose of this research is to find out the influence of budget planning, human resource competence, organizational motivation towards budgets in the regional organizations of the city of Pekanbaru. The research method used is a quantitative re`search method with primary data obtained from questionnaire data measured using a Likert scale. The study population was all Regional  Organizations in the Government of Pekanbaru. This sample researchers are the chief of regional organizations, Chief of Subdivision and treasurer of expenditure at 43 regional organizations in Pekanbaru City selected using purposive sampling method. Data collection was carried out through a survey using a questionnaire that was distributed to respondents. This research uses multiple linear analysis method with SPSS version 22. The results of this study indicate that budget planning, human resource competencies, motivation, and organizational commitment affect budget absorption in Pekanbaru City Government

ABSTRAKPertumbuhan penduduk perkotaan yang tinggi dan masyarakat yang konsumtif terhadap penggunaan kendaraan bermotor menjadi faktor timbulnya permasalahan transportasi perkotaan salah satunya adalah kemacetan. Di Kota Bandung secara khusus salah satu penyebab timbulnya kemacetan di beberapa titik adalah tingginya jam operasional kendaraan pada pagi hari khususnya pada kendaraan pribadi. Para pelajar SD, SMP, dan SMA yang berangkat pagi hari dan sore hari ke sekolah banyak yang menggunakan kendaraan pribadi yang disebabkan oleh banyak hal, diantaranya kurang memadainya fasilitas angkutan umum saat ini. Sebagai salah satu upaya mengatasi kemacetan yang disebabkan oleh kendaraan pribadi yang digunakan oleh para pelajar tersebut, pihak Pemerintah Kota Bandung meluncurkan bus sekolah gratis bagi para pelajar. Pada penelitian ini teknik pengumpulan data yang digunakan adalah melalui teknik survey primer dengan menyebarkan kuesioner kepada siswa/i tingkat SD, SMP, SMA di Kota Bandung dengan Penentuan sampel berdasarkan metode Slovin. Data-data yang digunakan pada penelitian ini yaitu data primer yang merupakan hasil penyebaran kuesioner serta data sekunder yang diperoleh dari studi literatur atau penelitian serupa yang pernah dilakukan sebelumnya. Metode analisis yang digunakan pada penelitian ini adalah deskriptif kuantitatif serta Cross Tab (Tabulasi Silang).Kata kunci: bus sekolah, kemacetan, pelajar ABSTRACTThe high urban population growth and the consumptive society towards the use of motorized vehicles is a factor in the emergence of urban transportation problems, one of which is congestion. In the city of Bandung specifically one of the causes of congestion at some point is the high operating hours of vehicles in the morning, especially in private vehicles. Elementary, junior and senior high school students who leave in the morning and evening go to school many use private vehicles caused by many things, including inadequate public transport facilities at present. As one of the efforts to overcome congestion caused by private vehicles used by the students, the Bandung City Government launched a free school bus for students. In this study the data collection techniques used were through primary survey techniques by distributing questionnaires to students at the elementary, middle and high school level in the city of Bandung with sample determination based on Slovin method. The data used in this study are primary data which is the result of questionnaires and secondary data obtained from literature studies or similar studies that have been conducted before. The analytical method used in this study is quantitative descriptive and Cross Tabulation.Keywords: school bus, congestion, students

The purpose of this study is to describe and analyze the relationship between the DPRD and the City Government of Palangka Raya in the preparation and determination of the Regional Budget and to describe and analyze the factors that influence the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of APBD regulations. This study uses descriptive qualitative research methods. The types and sources of data chosen by researchers are primary data and secondary data. Data collection techniques used to obtain information are interviews and documentation. The results showed that the pattern of interaction between the executive and the legislature in the discussion of the Regional Expenditure Budget (APBD) in Palangka Raya City in 2018, starting from the stages of KUA and PPAS formulation and the RAPBD discussion until the budget approval stage was always colored by several phenomena of interaction between the executive and legislative to carry out the functions of authority to master each other, dominate. In determining budget policy, it was found that the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of the Regional Budget was still conducive so that it did not lead to deadlock in the formulation and determination of the Palangka Raya City Budget in 2018. Factors affecting the interaction of DPRD and Palangka City Government Raya in the preparation and determination of APBD is the existence of a special mission to negotiate in the form of non-agenda, bargaining with executives to gain the interests of the legislature, a vision that may be different in running a good governance (transparent, democratic, good, fair, responsible and objective ) and equalize the same understanding in responding to every issue and scene in formulating local regulations on APBD and their implementation.

Purpose This study aims to evaluate the property tax base under the local government property taxation in Nairobi City and its implication on revenue adequacy of the city. Nairobi has grown both in population and in physical extent resulting to increased demand for urban services. The city faces challenges of adequate infrastructure service provision against increasing demand. Property taxation if fully exploited can be a major source of city government revenue, which has been dwindling. Design/methodology/approach Literature review of property tax bases in the world and examination of best practices was done to highlight the inadequacies of property tax base administration in Nairobi. Primary data were gathered through interviews of officers in Nairobi City involved in the land rating process. Secondary data were obtained through documentary search and field survey of the study area. Findings The study established that Nairobi relies on a dual system of taxation, namely, site value rating and area rating. Tax is on vacant land only and excludes improvements. There are many legal exemptions and administrative exclusions from the tax base. The property tax registers do not include all the taxable properties and there is no regular updating of the tax registers. Nairobi relies on an outdated valuation roll whose values have no relation to the current market values. Research limitations/implications These factors have resulted to a narrow tax base, which affects the revenue potential of the city and its ability to adequately provide infrastructure services. Originality/value This is an original research, which relied mainly on primary data. To establish the property tax bases and the exempt properties in Nairobi, the researchers interviewed the officers at the Nairobi city land valuation and property management directorate using structured questionnaires. To address the third objective on whether the property tax base is complete and all-inclusive, the research relied on primary data. The research population was residential properties in Buruburu, Kilimani and Riruta areas of Nairobi city. The sample data on property details were collected from the Ministry of Land and Physical Planning (MLPP). The researchers then examined the records at the Nairobi City to evaluate whether the properties, which are registered at the MLPP, are charged land rates at the city level and at what amounts. This included properties under site value rating and area rating.
