The inspection of public infrastructure, such as viaducts and bridges, is crucial for their proper maintenance given the heavy use of many of them. Current inspection techniques are very costly and manual, requiring highly qualified personnel and involving many risks. This article presents a novel solution for the detailed inspection of viaducts using aerial robotic platforms. The system provides a highly automated visual inspection platform that does not rely on GPS and could even fly underneath the infrastructure. Unlike commercially available solutions, our system automatically references the inspection to a global coordinate system usable throughout the lifespan of the infrastructure. In addition, the system includes another aerial platform with a robotic arm to make contact inspections of detected defects, thus providing information that cannot be obtained only with images. Both aerial robotic platforms feature flexibility in the choice of camera or contact measurement sensors as the situation requires. The system was validated by performing inspection flights on real viaducts.

В условиях экономического кризиса и ухудшения макроэкономической ситуации возникают проблемы текущего финансирования социальной сферы и снижения уровня обеспеченности объектами общественной инфраструктуры. Приоритет отдается вводу в эксплуатацию дошкольных образовательных учреждений, в то время как вводу физкультурно-оздоровительных комплексов в РБ практически не уделяется внимание. Потребность в строительстве и вводе в эксплуатацию объектов социальной сферы растет, в то время как выделение финансовых средств на данные цели сокращается, что представляет собой большую проблему и требует привлечения дополнительных источников финансирования. Также ряд проблем имеется в сфере здравоохранения и в отношении развития инфраструктуры сельских территорий. Автор приходит к выводу, что институт ГЧП в Республике Башкортостан находится на стадии развития. Государство пока ориентируется на крупные проекты, а менее капиталоемким проектам не уделяется должного внимания. Подобная безынициативность говорит о необходимости притока высококвалифицированных кадров, понимания сущности и значимости партнерства. In the conditions of economic crisis and deterioration of macroeconomic situation, there are problems of current financing of social sphere and decrease in level of provision with objects of public infrastructure. Priority is given to the commissioning of pre-school educational institutions, while the commissioning of sports and recreation complexes in the Republic of Belarus is almost not paid attention. The need for construction and commissioning of social facilities is growing, while the allocation of funds for these purposes is reduced, which is a big problem and requires additional sources of funding. Also, there are a number of problems in the health sector and in relation to the development of infrastructure in rural areas. The author comes to the conclusion that the PPP Institute in the Republic of Bashkortostan is at the stage of development. The state is still focused on large projects, and less capital-intensive projects are not given due attention. Such lack of initiative indicates the need for an influx of highly qualified personnel, understanding the nature and importance of partnership.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

The article suggests a technique for relation global kinematic reference system and local static realization of global reference system by regional continuously operated reference stations (CORS) network. On the example of regional CORS network located in the Novosibirsk Region (CORS NSO) the relation parameters of the global reference system WGS-84 and its local static realization by CORS NSO network at the epoch of fixing stations coordinates in catalog are calculated. With the realization of this technique, the main parameters to be determined are the speed of displacement one system center relativly to another and the speeds of rotation the coordinate axes of one system relatively to another, since the time evolution of most stations in the Russian Federation is not currently provided. The article shows the scale factor for relation determination of coordinate systems is not always necessary to consider. The technique described in the article also allows detecting the errors in determining the coordinates of CORS network in global coordinate system and compensate for them. A systematic error of determining and fixing the CORS NSO coordinates in global coordinate system was detected. It is noted that the main part of the error falls on the altitude component and reaches 12 cm. The proposed technique creates conditions for practical use of the advanced method Precise Point Positioning (PPP) in some regions of the Russian Federation. Also the technique will ensure consistent PPP method results with the results of the most commonly used in the Russian Federation other post-processing methods of high-precision positioning.

Conventional co-rotational formulations for geometrically nonlinear analysis are based on the assumption that the finite element is only subjected to nodal loads and as a result, they are not accurate for the elements under distributed member loads. The magnitude and direction of member loads are treated as constant in the global coordinate system, but they are essentially varying in the local coordinate system for the element undergoing a large rigid body rotation, leading to the change of nodal moments at element ends. Thus, there is a need to improve the co-rotational formulations to allow for the effect. This paper proposes a new consistent co-rotational formulation for both Euler-Bernoulli and Timoshenko two-dimensional beam-column elements subjected to distributed member loads. It is found that the equivalent nodal moments are affected by the element geometric change and consequently contribute to a part of geometric stiffness matrix. From this study, the results of both eigenvalue buckling and second-order direct analyses will be significantly improved. Several examples are used to verify the proposed formulation with comparison of the traditional method, which demonstrate the accuracy and reliability of the proposed method in buckling analysis of frame structures under distributed member loads using a single element per member.

The social order posed by the society to the training of highly qualified personnel for the strategic needs of the labor market is associated with the changes in the economy, including the processes of its computerization and digitalization. Transformations in the digital economy determine new requirements for specialists’ training, their competences and qualification. The rapid changes in socio-economic conditions cause the need to transform the system of vocational training in order to meet the demands for competencies that correspond to the current technologic trends and methods of production. The reforms of vocational education system can be significant in resolving contradictions between the quality of training, on the one hand, and public and employers’ demands, on the other hand. Close cooperation of professional educational institutions, employers and social partners through their joint design and development of teaching technologies and methods for advanced vocational training of qualified specialists can be considered as one of the most efficient factors and conditions for resolving the above mentioned contradictions. These new conditions have already been created in the Centers for Advanced Vocational Training (CAVT), which can be characterized as a new type of infrastructural solution to the problem of aggregation of advanced vocational training programs and material and technical resources owned by science, education, production. The article focuses on some features of interaction and cooperation among vocational educational institutions, employers and social partners (social and public-private partnerships, networking cooperation, educational and technological cluster), which are taken into account in the performance of the Center for Advanced Vocational Training of the Kemerovo region.
