In the conditions of economic crisis and deterioration of macroeconomic situation, there are problems of current financing of social sphere and decrease in level of provision with objects of public infrastructure. Priority is given to the commissioning of pre-school educational institutions, while the commissioning of sports and recreation complexes in the Republic of Belarus is almost not paid attention. The need for construction and commissioning of social facilities is growing, while the allocation of funds for these purposes is reduced, which is a big problem and requires additional sources of funding. Also, there are a number of problems in the health sector and in relation to the development of infrastructure in rural areas. The author comes to the conclusion that the PPP Institute in the Republic of Bashkortostan is at the stage of development. The state is still focused on large projects, and less capital-intensive projects are not given due attention. Such lack of initiative indicates the need for an influx of highly qualified personnel, understanding the nature and importance of partnership.

As we know, the level of organization and efficiency of agricultural production depends on provision of highly qualified specialists. Nowadays, we oversee a shortage of qualified personnel in the agribusiness of the Republic of Tatarstan. Increasing the agricultural products output, on the one hand, and lack of managerial staff in the agricultural enterprises, on the other hand, cause increasing the loading on industry experts, which drastically reduces their motivation to work and efficiency of industrial process control. All this leads to a decrease in efficiency of agricultural production. Studies show, that agribusiness personnel security system depends on their training and retraining in the higher educational institutions, on focused work of personnel services at various levels, on the level of wages, on satisfaction of specialists in social and economic conditions of labor, on output and load to one specialist. Agricultural enterprises do not use standard method for determining the needs of industry professionals. According to nominally - standard method in 2012, the plant industry needed in 1533 agronomists, but according to the information of personnel department of the Ministry of Agriculture of the Republic only 634 agronomists worked in the Republic, that was 41.3% of the estimated quantity. This has led to an expansion of the load on a single specialist, which reduced the efficiency of management, timely execution of processes for organizational reasons and low yields. The loss of crop production averaged in thе Republic was 648 863.600 rubles, that is equivalent to 119 276.3 tons of grain. The shortage of highly qualified personnel in rural areas, their low fixability, degradation qualitative and quantitative human capacity can be eliminated by the development and adoption at the federal and regional levels the targeted program of agribusiness staffing and develop guidelines and criteria for personnel policy. Social and economic activities, that promote security personnel include: material incentives increase, improvement of living conditions, the introduction of new forms of work organization, compliance labor intensity, professional and qualitative promotion of workers. The studies have shown that: an objective approach at making appointments to executive positions; use of personnel reserve; introduction of innovative technologies into the production; improvement of specialists remuneration systems; creation of a single automated system of personnel monitoring in agribusiness; improvement living conditions and higher wages of specialists - are the main measures, facilitating to consolidation of professionals in rural areas. All these measures will have maximum impact and benefit only in joint implementation by the owners of agricultural enterprises and government agribusiness agencies.

The article is devoted to political repressions among Belarusians of Bashkiria in the 30s of the XX century. To date, this ethnic group remains one of the little-studied peoples of the republic, which was a consequence of the long-term priority in the research of the titular Bashkir ethnic group against the background of the ethnocentrism of the historical science of the country. The number of publications devoted to the Belarusians of Bashkiria continues to remain insignificant until now, and most of them are published in the periodical press, as a rule, they have a journalistic, local history, popular science, reference or review orientation. For the first time, the researcher was faced with the task of identifying the dynamics of repressive measures against the ethnic group of Belarusians who lived compactly in rural areas of the region. The analysis of the data of the "Book of Memory of the Victims of Political Repression of the Republic of Bashkortostan" has established that rural residents from among the Belarusian ethnic group suffered more at the initial stages of mass collectivization. this confirms the prosperity of the settlers acquired during the functioning of the farm system of management, as well as the fact that the repressions against Belarusians did not have an ethnic coloring, like their neighbors in the farm residence of Latvians. As an example, the archival and investigative cases of the FSB in the Republic of Bashkortostan from 1931 are considered. The fate of a late-period migrant who emigrated to the Soviet Union in 1926 from the territory of Western Belarus is considered.

One of the key tasks at the current stage of development of the Russian society and its regional communities lies on only in modification of labor capital for increasing its quantitative and qualitative parameters, but also in improving the quality of social and labor environment, which prompts more effective implementation of the available labor capital and rise in labor productivity. The development of the system of moral encouragement of personnel is viewed as the condition for improving the social and labor environment of the company and the criterion satisfaction with the work life. The subject of this research is the system of moral encouragement of personnel as the mechanism for improving the labor efficiency and mitigating conflict manifestations in the sphere of social and labor relations. The empirical analysis is based on the state statistical data, as well as the sociological survey conducted by the Sector of Socio-Political Research of the Institute for Social and Economic Research of Ufa Federal Research Center of the Russian Academy of Sciences in 2021 in the Republic of Bashkortostan. The article also employs secondary data analysis. The author substantiates the need for implementation in the companies of the Republic of Bashkortostan of the flexible system of moral encouragement based on the principle of “social cafeteria” and differentiated mechanisms considering the social characteristics of employees (men, women, and employees with family responsibilities). It is revealed that the clash of career and family is one of the most relevant spheres of the emergence of tension and conflict in modern labor collectives regardless of the field of employment. Description is given to the relevant measures of moral encouragement of personnel, which imply the broadening of options to combine work with family and parenting responsibilities.

The paper features theoretical and methodical approaches to the
classification of regions from positions of modern region studies. It contains social and economic characteristics of the Republic of Crimea as an agrarian region. The author has monitored the current state of agrarian and industrial complex of the Republic of Crimea. The research has revealed that although agriculture is responsible for 17,1 % of the gross regional product, only 5,0 % of labor capacity of the region are engaged in the agrarian sphere of economy, and only 6,3 % of Crimean students major in agriculture. A complex analysis of the Crimean agrarian complex has revealed that the problem of qualified personnel deficiency is not acute for the regional economy, as there is an agricultural institute, as well as a number of minor vocational education institutions. A more relevant task is to improve the quality of training of young specialists and to attract them into rural areas; for this purpose a system and target
approach to agrarian education has been established in the region. The transformation of agricultural education in the republic should be based on the model of a wellbalanced interindustrial staffing plan of agrarian and industrial complex according to sustainable development programs of rural territories in the re gion.
