The space of rural areas is subject to constant changes in terms of structure and development. The area structure of rural areas, especially in the south and east of Poland, remains unsatisfactory. The weakness of Polish agriculture is the fragmentation of the area structure of its farms; this was due to historical, natural, economic and social factors and, to a large extent, tradition. Therefore, the current status of agricultural land in Poland requires carrying out many arrangement and agricultural operations. In Ukraine, there is also no coherent IT system that would allow for the efficient management of rural space and agriculture. In order to conduct a coherent rural development policy in the region, the self-governments in Poland and in Ukraine are facing the need to expand the existing spatial information infrastructure system. This study is a proposal to expand the spatial information system with elements related only to agricultural surveying. To this end, the concept of building the Agricultural Geodesy Module was created as an element of the region’s spatial information system. The Agricultural Land Surveying Module will be an information repository and will enable powering the region’s database. Data supplying the repository will be divided into source data, operational data, metadata and final studies, such as analyses or reports. These data will not only be used by the local government of the region, but will also be made available to external users.

One of the most commonly used geospatial mapping methods is photogrammetry (aerial mapping). Photogrammetry is a method of mapping objects on the surface of the earth by using aerial photography as a medium. The aerial mapping process is carried out through cameras installed on Unmanned Aerial Vehicle (UAV). From the aerial photography, object interpretation and geometry measurements will be carried out to produce line maps, digital maps and photo maps. In general, photogrammetry is a mapping technology by utilizing aerial photography to be processed into a geo-spatial information system. Batu Bersurat Village is one of the villages located in Subdistrict XIII Koto Kampar, Kampar Regency, which did not have a geospatial information map. Community service team from the Mechanical Engineering Department of the University of Riau had a plan to carry out community service activities in Batu Besurat Village in the form of making geospatial information maps through aerial mapping. This aerial mapping activity was carried out by utilizing UAV with the type of fixed wing. In its implementation, the community service activities were planned to involve Mechanical Engineering students, university students of the University of Riau, village officials and the local community. It is expected that with this community service program, the geospatial information system map made by Batu Bersurat Village can be  used in village spatial planning for agricultural land, residential land and validation of village boundaries.

This paper describes an approach introducing location intelligence using open-source software components as the solution for planning and construction of the airport infrastructure. As a case study, the spatial information system of the International Airport in Sarajevo is selected. Due to the frequent construction work on new terminals and the increase of existing airport capacities, as one of the measures for more efficient management of airport infrastructures, the development team has suggested to airport management to introduce location intelligence, meaning to upgrade the existing information system with a functional WebGIS solution. This solution is based on OpenGeo architecture that includes a set of spatial data management technologies used to create an online internet map and build a location intelligence infrastructure.

Rural development within the European Union has been a continuous evolution of rural space through which it has responded to the needs and challenges of the European Community. Thus, the European Union has created and implemented the Common Agricultural Policy, and rural development is its second pillar. In the case of Romania, agriculture and rural development is a priority sector in terms of economic and social growth, due to the large area occupied by rural areas, but also due to the large area of agricultural land that is found on the territory of Romania. This article is intended to be an objective analysis of the impact that European funds have had on the development of the Romanian rural area regarding the allocation of these funds. At the same time, the degree of absorption of the National Rural Development Program (NRDP) was analysed.

Digital image data processing is mainly to input digital image data into a computer to complete the conversion of a continuous spatially distributed image model into a discrete digital model so that the computer can identify, process, and store the processing process of digital image information. Geographic information system (GIS) is a computer system that integrates multiple forms of information expression, and it integrates functions such as collection, processing, transmission, storage, management, analysis, expression, and query retrieval, which can quickly discover the spatial distribution of things and their attributes and can express the results accurately and vividly in various intuitive forms. Therefore, on the basis of summarizing and analyzing previous research works, this paper expounded the research status and significance of processing methods for digital image data, elaborated the development background, current status, and future challenges of the GIS technology, introduced the methods and principles of permutation matrix algorithm and subimage averaging method, constructed the processing model for digital image data based on GIS, analyzed the data structure and its database establishment for digital image, proposed the processing methods for digital image data based on GIS, performed the enhancement processing and calculation classification of digital image data, and finally conducted a case analysis and its result discussion. The study results show that the proposed processing methods for digital image data based on GIS can perform analogue-to-digital conversion of continuous images, complete the steps of sampling, layering, and quantization, and then encode the obtained discrete digital signal into the computer to form an in-plane collection of pixels; this processing method can also organically combine spatial information and image data and identify, process, and store digital image data from both spatial and attribute aspects. The study results of this paper provide a reference for further research on the processing methods for digital image data based on GIS.

A pilot medical information system is being implemented and currently is providing services for limited categories of patient data. In one year, physicians’ diagnoses for 500,000 office visits, 300,000 drug prescriptions for outpatients, one million clinical laboratory tests, and 60,000 multiphasic screening examinations are being stored in and retrieved from integrated, direct access, patient computer medical records.This medical information system is a part of a long-term research and development program. Its major objective is the development of a multifacility computer-based system which will support eventually the medical data requirements of a population of one million persons and one thousand physicians. The strategy employed provides for modular development. The central system, the computer-stored medical records which are therein maintained, and a satellite pilot medical data system in one medical facility are described.

Bridges and ferries, as objects of dispute and crime locations among the eighteenth century nobles of Vilnius district, is the main topic of research in this article. Case materials and auxiliary documents from the records of Vilnius district castle and land courts reveal how often bridges are mentioned in the court processes in both violent and non-violent crimes. Research explores what types of violent crimes took place on bridges or ferries most often. It also works on questions of geographic localisation and statistics, discussing general situation of bridges in Vilnius and its neighbouring areas in the eighteenth century. Bridges are regularly mentioned in the books of the eighteenth century Vilnius castle and land courts, albeit most references are not related to conflicts and bridges are mentioned as orientation marks or in reference to location of a real estate object. Both non-violent legal disputes, involving bridges as objects, and violent crimes on the bridges were not in multitude, however non-violent crimes were in smaller numbers. There were seven dispute cases about lands, properties and plots of land where bridges and ferries are mentioned. Non-violent conflicts mostly took place in rural areas of the district, four of them, and three such disputes happened in Vilnius (one on the Green Bridge and two on the bridges over the River Vilnia). Most commonly recorded violent crime on a bridge was beating and, since this was the most common type of crime perpetrated by nobles in the eighteenth century Vilnius district, this trend is logical. A bridge is once mentioned in the record about a raid. In terms of location, more crimes on the bridges took place in the rural space, although this particular space wasn’t dominant, since six crimes were reported in the province and five in the city – two in Vilnius on the Green (Stone) Bridge, two on the bridges over the River Vilnia and one on a ferry near Šnipiškės. Trends in crime locations match general crime tendencies in Vilnius district, where more crimes took place in the rural space than in the urban one. One may guess, that the rare mention of bridges partially testifies to the fact that in the eighteenth century Vilnius district level of communication was not high and there were not too many bridges. On the other hand, when assessing trends in violent crimes in Vilnius district it was revealed that bridge based crimes comprised only one percent of all crimes. Having in mind that bridge is a relatively small object, compared to several different or other urban and rural spaces, this number isn’t that small. In many countries of the world, rural areas are characterized by a defective spatial structure of agricultural land. The most frequent defects are large fragmentation and distribution of farmland. The fragmentation of land has been an issue widely described by many authors throughout the world. The problem of the distribution of land owned by individual farmers is slightly different, since due to the complexity of the problem this issue was not widely explored in Poland (plot patchwork) or in other countries of Europe and the world. Land fragmentation and distribution of plots in rural areas has a negative effect on the profitability and efficiency of agricultural production. Land consolidation and exchange is an operation facilitating spatial structure improvement. The authors attempted to develop a universal land exchange algorithm for eliminating the external plot patchwork. As it turns out, so far no land exchange algorithm has been developed. Specific analyses were carried out in Puchaczów commune, county of Łęczna, Lublin voivodeship in the eastern part of Poland, covering an area of 6907.80 ha, split into 15,211 plots. The chequerboard arrays method was used. The publication presents the algorithm and its practical application using a test sample. A result of the studies is a proposal concerning the exchange of land between landowners in the villages of the commune of Puchaczów. Using the algorithm, the area of individual lands in the commune, after the exchange, will increase by 172.09 ha, which is 2.5% for the area of individual lands, and 1.9% for the commune.

Agricultural development is determined by various factors, such as environmental, economic, demographic, or social circumstances. In order to present the level of this development as com-prehensively as possible, a multidimensional analysis should be carried out with an appropriate methodology. In this article, a taxonomic approach known as the Hellwig’s method was used to determine the level of agricultural development. The area of research was the territory of Poland, divided into voivodships, which are the main units of the administrative division of the country. The development of agriculture thus determined was correlated with activities pursued by the National Agricultural Support Centre (NASC), an institution responsible for the management of agricultural real estate owned by the State Treasury in Poland. The results showed that the NASC’s activities are related to the level of agricultural development in every voivodship. The investigated model of rural space management was shown to be a rational one, performing well in today’s market conditions. The proposed methodology could adapt to similar situations and can be used in similar research on rural areas.
