After the Cold War, the defense industries found themselves at a crossroads. However, it seems that they are gaining new momentum, as new technologies such as robotics and artificial intelligence are enabling the development of autonomous, highly innovative and disruptive intelligent systems. Despite this new impetus, there are still doubts about where to invest limited financial resources to boost high-tech defense industries. In order to shed some light on the topic, we decided to conduct a systematic literature review by using the PRISMA protocol and content analysis. The results indicate that autonomous intelligent systems are being developed by the defense industry and categorized into three different modes—fully autonomous operations, partially autonomous operations, and smart autonomous decision-making. In addition, it is also important to note that, at a strategic level of war, there is limited room for automation given the need for human intervention. However, at the tactical level of war, there is a high probability of growth in industrial defense, since, at this level, structured decisions and complex analytical-cognitive tasks are carried out. In the light of carrying out those decisions and tasks, robotics and artificial intelligence can make a contribution far superior to that of human beings.

AbstractAlthough human activity constantly generates massive amounts of data, these data can only be analysed by mainly the private sector and governmental institutes due to data accessibility restrictions. However, neither migrants (as the producers of this data) nor migration scholars (as scientific experts on the topic) are in a position to monitor or control how governments and corporations use such data. Big Data analytics and Artificial Intelligence (AI) technologies are promoted as cutting-edge solutions to ongoing and emerging social, economic and governance challenges. Meanwhile, states increasingly rely on digital and frontier technologies to manage borders and control migratory movements, and the defence industry and military–intelligence sectors provide high-tech tools to support these efforts. Worryingly, during the design and testing of algorithmic tools, migrants are often portrayed as a security threat instead of human beings with fundamental rights and liberties. Thus, privacy, data protection, and confidentiality issues continue to pose risks and challenges to migrant communities and raise important questions for the public and decision-makers alike. This comment seeks to shed light on the lack of effective regulation of AI and Big Data as they are applied in migration ‘management’. Additionally, from the perspective of privacy issues and immigrant rights (seeking asylum as a human right, it aims at advocating improved access to Big Data for scientific research which might act as a social control function for the smart border and existing/ongoing migration governance practices of countries. We argue that the use of Big Data and AI for migration governance requires much better collaboration between migrants (including the civil society and grassroots organisations solidarity that represent them), data scientists, migration scholars and policymakers if the potential of these technologies is to be reached in a way that is reasonable and ethical. Numerous critical privacy questions arise are regarding the legal requirements, confidentiality, and rules of engagement as well as the ethical concerns of (mis)use of new technologies. When the secretive nature of the ongoing exploitation of migrant data by states and corporations is considered raising such questions is essential for progress.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

The paper presents the scope and scale of transformation of the defense industries of Central Eastern Europe (CEE) countries after the end of the Cold War and the collapse of the USSR. The starting point is the role and position of the armaments economy sector (armaments economy environment), embedded in the realities of the centrally planned economy, and its submission to the politics of the USSR. The turn of the centuries was a period of political and economic transformation conducted during the conditions of a deep economic recession. The defense industry was one of the economic sectors most affected by the crisis. The economic and defense policy of CEE countries was aimed at preserving the capabilities of the armaments sector. Restructuring activities initiated and forced by the change of the political and economic environment have already brought noticeable effects, even though the process has not yet been completed. Defense industry enterprises have become entities operating on the same terms and conditions as other companies on the competitive market. The method of comparative analysis and a case study supplemented with elements of descriptive statistics were used to evaluate the course of the processes. The study has been focused on the analysis of the course of the changes and examination of effects of the analyzed phenomena for the economy and defense of the CEE countries, taking into account primarily their scale and scope.

We are living in a world which is severely crisis-ridden and faces some major challenges. The fact that we are currently facing a genuine global pandemic (COVID-19) brings about even more uncertainty. The social and political institutions, which emerged and consolidated during the 20th century, and which created stability, have become fragile. The young generation born in the 1990s and onwards have experienced 9/11 and the ‘war against terrorism’, the financial crisis of 2008, changes to climate, environmental degradation, and most recently the COVID-19 pandemic. The generation born between 1960 and 1990 have had the same experiences along with severe economic crises in the 1970s and 1980s and the Cold War. Some of these challenges are in different ways intertwined with capitalism and its crises, while others are linked to the rapid development of new technologies, in particular innovations within communication and information technologies. This introduction lists the most important grand challenges facing the world as they have emerged more recently. The five articles following this introduction address some of these challenges, with particular attention to the problems of capitalism and democracy and the relation between these two areas. Most authors agree that climate change and the destruction of the environment are the biggest and most pertinent problems to address, but it is their stance that we can only meet these challenges if democracy is functioning well.

For millennia, mankind has dreamed of creating an artificial creature capable of thinking and acting “like human beings”. These dreams are gradually starting to come true. The trends in the development of modern so-ciety, taking into account the increasing level of its informatization, require the use of new technologies for information processing and assistance in de-cision-making. Expanding the boundaries of the use of artificial intelligence requires not only the establishment of ethical restrictions, but also gives rise to the need to promptly resolve legal problems, including criminal and proce-dural ones. This is primarily due to the emergence and spread of legal expert systems that predict the decision on a particular case, based on a variety of parameters. Based on a comprehensive study, we formulate a definition of artificial intelligence suitable for use in law. It is proposed to understand artificial intelligence as systems capable of interpreting the received data, making optimal decisions on their basis using self-learning (adaptation). The main directions of using artificial intelligence in criminal proceedings are: search and generalization of judicial practice; legal advice; preparation of formalized documents or statistical reports; forecasting court decisions; predictive jurisprudence. Despite the promise of using artificial intelligence, there are a number of problems associated with a low level of reliability in predicting rare events, self-excitation of the system, opacity of the algorithms and architecture used, etc.

Our research allowed for establishment of accounting information intelligent systems typology and for placement of these solutions in the sphere of artificial intelligence applications. It is underlined the intelligent technologies contribution to improve accounting processes and activities, in a qualitative approach, from the hermeneutic perspective. The results of our research are useful for researchers in the fields of applied accounting, intelligent systems for accounting, information technology management. Also, our study is useful in the activity of accounting experts, given the presentation of new technologies used in their area of interest.

This introduction outlines in section I.1 some of the key issues in the study of the ethics of artificial intelligence (AI) and proposes ways to take these discussions further. Section I.2 discusses key concepts in AI, machine learning, and deep learning. Section I.3 considers ethical issues that arise because current machine learning is data hungry; is vulnerable to bad data and bad algorithms; is a black box that has problems with interpretability, explainability, and trust; and lacks a moral sense. Section I.4 discusses ethical issues that arise because current machine learning systems may be working too well and human beings can be vulnerable in the presence of these intelligent systems. Section I.5 examines ethical issues arising out of the long-term impact of superintelligence such as how the values of a superintelligent AI can be aligned with human values. Section I.6 presents an overview of the essays in this volume.
